How to get SNILS?

How to obtain a certificate of compulsory pension insurance

Citizens applying for work:

When concluding an employment contract or a civil law contract, the remuneration for which insurance premiums are calculated in accordance with the legislation of the Russian Federation, with an insured person who is not registered in the compulsory pension insurance system, the policyholder submits the insured person’s questionnaire to the territorial body for this person within 2 weeks from the date of conclusion of the contract. The correctness of the information specified in the insured person's application form is certified by the signature of the insured person and verified by the policyholder.

If the insured person is unable to personally certify the insured person’s questionnaire due to a long (more than one month) stay on a business trip, long-term illness or other reason, the policyholder indicates this reason in the questionnaire and certifies it.

The territorial body of the Pension Fund of the Russian Federation transfers insurance certificates to the policyholder within 3 weeks. The policyholder issues them to the insured persons within a week after receiving insurance certificates. The insured person signs the accompanying statement for receipt of the insurance certificate.

If the policyholder is unable to issue an insurance certificate or a decision to refuse registration due to a long (more than one month) stay on a business trip of the insured person, his long-term illness or for another reason, the policyholder checks the accuracy of the information contained in the insurance certificate and signs for the insured person in the accompanying statement and takes measures to transfer the insurance certificate to the insured person.

Citizens engaged in self-employment (entrepreneurs, lawyers in private practice, notaries, etc.):

An insured person who independently pays insurance premiums and is not registered in the compulsory pension insurance system is registered with the territorial body of the Pension Fund of the Russian Federation simultaneously with registration as an insurer.
Citizens who voluntarily entered into legal relations under compulsory pension insurance
Insured persons who voluntarily entered into legal relations for compulsory pension insurance, including citizens of the Russian Federation working outside the territory of the Russian Federation and paying insurance contributions to the budget of the Pension Fund of the Russian Federation for themselves, insured persons, paying insurance contributions to the budget of the Pension Fund of the Russian Federation Federations for which other individuals, as well as non-working insured persons, can register with the territorial body at their place of residence. The Pension Fund of Russia published Resolution of the Board of the Pension Fund of the Russian Federation dated June 13, 2019 N 335p on approval of the form of a document confirming the registration of a citizen in the individual (personalized) accounting system. The notification will be presented by citizens at the place of request, both in paper and electronic form, replacing the usual green SNILS card. Let us remind you that it was transferred to electronic format, and actually abolished, from April 1 of this year. The new form will come into effect on September 29, when the Pension Fund's resolution comes into force.

In case of loss of the “green card” from SNILS

SNILS is provided to each citizen once and forever and is assigned only to him. But the “green card” itself can be lost. If such a problem occurs, it is easy to restore the certificate.

If you are employed, contact the HR department to request a duplicate. If you belong to the category of self-employed people (individual entrepreneur, lawyer, notary, etc.), contact the Russian Pension Fund at the place of your registration as an insurer with an application for a duplicate. SNILS - why is it needed in 2020?
