In 1995, Federal Law No. 5 “On Veterans” was adopted, in which labor veterans were granted a number of privileges, including benefits for utilities. This Federal Law clearly states that each federal subject independently determines and establishes benefits for labor veterans.
The assistance that a labor veteran should actually receive is established by local municipalities, which determine the required benefits, discounts, etc. The amount of privileges granted will vary across regions.
Local authorities may establish a monthly cash payment (its amount is determined by local authorities), but provided that the veteran does not receive additional subsidies from the federal budget.
There are also a number of benefits that apply to all constituent entities of the Russian Federation in the form of a 50% discount on housing and communal services (HPU). It applies to electricity, water and gas supply, as well as other services provided by housing and communal services. The discount applies to paying for your own or rented apartment.
Note! Benefits for housing and communal services for veterans can be presented in the form of monetary compensation (replacing the benefit with a cash payment). Thus, a labor veteran can monetize the benefits provided to him by law (if he wants to).
Gas payment benefits
A document that confirms the status of a labor veteran (VT) is obtained from a special department of social protection of the population . To do this, you need to submit an application and attach documents that reflect your work history and experience. Federal benefits
- The request and documents must be submitted to the regulatory authority.

Foreign citizens are not provided with benefits and subsidies, unless otherwise specified. If a person owns more than one dwelling, then the subsidy is provided only for one apartment/house.

- a 100% discount on travel on public transport, including the Aeroexpress, can be monetized if it can be proven that the veteran of labor does not use public transport - for example, due to difficulties with independent movement and leaving the house.
The implementation of the benefit is suspended if the terms and procedure for payment for housing and communal services are violated. After the debt is repaid, compensation is restored upon the request of the veteran. There is no need to re-register as a beneficiary or submit a new application for compensation annually, since the status of a combat veteran is of an indefinite nature.

After the application is written and accepted by the housing and communal services employee, you need to wait for a decision on it, which must be made immediately, provided that it is correctly completed and meets the requirements for the documents. Otherwise, the application is considered within 10 days from the date of its submission.
In case of refusal, the notification must clearly state the reasons. Notification of the decision is sent by mail to the address indicated in the application.
The reasons for refusal to provide benefits may be the following:
- Errors in the preparation of the application (grammatical, spelling, etc.).
- The information provided by the applicant is incomplete or inaccurate.
- False information or forged documents.
- Unpaid utility bills (more than two months) at the address specified in the application.
Note! Benefits are provided for a period of 6 months, after which it is necessary to apply again to the relevant authorities.
