How to find out the owner of a house by address?

New changes in 2017

From January 2021, cadastral registration and registration of rights to real estate is carried out according to new rules provided for by Federal Law No. 218-FZ. The Unified State Register of Real Estate was replaced by a unified database of the Unified State Register of Real Estate, and confirmation of ownership is carried out taking into account the following features:

  • the emergence or transfer of rights is subject to registration with the bodies of Rosreestr by entering information into the Unified State Register of Real Estate;
  • to confirm ownership, an extract from the Unified State Register of Real Estate is issued, which is currently the appropriate title document instead of a certificate of title;
  • data on the copyright holders of real estate objects is available to any interested parties by requesting one of the possible forms of an extract from the Unified State Register of Real Estate.

The easiest and most accessible way to find out the owner of an apartment is to study the original title documents (certificate of title or USRN extract). When preparing for a transaction, the buyer has the right to receive any information about the rights and encumbrances of the property being purchased, and the seller is interested in completing all documents as quickly as possible.

In addition to identifying the legal owner of the residential premises, various types of extracts from the Unified State Register of Real Estate will contain a large amount of additional information from the register:

  • information about the main technical characteristics of the object (cadastral number, area of the object, intended purpose, number of storeys, etc.);
  • data on registered encumbrances and restrictions (for example, a pledge on an apartment purchased with a mortgage);
  • information about the transfer of ownership of the apartment from the moment the property is registered in the cadastral register.

All this data is necessary not only for the correct execution of transaction documents, but also for checking the legal purity of the apartment. Together with a number of other documents, an extract from the Unified State Register will completely eliminate or minimize any risks in real estate transactions.

Expert commentary . Although an extract from the Unified State Register of Real Estate is currently issued to confirm ownership of an apartment, previously issued certificates of title retain their legal force. There is no need to apply for an exchange of the certificate for the extract; the replacement will be carried out when making subsequent transactions with the property.

Extract from the Unified State Register of Real Estate in 2021

Until July 2021, Rosreestr authorities issued an extract from the Unified State Register, which was not a title document. At the moment, the procedure for issuing extracts from the state register, as well as the list of various types of specified documents, is regulated by Orders of the Ministry of Economic Development No. 378 and No. 974.

In accordance with Order of the Ministry of Economic Development No. 378, interested parties can submit a request to receive the following types of statements:

  • USRN extract on the main characteristics and registered rights to the property;
  • an extract on the transfer of rights to the property;
  • an extract on the rights of an individual to the objects he has;
  • an extract on the date of receipt of the application for cadastral registration and state registration of rights.

Order an extract from the Unified State Register Service Online

Similar services are provided by the online service Unified State Register Online, which operates with data from the registry database. A characteristic feature of the services is that the cost of issuing an extract is lower than on the official website. The authenticity of the extract is certified by an electronic signature (digital signature), which eliminates the possibility of data falsification.

Making an extract takes from 15 minutes and depends on the amount of information that will be included in the document. EGRP-Online issues two types of certificates:

  1. On the transfer of rights to an object (apartment, plot or house) which contains information:
  • personal data of the current owner;
  • history of transfer of rights from owner to owner;
  • dates of termination of the rights of the former owner;
  • the date of registration of the property with the current owner.

The cost of such a certificate is 200 rubles.

  1. About the characteristics of an object containing information about:
  • personal data of the current owner;
  • prohibition on alienation, being in collateral;
  • cadastral value of the object.

The cost of the certificate is 200 rubles.

Rosreestr website

Provides several certificates of varying length, containing information about:

  1. Full name of the property owner. In addition to personal data, it contains the certificate number and the date of taking possession. Such an electronic document costs 90 rubles.
  2. Checking an apartment (real estate) for encumbrances (FSSP arrest, pledge, mortgage, legal disputes regarding the ownership, use and residence of third parties). The price of the document is 290 rubles.
  3. Standard extract from the Unified State Register of Real Estate. Price – 350 rubles.
  4. Ownership history. That is, from whom the apartment was transferred to whom, how long the ownership of one or another owner lasted, the reasons for the transfer of rights. For this purpose, a separate statement is issued, the cost of which is 700 rubles.
  5. Full inspection of the apartment (house) for cleanliness. In addition to the data included in the above extracts, it contains information about checking the owner in the databases of the Ministry of Internal Affairs, for the presence of criminal records for crimes related to fraud and tax offenses, checking court decisions regarding disputes regarding this property. The cost of such a document is 1950 rubles. It guarantees complete confidence of the potential buyer that the seller is not planning to deceive the home.

At the MFC

The most popular and in demand method of ordering an extract. The only drawback is the need to visit the office of the multifunctional center and the fact that the Unified Housing Document (UZD) is issued only to the owners and persons registered at this address.

The advantages of the information prepared by the MFC include that it is free. Within 1 business day, anyone interested in the name and surname of the owner can receive 13 documents simultaneously, which contain complete information on the object.

Via BTI

Not the most convenient way, since, just like in the MFC, information is provided only to the owners or to the courts when filing a claim for a dispute over a property. The advantage of contacting the BTI is the possibility of obtaining data on objects not included in Rosreestr, that is, commissioned before 1998. Information is provided for a fee. The fee is 200 rubles. To receive information, you will need to fill out an application form, attach a payment receipt and wait up to 5 business days.

At the notary

This method of obtaining information is convenient for those who are involved in registering an inheritance. The notary does not personally own the information contained in the Rosreestr database, but as part of the preparation of the inheritance case, he collects information about the property included in the inheritance estate. The collected information can be shared with the heirs.

In person at Rosreestr

The method is available to residents of settlements where MFC work is not established and who, for some reason, do not want to use online services. The category of people who trust paper documents. Requires time to wait in line (electronic queue using pre-issued coupons). You will need to have with you:

  • passport (other document);
  • a completed application of the established form (issued by Rosreestr);
  • a receipt of payment of the state fee in the amount of 750 rubles for the production of a paper version of the extract.

It takes 3-4 business days from submitting the application to receiving the statement.

Information about the personal data of the owner (full name) at the address may be contained in the databases of organizations processing personal data. But they, without the knowledge of the owner, have no right to disclose and issue them on a commercial basis.

Extract from the Unified State Register of Real Estate on the transfer of rights

The procedure for obtaining an extract from the Unified State Register of Real Estate on the transfer of rights to a property is established by Order of the Ministry of Economic Development No. 378. Any interested person has the right to receive this document, however, the full composition of the Unified State Register of Information will be provided only at the request of the copyright holder.

The contents of the USRN extract on the transfer of rights include the following elements:

  • information about the recipient of the statement, i.e. about the person who submitted the request to the authorized body;
  • type of property (for example, apartment or room);
  • cadastral number and address of the apartment;
  • information about the copyright holders of the apartment;
  • type of right – individual, shared, joint forms of ownership;
  • date and grounds for registration of the right, as well as the number of the registration record.

If the request is submitted by the owner of the apartment, the information in this extract will include detailed information about each owner. If another interested person makes a request, the extract will contain only the last name, first name and patronymic of the owners, as well as information about the Taxpayer Identification Number (TIN) for each copyright holder.

The USRN extract on the transfer of rights will contain data on the date and legal grounds for registering the transfer of rights. Such grounds may include the completion of various transactions with residential real estate, in respect of which registration actions are being carried out.

Expert advice . Since this type of extract contains data not only about the copyright holder, but also the dates and reasons for the transfer and termination of rights to the object, the presence of this document will play an important role in checking the legal purity of the transaction. To guarantee the security of the transaction for the buyer of the apartment, the seller himself can apply for this form of the Unified State Register of Real Estate and transfer it to the other party for review.

Online request to Rosreestr

The principles of publicity and accessibility of the USRN register allow the use of various options for applying for an extract. This document can be received not only in written form, but also in the form of an electronic file. The advantages of this option for receiving an extract are as follows:

  • To fill out a request, you do not need to personally contact the Rosreestr institution or the Multifunctional Center; the application form can be filled out through the electronic portal of public services;
  • the amount of state duty when filing an electronic request is significantly less than when submitting a request in writing;
  • As a rule, the period for submitting an extract in electronic form is shorter than when receiving a written document.

To submit an electronic request, you must have a valid verified account on the government services portal. Passing verification (confirming the citizen’s identity) allows you to certify the request with a simple electronic signature.

When applying through the public services portal, fill out an electronic request form on the Rosreestr service page. To do this, you need to indicate the cadastral number or address of the object, or select the desired object on the graphic map. After submitting a request, an extract must be provided within 1-4 days. In practice, the period for receiving the document does not exceed 1-2 days, and the extract is sent as an electronic file.

An extract from the house register can also be obtained through the MFC. You just need to apply there and present your passport and a document certifying your rights to the premises.

Paperwork will take longer - about 4-5 days, because:

  • it is necessary to wait for the information upon request to be provided;
  • and only then will they provide you with an extract.

A reliable way to find out information about citizens registered in housing is to contact the Ministry of Internal Affairs. It is the division of this body that is responsible for registering citizens at their place of permanent and temporary residence, and therefore has access to an extensive database containing information about registration.

Rosreestr provides the necessary information on the address of the apartment and other real estate through the official website. Moreover, if you need not just information, but a certificate, then its cost will be less than if you contact the institution in person.

Find out the owner by cadastral number

A cadastral number is assigned to each property based on the results of cadastral registration in the Rosreestr service. This number is a unique numeric code that is stored for the entire period of existence of the object. The uniqueness of the cadastral number allows you to identify each object among many similar ones.

There are the following options to find out the owner of the apartment if you have a cadastral number:

  • submit a written request to the Rosreestr service or the Multifunctional Center;
  • fill out a request electronically through the government services portal;
  • select an object by cadastral number on the Public Cadastral Map of Rosreestr, and then fill out the form to receive online information.

Since each property has its own exclusive cadastral number, indicating it in the request will allow you to obtain reliable information about the owner of the apartment of interest.

The contents of each type of USRN extract must include data on the cadastral number of the object. Cancellation of the number occurs only after the physical existence of the object ceases (for example, the demolition of a dilapidated building, the division of an apartment into two new independent objects, etc.).

Why and who needs information?

In reality, many events happen when you urgently need to find a good friend, or a person is wanted, or you need to find out some details about the lives of individual individuals.

Grounds and reasons for searching for information

A typical and most common case is the search for friends, classmates, classmates at the institute, fellow soldiers with whom you once served in the army and just pleasant people.

Sometimes you remember the house number, but forget the apartment number.

Due to the duty of my profession, it is necessary to find a person at his registration address:

  • Brokers;
  • To creditors;
  • Policemen;
  • Bailiffs;
  • Real estate agencies and other organizations.

There are as many reasons and reasons for searching as there are people.

Each case becomes unique in nature.

The more information, the better and easier it is to find details and details.

But often a search even by registration address gives results.

Ways to obtain information

There are paid and free ways to find people.

All free and some paid services are provided legally.

You need to be careful with organizations that act contrary to the law.

Paid

In government agencies, in order to obtain official information, a request is made by application indicating the reason for the request.

If a document is required for personal use, a state fee will generally be charged.

Where can you make inquiries:

  • The management company provides information based on the house register;
  • A request is made on the State Services portal. The answer comes by email or by Russian post;
  • You can obtain information about registered persons by contacting the Multifunctional Center;
  • The passport office at the place of registration of the citizen of interest is engaged in registering persons and has its own database;
  • Private detective agencies charge a lot, but sometimes an undercover investigation is worth it if other methods have failed to obtain information;
  • Involving a lawyer who will deal with official requests to various authorities is one of the options to find a person at his registration address;
  • You can make a request through real estate agencies. Agency employees have good connections in the relevant structures. They can check the apartment for registered residents;
  • Rosreestr maintains a unified register of property owners.

Previously, to find out the owner of an apartment, house, premises or land plot, you had to go to Rosreestr.

Now this is done through the official website of the state organization by address or cadastral number.

Address and email are entered in the fields.

Following the prompts and instructions, the system produces the desired result.

On the portal in the reference information section you are asked to fill out a form.

In the “Address” field, check the box and select the subject where the person supposedly lives.

You can select other parameters, but the more parameters you specify in the filter, the higher the likelihood of a negative result.

The most optimal thing is to indicate the subject of the federation, street and house without specifying the locality .

After the generated query, several results are returned.

The necessary information about the owner and the land plot is selected.

According to the Rosreestr system, on the official website you can track only the owner of the property, but not everyone living in an apartment or in a private house.

To ensure that the choice is correct, an object is selected and the address is checked.

If the owner of the house is interested and the information matches, a request is submitted to the registration chamber for an extract from the Unified State Register.

The cadastral number can be copied and transferred to other services that provide the service.

For a moderate fee of 500-600 rubles. within an hour after payment you receive the search result.

If information is missing, no payment will be charged.

After receiving the data, the electronic document is checked on the Rosreestr website.

The xml file sent by email is selected.

Information about the ability to display this file in readable form is displayed.

A full statement opens indicating the address, last name, first name, patronymic of the person you need to find.
