What benefits are available at the federal level in 2021?

The list of documents for obtaining social and tax benefits includes:

  • passport;
  • application from a person with a disability and group 3;
  • SNILS;
  • pensioner's ID;
  • employment history;
  • an extract from a bank account intended for transferring funds, namely: benefits;
  • certificate confirming the disability group;
  • certificate of ownership (for housing and communal services benefits);
  • certificate of family composition;
  • documents confirming ownership of the vehicle;
  • income certificate in form 2-NDFL;
  • Declaration 3-NDFL.

To receive a monthly cash payment, a group 3 disabled person must submit to the Pension Fund (at the place of residence):

  • passport;
  • pension insurance certificate;
  • certificate of disability (confirmation of the right to receive benefits).

The non-application procedure for receiving subsidies for housing and communal services is extended until the end of the year. This decision was made by the government due to the complications of the situation with coronavirus. Accordingly, people who have the right to benefits do not yet need to contact social security authorities, write applications and confirm their income.

If the subsidy period expires between October 1 and December 31, then the person will be able to receive state support in the same amount for the next six months. There is no need to submit any applications or documents, ” explained Artyom Korostelev, a member of the Russian Lawyers’ Association.

How the amounts and rules for receiving subsidies will change from January 1, 2021

Starting next year, recipients of subsidies will receive two more innovations. First: the amount of payments will change. True, the exact amounts are not yet known. Second: the recipient of the subsidies will no longer have to prove that he has no debts on utility bills. Thus, the procedure for receiving payments will become much simpler.

The fact is that people who have debts for housing and communal services cannot receive subsidies. A certificate of no debt is issued by management companies. In the past, many controversial situations arose. Management companies may have provided false or inaccurate data. Because of this, problems arose with the assignment of payments. From January 1, 2021, the situation will change. Regional executive authorities will receive information about the presence of debt from the state housing and communal services information system independently, ” noted Artyom Korostelev.

Honored Lawyer of Russia Ivan Solovyov explained that benefits and subsidies for utility bills are two different things. Benefits are provided to a certain category of citizens. Subsidies are paid to a wider range of people: owners, tenants, people occupying municipal housing. True, provided that a person or family spends more than 22% of their income on rent.

It is worth noting that each region has its own standards. They may be lower than 22%. For example, in Moscow you can receive a subsidy if more than 10% of the family’s total income is spent on utility bills. As a rule, such a support measure helps save several thousand rubles a month.

To understand whether you can count on a subsidy, you need to calculate the average budget of family members for six months. Then the resulting figure must be compared with monthly expenses for rent during this time. It is important to note that when calculating the subsidy for utility bills, all income received is taken into account. This is not only the official salary. For example, benefits and one-time payments, alimony, inheritance, if it is received in cash equivalent, interest on deposits, profit from the sale of real estate and much more are taken into account, ” noted Ivan Solovyov.

Benefits for disabled people of group 3 for payment of utilities

At the regional level, additional benefits may be established for certain categories of citizens. Most often these include pensioners, disabled people and single mothers.

So, at the regional level they can pay compensation for the payment of a contribution for major repairs. For example, for single non-working owners of residential premises over 70 years old, it can be 50%, for 80 years old - 100%. Moreover, pensioners can be fully compensated for the payment for the management of municipal solid waste, as well as expenses for a home telephone.

Single mothers and disabled people can receive compensation for rent, discounts on certain services (for example, heating), as well as various benefits when purchasing real estate. A complete list of all support measures should be obtained from regional social protection offices.

As Ivan Solovyov noted, the amount of the subsidy provided should not exceed the family’s actual expenses for housing and utilities. If it turns out to be more, then part of the money will have to be returned. Accordingly, if the recipient notices an error in the accruals, then there is no need to hide it.

If a person does not pay for housing and communal services for more than two months, then the provision of subsidies may be suspended. This can also happen if the recipient did not report changes in family composition, the amount of income, or he changed his permanent place of residence without warning, explained Ivan Solovyov.

Disabled people can receive free prescription medications for drugs included in the approved list, unless they have waived the NSO and are not receiving compensation for it.

Medicines are dispensed from public health clinics or government pharmacies. If a disabled person needs rehabilitation means, they are provided to him free of charge.

Also, a disabled person of the third group can undergo free treatment in government institutions, including sanatorium-resort treatment.

The Tax Code provides for the right of a third group disabled person to receive a standard personal income tax deduction in the amount of 500 rubles. However, it only applies to a person who is a disabled person or a disabled person.

The Tax Code of the Russian Federation provides for the exemption of transport for a disabled person from transport tax if it is specially equipped for the needs of this person.

Legal regulation

Disability limits a person's activities, so the state provides additional payments. A person with the third group of disabilities is limited in the choice of profession and career growth, therefore not only material support is provided, but also social support.

Who is granted group 3 disability?

  • 50% discount on the purchase of orthopedic shoes;
  • free spa and wellness therapy;
  • annual free ticket to the sanatorium;
  • reinstatement under an individual rehabilitation program for a disabled person (right to refuse);
  • free dental treatment and discounted dentures.

If the decision is positive, an electronic transport card is issued to the applicant (or his authorized representative) through the MFC. From this moment on, its owner (pensioner) acquires the right to travel in general passenger transport on municipal and intermunicipal routes, including to gardening partnerships within the municipality.

  • free travel on trains;
  • 50 percent (unless otherwise established by the subject of the Russian Federation) discount when purchasing a ticket;
  • free travel to the place of treatment, recovery and back (for federal beneficiaries) on all types of transport, including trains, but no more than 2 times a year.

For example, in Moscow, the right of some beneficiaries to free (or discounted) travel on suburban railway transport is enshrined in Moscow Law No. 70 of November 3, 2021 (effective as amended in 2021).
