What is it used for?{q}
When applying for a job, a person provides a passport, education documents, TIN and SNILS. The latter is needed to transfer insurance premiums. Without this document, the employer will not know where to send the contributions. A certificate is also required for:
- pension formation;
- receiving benefits from the state;
- receiving electronic government services.
SNILS is often used as an additional identification document, for example, when applying for loans.
How to restore a lost pension insurance certificate{q}
Considering that SNILS is assigned once, in case of loss of a pension insurance certificate, we are only talking about issuing a duplicate by the bodies of the Pension Fund of the Russian Federation, which is regulated by Article 7 of Federal Law No. 27-FZ of April 1, 1996 “On individual (personalized) accounting in the compulsory pension system insurance."
Obtaining a duplicate pension certificate for working citizens falls on the employer, on the basis of paragraph 5 of Article 7 of this law. To do this, the citizen must contact his employer within one month after the loss with an application for restoration of the pension insurance certificate.
Based on this, the employer contacts the Pension Fund with a request to issue a duplicate certificate, providing the following package of documents: a copy of the lost pension insurance certificate (it is kept in the personal file), a copy of the passport and an application in the ADV-3 form provided by the employee. The application can be completed by the employer, but the employee must sign it personally.
If there is no copy of the pension insurance certificate in the personal file, its number shall be indicated in the application. If the certificate number is not known, then the employer must submit an application to the Russian Pension Fund for the initial issuance of the SSGPS.
In this case, a refusal is received informing that the citizen has already been assigned a personal account number (it is written down in the refusal). Having received such a response, the employer submits an application for a duplicate, indicating the required number. A duplicate is made within a month and issued to you.
There are several ways through which an interested person can find out how to restore a lost SNILS.
Instructions for restoring SNILS in the Pension Fund:
- Show the Pension Fund employee a passport or other document confirming the citizen’s identity. Make a photocopy of the document in advance. Such important papers include: Passport for trips abroad;
- Driver's license;
- Temporary ID.
To restore SNILS through the Multifunctional Center, follow the following algorithm:
- Seek help from government officials;
- Provide the employee with documents: Identity document;
- An application in the prescribed form ADV-3, the form of which will be issued to the applicant by an employee of the Multifunctional Center.

Advantages of MFC:
- The client of this organization will have the opportunity to receive an appointment with a specialist remotely. A citizen can do such actions using: a computer;
- mobile application that is installed on the phone;
Through State Services
If the applicant got married or there is another reason why the last name was changed, then to restore the lost SNILS you need to:
- Independently contact the pension organization or Multifunctional Center where the citizen is registered at his place of residence;
- The applicant will have to submit to an employee of the state pension institution: A personally written application of the established form;
- A photocopy of the passport containing the new surname;
- A photocopy of the marriage certificate or other document indicating the reason for the change of surname.
Unfortunately, no one is immune from an unpleasant situation when the person concerned simultaneously loses their passport and insurance plastic card.
In this situation, you need to act like this:
- Contact the passport office employee located in the registration area of the interested citizen;
- The applicant provides the employee of the state organization with a list of documents: Application for passport restoration;
- Paid receipts, which include: Receipt for payment of state duty. The cost of such a duty is currently 300 rubles;
- Receipt for payment of a fine for the loss of an identity document. If the applicant lives for a long time at the place of registration without a passport, then for such persons the Russian Legislation provides for fines that amount to 2000-3000 in the regions, and 3000-5000 in Moscow. The passport service employees of the locality where the applicant lives will be able to tell you the exact amount of the fine. The fine must be paid within sixty days.
- Certificate of marriage or divorce, if available;
Where can I restore SNILS
Have no idea how to restore SNILS if lost? In fact, everything is much simpler than it seems at first glance. Currently, there are several ways to restore your compulsory pension insurance certificate, and you can choose any option. Regardless of the chosen method, to restore SNILS you will need a passport (for children, a birth certificate) and a corresponding application.
You can restore SNILS in the following ways:
- Through the employer;
- By contacting the Russian pension fund at your place of residence;
- In the nearest multifunctional center (MFC);
- Through the registry office (if an agreement has been signed with them).
Many users are interested in how to restore SNILS if it is lost in the MFC. In principle, the procedure will be the same as in the case of applying to the Pension Fund. Come to the multifunctional center with your passport, fill out an application and wait for an invitation to pick up your pension certificate. The production time for a duplicate is 5 days. Before restoring your insurance certificate through the MFC, we recommend that you find out how much SNILS is being done at the Pension Fund of the Russian Federation. Not many people know that if you contact the pension fund in person, you can receive SNILS immediately after submitting the appropriate application. If you are afraid of queues at the Pension Fund, registering with a pension fund via the Internet will help you avoid them.
Possible reasons for replacement
Since the SSOPS does not have an expiration date, the need to replace/restore it does not arise for every person. Therefore, many do not know how to act in such a situation. So, you need to apply for a new certificate if:
- it was stolen;
- the document was lost or damaged (for example, cut or broken);
- The personal data specified in the document has changed.
Most often, women who got married and took their husband's surname apply for a new SNILS. This fact obliges them to replace all identification documents, including the SSOPS.
Sometimes SNILS is lost along with the passport. In this case, the first step is to restore the passport. Only after its restoration can you write an application for a duplicate insurance certificate. Another option to solve the problem is to present a foreign passport, driver’s license or other identification document - Pension Fund employees, as a rule, meet citizens halfway in such situations.
Sometimes the issuance of a duplicate certificate may be refused. The basis for refusal may be the provision of an incomplete package of documents or the non-compliance of the submitted documents with the established requirements. Moreover, if a person believes that he received an unreasonable refusal, he can file a corresponding complaint - by personally contacting the Pension Fund or through the fund’s website with the imposition of an electronic digital signature.

Thus, the procedure for restoring SNILS does not take much time and effort.
Restoring this document for non-working people
Documents for restoring SNILS:
- Application form ADV-3, which must be filled out independently;
- Original and photocopy of the applicant’s identity document;
- Original and photocopy of the birth certificate, if SNILS is restored for a child under 14 years of age.
- A photocopy of the insurance certificate made from the lost original SNILS. But this copy is provided upon request, because information from SNILS is available in the information base of the pension institution.
If SNILS is lost, the citizen is issued a duplicate document. Moreover, it can be obtained in two forms:
- Paper. A more traditional option. This SNILS is issued upon personal application to the MFC, Pension Fund or through an employer.
- Electronic. A similar document is sent to the applicant’s email if an application is submitted through the citizen’s personal account on the website of the Pension Fund of the Russian Federation.
The electronic format allows you to quickly receive your account number. True, citizens prefer to have a paper SNILS in their hands.
It is noteworthy that you cannot obtain a duplicate SNILS on the State Services portal. In the corresponding section on document restoration, you can only read about the nuances of the procedure and find the nearest Pension Fund branch.
A person who does not have an official place of work must independently contact the territorial branch of the Pension Fund of the Russian Federation and report the need to obtain a new document. All stages of the work are described in more detail below.
Stage No. 1. Contacting the Pension Fund
It is most advisable to contact the territorial office of the Pension Fund no later than a month from the moment the document is lost or damaged. If you delay in resolving this issue, the applicant may experience certain difficulties. To restore the certificate, you must fill out an application in form ADV-3.
Stage No. 2. Making a decision to issue a duplicate
After a detailed study of the specific situation, representatives of the Pension Fund of the Russian Federation make a decision on the possibility of issuing a new document. Under certain circumstances, the applicant may be denied a duplicate certificate.
Stage No. 3. Receiving a new certificate in hand
The speed of document recovery in this case will be slightly higher than when resolving the issue through the employer. This can be explained by the fact that the applicant will personally pick up the certificate at the Pension Fund office, so there is no need to send documents to the employing company. In this case, the duration of the restoration procedure varies from two to three weeks.
Procedure for issuing a duplicate
Pension Fund specialists will have to consider the application within a month (clause 28 of the Instructions, approved by Order of the Ministry of Health and Social Development dated December 14, 2009 No. 987n). Based on the results, they will make a positive or negative decision. They will refuse to issue a duplicate if they cannot find an insured person with the SNILS number specified in the application in the Pension Fund database.
If a positive decision is made to issue a duplicate, it will be sent to the policyholder along with the accompanying statement. The employer will have to give the employee a duplicate certificate within a week after receiving it (clause 14 of the Instructions, approved by Order of the Ministry of Health and Social Development dated December 14, 2009 No. 987n). The employee must sign the accompanying statement, which will need to be sent back to the Pension Fund.
Terms and cost of restoring SNILS
In paragraph 5 of Art. 7 No. 27-FZ states that if an insurance certificate is lost, its owner must apply for a new document no later than 1 month. The same period is established for replacing a document due to a change in personal data.
What happens if a person does not apply for SSOPS in the 1st month after the loss {q} The official website of the Pension Fund of the Russian Federation states that no penalties are applied to citizens in such circumstances. They are not installed even when SNILS changes due to a change in personal data.
When applying directly to the Pension Fund of Russia, 5 days are given for the production of SNILS (clause 14 of Order of the Ministry of Labor of the Russian Federation No. 230n). The application received from the employer is processed for the same amount of time. But in this case, the time frame from the moment of filing the application may be delayed, since the employer needs time to process and transfer the papers to the Pension Fund.
Regardless of the number of requests from one person, a duplicate of the SSPS is issued without charging a fee.
How much SNILS will be restored depends on the institution:
- If a person works and, in order to receive a duplicate of a lost SNILS, wrote a special application to the personnel department, then he will receive a new document within two weeks. The day of receipt of the restored certificate will be counted from the date when the documents were transferred to the Pension Fund;
- If you independently contact a government organization that restores a lost SNILS, then after the organization’s employees receive the necessary papers from an individual, they will set a date for receiving a new document. The standard time for renewal of a certificate is ten working days, counting from the date on which the application was submitted;
- If a citizen submitted an application to the MFC, then the lost SNILS will be processed for one month.
This difference in the production time of a SNILS duplicate is due to the fact that sometimes in order to restore a lost plastic card it is necessary to transfer the applicant’s documents between government agencies.

- multifunctional centers (will provide consulting support, help prepare documents);

The second option is available exclusively to officially employed persons, but the unemployed and individual entrepreneurs are forced to apply to the MFC or the Pension Fund of the Russian Federation.

- A basic package of documents is being formed.
- The established printing forms are prepared.
- A reporting file is developed, which is subsequently checked for compliance with the requirements of the Pension Fund.
The report for each form is a list of completed documentation for individual accounting.
To develop it in a specialized program, you must follow the following algorithm of actions:

What to do if SNILS is lost in another city{q}
As we have already noted, when submitting an application you must indicate your SNILS number. In addition, there are situations when the number is needed urgently, but the certificate itself is not available.
- by contacting the organization’s HR department (the SNILS number must be saved in the employee’s personal file);
- by contacting the Pension Fund employees (fund employees, as a rule, do not refuse to provide this information upon presentation of a civil passport);
- by looking at the government services website (this method is suitable for those who are registered on the portal; the SNILS number can be found in your personal account in the “Pension” tab, where information about the personal account number is stored).
Through State Services
There are cases when a citizen leaves for business in another locality, and there the loss of the insurance SNILS occurs.
To restore a lost plastic card you need:
- Contact the government organization at your place of temporary stay in person. The organizations will be the Pension Fund or the Multifunctional Center;
- Provide the employee of the institution with the following documents: Original and photocopy of the passport or other document identifying the applicant;
- An application filled out personally by the individual concerned;
- Original and photocopy of the document. An important document is a certificate indicating the residential address.
The SNILS number is assigned to a citizen only once - when he first applies for registration with the Pension Insurance Fund. This number is attached to the person for life or until citizenship changes. The card on which the code appears, issued to the payer of pension contributions, is only evidence of this fact.
If the card is lost, a new number will not be assigned. The system stores personal data of each registered citizen. Based on the documents provided, the Pension Fund restores the assigned number and produces a duplicate card.
IMPORTANT! SNILS itself cannot be lost, since it is just a set of characters assigned to you. The document on which this set is recorded - a pension card - can be easily restored.
How to restore SNILS if lost via the Internet
When a person asks what to do if he has lost his SNILS, in most cases he is recommended to contact a pension fund or a multifunctional center. Meanwhile, there are many users who are interested in the possibility of obtaining a duplicate insurance certificate via the Internet. Recently, a similar opportunity has appeared on the official website of the Pension Fund. If you have an account on the public service portal, you can log into the citizen’s personal account on the pension fund website and submit an application for a duplicate insurance certificate. Of course, this is very convenient, but there is one important nuance here. You can generate SNILS in electronic form via the Internet. If you need a green plastic card, you will have to contact the Pension Fund.
To restore SNILS via the Internet, follow these steps:
- Follow the link pfrf.ru and select “Citizen’s Personal Account”;
- Click on the “Login” button in the upper right corner;
- Click on the “Login” button and enter your account information in the Unified Identification and Logistics System;
- In the “Individual personal account” section, select ;
- Click on the “Request” button (you can ask to be notified of the document’s readiness by email).
The results of the request can be viewed in the “Request History” section. A duplicate insurance certificate will appear in your claim history almost instantly. To download the electronic SNILS, simply click on the appropriate link (duplicate insurance certificate). This service will be very relevant when you need to find out your SNILS. As for cases where the insurance certificate is lost, in this case it is wiser to contact the pension fund and obtain a SNILS of the established form.

Procedure
Before you understand the procedure for obtaining a new SNILS, you must first select the document format.
Issuance of an electronic duplicate is possible only when submitting an application for restoration through the citizen’s personal account on the website of the Pension Fund of the Russian Federation.
You can log in to the system if you have a valid account on the State Services portal. To enter you will need a phone number/SNILS and a password.
In the window that appears, you will only need to check the box next to the request to create a duplicate SNILS and indicate the mail for receipt.
After some time, the paper will be delivered to the specified email.
Officially employed citizens prefer to restore their SNILS through their employer. This saves time. The employer receives an application form from the employee (its form depends on the reason for the restoration of SNILS) and transfers it along with personal data to the Pension Fund branch where contributions are made.
The employer is required to submit documents for reinstatement not only for officially registered employees, but also for those who are just joining the company.
When an employee applies for reinstatement of an insurance certificate, the employer must provide him with an application form. When subsequently transferring papers to the Pension Fund of the Russian Federation, a representative of the employing organization must additionally draw up an inventory of documents in the ADV-6-1 form.

Can I be fined for losing SNILS{q}
To understand how to restore a pension insurance certificate, you should familiarize yourself with the situations in which the need for such measures arises. An application for document restoration should be submitted in the following cases:
- loss of document;
- damage to a document;
- change of surname;
- updating personal data;
- errors in the preparation of the certificate.
The recovery mechanism largely depends on the status of the document owner. The procedure for carrying out activities to restore a document for working and non-working citizens will be slightly different.
SNILS lost by a child
Unemployed citizens, individual entrepreneurs and children who have lost their certificate must independently apply to the Pension Fund at their place of registration. To restore the lost certificate of a child under 14 years of age, an application must be submitted by one of his parents (or a person replacing him - an adoptive parent, guardian, etc.).
After submitting the application, a duplicate certificate must be produced within one month.
- child's birth certificate;
- civil passport of the parent or adoptive parent;
- a copy of the lost insurance certificate.
Children over 14 years of age submit applications and documents independently. Instead of a copy of SNILS, you can simply provide its number. An individual entrepreneur also restores SNILS on his own. He must apply for a duplicate certificate as an independent policyholder.
The procedure for restoring this document for a child depends on his age:
- if he is not yet 14 years old, then the documents are submitted with the participation of a parent (both the adult and the child need to confirm their identity, the presence of the second is not necessary);
- upon reaching 14 years of age, the child himself can restore the paper without the presence of his parents, but he must have a passport with him.
Otherwise, the terms and procedure for applying remain unchanged and do not have any special features.

Under 14 years old
If you ordered SNILS for your son or daughter before they turned 14, and it was lost, it can always be restored. To do this, parents or other legal representatives of the child (one person is enough) need to come to the Pension Fund office with their passport and the baby’s birth certificate. The presence of the child himself is not necessary for this procedure.
14 years and older

A teenage child who already has a passport and SNILS card has all the rights of an adult in this regard and must act entirely according to the “adult” procedure:
- visit to the Pension Fund with your passport;
- filling out a loss form;
- after the allotted time - receiving a duplicate.
FOR YOUR INFORMATION! The law does not insist on the mandatory presence of parents when a teenager visits a Pension Fund office and takes actions aimed at restoring SNILS.
ADV-3: sample of filling in case of loss
All data from the work book is added to the history of this document. The ID number consists of a sequence of eleven digits. The first nine constitute the document number itself. The last two are used to verify identity in case of unforeseen circumstances.
In addition, officials and employees of government bodies can exchange information about one person using SNILS data.
The parent's passport, the child's birth certificate, a copy of SNILS or its number are presented. Children who are already 14 years old write the application themselves.
If a citizen decides to independently restore SNILS, then the procedure in this case is as follows:
- Before going to the Pension Fund at your place of residence, you must make sure that you take an identification document with you;
- Come to the Pension Fund office at your place of permanent residence;
The abbreviation SNILS means the insurance number of an individual personal account. The number is assigned to residents of the Russian Federation, both adults and children.
