Forms of education in Russia are enshrined in Federal Legal Act No. 273 “On Education”. According to paragraph 2 of Article 17 of the Law, education can be obtained in full-time, part-time and correspondence formats. The rights of students and measures of social support are reflected in Article 34 of the regulatory legal act “On Education”. As part of the educational process, the rights and benefits for part-time students are identical to the social guarantees of full-time students. The state guarantees students vacations, freedom of information, academic leave, transfer from paid to free education and financial support. However, the procedure for receiving and the amount of benefits for distance learning differs from the amount of social support for full-time students.

Are there any benefits for part-time students?

According to the Federal regulatory legal act regulating the activities of the state in the field of education, students of educational institutions, regardless of the form of acquiring knowledge, are equated to the status of “students”. In accordance with this, part-time students receive the same rights and bear equal responsibilities as full-time students.

However, in accordance with norm 36 of Federal Law No. 273, scholarships and other measures of material support from the state budget are provided only to full-time students. In addition, on the basis of subparagraph “A” of paragraph 2 of Article 24 of Federal Normative Legal Act No. 53 “On Military Duty and Military Service,” a deferment from military service is also granted only to full-time students.

Compensation for travel and reduction in the cost of travel tickets in accordance with subparagraph 4 of paragraph 2 of Article 34 of the Federal Law “On Education” is not provided for non-full-time students. At the same time, full-time students paying their own tuition may qualify for a discounted travel pass.

In addition, the management of the enterprise is obliged to give working applicants and students 15 days off to take entrance examinations.

Also, labor legislation obliges enterprise management to pay for absentee travel to an educational organization and back once a year. Conditions for receiving benefits

The main criterion for receiving preferences from an employer, enshrined in the Labor Code, is completing training in educational programs with state accreditation. Educational institutions recruiting students, in accordance with Article 92 of the Federal Regulations, are required to undergo accreditation of programs for compliance with state standards. This rule applies to both budget universities and private colleges. Only accredited organizations can issue a state diploma.

Why do you need a student ID, what kind of document is it?

Students have to pay less money to travel on public transport. However, this only applies to trolleybuses, trams, electric trains and trains. That is, only those types of transport that are state owned. Private carriers do not offer any benefits to students, and they have to pay the same as any citizen pays.

Of course, a bank cannot issue a loan using a student ID, but in some situations, if you do not have a passport, you can present this document. For example, if a police patrol on the street asks for a passport, but the student does not have one, then a student’s passport will do just fine. In his absence, you will have to go to the police station to establish your identity, which will take a lot of time. But this is not the only thing for which a student card is needed in Russia. You can also enter some universities only if you have this document. Therefore, students of some educational institutions understand perfectly well what a student ID is for, because without it they will not even be able to enter the institute. And some students who live in a dormitory at the institute may not even be allowed into their room without presenting this document. And although in most cases this is illegal on the part of the concierge, this practice does occur.

Which students receive benefits?

Benefits for students can be divided into two categories:

  • support from the Ministry of Education and Science;
  • preferences from employers.

Note!

Most of the social support measures provided by the Ministry of Science and Higher Education are designed for full-time students: scholarships, financial assistance, deferment from the army, travel expenses.

Correspondence students are more likely to qualify for support from employers than from the ministry. To ensure social guarantees, provisions are enshrined in the Labor Code. Also, certain provisions may be specified in labor and collective agreements.

Benefits for students on trains

How is study leave paid for part-time students?

Vacation during the session is 40 days per year for the first and second courses and 50 days for subsequent ones. According to Article 173 of the Code regulating labor law, the employer is obliged to pay the average salary of the employee during this period.

In accordance with regulations, to determine the amount of vacation payment, the accrued salary must be divided by the number of working days according to the calendar of a six-day working week and multiplied by the number of vacation days.

For example, Ivanov’s monthly salary is 35 thousand rubles. He received it within a year. In 2021, the number of working days according to the production calendar is 299 days. Thus, you need to multiply 35 thousand by 12 months and divide by 299 days. It turns out 1 thousand 404 rubles 68 kopecks - the average wage per day. Ivanov needs 10 days leave to take exams. Therefore, it is necessary to multiply the average salary per day by 10. It turns out that Ivanov will receive 14 thousand 46 rubles 80 kopecks from the management of the enterprise during the session.

Distribution by groups: for the Russian department, the level of foreign is important here. In addition, groups with some foreign language from scratch are regularly announced on r/o, where you can sign up (again, keep an eye on the announcements). According to the curriculum, the r/o provides 1 main foreign language and in the 3-4th year 1 Slavic elective (not counting Latin and Ancient Greek, which everyone has). The Romano-Germanic department has 1 foreign major and from the second year a second foreign major (everyone has Latin in the 1st year, and then Gothic / Folk Latin, depending on the main language). You can take any foreign languages beyond the program - for a fee, through room 904. But in the 1st year it is better not to get carried away with this: the load will be very, very high. If you and your best friend suddenly find yourself in different groups, in the first days you can approach the inspector and ask to move from group to group. If there is a possibility (the number of people in the group is not prohibitive and the language level is appropriate), they usually translate.
