According to the rules, an employee must request a confirmation certificate from the place of work by submitting a corresponding written application.
Then the employer must issue such a certificate within 3 working days (Article 62 of the Labor Code of the Russian Federation). In the application, the employee must indicate what kind of certificate he needs or what information should be reflected in the certificate. But in principle, you can agree on the issuance of a certificate orally. Where do I need a certificate from my place of work?
The legislator does not give clear instructions on when this document is required, but most often it is ordered:
- To the courts, including when assigning alimony;
- To banks for obtaining loans;
- To obtain a passport and visa when planning a holiday abroad;
- To register the adoption - to the guardianship and trusteeship authorities;
- From the previous place of work (calculation of sick leave and maternity benefits);
- To the social protection authorities;
- To employment centers to obtain unemployed status;
- To preschool institutions;
- To the military registration and enlistment office upon registration;
- In the Pension Fund.
In small organizations, certificates are sometimes issued by the head of a department or the director of a company. But most often, enterprises have forms of journals or statements in which it is necessary to indicate where the certificate is required and what information needs to be written in it. For example, for information about earnings, the application (journal) indicates the required period for calculating wages.
At large enterprises, when receiving a certificate, it is sometimes required to present an identification document. The writing period, according to the law, is a maximum of three working days. Otherwise, which department will issue the certificate depends on the required information. For example, the HR department has information about length of service and positions, and the accounting department has information about the amount of earnings.
At the request of social security authorities
A certificate from the place of work must be submitted to the social protection authorities when one of the parents who is not on leave to look after a sick child needs to receive state benefits in accordance with Order of the Ministry of Health and Social Development of Russia dated December 23, 2009 N 1012n “On approval of the Procedure and conditions for the appointment and payment of state benefits to citizens with children.”
The legislation does not establish the official type of certificate. They submit a paper with information about the citizen’s work to the social security authorities in accordance with the general requirements described above. However, in addition to them, certain wording should be included indicating situations (for example, information that the citizen did not use leave to care for children).

What does a certificate of employment look like?
There are several cases when a certificate must be issued in an approved form:
- issuance of a certificate of income in form 2-NDFL or a certificate of income and tax amounts of an individual (Order of the Federal Tax Service dated October 2, 2018 N ММВ-7-11/ [email protected] );
- issuance of a certificate of the amount of earnings for the 2 calendar years preceding the year of termination of work, for accruing benefits to the employee for temporary disability and in connection with maternity at a new place of work (Order of the Ministry of Labor dated April 30, 2013 N 182n);
- issuing a certificate of average earnings for the last three months at the last place of work for registering citizens with employment authorities in order to find a suitable job (the recommended form is approved by Letter of the Ministry of Labor dated January 10, 2019 N 16-5/B-5).
In other cases, the form of a certificate of employment is arbitrary. The certificate must indicate:
- information about the employer: name of organization, address, telephone number, tax identification number. If the employer is an individual entrepreneur, then you must indicate your full name. entrepreneur, his TIN, address and telephone number;
- to whom the certificate is issued (full name of the employee) and for whom. If the addressee is unknown, you can simply indicate: at the place of request;
- date of certificate;
- information that the employee is currently working for the employer who issued the certificate (or worked there at a certain time).
Additionally, the certificate may indicate:
- reference number;
- from what moment the employee was hired by the employer who issued the certificate;
- what position the employee holds;
- information about the employee’s salary or average earnings;
- information about the employee’s length of service;
- information about receiving certain benefits from a specific employer, etc.
How to get a certificate from your employer
The employer must issue certificates of employment at the request of employees. Such provisions are established by Article 62 of the Labor Code of the Russian Federation. This article states that an employee has the right to contact the employer.
An employee can draw up a written application with a request to issue a certificate of income and terms of work in the organization. Once completed, the certificate must be provided to the employee within three days. The certificate is issued without paying any money with certification as required by law.
Remember! The law allows a citizen not to indicate the circumstances and place of requesting a certificate.
Document structure
A specific form is not legally established. The company can develop its own template. It is better to clarify the necessary details in advance with the authority - the destination of the document.
However, there is mandatory information:
- Basic information about the enterprise;
- Title, date and document number;
- Full name, date of birth and other necessary information about the employee;
- Signature of the director of the organization.
Financial information is certified by the signature of the chief accountant.
A stamp is placed on the certificate if the enterprise has one, since since 2020 this detail is considered optional. In the document, you can indicate either the name of the institution where the certificate is provided, or simply put a mark “at the place of request.” If the certificate is needed by the director of the organization, it is signed by the first deputy.
Existing applications are recorded in a separate item. When an individual entrepreneur draws up a document for himself, it is necessary to attach information from the Unified State Register of Entrepreneurs or, if the individual entrepreneur was registered before January 1, 2020, a copy of the registration certificate.

Quite often, a certificate is required when applying for a visa. The Schengen countries pay special attention to the “quality of tourists”. The Schengen visa includes 26 countries, and to obtain such a visa, a tourist needs to prove his wealth and integrity. The main evidence of these factors will be a certificate from the place of work.

Varieties
There are 2 main types of documents: external and internal. The first ones are intended for external use. External users are persons who are not employees of the organization. Its format depends on the type of certificate. If this is an external paper, the company's general form should be used to complete it. If this is an internal document, a standard sheet will be required to complete it. Drawing up a certificate, in this case, is almost similar to drawing up a memo.
External certificates are signed by the manager or his deputy. If this is a financial document, the signature of the chief accountant is relevant. It is also advisable to put a stamp. Internal certificates are usually signed by the division manager or the compiler himself.
Certificates are also divided into official and personal. Let's look at their features:
- Service . The document contains data on the main activities of the company. For example, the certificate may concern the number of employees and the implementation of the plan.
- Personal . The document contains biographical or professional information. Typically, such a certificate is requested by private individuals.
A common type of official certificate is a summary. They are presented, as a rule, in the form of a table.

There are two types of individual entrepreneurs who can officially work in our country:
- Individual entrepreneur with a uniform seal.
- IP without seal.

The only difference is that in the absence of a seal, the employer attaches copies of the TIN and OGRN to the certificate. The copies are signed by the head of the individual entrepreneur.
As already mentioned, the employee can request a certificate from the place of work, and the employer, in turn, is obliged to provide it within three days.
This is stated in Article 62 of the Labor Code of the Russian Federation.

- Parts two and three are no longer valid.
- The employee is obliged, no later than three working days from the date of receipt of the work book from the body implementing compulsory social insurance (security), to return it to the employer.
If an individual entrepreneur has a personnel department, then the employee should contact its employees. If there is no such department, then contact the manager directly.
Having received a request from an employee, the person who received it is obliged to prepare the necessary documents for writing a certificate.
That is, the personnel officer or manager raises the contract with the employee, looks at the full name of the position and salary (or tariff rate) and writes this data in the certificate.
Then this document is given to the manager for signature and certification. Or the manager himself certifies the certificate.
The sample “certificate from work at the place of requirement” is approved by a division of the enterprise or organization in the form of a special form. It is convenient to use when there are a large number of requests. Requests for information are usually recorded in a special journal. A request is made to the accounting department about the average salary, to the human resources department about the functions performed, to obtain data on length of service based on an extract from the work book.
There are documents for the issuance of which forms specially approved by law are used.
Most often, employees request:
- certificate of employment at the place of request;
- data on income for a certain period in form 2-NDFL.
The first, as a rule, is formed in the personnel department, and the second is prepared by the accounting department of the enterprise (organization). The head of the issuing unit is responsible for the accuracy of this information. Features of preparing a certificate
The help is divided into several parts:
- Title to the content of the help (written in the format: “Help about something...”).

There are some nuances to filling out certificates drawn up based on the results of inspections. The document reflects this information:

Personal certificates are requested to confirm any fact concerning the employee. For example, this could be the fact of employment, salary size, length of service.
Where is the certificate required?
The current legislation does not offer an example of a certificate of employment and does not stipulate the rules for its preparation. However, the document is required for employees to submit to many authorities:
- judicial authorities to determine the amount of alimony and make decisions on adoption;
- guardianship and trusteeship authorities to complete the adoption procedure;
- embassies of other countries for visa processing;
- credit organizations to obtain a loan;
- to a new employer for registration of benefits for labor and employment, child care, etc.
The form of a certificate of employment, a sample document varies depending on the structure that receives the information. When drawing up the paper, the personnel officer writes down the name of the body where the information will be submitted (for example, the name of the bank) or indicates “At the place of request.”

Features of compiling archival certificates
Institutions must provide extracts from archives upon request. For example, these statements may relate to salary, length of service, position. An archival certificate is a document with provisions confirming any archival information. Office forms are used to complete it. Paper content:
- Title of the archival document.
- The date it was compiled.
- Registration indexes.
Archival certificates are formed on the basis of documents taken from the archive. Only originals or copies that have been certified by a notary are suitable for extraction. The certificate must be signed by a specialist responsible for working with the archive.
Other certificates
Other information may also be needed. For example, according to Art. 283 of the Labor Code of the Russian Federation, when hired by another employer for a part-time job with harmful and (or) dangerous working conditions, the employee is obliged to submit a certificate about the nature and conditions of work at the main place of work (remember that part-time work is prohibited if the employee’s main job is related to with harmful or dangerous conditions).
A certificate may be needed for spouses who have a disabled child as their dependent. Let us remind you that according to Art. 62 of the Labor Code of the Russian Federation, one of the parents (guardian, trustee) to care for disabled children, upon his written application, is provided with four additional paid days off per month, which can be used by one of these persons or divided among themselves at their discretion.
How to compose correctly
There is no uniform requirement for drawing up certificates at the place of request. Sometimes they are issued according to a special reporting form, for example 2-NDFL. This form is sometimes an attachment to verifiable job information. In practice, many enterprises (organizations) approve a certain universal form for the most frequently performed requests. Sometimes templates are registered in the Accounting Policy.
The form must contain the following information:
- name of the organization (enterprise) that issued the document;

- confirmed information about the employee;
- signature of the responsible person;
- the note “the certificate was issued for presentation at the place of request.”

Since the law does not impose any requirements for the content of this document, one should mainly proceed from the requirements of the organization or government body to which it needs to be provided. The document is printed on a regular A4 sheet; you can use company letterhead.
Regardless of the specific sample and requirements at the place of presentation, a certificate from the employer contains the following information:
- full name of the organization indicating contact details and details;
- information about the employee (full name, official position title, length of service at this place and information about salary for a certain period of time);

The certificate can be written either by hand or in printed form, either on a standard A4 sheet or on the company’s letterhead (the latter option is convenient because it contains details). The certificate can be issued in as many copies as required, and each of them must be properly certified.
Upon receipt of the certificate, the employee must carefully check it and, if any errors are found, request the issuance of a new document - the solution to many important issues, as a rule, depends on the content of the certificate, so inaccuracies, corrections and blots in them are unacceptable.
Sometimes enterprises ask the employee to confirm receipt of the certificate by signing in the internal document log.

Let's look at an example of how to write a certificate at the place of requirement if you do not have a special form:

Personal certificates, as a rule, are issued to employees of organizations to confirm the fact of their work, salary, length of service, etc. The certificate must have the following details: name of the organization, name of the type of document, registration number, date, text, signature, seal.
When preparing certificates, stencil texts are often used, in which the main part of the text is printed in advance, and variable data can be entered by hand or on a typewriter.
The text of the personal certificate should begin with the surname, first and patronymic of the employee (in the nominative case). It is not recommended to use archaic phrases like: “This certificate is given...”, “This is hereby confirmed that it really works...” etc.
The text of this document must indicate the organization to which the certificate is provided. The certificate is signed by an official (secretary, personnel service inspector), and the signature is certified by a seal.

Responsibility for providing fake certificates
As we wrote above, in most cases the information in the certificate of employment is not checked. Even if they call the organization and it turns out that this employee is not listed there, you are denied the right to receive the service that you tried to obtain with the help of this certificate.
The organization that issued the false certificate falls under Article No. 327 of the Criminal Code of the Russian Federation: “Forgery, production or sale of counterfeit documents, state awards, stamps, seals, forms.”
