From January 2021, cadastral registration and registration of rights to real estate is carried out according to new rules provided for by Federal Law No. 218-FZ. - the emergence or transfer of rights is subject to registration with the bodies of Rosreestr by entering information into the Unified State Register of Real Estate;

- data on the copyright holders of real estate objects is available to any interested parties by requesting one of the possible forms of an extract from the Unified State Register of Real Estate.
The easiest and most accessible way to find out the owner of an apartment is to study the original title documents (certificate of title or USRN extract). When preparing for a transaction, the buyer has the right to receive any information about the rights and encumbrances of the property being purchased, and the seller is interested in completing all documents as quickly as possible.
In addition to identifying the legal owner of the residential premises, various types of extracts from the Unified State Register of Real Estate will contain a large amount of additional information from the register:
- information about the main technical characteristics of the object (cadastral number, area of the object, intended purpose, number of storeys, etc.);
- data on registered encumbrances and restrictions (for example, a pledge on an apartment purchased with a mortgage);
- information about the transfer of ownership of the apartment from the moment the property is registered in the cadastral register.
All this data is necessary not only for the correct execution of transaction documents, but also for checking the legal purity of the apartment. Together with a number of other documents, an extract from the Unified State Register will completely eliminate or minimize any risks in real estate transactions.
Expert commentary . Although an extract from the Unified State Register of Real Estate is currently issued to confirm ownership of an apartment, previously issued certificates of title retain their legal force. There is no need to apply for an exchange of the certificate for the extract; the replacement will be carried out when making subsequent transactions with the property.

Until July 2021, Rosreestr authorities issued an extract from the Unified State Register, which was not a title document. At the moment, the procedure for issuing extracts from the state register, as well as the list of various types of specified documents, is regulated by Orders of the Ministry of Economic Development No. 378 and No. 974.
In accordance with Order of the Ministry of Economic Development No. 378, interested parties can submit a request to receive the following types of statements:
- USRN extract on the main characteristics and registered rights to the property;
- an extract on the transfer of rights to the property;
- an extract on the rights of an individual to the objects he has;
- an extract on the date of receipt of the application for cadastral registration and state registration of rights.
Order an extract from the Unified State Register Service Online
Similar services are provided by the online service Unified State Register Online, which operates with data from the registry database. A characteristic feature of the services is that the cost of issuing an extract is lower than on the official website. The authenticity of the extract is certified by an electronic signature (digital signature), which eliminates the possibility of data falsification.
Making an extract takes from 15 minutes and depends on the amount of information that will be included in the document. EGRP-Online issues two types of certificates:
- On the transfer of rights to an object (apartment, plot or house) which contains information:
- personal data of the current owner;

- dates of termination of the rights of the former owner;

Rosreestr website
Provides several certificates of varying length, containing information about:
- Full name of the property owner. In addition to personal data, it contains the certificate number and the date of taking possession. Such an electronic document costs 90 rubles.
- Checking an apartment (real estate) for encumbrances (FSSP arrest, pledge, mortgage, legal disputes regarding the ownership, use and residence of third parties). The price of the document is 290 rubles.
- Standard extract from the Unified State Register of Real Estate. Price – 350 rubles.
- Ownership history. That is, from whom the apartment was transferred to whom, how long the ownership of one or another owner lasted, the reasons for the transfer of rights. For this purpose, a separate statement is issued, the cost of which is 700 rubles.
- Full inspection of the apartment (house) for cleanliness. In addition to the data included in the above extracts, it contains information about checking the owner in the databases of the Ministry of Internal Affairs, for the presence of criminal records for crimes related to fraud and tax offenses, checking court decisions regarding disputes regarding this property. At the MFC
The most popular and in demand method of ordering an extract. The only drawback is the need to visit the office of the multifunctional center and the fact that the Unified Housing Document (UZD) is issued only to the owners and persons registered at this address.
The advantages of the information prepared by the MFC include that it is free. Within 1 business day, anyone interested in the name and surname of the owner can receive 13 documents simultaneously, which contain complete information on the object.
Via BTI
Not the most convenient way, since, just like in the MFC, information is provided only to the owners or to the courts when filing a claim for a dispute over a property. The advantage of contacting the BTI is the possibility of obtaining data on objects not included in Rosreestr, that is, commissioned before 1998. Information is provided for a fee. The fee is 200 rubles. To receive information, you will need to fill out an application form, attach a payment receipt and wait up to 5 business days.
At the notary
This method of obtaining information is convenient for those who are involved in registering an inheritance. The notary does not personally own the information contained in the Rosreestr database, but as part of the preparation of the inheritance case, he collects information about the property included in the inheritance estate. In person at Rosreestr
The method is available to residents of settlements where MFC work is not established and who, for some reason, do not want to use online services. The category of people who trust paper documents. The procedure for obtaining an extract from the Unified State Register of Real Estate on the transfer of rights to a property is established by Order of the Ministry of Economic Development No. 378. Any interested person has the right to receive this document, however, the full composition of the Unified State Register of Information will be provided only at the request of the copyright holder.
The contents of the USRN extract on the transfer of rights include the following elements:
- information about the recipient of the statement, i.e. about the person who submitted the request to the authorized body;
- type of property (for example, apartment or room);
- cadastral number and address of the apartment;
- information about the copyright holders of the apartment;
- type of right – individual, shared, joint forms of ownership;
- date and grounds for registration of the right, as well as the number of the registration record.
If the request is submitted by the owner of the apartment, the information in this extract will include detailed information about each owner. If another interested person makes a request, the extract will contain only the last name, first name and patronymic of the owners, as well as information about the Taxpayer Identification Number (TIN) for each copyright holder.
The USRN extract on the transfer of rights will contain data on the date and legal grounds for registering the transfer of rights. Such grounds may include the completion of various transactions with residential real estate, in respect of which registration actions are being carried out.
