Who gets the benefit?

The list of benefits provided has certain conditions for their use by citizens. For each category of disability, its own methods of provision and subsidy programs are developed in order to divide the funds allocated from budgets of different levels and to structure the entire system of assistance to people with different degrees of disability.

All support measures provided for disability group 2 can be divided into 2 types:

• working citizens;
• unemployed citizens.

Basic amount of social package

The social package for disabled people includes the basic amount of services provided for by Federal Law No. 178. Conditional state assistance is assigned only with documentary confirmation of the grounds in the Pension Fund and can be monetized if the candidate does not need the provision of services in kind.

The Ministry explained that disability benefits are calculated at the subsistence level . This means that they can increase only with a change in the number of PM, i.e. once a year.

Part 3 of Article 6.3 of Federal Law No. 178 indicates that the refusal must be recorded in the Pension Fund of the Russian Federation at the place of residence (the corresponding application is issued by the fund).

– There is injustice in relation to payments for the care of disabled people of the first group and disabled people of the first group since childhood. EDV for disabled children in 2021

This procedure for issuing EDV is valid from July 28, 2021. Now the monthly payment is assigned automatically based on data received from the Federal Register of Disabled Persons.
