Pension increase in St. Petersburg in 2021: by what percentage

In April, state pensions, including social ones, are traditionally increased in Russia.

• State pensions are given to veterans, cosmonauts, victims of man-made disasters and other small categories of citizens.

• Social pensions are paid to disabled people and other disabled citizens of Russia. Including the right to receive a social pension are persons who have reached the ages of 70 and 65 years (men and women, respectively).

The social pension will increase by as much as 2.6 percent from April 1, 2021.

The easiest way to calculate your pension based on the results of the April indexation of 2021 is to multiply its current value by 1.026.

We also took a calculator and did the math. Here's what happened:

  • 1. Group 1 disabled since childhood and disabled children: 13,568 x 1,026 = 13,920 rubles.
  • 2. Group 2 disabled people since childhood, Group 1 disabled people: 11,306 x 1.026 = 11,599 rubles.
  • 3. Disabled people of group 3: RUB 4,805. x 1.026 = 4,929 rub.
  • 4. Citizens who have reached the age of 70 and 65 years (men and women, respectively), Group 2 disabled people (except for those disabled since childhood): 5,652 x 1.026 = 5,798 rubles.

These numbers are not official. If we made a mistake in the calculations, please correct us, we will be grateful!

If a pensioner worked in 2021, and the employer paid contributions to the Pension Fund from his salary, then from August 2021 his pension will increase slightly. It will be recalculated upward, taking into account the amount of insurance contributions received. This applies to old-age or disability insurance pensions.

The size of the increase depends on the level of wages of a working pensioner in 2021, or more precisely on the amount of insurance premiums paid for him by the employer and accrued pension points.

But the maximum increase is limited to three pension points in cash equivalent. And since one pension point in 2021 costs 98.86 rubles, the maximum pension increase from August 1, 2021 will be 296.58 (98.86 × 3) rubles .

In January 2021, throughout Russia, and accordingly, both in St. Petersburg and the Leningrad region, indexation of old-age and disability insurance pensions will take place. It will only affect non-working pensioners.

The parameters of the upcoming increase in benefits are well known. The size of the insurance pension and the fixed payment to it will increase by 6.3 percent from January 2021. This is almost double the expected inflation rate, which is forecast to be 3.7% in 2021.

The size of the pension point will increase from 93 rubles to 98.86 rubles, and the amount of the fixed payment to insurance pensions will increase from 5,686.25 rubles. up to RUB 6,044.48

Thus, the average pension from January 2021 will increase by approximately 1,000 rubles.

Of course, this is the average temperature in the hospital. For some, the pension will increase by a smaller amount, for others by a larger amount. Well, the easiest way to calculate your pension based on the results of the January indexation of 2021 is to multiply its current value by 1.063.

As mentioned above, in 2021 the size of the fixed payment to insurance pensions will increase due to indexation from 5,686.25 rubles. up to RUB 6,044.48

But there are preferential categories of pensioners who have the right to receive a fixed payment in an increased amount. For example:

1. Disabled people of group 1 receive a fixed payment of double size. That is, in 2021 it will be: 6,044.48 x 2 = 12,088.96 rubles.

2. Citizens who have reached the age of 80 also have the right to a double payment - 12,088.96 rubles.

This means that pensioners born in 1941 will receive a gift from the state for their anniversary in 2021. They will receive 6,044.48 rubles added to their pension.

3. Citizens whose dependents are disabled family members (except for persons who have reached 80 years of age or are disabled people of group 1):

• With 1 dependent – 8,059 rubles. 31 kopecks per month;

• With 2 dependents – 10,074 rubles. 13 kopecks per month;

• With 3 dependents – 12,088 rubles. 96 kopecks per month.

Rural workers, residents of the Far North, etc. also have the right to an increased fixed payment.

This difference in terms is due to the fact that each type of pension is tied to some other accruals . For example, the monthly allowance for former military personnel depends on the amount of payments to current employees, and the latter is raised only in October.

The social pension is accrued in parallel with the bonus. But in this case, the shift to April is only official - in fact, the money will be issued in January. However, the specified percentage is not the final point for recalculation.

The main type of benefit is insurance pensions , which are divided into 3 large categories: old age, loss of a breadwinner and disability. In the first case, all recipients are guaranteed the same bonus – 145.76 rubles. (i.e. a rise from 5606.17 to 5751.93 rubles). In the other two, the total amount will fluctuate, because... they are divided into smaller types:

From January 1, 2021, the insurance pension of non-working pensioners will increase as a result of planned indexation. Such an increase is already enshrined in Law No. 350-FZ of October 3, 2018 and will amount to 6.3% . Since the increase will be made not by a fixed amount, but by a certain percentage, the amount of the increase will be determined individually.

You can independently calculate in advance how much your pension will increase from January 1. To do this, you need to multiply the current payment amount by 1.063 . In this case, you only need to multiply by this index the amount of pension provision (without the monthly allowance, compensation for utilities, social supplement, and so on).

  • Non-working pensioners - recipients of insurance pensions;
  • Pensioners who will complete their work at the end of 2021;
  • Retired guardians or trustees. From July 1, 2021, they will no longer be considered working; their insurance pension and fixed payments will be indexed on the same basis as non-working pensioners;
  • Non-working recipients of insurance pensions, the amount of which is below the pensioner’s subsistence level;

The increase in pensions from January 1 will not affect two categories of non-working pensioners. Recipients of social pensions will receive an increase later, from April 1. Also, military pensioners will not be able to count on indexation within the specified time frame, since their pension provision is calculated differently, namely based on the amount of their salary. Since 2013, annual salary should be indexed by 2%. However, since 2015, this indexation was temporarily suspended, and has now been extended until 2022.

Non-working pensioners receiving an insurance pension . Insurance pensions of non-working pensioners will be indexed by 6.3%. The size of the fixed payment (as part of the insurance pension) and the cost of one pension coefficient after indexation will increase accordingly.

For pensioners who stopped working in 2020. Payments to pensioners who complete work at the end of 2021 will also be increased for all missed indexations.

Recipients of social supplement to pension . Insurance pensions, the amount of which is below the pensioner’s subsistence level, will increase by 2.6% in January 2021 if the pensioner is provided with a social supplement.

The cost of living for a pensioner at the federal level is projected to be:

  • for 2021 - 10,022 rubles;
  • for 2022 - 10,115 rubles;
  • for 2023 - 10,818 rubles.

This means that minimum pensions throughout Russia should not be less than these values.

The average pension (of all types) in Russia will be:

  • in 2021 - 16,209.32 rubles;
  • in 2022 - 16,982.16 rubles;
  • in 2023 - 17,736.22 rubles.

The average size of the old-age insurance pension for non-working pensioners will be:

  • in 2021 - 17,443.40 rubles;
  • in 2022 - 18,368.54 rubles;
  • in 2023 - 19,294.07 rubles.

The funded part of the pension will also increase in 2021. Its average size will rise:

  • up to 1018 rubles - in 2021;
  • up to 1932 rubles - in 2022;
  • up to 2012 rubles - in 2023.

The size of the immediate pension payment will increase:

  • in 2021 - up to 2101 rubles;
  • in 2022 - up to 2306 rubles;
  • in 2023 - up to 2510 rubles.

For 2021, as for every year before, another increase in pensions is planned. In 2021, payments to all pensioners will be increased in Russia, i.e. There will be an indexation of pensions for those who are already retired and receive regular old-age insurance pensions and other categories.

What will be the size of the minimum pension in Russia after indexation in 2021 for those who are already retired

Earlier, Russian President Vladimir Putin signed a law on a new methodology for calculating the minimum wage (MROT) and the subsistence level from January 1, 2021, which will affect the amount of the minimum pension in 2021.

People of retirement age are one of the most vulnerable social categories of citizens of our country. The government annually takes measures aimed at improving their well-being. 2021 was no exception - in June, innovations came into force, which this time relate to the size of the established living wage.

Indexation of pensions for non-working pensioners in 2021

According to recently adopted amendments to the Constitution, pensions must be indexed annually. In fact, this norm has been working for more than one year - it just worked in “manual mode”. However, while mandatory indexation of pensions is not included in federal law, the same indexation procedure applies as before.

Thus, in 2021, along with an increase in the retirement age, pensions and insurance pensions for non-working pensioners were increased - they increased by 7,05

%.
In 2021 there was also an increase – by 6.6
%. Each time, indexation is planned 3 years in advance, which means that the amount of pension indexation in 2021 is already known:

  • in 2021
    , pensions will increase by
    6.3
    %;
  • in 2022
    , pensions will increase by
    5.9
    %;
  • in 2023
    , pensions will increase by
    5.6
    %;
  • in 2024
    , pensions will increase by approximately
    5.5%
    (judging by law 350-FZ).

Indexing on 2025

1st and subsequent years for now - its size will be announced in 2022, but it will clearly be no less than the inflation target (4%).

From 2021, pensions are indexed only for non-working pensioners - this decision was made in order to balance the federal budget during the next crisis. In practice, this means that a working pensioner does not lose the right to a pension, but receives it based on the value of the pension point and the amount of the fixed payment on the date of commencement of work (or for 2015, if he works longer).

The following categories of pensioners are deprived of the right to indexation:

During the indexation process, not only the basic part of pension payments increases, but also the annual rate. For all categories of recipients, the base portion is the same, and during indexation the annual rate increases more. As a result, all pensioners receive an equal share of their payments, regardless of their accumulated work experience. This approach provides a higher standard of living even for those who do not receive the largest pensions.

In addition, fixed payments are planned for pensions of different categories of disabled people.

YearGroup IGroup IIIII group
202011 372,50 ₽5 686,25 ₽2 843,13 ₽

202414 262,68 ₽7 131,34 ₽3 565,67 ₽

The values given in the table apply only to non-working persons. For those disabled people who work, the fixed rate does not increase and remains the same as it was assigned on the date the pension was assigned.

Not all categories of pensioners can count on the promised increase in pensions by almost a thousand rubles. Indexation will affect those whose monthly payment does not exceed 16,000 rubles. For those pensioners who do not meet this requirement, the increase in pension will affect only the insurance part.

Also, payments will not be indexed to citizens receiving social pensions, but who did not have time to accumulate the minimum required number of pension points before receiving an insurance pension. Their pension will be indexed on April 1 to the level of the projected index of increasing the cost of living, which in 2021 is 2.6%.

In addition, the increase in pension payments on January 1, 2021 will not affect all categories of disabled people, as well as veterans of various military operations. Their pension will be increased on the first day of February by 3.8%, and the amount of the pension they receive will depend on the size of the available payments. This premium was calculated based on the consumer price increase index for 2021.

Indexation of pensions: to whom and by how much will payments be increased in 2021

Indexation of pensions for working pensioners was suspended in 2016, but this temporary measure may be canceled in 2021. Intensive and heated discussions in the State Duma allow talk about a possible revision of the decision, since, according to experts, it conflicts with the norms of the Constitution. Many experts are convinced that the return will be socially fair, since people who have retired are often forced to work to ensure a decent standard of living. In addition, they work openly and officially and pay the required insurance premiums in full.

The draft budget for 2021 did not include funds to increase pensions for working pensioners. Many deputies are in favor of developing and adopting a draft law to repeal the Federal Freezing Law, and even V.V. Putin approved the initiative, but there is no news on this topic yet. If the changes are adopted, it will not happen before the spring session.

The indexation of pensions of non-working pensioners will take place on the first day of the new year 2021 by 6.3%. Despite the difficult socio-economic situation in the country, the increase rate remains at the planned level. More than 7.8 trillion rubles were allocated to the state budget to ensure these payments, as well as more than 632 billion rubles for other payments made from the Russian Pension Fund.

Also, from January 1, the process of transferring citizens who receive pensions of different categories to the unified national payment system MIR will be completed. Accordingly, all payments from this day will be credited only to MIR cards. Despite the fact that the transition has been smooth since 2021 and the end of the process was planned for July 2021, due to the pandemic, it was decided to extend the transfer time until the last day of 2021.

Despite the difficult situation in Russia, as well as throughout the world, price increases remain within the predicted limits. Therefore, the indexation of pension payments by 6.3%, which is almost twice the inflation rate, will allow pensioners to lead a normal lifestyle. However, if the situation further gets out of control, the government will take the necessary measures to support the most vulnerable segments of the population, including people receiving pension payments.

The other day it became known about a new order that came from the government of the country. The authorities reported that in January 2021, pensioners will be able to receive more than 20,000 rubles. True, the additional payment will not be accrued to all elderly people, but only to those who have already stopped working.

From January 1, all social benefits in the capital of the country were increased, including the size of pension payments.

Pensioners who live in Moscow and have already stopped officially working will receive from 20,222 rubles monthly. For comparison, we recall that previously the minimum pension payment for residents of the capital was 19,500 rubles. The first increased amounts will come to Russians in January.

So, it seems that plans for indexation at the federal level have been sorted out. But in St. Petersburg today there is a special system of social support measures from the local budget. Money, according to the Social Code of St. Petersburg, is received by disabled people, families with children, veterans, blockade survivors and a number of other categories of citizens.

St. Petersburg also has several types of social benefits for pensioners, which are financed from the city budget. The principles of their appointment and promotion are quite complex.

Amounts of monthly cash payments to certain categories of citizens in St. Petersburg

FSD or RSD

The federal social supplement is paid by the territorial bodies of the Pension Fund of the Russian Federation and is established if the total amount of cash payments to a non-working pensioner does not reach the pensioner’s subsistence level established in the region of residence, which, in turn, does not reach the pensioner’s subsistence level in the whole of the Russian Federation.

Who gets paid

  • pensions, including in the event of a pensioner’s refusal to receive said pensions;
  • urgent pension payment;
  • additional material (social) support;
  • monthly cash payment (including the cost of a set of social services);
  • other social support measures established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of social support measures provided at a time).

The pensioner's subsistence level is separately established for the purpose of additional payment to pensioners. In essence, this is the minimum pension. In St. Petersburg in 2021 it will be equal to 10,280.30 rubles in accordance with Art. 25 No. 549-114 dated November 26, 2020. on the budget of a city of federal significance.

According to the logic of legislators, the authorities of the constituent entities of the Russian Federation now need to introduce a separate act of living wages for the entire 2021 (and not for the 1st quarter of 2021, as before). Although the deadline for issuing such a regulatory act has been missed (according to Federal Law-473 PM in the regions, it is set until September 15 of the current year for the next one).

Living wage: what is different about the new approval procedure

Starting from 2021, the procedure for calculating two important social indicators at once will change significantly: the subsistence minimum (or abbreviated PM) and the minimum earnings of a citizen of the Russian Federation (MROT). For St. Petersburg, these indicators are approved by the city Government. Therefore, information about what the PM and minimum wage will be in 2021 in St. Petersburg should be sought in regional regulations. In 2021, the procedure for their adoption should be revised.

  • In those regions where the PMP for 2021 is more than 10,022 rubles, low-income pensioners will be paid a regional social supplement. This applies to citizens living in the Moscow region, Khabarovsk and Kamchatka territories, Yamalo-Nenets Autonomous Okrug, and so on.
  • In those regions where the cost of living for a pensioner in 2021 is less than 10,022 rubles, low-income pensioners will be assigned a federal social benefit. This applies to regions such as Novosibirsk, Kurgan, Belgorod regions, Krasnodar Territory, Sevastopol, Crimea and so on.

Therefore, the cost of living established in a particular subject of the Russian Federation for pensioners is essentially the value of the minimum pension in a given region. PMP values are approved annually, and it is already known what the minimum pension will be from January 1, 2021 . A table by region indicating the size of the minimum pension is presented later in the article.

Social supplement up to the subsistence level

It is worth noting that in some regions of the Russian Federation the amount of PMP for 2021 has not yet been approved. In the table opposite such regions there is a dash “-”. The table will be supplemented as regulations are approved by local authorities.

Since its value serves as the main economic indicator of the distribution of social assistance, the cost of living for a pensioner in 2021 will largely determine the standard of living of this category of citizens.

Pension increase from January 1, 2021

So here's what we found out. All non-working pensioners in St. Petersburg, whose total amount of material support does not reach the value of the Minimum Subsistence Minimum of a Pensioner in St. Petersburg in 2021, is provided with a Social Supplement (SD) to their pension up to the value of the PMP.

The minimum subsistence minimum for a Pensioner in St. Petersburg in 2020 was set at 9,514 rubles. It is this figure that is taken into account when assigning the Social Supplement to the pension. That is, in principle, the minimum pension in St. Petersburg in 2021 was equal to 9,514 rubles.

For 2021, the Legislative Assembly of St. Petersburg set the minimum subsistence level for a Pensioner in the city at 9,757.1 rubles.

This amount can be conditionally considered the minimum pension in St. Petersburg in 2021.

If we talk about the minimum pension, the difference between payments in St. Petersburg and the Leningrad region today is small. If in St. Petersburg the Pensioner's Subsistence Minimum in 2021 is set at 9,514 rubles, then in the Leningrad region its size is slightly smaller - 9,247 rubles. As you can see, the difference is only 267 rubles.

But in St. Petersburg there are also local cash payments to various categories of citizens established by the laws of St. Petersburg. They must be taken into account in order to understand what kind of money pensioners in St. Petersburg actually receive.

    Insurance pensions for non-working pensioners will be increased in accordance with the law: No. 350-FZ of October 3, 2018. The increase in pension payments will be carried out not by a certain amount, but by 6.3%.

    Pensioners can calculate the amount of their new pension themselves. It is determined by multiplying the old payment amount by 1.063. The previous pension amount is taken without social supplements, compensation for utilities and daily allowance.

    Former military personnel, employees of the Federal Penitentiary Service, the Russian National Guard, and the Ministry of Internal Affairs, who have received an insurance pension from the Pension Fund of the Russian Federation, are entitled to a second old-age pension payment. They can be received by women who have reached 60 years of age and men aged 65 years and older who have worked in civilian life for the required number of years.

    On January 1, insurance pensions of former military personnel will be indexed by 6.3%.

    Military pensioners who continue to work in civilian occupations should not count on an increase in pensions from the Pension Fund. Indexation of their insurance pensions will occur only after dismissal. They are compensated for all missed indexations.

    Changes in these types of pensions will be made based on the results of changes in the PMP growth index compared to the previous year. Social pensions are increased every year on April 1 for all pensioners.

    State pensions also change every year. As a rule, they are set as a percentage of the size of social pensions.

    Social and state pensions will be indexed on April 1, 2021. According to calculations by the Ministry of Economic Development, the cost of living of a pensioner in 2021 will increase by 2.6%, by approximately 234 rubles.

    Let us recall that social pensions, in accordance with Article 18 of Federal Law No. 166 of December 15, 2001, are set fixedly for different categories of payment recipients.

    Non-working Russian pensioners will receive an increase from January 1, 2021. The pension increase is an annual measure: next year the indexation will be 6.3%. At the same time, the inflation rate predicted by the Central Bank is about 4%. Thus, non-working pensioners will receive an average of 17,444 rubles.

    - This will be almost one and a half times higher than inflation - according to forecasts, this year it will be 3.7-4 percent. That is, the pension will increase by a thousand rubles on average,” said Elena Bibikova, Deputy Chairman of the Federation Council Committee on Social Policy.

    As part of the pension reform, such a measure is planned for 2021. The grace period will continue, when Russians can retire 6 months earlier than the new period. Women born in 1965 will be able to take advantage of this right. and men born in 1960

    Russian pensioners will have to switch to electronic work books

    In 2021, Russian pensioners will be completely transferred to the ETC (electronic work book). New employees will no longer be given paper copies. For already working pensioners, both electronic and paper work books will be valid. Only new entries will be entered into the ETC, so it is important not to lose paper media. Otherwise, it will be difficult to prove the existence of work experience; you will have to visit former employers and collect certificates.

    Pensioners need to submit an application to the Pension Fund in order to enter absolutely all data into the ETC,” said Mikhail Mishustin.

    Mothers with many children can retire earlier than usual:

  • at the birth of three children - at 57 years old:
  • at the birth of four - at 56 years old;
  • for the birth of five or more - at 50 years.

But there is no transition period for them, so already in 2021 you need to have at least 15 years of experience and 21 pension points.

In 2021, for the first time, mothers with many children will be able to use their right to early retirement on new grounds - for now only if they have at least four children. In 2021, the normal retirement age was already lower than the preferential age. But in the second half of 2021, mothers of four children can retire at 56 years old - six months earlier than others.

Mothers of three children will use the benefit no earlier than 2023.

For mothers of five or more children, the benefit existed before - it still works the same way. Fathers do not have such a benefit.

Even if you don’t have enough experience and points, the state still won’t leave you without a pension: in such cases they pay a social pension. It is equal to the fixed part of the insurance pension with an increase in the form of a social supplement.

But the right to such a pension arises 5 years later than usual. Taking into account the transition period, in 2021 it is 61 years and 6 months for women and 66 years and 6 months for men.

Northerners, teachers, doctors, artists and civil servants have their own specific rules for assigning pensions. About them - in another analysis.

As reported by the Pension Fund of Russia, the average pension after indexation will be 17,443 rubles. Topilin noted that annual indexation is enshrined in law. He also added that from February 1, monthly cash payments to various categories of citizens will be indexed by 4.9%, that is, to the inflation that prevailed at the end of 2020.

According to the head of the Pension Fund, the fund is currently continuing to work on timely verification of citizens’ personalized data - that is, more than 70% of pensions are assigned without a citizen’s request.

To answer the question, what will be the minimum pension in St. Petersburg in 2021 , let us recall an important postulate of social security in Russia.

The total amount of material support cannot be lower than the minimum subsistence level of a pensioner (PMP) in a particular region of his residence.

That is, if any of the residents of St. Petersburg, after indexation, the size of the payment still does not reach the subsistence level of a pensioner in St. Petersburg, then it should still be raised to the value of the PMP.

Accordingly, the size of the Minimum Pension in the Northern capital is CONDITIONALLY equal to the Subsistence Minimum of a Pensioner in St. Petersburg. All that remains is to find out its size for 2021.

The size of the minimum pension in Russia in 2021

  • women over 60 years of age and men over 65 years of age who have at least 15 years of experience, which must be confirmed by entries from the work book, as well as the presence of an IPC of at least 30;
  • representatives of small nationalities of the Far North (women - from 50 years old, men - from 55).

Life will tell whether this system will be successful. But experts are already predicting a decrease in labor pensions by 10.5% for citizens who were born after 1967 due to a number of incorrect measures regarding pensions. For example, pension savings frozen three times, although they saved a certain amount of money for the government, at the same time led to a deficit of more than 1.5 billion rubles this year. in the form of prolonged investments. Because of this, the growth rate of production has decreased, which cannot but affect social benefit payments.
