Minimum amounts of a fixed payment of a disability insurance pension
Since 2014, the main pension option has been the payment of an insurance pension. Its size depends on the length of the insurance period, the number of pension points, and the retirement age. The fixed payment to the insurance pension does not depend on these indicators. In 2021, the minimum size of the fixed part of the insurance pension is 6044.48 rubles. rubles per month.
- pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (12/08/2020), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (12/08/2020), in the event of a pensioner’s refusal to receive these pensions;

- additional material (social) support;

According to Article 1 of Federal Law N 178-FZ “On State Social Assistance” (December 29, 2020)
, a social supplement to a pension is a sum of money provided to a citizen (pensioner) towards an insurance pension and (or) towards pension provision, taking into account cash payments and individual measures of social support provided in kind up to the pensioner’s subsistence level established in the constituent entities of the Russian Federation according to his place of residence or place of stay (in this case, in the Republic of Bashkortostan).
Living wage of a pensioner for previous years
The additional payment is established in such an amount that the total amount of material support for the pensioner, taking into account this additional payment, reaches the minimum subsistence level for the pensioner established in the Republic of Bashkortostan (8 649 ₽
).
In Bashkiria, the social supplement to pensions will increase in 2021. This is due to the increase in the cost of living of a pensioner in the region. The corresponding law was signed by the Head of the Republic of Belarus, Radiy Khabirov, at the end of 2021. According to the document, the cost of living of a pensioner in the new year will increase by almost a thousand rubles - from 8,649 to 9,605 rubles.
— There are such pensioners in the republic, there are more than 120 thousand of them every year, who have a very low pension (perhaps there is no or insufficient work experience). And even with all the payments, the amount does not reach the mentioned subsistence level.
And in this case, the Pension Fund brings the payment to the pensioner to this amount. We call this payment FSDP (federal social supplement to pension). So, increasing the living wage of a pensioner is of great practical importance,” commented Deputy Prime Minister of the Government of Bashkortostan Lenara Ivanova.
According to the resolution, from January 1 to December 31, 2021, the cost of living per capita will be 10,015 rubles, for the working population - 10,641 rubles, pensioners - 9,605 rubles, children - 10,077 rubles.

Previously, the Ministry of Labor of Bashkiria developed a plan for a regional program to reduce poverty until 2030. It turned out that as of 2018, more than 12% of the population – more than 491 thousand people – were below the poverty line. According to this indicator, Bashkiria ranks 26th in the ranking of regions.
However, the difference between the federal and regional subsistence levels will remain in 2021. This is due to the fact that the cost of living varies across regions. Therefore, special coefficients (increasing and decreasing) for regions will be developed. Over time, the values for all regions of the country should level out.
Each region of Russia has the right to independently set its own subsistence level. However, at the same time, the cost of living established by the authorities of the constituent entities should not fall below the level of this indicator in the second quarter of last year.
From January 1, 2021, the federal cost of living is set not for one quarter, as was done previously, but for the entire calendar year. Before the adoption of the regulation, the level of the subsistence minimum depended on the cost of the consumer basket , and since the adoption of the regulation, its size depends on the average per capita income in the country .
The second type of PMP is determined by its own rules. Moreover, until recently there were no uniform rules at all, and each region used its own. It came to completely shameful cases when prices naturally rose, but the PMP in some regions did not change for 3-4 years in a row. Or it was increased by mocking amounts like 10-20 rubles.

PMP and minimum age pension
Now everything is a little more complicated, but in favor of pensioners. The amount of their additional payment is fixed, and during annual indexations the main part of the pension is increased by a percentage common to all. As a result, recipients of social supplements from the same region today receive slightly different pension amounts.
Minimum pension in Russian regions from January 1, 2021
A minimum pension at the PMP level is usually the case for those who have just reached retirement age and who have received a small pension. They were given an additional payment, and they will only be able to go beyond the PMP after the next indexation.
