One of the determining indicators of the country's macroeconomic development is the minimum wage (minimum wage), which directly affects all the most important factors of socio-economic activity of the Russian Federation. Using this mechanism, the state regulates the social sphere, bringing it into line with the level of inflation and the purchasing power of the population.
From May 1, 2020, the minimum wage was increased
The State Duma of the Russian Federation increased the minimum wage to 11,163 rubles from May 1, 2020. Now the minimum wage will be equal to the subsistence level of the working population. The adoption of this law will increase the incomes of 3 million Russians who work in the public sector and municipal institutions with low wages.
The minimum wage is set separately for each subject of the Russian Federation, depending on the cost of living in a particular region. The government made this decision due to a sharp increase in prices for food and other essential goods.

As of the beginning of May, the minimum wage established in the Perm Territory turned out to be less than the federal one, so the latter is used. But if the regional minimum wage turns out to be higher than the federal one, it will be subject to application by employers who have joined the agreement during the period of its validity (until 2019).

From May 1, the minimum wage (minimum wage) established by the Ministry of Finance of the Russian Federation was increased to 11,163 rubles. In the Rostov region, on November 21, a new tripartite agreement was signed between the Government of the Rostov region, the Federation of Trade Unions and the Union of Employers of the Rostov Region for 2020-2022.
The document was signed by the governor of the Rostov region Vasily Golubev, the head of the regional organization of trade unions Alexander Lozychenko and the chairman of the union of employers of the Rostov region Vladimir Lakunin.
The document is valid for three years. It should be noted that more than 70% of existing enterprises joined the previous tripartite agreement. It is expected that the new agreement will support a larger number of Don organizations that will provide labor and social guarantees to their employees.
Raise the patch
One of the important guarantees provided for in the agreement is an increase in the minimum wage.
The parties managed to agree on establishing a coefficient of 1.2 to the minimum wage, and not to the subsistence level, as was previously the case.
In digital terms, the minimum wage from January 1, 2020 will be 14,556 rubles (federal minimum wage - 12,130 rubles), which is 1,061 rubles higher than the amount provided for in the current agreement.
It is important to note that this norm applies to the non-budgetary sector of the economy.
As for employees of investor organizations, wages will be provided at the level of the regional average for types of economic activity (from 19.8 thousand rubles to 41.2 thousand rubles).
For agricultural producers, and they are mainly recipients of subsidies from the regional budget, the regional law provides for an average monthly salary with a coefficient of 1.4 to the minimum wage, and not to the subsistence level, as was previously the case. In 2020 it should reach 17 thousand rubles. The regional Ministry of Labor will coordinate this work and ensure its monitoring.
The agreement changes the approaches to establishing the minimum wage (tariff rate), which will be determined by regional industry agreements. The main thing is that the salary (tariff rate) must not be lower than the federal minimum wage. Currently, this amount varied in various industries: from 5,547 rubles in the housing and communal services sector and up to 11,835 rubles in the road sector.
The new agreement will cover over 1.9 million employees of Don enterprises.
An innovation was the introduction of new forms of control over the fulfillment of undertaken obligations: internal audit, trade union control, public examination.
It is necessary to include investors coming to the Don region to participate in the agreement, believes Vasily Golubev. The governor instructed the regional Ministry of Economy to analyze the participation of all enterprises of the “governor’s hundred” in the agreement.
Mentoring is being revived
Thanks to the signing of a new tripartite agreement between the Government of the Rostov Region, the Federation of Trade Unions and the Union of Employers of the Rostov Region for 2020-2022, the mentoring system is being revived in the Rostov Region. The old and effective method of “educating” young specialists has become relevant again.
It is planned that this method of work will operate at Don enterprises that join the agreement. New areas of work are provided in terms of guarantees for young specialists just starting their careers. Young specialists will retain their jobs for two years in case of staff reduction.
And in terms of the development of rural areas, the regional government will continue to provide state support measures to specialists living in rural areas within the framework of the “Zemsky Doctor” and “Zemsky Teacher” programs (doctors are paid a one-time compensation payment in the amount of 1 million rubles, paramedics - 500 thousand rubles; from 2020, teachers will be paid 1 million rubles at a time).
It is important to note that in order to develop the labor market and promote employment in the Rostov region, the agreement provides for measures for training and retraining of people of pre-retirement age. Experienced personnel will be able to improve their skills, or even learn a new profession.

Now it will be easier to defend your labor rights. Unions of professionals will appear at Don small and medium-sized businesses - in the Rostov region, a new tripartite agreement has been signed between the regional Government, the Federation of Trade Unions and the Union of Employers of the Rostov Region for 2020-2022.

The agreement focuses on increasing the role of trade unions, especially in small and medium-sized enterprises, through the creation of primary trade union organizations and the conclusion of collective agreements.

Employees of Don enterprises will be able to engage in physical training right at work. The agreement includes obligations for employers to motivate employees to a healthy lifestyle, including healthy eating and giving up bad habits.
Guarantees are also provided for employees - volunteer firefighters and national vigilantes: preservation of wages for up to 10 working days within one calendar year for the duration of participation in firefighting and provision of annual additional paid leave of at least 3 calendar days.
Employers can also organize industrial exercises for their employees during the working day. Moreover, additional incentives are provided for specialists who have fulfilled the GTO standards.

What benefits are affected by the minimum wage?
In addition to wages, the new minimum wage from May 1, 2020 also affects the amount of some benefits. We will explain in the table in which cases benefits will change from May 1 and will need to be paid in new amounts.
