The title “Veteran of Labor” in the Russian Federation can be of two categories: federal and regional. Determining the procedure for assigning it and the list of benefits in both cases is the prerogative of local authorities.

General provisions: what are the benefits?
Federal Law No. 5-FZ does not give any instructions to the authorities of the constituent entities of the Russian Federation on the list of benefits, leaving the solution of this issue entirely to the regions. It is logical that each subject of the Russian Federation is guided by the capabilities of its own budget.
Labor veterans can almost always count on additional money for their pension. This preference is traditionally referred to as the monthly cash payment (MCB). Payments to labor veterans towards retirement, as a rule, are assigned in a fairly small amount and subject to certain conditions: termination of employment, retirement, receipt of maintenance from the state not exceeding a certain amount of the subsistence level.
Currently, benefits are often used for elderly citizens in the field of medicine, treatment and health improvement, including special programs, the latest news about which should be found out from the social security authorities. At the same time, tax preferences are not provided to representatives of this category of beneficiaries everywhere (even such widespread ones as a benefit for one of the local transport taxes). If there is no specific mention of the title “Veteran of Labor” in local legislation in the list of beneficiaries, it must be taken into account that a citizen may be included in it due to age or retirement.

On September 24, 2021, at the regular meeting of the Samara Provincial Duma, the law “On Amendments to Certain Legislative Acts of the Samara Region” was adopted in two readings, which was developed on the initiative of Governor Dmitry Azarov by the United Russia faction.

Now the Samara region is inhabited by 83% of Russians, the predominance is on the side of those living in urban areas. The large cities of Togliatti, Samara and Syzran are famous for the production of domestic cars, which are in demand throughout the former USSR. The regional leadership respects the people who have devoted most of their working lives to the region. Here, in accordance with the developed laws, there are incentives, awards, and material support for honored workers. Since December 2006, the law on labor veterans, adopted by the Samara Provincial Duma under No. 155 of the State Duma, came into force.

People with many children can apply for an extraordinary place in preschool educational institutions, the provision of tickets to museums and (or) amusement parks for children once a month for one day for each child, free travel for schoolchildren on buses, etc.
Funds for providing material assistance and providing benefits for paying for various government services and taxes are allocated from the federal and regional budgets, depending on the type of program and its purpose.
Categories of beneficiaries
- providing free intracity travel,
- providing subsidies for the payment of services for the manufacture of dentures for pensioners (the subsidy is allocated only to pay for the work, materials for manufacturing are paid for by the pensioner),
- social support for children from low-income families in the form of free lunches in schools and much more.
Payments are not intended for everyone, but only for those in need. If a veteran does not work and his pension is not more than 20,221 rubles 50 kopecks, he is paid an additional 734 rubles every month. If he works, but receives a pension of 13,500 rubles or less, he can receive 694 rubles.
The procedure for assigning status in Samara and the region
The procedure for obtaining a labor veteran in the Samara region in 2021 depends on what category of title the applicant is applying for. Although the procedure itself is the same: submitting an application with supporting documents to the authorized body in order to obtain status and identification, the reasons will be different.
The conditions for obtaining a federal level title are specified in Art. 7 Federal Law-5, adopted back in 1995. This:
- work experience (over 20 and 25 years, respectively, for women and men);
- availability of awards (from the Russian Federation, USSR, President) for effective and efficient work;
- You can receive the title “Veteran of Labor” without awards under Federal Law-5 only in one case - the length of service must be at least 35 and 40 years (a higher value is established for men). Moreover, the start of work should be at a minor age and at the same time during the war with Nazi Germany.

What length of service is needed to be awarded a regional title is specified in the law on labor veterans of the Samara region No. 155-GD dated December 6, 2006 - as a general rule, this is 35 years (women) and 40 years (men) worked in the region. Due to recent changes in local legislation, it will not be possible to obtain a title based on length of service alone; awards listed in the law are required.
If there are a number of incentives named in the law, the required length of service can be reduced (smaller value for women, greater value for men):
- Honorary citizens of the Samara region are between 20 and 25 years old.
- Holders of the badge “For Services to the Samara Region” are between 25 and 30 years old.
- Holders of the badge of the Samara Provincial Duma “For merits in lawmaking”, the badge of the Governor “For work for the benefit of the land of Samara”, the certificate of honor of the Kuibyshev regional committee of the CPSU, the regional executive committee - from 30 and 35 years old.

About the status
To apply for a benefit based on the fact that a person has the status in question means to receive the appropriate document - a certificate to confirm one’s status. First of all, you need to determine what documents are needed to register as a labor veteran in the Samara region.
Who can receive labor veteran status?
On December 1, 2014, Federal Law No. 384-FZ was signed, according to which the indexation of payments for labor veterans was to be carried out annually from April 1 in the amount of 1.055. However, according to Federal Law No. 68-FZ, signed on April 6, 2021, indexation was suspended. That is, in 2021, the amount of payments was not increased at the federal level.

It is known that the local government of the Samara region introduced amendments to the law “On Labor Veterans of the Samara Region”. Working men and women with this title will retain the right to receive a monthly cash payment (MCB) in 2021.
What are the preferences?
What benefits a federal labor veteran receives is established in local law No. 169-GD of December 28, 2004:
- EDV, the size of which in 2021 is 734 rubles;
- free treatment in organizations subordinate to the regional executive power;
- compensation for expenses for housing and communal services, for paying for premises, for utilities and major repairs (including the costs of garbage removal officially included in this column);
- free production and repair of dentures in the medical organizations indicated in the paragraph above. Moreover, unlike other regions, the costs of making prostheses from precious metals are also paid if they are necessary as prescribed by a doctor.
Travel expenses, including railway transport, are not reimbursed, although this preference is provided quite often in the regions of the Russian Federation. Local tax benefits, which regions have the right to establish, are not provided specifically for this category of beneficiaries. Moreover, benefits for land tax and fees for the property of individuals are determined in the region by municipal authorities.
Extension of disability after October 1, 2021 - will the new procedure apply?
The list of privileges that a “local” labor veteran has in the Samara region in 2020-2021 (benefits and cash payments) is indicated in the already mentioned law No. 155-GD. In fact, the entire list of preferences for representatives of this category of beneficiaries is reduced to cash payments. Its size depends on the awards received by the citizen for work and ranges from 694 to 1,249 rubles. The exact values are given in the table:

Despite the fact that at first, not regional, but benefits for labor veterans of the Samara region in 2021 at the federation level are being implemented, the definition of distinctive signs takes place according to the legislation of the subject, since each region may have some differences in ranks. Here the legislator gives complete freedom to the constituent entities of Russia, since they have their own characteristics and living conditions for citizens.

There is already a decision on the issue of additional payments. Will federal benefits be returned to labor veterans in the Samara region? The affirmative verdict was officially accepted. The size of the accrual will depend on the existing awards and the citizen’s services to the region. Amounts vary from five hundred to nine hundred rubles. However, the law of the subject provides for restrictions on length of service: sixty and fifty-five years are established for men and women.

Benefits and additional payments for labor veterans: what has changed in 2021
For now, it remains in most regions of the country as a necessary condition for veterans to receive payments and benefits. The veteran’s income level does not matter in St. Petersburg, Moscow, and Chelyabinsk regions.

In the field of housing and utilities, the category of citizens under study also has the right to certain benefits. For example, needy labor veterans can count on the provision of free housing from the state. But achieving such support is problematic - you will have to wait your turn. Housing and communal bonuses
Benefits for labor veterans in the Samara region in 2021 are provided regularly. No one can cancel this right of citizens. However, in order to receive benefits and compensation, it is necessary to obtain the title of veteran in advance, which is confirmed by the appropriate document - a certificate.
The determining factor when entities establish a list of benefits is the budget. If federal preferences are paid from the state budget, then municipalities pay for all types of assistance from their own savings (according to Article 22 of Federal Law No. 5).

- specialists who have been noted for their length of service and have accumulated more than 15 years of continuous experience in one workplace;

A number of amendments were sent to the regional parliament that relate to the draft regional law “On Labor Veterans”. Previously, they were considered by a working group that is preparing a document that relates to the second reading.
Thus, some regions do not pay monthly benefits to labor veterans at all, providing them with other types of benefits and compensation. For example, in the Irkutsk region there are no increases in pensions for this category of “beneficiaries”, but in the Penza region, on the contrary, a benefit of 330 rubles is established.
