The difficult epidemiological situation caused by the spread of coronavirus infection has pushed Russian officials to act decisively and, as they say, “proactively.”

After introducing a non-working week, the government decided to extend the holidays, thereby making the entire month of April non-working. At the next meeting, Vladimir Putin ordered to analyze the current incomes of Russians and, if necessary, adjust cash payments. The President paid special attention to the group of financially vulnerable citizens.

Experts argue that this order will influence the revision of the current minimum wage. Judging by the information received, officials will approve the new minimum wage in early May of this year. This has not yet been officially confirmed.

Minimum wage is the minimum wage. In each region of the Russian Federation, the minimum wage is set separately and indicates the level of the subsistence level.

The government strictly ensures that the amount of money paid for work performed for 1 month is not lower than the minimum wage established by the state. The last time the basic minimum wage was adjusted was at the beginning of 2020; the next revision of this value is planned for May of this year.

What is the minimum wage

This indicator is regulated by the Federal Law of the Russian Federation. The document states that the minimum wage can be revised several times a year, which may be caused by the difficult economic situation in the country. In fact, the minimum wage is a basic monetary value fixed at the federal level.

The employer does not have the right to pay a monthly salary below the current minimum wage. There are 2 types of minimum wages - regional and federal, the calculation of which differs slightly from each other.

It is worth noting that not only the subject’s salary, but also the payment of social benefits, sick leave and child care benefits, as well as other material subsidies depend on the size of the minimum wage. From November 27, 2020, insurance premiums paid by individual entrepreneurs no longer depend on the current minimum wage rate.

Basic minimum wage value

  • The minimum wage in the Kemerovo region 2020 for public sector workers is equal to the federal one - 11,280 rubles. For the first time, the amount was equal to the subsistence level of the working population in the country.
  • The minimum income of Kemerovo private sector employees is slightly higher. In 2019, the cost of living was approved at 9,925 rubles. When multiplied by one and a half times the minimum wage in the Kemerovo region for 2019 for commercial organizations is 14,887.50 rubles.

Even before taking into account the regional coefficient, the amount seems too high to employers. Small businesses are not always able to pay wages above the standard minimum wage. Because of this, they plan to amend the legislative act to relieve small businesses. It is not known how this will be implemented; perhaps the regional authorities will take on part of the payments.

How does the regional minimum wage differ from the federal one?

The minimum wage is classified into the following categories: federal and regional.

The federal minimum wage applies throughout the country.

Regional minimum wages are established separately in each region of the Russian Federation. This indicator is largely influenced by the economic efficiency of the selected territorial entity, as well as the peculiarities of its geographical location.

Self-government bodies have the right to independently determine the regional minimum wage. Often this amount exceeds the federal minimum wage. For example, in Moscow the regional minimum wage is 18,781 rubles, and in St. Petersburg – about 18,000 rubles.

The regional minimum wages established in the territories of Yakutia, Sakhalin, Kamchatka, Krasnoyarsk, etc. are noticeably different. In these regions, incentive bonuses are higher than the minimum wage, which is why they are not taken into account in the regional minimum wage.

For example, if the management of an enterprise does not make a decision within a month to waive the local minimum wage, then the employee must receive an amount that is not lower than the established regional minimum wage.

Minimum wage with regional coefficient

The coefficient established in the region is 1.3. The multiplier increases the available salary of both state employees and non-state employees. The minimum wage in the Kemerovo region for 2020, taking into account the regional coefficient, is:

  • 14,664 rubles for state employees;
  • 19,353.75 rubles for extra-budgetary employees.

Employers are required to pay no less than this amount. To bring wages to the existing level, the manager is allowed to use a special order. With its help, workers whose wages do not reach the minimum wage receive additional payments. In general, remuneration may include:

  • bonuses;
  • compensatory payments.

Daily and monthly premium payments are allowed. The resulting minimum wage is subsequently used to calculate sick leave, vacation, and maternity leave. Employees who have worked four weeks for 40 hours can receive the full amount. If the requirement is not met, the employee receives a salary less than the minimum wage. For part-time or part-time employees, the salary is half the minimum wage.

The minimum wage in 2020 (by region)

The specific date for payment of wages is established by internal labor regulations, a collective agreement or an employment contract no later than 15 calendar days from the end of the period for which it was accrued. Failure by the employer to fulfill this obligation does not constitute grounds for his release from liability for delayed wages.

If the day of payment of wages coincides with a day off or a non-working holiday, the employer is obliged to pay employees on the eve of this day. Failure to fulfill this obligation is also a violation of the terms of payment of wages, which may become the basis for bringing the employer to liability measures established by law. In Part 9 of Art. 136 of the Labor Code of the Russian Federation establishes that average earnings during vacation are paid no later than three days before its start.

The minimum wage in Kemerovo has been increased

Moreover, the fact of issuing wages to the employee must be confirmed exclusively by written evidence. In accordance with Part 6 of Art. 136 of the Labor Code of the Russian Federation, wages are paid at least every half month. The specific date for payment of wages is established by internal labor regulations, a collective agreement or an employment contract no later than 15 calendar days from the end of the period for which it was accrued. This is spelled out in the agreement that was concluded between the city administration, local trade unions and large employers. What income is taken into account when calculating the minimum wage? In July there was an increase in the minimum wage.

Now the employer cannot pay employees less than 7,800 rubles. When calculating the minimum wage, all income received by the employee is taken into account. The total salary includes not only the salary, but also all incentive payments. For example, an employee’s salary is 17,800 rubles. From it you need to subtract income tax, which is 13%. In cash, the employee will receive 17,800 - (17,800 x 13%) = 17,800 - 2,314 = 15,486 rubles. Important! When calculating wages, you need to take into account that personal income tax is deducted from accrued income. In fact, the employee receives an amount that is less than the minimum wage.

Features of the minimum wage in the Kemerovo region from July 1, 2020

In the territory of this region, employers must conduct their activities in accordance with the Kuzbass Regional Agreement, which was drawn up between the Kemerovo Regional Association of Trade Union Organizations, employers, and the Board of Administration of this region. On January 25, 2020, a Kuzbass regional agreement was concluded between the Kemerovo Regional Union of Trade Union Organizations "Federation of Trade Union Organizations of Kuzbass", the Board of the Administration of the Kemerovo Region and employers of the Kemerovo Region for 2020 - 2020.

Clause 3.48 of the Kuzbass Regional Agreement sets the minimum wage for an employee for 2020 (with full completion of the monthly working time standard) not lower than one and a half times the subsistence level of the working population of the Kemerovo region, determined for the fourth quarter of 2015. Will there be an increase in public sector employees' salaries in 2020?

The main factor in wage growth is the increase in the minimum wage. This measure became possible due to the expansion of the treasury's capabilities. According to the President of the Russian Federation, oil prices allowed the country to earn extra money from the sale of “black gold”, so a responsible government is simply obliged to increase the salaries of the poorest Russians. The result of this statement was a draft law that stipulates a change in the minimum wage indicator in a time frame that is ahead of the previously adopted benchmark - the minimum wage will be increased not from 01/01/2019, but from 05/01/2018.
