Can a Russian live without registration in modern conditions? Once upon a time, this form of tying a person to his place of residence was mandatory. Lack of registration could result in imprisonment.
Stamp indicating registration in Russia
Nowadays, citizens who do not have permanent registration do not face a prison sentence, but real sanctions, in the form of fairly substantial fines, are completely obvious to those who refuse to register.
Why do you need registration?
The term registration was abolished back in 1993, and the concept of registration was introduced instead. It attaches a person to a specific place of residence. In addition to the fact that the absence of such registration is a violation of the law, the person himself also needs it in order to be able to:
Obtaining SNILS is impossible without registration
- receive social benefits;
- have the opportunity to receive free medical care at the place of residence;
- place your children in a kindergarten or school in your area of residence;
- apply for a job;
- receive important documents such as SNILS, driver’s license, etc.
As you can see, the principle of registration has an important function, which consists in attaching a subject to a certain territory in order to facilitate its service in various areas of current life.
How long can you live without registration?
So, a person finds himself without registration, in what cases is this life option possible for a citizen of the Russian Federation:
- sale of an apartment to another person;
- deprivation of housing by court decision;
- voluntary refusal of registration as a result of divorce or other actions of the homeowner;
- Moving to another city.
All these reasons that lead to deprivation of registration indicate that a citizen urgently needs to purchase registration if he does not move to another city within seven days.
The countdown period begins from the moment a person arrives at a new place of residence, and not from the time the registration is lost.
Otherwise, citizens who do not want to register are punished with a fine. But this is only when it is necessary to obtain permanent registration.
But there are options when obtaining registration is much easier in the sense that a longer period is given for this and, in general, the law is lenient towards those who use this right. We are talking about how to obtain temporary registration. And this is understandable in those conditions when it is impossible to live in Russia without registration, since the law strictly establishes registration to a specific address and place of residence.
However, here, too, the leniency of the law is due to the fact that temporary registration is given to a person who has arrived in another city for a while.
This is what a certificate of temporary registration in Moscow looks like
Now it becomes clear that if a citizen has to be discharged from a certain place of residence, then within seven days he must register in another. Registration in Russia is mandatory for its citizens. Otherwise, sanctions follow, which are not very pleasant for those who want to neglect registration.
Penalties due to lack of registration
How long can you live without registration in the case when for some reason the address where a person is registered has changed, or he has been discharged and moved to another place.
This period is designated as 7 days, after its expiration penalties follow. They range from 2 thousand to 3 thousand rubles.
Therefore, when asking the question of how long you can live without a permanent residence permit, you must remember that the legislation allows quite a short time for obtaining it.
What documents are required for registration?
After submitting the documents, 10 days are allotted for the registration itself. To do this you must provide the following:
- passport and its copy;
- application in form 6;
Application for registration at place of residence form 6
- house register if you have to live in a private house;
- document on home ownership for those who live in their own apartment;
- written consent of the homeowners, if a person is registered with relatives or other people living in the same area;
- a departure certificate, which indicates that the person has left his previous place of residence.
The application for registration at the place of residence and a sample form can be downloaded on our website.
After all the documents have been collected, the person is registered at the specified address by the passport office, which is a structure of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation.
Registration in another city: what you need to know
First of all, a citizen must deregister at his place of residence. At the Social Insurance Fund or the passport office of the housing and communal services at the place of previous residence, he is obliged to write a statement of his will and receive a departure certificate. You can skip this step. Registration in a new city is possible even if the individual has not been deregistered at his previous address. In addition to the application, the citizen will have to fill out a tear-off coupon, which the passport officer will send to his previous place of residence for deregistration.
Registration is possible only upon presentation of title documents by the property owners. If the owner of a property moves to another city with relatives, then additional documents certifying their relationship and photocopies of papers will be required. In accordance with the law, only spouses, children and their parents are recognized as close relatives. Suitable documents are: marriage certificate or birth certificates of children.
Where can I register?
Only government bodies can issue registration or temporary registration. Private companies and organizations do not have such rights. Registration can be obtained in several places.
- Passport office for Russian citizens.
- Department of the Main Directorate for Migration Affairs in case of temporary registration of a person who came from another city.
You can submit documents for registration at the MFC
Some of the responsibilities, primarily for collecting documents, are taken over by multifunctional centers (MFCs), which make life much easier for those who are planning to register. They are located in all major cities.
How to register in an apartment without the presence of the owner
If the child is a minor, your spouse has the right to register him without your consent. Only in this case will the consent of his ex-wife be required to register in his father’s apartment, which he owns. If the child is an adult, your consent is required for registration.

This method of registration without the presence of the owner may receive a negative decision. For example, often the passport office may not accept a power of attorney for a third party who is not a relative of the owner. Such decisions are often made if the owner is an elderly person who cannot independently reach a government office. In such cases, passport office employees begin to suspect the fraudulent actions of “black realtors.”
If registration takes place in another city
In cases where a person tries to obtain temporary or permanent registration not in the city in which he lived, but in the place where he moved and where he intends to stay for some time, the following documents are required:
- passport and its copy;
- travel ticket, which confirms the fact of the move;
- a document that confirms the right to register in the specified home (for example, a house register, consent of the home owners, drawn up in the form of a handwritten application).

After all the necessary papers have been collected, temporary or permanent registration is allowed for a person who finds himself in another city. This will depend on the intention with which he arrived in a given locality - to live here permanently, due to the fact that he has purchased housing, or to register his temporary presence due to official and other needs.
How to register in another city - what documents are needed and procedure
According to the legislation of the Russian Federation, when arriving in another city, each resident must obtain a temporary registration within 90 days. Otherwise, the city will have to leave. Violation of this law threatens with administrative liability - a fine of 1,500 to 2,500 rubles. Moreover, this responsibility also extends to the owner of the apartment, with whom guests lived without temporary registration during this period.

If a citizen does not have the opportunity or desire to do this, he fills out a tear-off coupon along with an application at the place of new registration. This is a special document, in the presence of which the passport office employees send information about the extract to the previous place of residence. Thus, the deregistration of a tenant occurs automatically.
Some exceptions
There are cases that do not fit into certain norms. But even in these circumstances, the laws of the Russian Federation are quite lenient towards their citizens and make the following assumptions:
A newborn child can only be registered with his parents
- when a person does not have a specific place of residence, he is allowed to be assigned to a social institution (night shelter, nursing home, etc.);
- in the case when the subject lives in the region, and he is registered in one of the settlements, then when moving to another point in the same region, he does not need temporary registration;
- minors are registered together with their parents, in this case the opinion of the property owner is not asked; if he did not refuse registration to the parents, then the children are automatically registered;
- newborns are registered at the place of birth, there can be no objections or discrepancies here, the main thing is to issue a birth certificate for the baby at the specified time.
What documents are needed to register a newborn child can be found on our website.
The application for registration at the place of stay with minor children can be downloaded here.
But there are some exceptions related to the status of the person himself. Who is he? A homeless person who does not have a fixed place of residence, relatives who are ready to accept him, or is a minor child. In the case of an infant or minor, it is generally possible to obtain registration automatically at the place of birth and residence of the parents without the consent of the receiving party.
How can the owner of an apartment register in it and what is needed for this?
In order to register permanently in your own apartment, you must contact the passport office at the location of your home. If there is none, you can apply for registration through the territorial branch of the Migration Service (FMS) or at the nearest multifunctional center (MFC).
- Extract from previous place of residence. When registering at the same territorial point, it is not necessary to sign out in advance; upon registration, the check out will be done automatically by the employees of the passport office. But sometimes registration without an extract takes up to one month, so it’s better to do the registration yourself.
- Submitting an application to the registration authority. The application is submitted in the prescribed form. On behalf of minor citizens under 14 years of age, it is submitted by parents or legal representatives. The application indicates on the basis of which document registration can be carried out.
- Attachment of necessary documents.

Temporary registration
In the case when a person’s citizenship does not change from Russian to another, and he finds himself in another city outside his permanent place of residence for a long period of time, more than three months (90 days), temporary registration without permanent registration is applicable:
- in this case, a person can live without registration for three months, after this period it is necessary to obtain temporary registration, regardless of where the citizen is staying, even if he is applying for registration in the Moscow region;
- It is also important to know that the application for registration is submitted when a person arrives at a new place of residence;
- Initially, you need to decide how to obtain a residence permit, i.e. in what form, temporary or permanent, this will be important in the future in the sense of how to formalize it.
Temporary registration gives the right to reside for a certain period, after which it must either be extended or completely written out in order to get it somewhere else.

IMPORTANT! Be prepared for the fact that the answer may come in the negative, even if you called the passport office in advance. This happens quite often with absentee discharge. You should also take into account that you are sending your passport, which means you must understand that for some period you will be walking around without this main document confirming your identity. If, when deregistering in a new home, you submit documents yourself and are given a certificate that replaces a passport, then when you deregister in absentia, you do not receive such a document. The discharge process takes at least one month.
ATTENTION! As in the case of an extract without further registration, if you are in another city, be prepared for the fact that this procedure may be denied to you. If you do check out while in another country, then the process of registration at your new place of residence already requires compliance with the rules of that locality. Therefore, detailed information about registration at a new place of residence in another country can be found at the Russian Embassy.

Registration in Moscow
Registration in Moscow for a person who does not have permanent housing in the city is possible only under the conditions of temporary registration. Obtaining a Moscow residence permit is permitted in the following cases:
- during a long business trip;
- the need for treatment that requires a long time;
- work in the capital, which also requires quite a lot of time;
- studies.
Upon receipt of housing, registration for owners is permanent
In all these cases, registration is possible.
When receiving housing in Moscow, registration is made permanent on a general basis, for those who are the owners of the property, as well as those who register on their behalf.
Where is it prescribed?
An important question is also what type of housing is considered in order to obtain permanent registration in it:
- a private house;
- apartment;
- social rental housing;
- dormitory;
- nursing home;
- dispensaries for those people who live in them due to illnesses (psychoneurological, leper colonies, etc.).
Permanent registration can be obtained where the citizen intends or is forced to live for quite a long period of time
That is, all those places of residence where a citizen intends or is forced to live for quite a long time, and maybe until the end of his life. In the case where the registration is temporary, you can register:
- in sanatoriums;
- in boarding houses;
- in boarding houses at hospitals.
In such cases, the form of residence itself presupposes an unstable structure of human life.
