By spring, the Government of the Russian Federation must report on the implementation of the instructions of the President of the Russian Federation regarding the prospects for indexing pensions for persons continuing to work.

The Federation Council Committee on Social Policy explained that the president proposed to consider all aspects of a likely increase in the pension provision of these citizens.

Unfortunately, it is unknown exactly what options for restarting indexation the Government sent to the President. The head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, said that he had asked Prime Minister Mikhail Mishustin to familiarize the committee with the options proposed by the Cabinet of Ministers. True, the text of the report sent to the President was never published; what specific proposals were received from the Government is not disclosed.

Whether they will choose one of the options mentioned above or offer some other scheme for restoring indexing will become known in the near future. When will indexation be returned to working pensioners?

Pensioners who worked last year will have their insurance pensions increased in August of this year, based on pension points for periods of work in 2021 after the pension was assigned or after the previous undeclared recalculation of the pension amount. Pension recalculation can add only three points during the year.

This year, the cost of one pension point is 98.86 rubles. Thus, a maximum pensioner will be able to add 296.58 rubles to their pension. To receive an increase, you do not have to write any applications; the pension increase will occur automatically.

If a pensioner receiving an insurance pension is fired, he will receive additional payment from the first day of the next month after dismissal. Also, the pensioner has the right to count on payments from the employer, compensating for vacation that was not used, and benefits for dismissal due to the liquidation of the organization.

Previously, the Pension Fund of the Russian Federation gave an example explaining how, after dismissal, the payment of the full pension amount will be implemented. If a pensioner quit his job in March, in April the Pension Fund will receive reports from the employer indicating that the pensioner is still listed as working. In June, he will decide to resume indexation, and only in July will the pensioner receive the full pension amount, as well as the monetary difference between the previous and new pension amounts for the previous three months - April, May, June. Due to the unfavorable economic situation in the country due to the COVID-19 pandemic, pensioners, including working citizens, find themselves in a difficult situation. This was the reason for revising pension payments towards their increase. According to preliminary data, only certain categories of working pensioners can count on income growth:

  • workers of hazardous and hazardous industries;
  • traders selling their own products;
  • tutors of various specializations;
  • self-employed citizens.

According to Elena Bibikova, a member of the upper house of Parliament, the Government of the Russian Federation is actively working to study possible options that will make it possible to implement an indexation system. Currently, State Duma deputies are considering three bills related to increasing pensions for working pensioners.

One of the proposed options provides for the recalculation of benefits from the beginning of 2021. According to another project, indexation should be restored since the freeze (2016).   • benefits from the Pension Fund: increase in pension due to additionally accumulated pension points.

Vladimir Putin gave instructions to work on this issue until February. “Work in this direction will continue, the government really presented its vision on time,” Peskov explained.

This is the proposal of Senator Vasily Ikonnikov. He proposes that there is no way to compensate working pensioners for all missed indexations. And just give them an increase from January 1, 2021, on the same basis as non-working pensioners. Budget expenses for the implementation of the initiative, as follows from the explanatory note, will be:

  • in 2021 - 368.5 billion rubles;
  • in 2022 - 426.4 billion rubles;
  • in 2023 - 524.6 billion.

In this case, all pensions must be fixed at the level of December 31, 2020. The next indexation on a general basis will take place on January 1, 2021.

Limitation of pensions for working pensioners in Russia

The third bill was developed and submitted to the State Duma by deputies from the A Just Russia faction. They propose to return to working pensioners all funds underpaid since January 1, 2021. As Yaroslav Nilov explained:

Here we are talking about compensation for all five years. This is a very expensive bill in terms of budget expenditures. The likelihood that the government will do this is extremely low. If there was money, we would, of course, support him with both hands.

Payment of compensation for all missed years will cost the budget 1.386 trillion rubles. And indexation of pensions will resume from January 1, 2021 in accordance with the general procedure.

The government sent negative reviews to all three initiatives and recommended that deputies of the social policy committee reject them. As stated in the Cabinet's response:

The issue of indexing the income of citizens of retirement age has already been resolved. From January 2021, insurance pensions for non-working pensioners will rise by 6.3%, which is higher than the expected inflation rate. But it officially applies only to unemployed citizens of retirement age. Their pension, on average, is 2,500 thousand more than that of those who work - 16.5 thousand versus 14 thousand rubles. Thanks to January indexation, the difference will increase even more. The use of such a strategy over the past 5 years has allowed the state to save over 1 trillion rubles on working citizens of retirement age.

In the current situation, there are three possible scenarios:

  1. Pay off the entire amount owed . A very costly and unlikely scenario, since indexation per citizen, on average, will amount to 100 thousand rubles.
  2. Return indexing . Equalizes all pensioners in the right to indexation. It will not be possible to return previously unpaid money, but the monthly increase in income can amount to 3-4 thousand rubles. The likelihood of this option remains small, since it will be necessary to find about 0.4 trillion rubles for its implementation.
  3. Pay only new indexations . In this case, pensions will grow equally for all pensioners, while they will be able to count on missed payments after completing work and finally entering a well-deserved retirement. To implement this option, the state will need 0.1 trillion rubles and it can be considered the most likely.

For five years, pensions of people of retirement age who continue to work have not been indexed in the Russian Federation. Russian politician Valery Ryazansky decided to lift the veil a little and said that if the government makes the appropriate amendments to the State Duma, then the long-awaited law could be adopted as early as March of this year.

The senator said that such indexation could require up to nine billion rubles per month. Russian President Vladimir Putin said that all issues related to indexation, which is so painful for Russians, need careful refinement.

The head of the FNPR, Vladimir Shmakov, clarified that there are several shortcomings with the payments. Despite the fact that they pay contributions to the Pension Fund, indexation of payments is carried out only after their dismissal. This is why amendments to the law are necessary.

The first approach involves excluding indexation for working pensioners. In the second and third cases, we are still talking about indexing, but the solutions are still different.

Safonov believes that the most “popular” option, but very expensive for the government, is a one-time indexation of pensions for the entire period from the moment of abolition. We are talking about the complete summation of all coefficients starting from 2015.

But the government has another solution in stock: in this case, pension payments will be indexed only for the current year, and the remaining years - after the pensioner finishes working.

Safonov described this method of solving a difficult situation as a compromise. However, he has no doubt that indexation will not begin this year, because the budget has already been planned.

Taking into account work experience when assigning a pension

The procedure is performed every year on August 1. Recalculation is made in relation to the insurance and savings part, if the formation of the latter was not carried out. If a person continues to work, he is not obliged to contact the Pension Fund for recalculation. The procedure is performed automatically. Data is taken from reports provided by employers. The funds that were credited to the personal account of a working pensioner during the previous year are taken into account. The rule applies if the amount was not taken into account when assigning a pension or during the previous recalculation.

The maximum increase from recalculation is limited to three pension points in cash equivalent, that is, it cannot be more than 235.74 rubles. (3 points* 78 rubles 58 kopecks). Pensioners with a salary of 24 thousand rubles or more can count on such an increase, the fund explains.

Recently, a bill was introduced into the State Duma to abolish the norm, due to which working pensioners found themselves “overboard.” However, the Government of the Russian Federation immediately gave a negative conclusion, stating that the adoption of the law would require budget expenditures, and the law did not indicate a source of funding. In addition, according to officials, working pensioners already have a source to cover inflationary costs in the form of wages.

Working pensioners are interested in the issue of indexation of the pension they receive. Starting from 2021, the size of pension payments for this category of citizens will not increase. The government wants to eliminate this injustice. Therefore, in the expenditure part of the Russian budget for 2021, the Ministry of Finance has included funds to increase pensions for those who continue to work, but subject to certain conditions.
