  • one of the parents of a disabled person from childhood studying full-time - until graduation, but no longer than until the age of 23;
  • persons who have reached the pre-retirement age of 60 and 55 years (men and women, respectively) and who have the insurance period necessary to assign an old-age insurance pension;
  • children aged 5 to 7 years.

By transport in Moscow (ground transport, metro, on the Small Ring of the Moscow Railway, monorail):

  • persons under 60 years of age and receiving a pension;
  • one of the guardians, adoptive parents, foster carer of an orphan child;
  • one of the parents of a disabled person from childhood studying full-time until he reaches the age of 23;
  • persons of pre-retirement age who have the insurance period necessary to assign an appropriate pension.

Number of benefit recipients from the above categories:

  • In railway transport - 1 million people
  • On Moscow transport – 300 thousand people.

To extend free travel on railway transport and in the city of Moscow on all types of transport, the Moscow Region budget provides for:

  • 2021 – 1.7 billion rubles;
  • 2022 – 6.1 billion rubles;
  • 2023 – 6.4 billion rubles.
