How is a pension formed in Russia?

The legislation does not stipulate the concept of a minimum pension. This is a conventional name that has taken root among ordinary people and means nothing more than a living wage. This is the amount paid by the state to elderly people who have retired but are not eligible to receive other types of pension payments. Each region of the Russian Federation has its own cost of living, and if the minimum pension in 2021 is less than this value, additional money is allocated from the local budget to cover the gap.

The cost of living is not a constant value. The value is reviewed annually and approved at the highest level. To calculate the BPM, several circumstances are taken into account:

  • official inflation rate;
  • the state and performance of the country's economy;
  • consumer price level.

The cost of living is formed on the basis of prices that are set by region and country. For this purpose, the concept of a consumer basket was introduced - the monthly minimum expenses of a citizen necessary for life. This includes food, non-food essentials and basic services. The composition of the basket is revised less frequently than the subsistence level budget - every five years.

Cost of Living data is published quarterly and varies for each demographic group. Depending on the region, it can differ several times, because not only the price level is taken into account, but also the climatic characteristics of the subject where the calculation is made, the specifics of consumption of essential goods due to the traditional way of life. For example, the budgets of the Kursk region and Chukotka differ by almost 2.5 times.

By old age

The minimum old-age pension in Russia in 2021 is called insurance. It involves payments provided to citizens, and the latter are subject to certain conditions:

  • age restrictions. 55 for women and 60 for men, although sometimes a person has the right to claim earlier retirement, for example, residents of the Far North.
  • having a certain amount of work experience. From 2021, this indicator is set at 7 years with a gradual increase in this value to 15 by 2024.
  • number of points and individual coefficient. In 2018, the maximum possible number of points that a person can earn is set at 8.7, while the IPC should be 13.8.

The minimum old-age pension in 2021 is set at 8,703 rubles. For Moscow it is expected to set the value at 17,500 rubles.

Social

For some categories of citizens, the state pays social pensions - the regular minimum for those people who are not entitled to receive an insurance pension payment. There are three types of social pension:

  • for disability (disabled citizens of groups 1, 2, 3 and disabled children without the requirement to establish a group);
  • in case of loss of a breadwinner (children under 18 years of age or 23 years of age if they are studying but not working, provided that they have lost one of their parents or a single parent);
  • for old age (women 60 years of age and men 65 years of age, if they do not have the appropriate insurance experience; 55-year-old men and 50-year-old women belonging to the small peoples of the North).

According to official information, the minimum social pension in Russia will be indexed next year.

State

In addition to insurance and social benefits, some Russian citizens are entitled to receive state pensions. These include:

  • people who have become disabled due to radiation exposure;
  • residents who were in the contaminated area at the time of the accident;
  • residents who left the exclusion areas.

As a rule, state pensions are issued to victims of the accident at the Chernobyl nuclear power plant.

Minimum fixed payment amounts for each type of pension

  • 5606.15 rubles per month - for small peoples of the North aged 55 and 50 years (men and women); for persons aged 70 and 65 years (men and women); for disabled people of group II (except for disabled people since childhood); for children studying after reaching 18 years of age and having lost one of their parents;
  • 13,454.64 rubles per month - for disabled people of group I since childhood; for disabled children;
  • 11212.36 rubles per month - for disabled people of group II since childhood; for disabled people of group I; for children studying after reaching 18 years of age and having lost both parents;
  • 4765.27 rubles per month - for disabled people of group III.

Minimum pension in Ufa and the Republic of Bashkortostan

The cost of living in the Russian Federation for 2021 for a pensioner is 10,022 rubles. If the cost of living in your region is less than the same level in the country, the Pension Fund will make an additional payment. If the cost of living in your region is higher than in the country, you need to contact the social security authority to assign an additional payment.

Starting from 2021, the cost of living is set for a year at once, and not for a quarter, as it was before. In addition, if previously its value was determined based on calculating the cost of products included in the consumer basket, now it depends on the median per capita income in the country.

The cost of living in the Republic of Bashkortostan from January 1, 2021 per capita is 10,015 rubles, for the working population - 10,641 rubles, pensioners - 9,605 rubles, children - 10,077 rubles.

In Bashkortostan, the cost of living per capita and for the main socio-demographic groups of the population has been established for 2021. The corresponding document was signed by the Prime Minister of the Government of the Republic of Belarus Andrei Nazarov.

In 2021, the minimum pension of a Bashkir pensioner will be 8,155 rubles . It is equal to the cost of living established on the basis of Decree of the Government of the Republic of Bashkortostan No. 553 of September 8, 2021. And according to the law, the minimum pension of a Russian pensioner cannot be less than the minimum level of residence in a constituent entity of the Russian Federation.

  1. Officially not working pensioners receiving a social pension will receive additional payment only from April 1, 2021;
  2. Military pensioners. Their pension is calculated based on the amount of their salary, which has been indexed by 2% since 2013. But this indexation was stopped in 2015. Until 2022, military pensioners will not receive a pension supplement.

Pension supplements in Bashkiria in 2021

For December, all pensions are paid according to the established schedule. But some pensioners may receive a double pension in December. But this is not the generosity of the Pension Fund, as one might think. We are talking about early payment of pensions for January 2021 for those pensioners whose pension date falls on the New Year holidays. Because during this period banks and post office will not work.

The federal social supplement is paid by the territorial bodies of the Pension Fund of the Russian Federation and is established if the total amount of cash payments to a non-working pensioner does not reach the pensioner’s subsistence level established in the region of residence, which, in turn, does not reach the pensioner’s subsistence level in the whole of the Russian Federation.

Payment terms

In connection with the adoption of the new law No. 134, the minimum pension from January 1, 2021 will be paid, taking into account all possible indexations, from the first day of the month following dismissal. Until 2015, pension benefits consisted of the federal base amount, to which insurance and funded parts were added. Today, the funded part is a separate type of security, which is regulated by separate legislative acts.

The minimum pension in Russia in 2021 will be calculated based on the formula:

FIXED PAYMENT + INSURANCE PREMIUM.

To calculate the insurance premium, you need to multiply the number of points (their amount is individual for each, but cannot exceed the legally established value) by the cost of one point. In 2021, the value is set at 81.49 rubles, while throughout 2021 its value was 78.58 rubles.

For non-working pensioners

According to data provided on the government's official website, spending on pensions and social security is planned to increase in 2021. The budget provides for an increase in insurance pensions, and the indexation procedure will be changed. In addition, it is planned to index social pension benefits. The entire process will fully comply with Russian legislation due to the increase in the cost of living. In addition, it is planned to index the pension benefits of the military while maintaining the reduction coefficient at 72.23%.

Indexation of insurance pensions

Traditionally, annual indexation is carried out from February, since on this date the inflation value is known, which is taken into account to calculate the indicator, which is a guideline for increasing payments. The government decided to postpone this moment to an earlier date - the beginning of the year. Thus, the minimum pension in Russia in 2018 will be increased by 3.7% from January 1. This was done in order to ensure a real increase in the amounts paid by the beginning of 2018.

Initially, it was taken into account that inflation would rise by 4%; however, according to preliminary data, today the value does not exceed 3%. Taking this into account, it was decided to increase the amount by 3.7% (taking into account the faster rise in prices). The average size, according to official data, will increase from 13,657 rubles. in 2021 to 14045 in 2021. The increase will be a small 400 rubles, but for pensioners it is better than nothing.

Increase in social pensions from April 2018

8,742 rubles is a payment that is due to everyone who was unable to accumulate the required length of service to receive an insurance pension. This value is used as a basis for assigning allowances to disabled people of groups 1 and 2. In order to support particularly vulnerable sections of the population, the size of the minimum social pension in Russia in 2018 will be increased by 4.1 percent from April (however, the indexation coefficient may be changed). If some people’s allowance is less than the subsistence level in the region of their registration, then they are entitled to an additional payment up to this amount.

Increase due to increase in length of service for working pensioners from August 2021

As for working pensioners, indexation is not provided for them for 2018. An increase in allowances for persons who have retired and continue to work has not been carried out for several years now, and judging by the mood of the Government, the state will continue to adhere to this practice. This is due to the fact that the income of working pensioners is already greater; in addition, they can go on vacation and start receiving payments in full.

In addition to this, employers continue to make contributions to the Pension Fund from their accrued earnings. According to the law, these funds are converted into points, which will subsequently affect the amount paid. The increase from August will be achieved due to an increase in the value of the pension point to 81.49 rubles. A pensioner can also refuse payments for a while, which will then bring an additional bonus. A project to introduce the so-called “13th pension payment”, assigned at the end of the year, as a kind of compensation, is being discussed among deputies.

  • Types of pensions

    Since January 1, 305 rubles have been added to the social pension in Bashkiria and now it amounts to 8,305 rubles. This payment will be received by 146 thousand pensioners living in the region, of which 7 thousand will apply for a pension for the first time.

    Low-income pensioners of the Republic of Karelia will receive the largest supplement to their pension in 2021. In 2021, the PMP there immediately increased by almost 3,000 rubles. A large increase was also recorded in the Jewish Autonomous Region - by 2.5 thousand rubles.

    All non-working pensioners living in the Russian Federation, whose total amount of material support does not reach the cost of living of a pensioner in the region of his residence, is provided with a federal (FSD) or regional (RSD) social supplement to the pension up to the amount of the PMP established in the region of residence of the pensioner.

    Who gets paid

    In addition, when calculating the total amount of material support for a pensioner, the cash equivalents of the social support measures provided to him for paying for the use of a telephone, residential premises and utilities, travel on all types of passenger transport, as well as monetary compensation for the costs of paying for these services are taken into account.

    In Bashkiria, the social supplement to pensions will increase in 2021. This is due to the increase in the cost of living of a pensioner in the region. The corresponding law was signed by the Head of the Republic of Belarus, Radiy Khabirov, at the end of 2021. According to the document, the cost of living of a pensioner in the new year will increase by almost a thousand rubles - from 8,649 to 9,605 rubles.

    — There are such pensioners in the republic, there are more than 120 thousand of them every year, who have a very low pension (perhaps there is no or insufficient work experience). And even with all the payments, the amount does not reach the mentioned subsistence level.

    And in this case, the Pension Fund brings the payment to the pensioner to this amount. We call this payment FSDP (federal social supplement to pension). So, increasing the living wage of a pensioner is of great practical importance,” commented Deputy Prime Minister of the Government of Bashkortostan Lenara Ivanova.

    To the disappointment of pensioners, especially those with a minimum pension in 2021, they did not receive such an increase. They received less. At first it was planned that all pensioners would receive 1 thousand rubles per month.

    Thus, according to the legislation of the republic, it follows that the PMP, which is taken into account for benefits, as well as for social payments, should be established quarterly, then based on this, should pensioners of both Ufa and Bashkortostan expect a revision of the PMP during 2020- ho?

    Who in Bashkiria is entitled to and who received an increase in pensions?

    At the same time, the pension cost of living must be adjusted every year, and its parameters are taken into account when determining both social payments and various benefits, as well as additional payments to pensions. Read about social assistance for pensioners on our website.

    The first is due to the growth of inflation processes and indexation carried out in accordance with the inflation coefficient. As a result, citizens’ incomes will increase by 6.6% of current ones. The second is due to the growth of primary healthcare in a particular region.

    1. pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/22/2021), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (03.10.2018), in the event of a pensioner’s refusal to receive these pensions;
    2. urgent pension payment;
    3. additional material (social) support;
    4. monthly cash payment (including the cost of a set of social services);
    5. other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

    Pension in Ufa and the Republic of Bashkortostan in 2021

    Let's also take as an example a resident of the city of Kirov. Male, 60.5 years old. His pension experience is 25 years, and his individual pension coefficient is 30 points. Using the above formula in the calculation, we get 5626.85 + (30*93) = 8416.25. He is only a little short of the minimum pension accepted in the Kirov region, equal to 8,511 rubles - only 94 rubles. This will be taken into account when calculating your pension.

    The specified amount - 8,645 rubles - will be the minimum pension only for non-working pensioners. The law is based on the fact that if a pensioner works or receives some other income in addition to a pension, then he is not entitled to a social supplement. Even if the pension is below the subsistence level, the person generally receives an income above this amount and without additional payment.

    This cost of living is determined by each region independently. What is characteristic is that there is no uniform method for determining it. Regions take real statistics on the cost of the consumer basket for pensioners as a guide. Then some regions and republics include future price increases in Rosstat data, while others do not.

    How is the minimum old age pension calculated?

    Then the second important provision of the law comes into force. It says that those pensioners for whom the Pension Fund has calculated the amount of their pension payment below the subsistence level are entitled to a special additional payment.

    Today, the number of elderly people who have retirement age and receive these benefits is one million one hundred eighty-six thousand people. The amount that citizens can count on depends on a number of indicators.

    What will be the minimum pension in 2021 by region of Russia?

    The first increase is scheduled for January 2021, after which the amounts paid to persons receiving social benefits will be indexed in April. However, this does not mean that everyone will receive the same amount, since for each region of Russia its own BPM is established by local authorities, so even pensioners with the same length of service may receive different amounts of money. In addition, it should be noted that each region has the right to make additional payments to older people, but not all budgets allow this.

    PMP and minimum age pension

    Now everything is a little more complicated, but in favor of pensioners. The amount of their additional payment is fixed, and during annual indexations the main part of the pension is increased by a percentage common to all. As a result, recipients of social supplements from the same region today receive slightly different pension amounts.

    Minimum pension in Russian regions from January 1, 2021

    The Russian Pension Fund has finally published complete data on the cost of living of a pensioner (PMP) for all 85 Russian regions. PMP is actually a minimum old-age pension - those elderly Russians for whom the Pension Fund has calculated a lower pension receive an additional payment up to this level. Although the procedure for calculating minimum pensions has changed slightly in 2021, in general this rule continues to work. What is the minimum pension in Russia from January 1, 2021, depending on the region - a complete table of the cost of living for a pensioner in the country from the Pension Fund of Russia.

    • old age pension is less than PMP;
    • who is not working;
    • who has no outside income;
    • who will not receive benefits and financial assistance;
    • in general, all those whose total income including pension is less than the PMP. As mentioned earlier - if all payments are less than 8 thousand 646 rubles. (or 8 thousand 645 rubles)
    • former military personnel, as well as their family members;
    • to all participants of the Second World War;
    • who suffered during man-made disasters, including family members;
    • participants in the liquidation of accidents, in particular in connection with the events in Chernobyl.

    The size of the social pension in Bashkiria will be increased by 2 percent

    However, as they probably thought at the top, how much it would cost the budget and immediately shed tears. They went backwards and came up with another increase plan - they took the average Russian pension, and it is somewhere around 14-odd thousand, and took a percentage of this value to get a thousand, the result is 7.05 percent. And here is the indexation percentage.

    Thus, a one-time payment of 5 thousand rubles covers the increase in pensions from August 1 of this year. In this case, compensation will be paid to both non-working and working pensioners.

    Residents of apartment buildings transfer a certain amount for housing maintenance every month. However, citizens who have reached the age of 70 - 80 years are exempt from payment. Free pass. In the Republic of Bashkortostan, you can only get free travel cards for public transport. However, you can get a discount when purchasing tickets for intercity transport.

    Additional payment for a labor veteran to a pension in Bashkiria

    • identification document;
    • parent's death certificate;
    • a certificate confirming the fact of residence or work in the Far North or territories close to them;
    • birth certificate of a minor;
    • a document confirming disability with assignment of a group;
    • if the deceased parent was a single mother, then provide a certificate confirming this.

    The monthly income of a non-working pensioner must be no less than the minimum subsistence level for a pensioner established in the region of the Russian Federation in which he lives. This rule is enshrined in Part 1 of Art. 12.1 of Law No. 178-FZ of July 17, 1999

    Low-income non-working pensioners whose monthly income is less than the minimum subsistence level established in a particular region are assigned a social supplement to their pension. It is worth noting that when calculating a pensioner’s monthly income, not only the pension itself is taken into account, but also other payments - EDV, the cash equivalent of the NSU, compensation for housing and communal services, and so on.

    Minimum pension from January 1, 2021

    Therefore, the cost of living established in a particular subject of the Russian Federation for pensioners is essentially the value of the minimum pension in a given region. PMP values are approved annually, and it is already known what the minimum pension will be from January 1, 2021 . A table by region indicating the size of the minimum pension is presented later in the article.

    They all receive income from the Pension Fund (PFR) budget. The Government of the Russian Federation regulates the incomes of socially vulnerable groups of the population in order to prevent the impoverishment of large sections. This is done at the legislative level.

    The size of the minimum pension in 2021 in Moscow and the Moscow region

    As already noted, people who have taken a well-deserved vacation and live in the capital and the Moscow region can count on one of the largest minimum pensions in Russia in 2021. According to official information, the numbers look like this:

    • Moscow – 17,500 rub.;
    • Moscow region – 9864 rub.

    It is noteworthy that residents of New Moscow receive pension payments like Muscovites. The insurance is paid if a person has at least 8 years of experience, and the individual coefficient is 11.4. Everyone who does not fit into this figure receives a minimum wage that does not reach the subsistence level, so the city authorities compensate for this difference. Additionally, it is planned to increase a number of monthly and one-time municipal allowances for various categories of Muscovite pensioners (Heroes of Russia, labor, etc.).

    For pensioners living less than 10 years in the capital

    An interesting situation arises with the minimum amounts paid in the capital. Since their value is significantly higher than the national average, many older people are trying by hook or by crook to obtain at least temporary registration in the capital. They continue to live in their home region, and they receive allowances at Moscow rates.

    Pension fund specialists understand this situation, so a differentiation was introduced between native and non-native Muscovites. The latter include those whose Moscow registration has been listed in their passport for at least ten years. Non-indigenous Muscovites who have retired are entitled to a minimum pension, the amount of which does not take into account the monthly supplement paid by the city authorities.

    For Muscovites with registration for more than 10 years at their place of registration

    If, according to registration, a person of retirement age has lived in Moscow for more than one decade, he has the right to all allowances and additional payments that are provided for by law. The social standard from 2018 will be 17,500 rubles. In addition to this, older Muscovites receive some benefits from the authorities, expressed in the form of discounts on travel and payment for a number of utilities. However, it should also be taken into account that the price level in the capital region is higher, which is taken into account when approving the minimum pension allowance.

    The Russian Pension Fund publishes a complete table of the cost of living for a pensioner in all regions of the country. This time, such publication was noticeably delayed for unknown reasons - the regions installed PMP at the end of last year. Fortunately, at least in February, the combined data appeared.

    Minimum pension in Russian regions from January 1, 2021

    The second type of PMP is determined by its own rules. Moreover, until recently there were no uniform rules at all, and each region used its own. It came to completely shameful cases when prices naturally rose, but the PMP in some regions did not change for 3-4 years in a row. Or it was increased by mocking amounts like 10-20 rubles.

    In this case, indexation is carried out only after the pension has been brought to the level of the subsistence minimum and above this indicator. It is reported that in some cases the total amount of additional payments can reach 10 thousand rubles.

    Let us remind you that indexation of pensions in Russia is carried out annually. In 2021, pensions for non-working pensioners have already been indexed; their payments have been increased by 6.3%; The average increase in Russia was more than a thousand rubles. Today in the Russian Federation the average pension for a non-working pensioner is 17.4 thousand rubles.

    What payments can pensioners expect in March?

    The size of pensions and their increase is one of the most important topics of acute concern to Russian residents who have reached retirement age or are approaching it. Let us remind you that today in Russia the retirement age for women is set at 60 years, for men - at 65. At the same time, the increase in the retirement age occurs gradually, in addition, there are programs for people who are called pre-retirees. If they have sufficient length of service, some categories of citizens who have not yet reached retirement age have the right to retire early.

    However, not all citizens receive a high pension - it depends on the length of service, length of service, the number of pension points accumulated over the years of work, on the northern and regional coefficients and much more. Many people receive a pension at the minimum level, and from January 1, 2021, the size of these pension payments will change - for the calculation, data from the Ministry of Labor for the 2nd quarter of last year on the cost of living for citizens of retirement age is taken.

    As you know, in 2021 we will see a number of innovations, such as increasing taxes, indexing the monthly income tax, increasing housing and communal services tariffs, or continuing the pension reform. By the way, according to the new law, the retirement age is raised, and you can study how this will be done from the table of retirement by year, which is in our magazine.

    Based on these data, the ProfiKomment magazine provides a table of the minimum old-age pension, which must be paid from January 1, depending on the recipient’s region of residence, and next to it is the legal standard of the local government authority.

    • the pension itself; • additional material (social) support; • monthly cash payment (including the cost of a set of social services); • other measures of social support established by the legislation of the constituent entities of the Russian Federation in monetary terms (except for those provided at a time).

    Registration of additional payments to pensions up to the subsistence level in 2018

    To summarize, it can be noted that the minimum pension in Russia in 2021, due to various circumstances, may not always reach the subsistence level. For this reason, additional payments are due until this value is reached. It is important to understand that not all elderly citizens have the right to count on such an additional payment, but only those whose pension provision is the only source of income. If a person, for example, works additionally, then additional payment to the minimum subsistence level is not provided.

    Supplements are calculated based not only on the amount of pension benefits, but also on a number of other additional payments:

    • monthly benefits, for example, for disability;
    • social benefits (free travel on public transport, sanatorium treatment, etc.);
    • additional regular payments provided by municipal authorities.

    Targeted assistance to a citizen, insurance payments, and assistance in kind (material provision of food, clothing, medicines) are not taken into account. Another important condition for calculating the surcharge is that the citizen must permanently reside in Russia. If he goes abroad for permanent residence, the payment of additional funds stops.

    Where to contact

    In order for the state to begin making additional payments to a low-income pensioner, he must visit the Pension Fund office or send an application there by mail. The issue of additional payments is regulated by Federal Law 178. Unlike one-time assistance, they are paid monthly until the pensioner’s income level reaches the required level or until the person receives an additional source of income. When applying for a job, he must immediately report this to the Pension Fund branch of his region.

    What documents are required

    It is necessary to prepare a number of documents in order to receive the additional payment due:

    • passport of a citizen of the Russian Federation or residence permit for foreigners;
    • pensioner's ID;
    • a document confirming the place of registration;
    • document on pension insurance;
    • documentary evidence that the person is not currently working (for example, a work book);
    • certificates confirming payments received on a regular basis;
    • document on accrued pension funds;
    • statement.
