The size of the housing certificate (its cost) is calculated based on the social norm for living space and the average market cost of 1 m² of housing in the territory of the subject of the Federation where the certificate is issued.   3. Family composition;

As a general rule, when determining the standard area of ​​living space, the following standards are used:

  • 33 sq. meters (in some regions - 36 square meters) - for a family of one person;
  • 42 sq. meters - for a family of two people;
  • 18 sq. meters - for families with more than 3 members.

Algorithm of actions

The financial institution sends an application to the Federal Treasury, from where the certificate amount is transferred to the Chernobyl IBC .   6. The legislative regulations do not impose restrictions on the use of own funds on top of the subsidy, which may be insufficient due to the higher cost of a suitable residential property;
  7. The purchase and sale agreement for a real estate property purchased using the corresponding housing certificate must necessarily contain information about the use of the specified subsidy to pay off the redemption price. If there is no information about the subsidy in the agreement, the bank reserves the right to refuse to transfer state budget funds for the transaction;
  8. The agreement with the bank under which the account was opened is usually concluded for the period of validity of the housing certificate; after the expiration of the established period it will be closed. In exceptional cases, the period of existence of the account is extended, for example, if the creditor/department has not fulfilled, through its own fault, the obligation to timely transfer funds to the name of the Chernobyl survivor;
  9. The certificate bearer may, upon application, replace a previously provided document if it has not been used within the allotted period, and the following conditions must be met:
  • Availability of valid reasons;
  • Providing documents confirming the fact of non-use of the subsidy (certificate from the bank about the closure of the account and the absence of transactions on the transfer of funds).
