The cost of living in Udmurtia for the 1st quarter of 2020 for the main socio-demographic groups of the population was, rubles:

  • per capita - 9760;
  • for the working population - 10333;
  • for children - 9867;
  • for pensioners - 7926.

  • per capita +305 (+3.13%);
  • for able-bodied people +304 (+2.94%);
  • for pensioners +239 (+3.02%);
  • for children +386 (+3.91%);

The regional consumer basket is used for calculations.

The cost of living for the 2nd quarter of 2020 is expected in the first half of August 2020.

Who belongs to which socio-demographic group?

To calculate the subsistence level of a family, the belonging of each of its members to one of the main socio-demographic groups of the population is determined:

  1. able-bodied citizens - men aged from 16 to 59 years inclusive and women aged from 16 to 54 years inclusive, with the exception of non-working disabled people of groups I and II of this age;
  2. pensioners - men who have reached the age of 60 and women who have reached the age of 55, as well as persons receiving a disability pension;
  3. children aged 0 - 15 years.

Belonging to a socio-demographic group is not affected by the fact of study, work (except for disabled people of groups I and II), or the birth of a child among minors. A disabled child, until the day he turns 16, belongs to the socio-demographic group “children”, and from 16 years to the day he turns 18, he belongs to the “pensioners”.

Recipients of pensions under the age of 55 and 60 years (women and men, respectively), who are not non-working disabled people of groups I and II, belong to the socio-demographic group “able-bodied citizens”, regardless of whether they work or not.

What is a living wage

Digital indicators of the minimum level of income necessary for life are called the subsistence level. Indicators help determine the social situation in the state, develop support measures and areas of financial assistance not only for vulnerable segments of the population, but also for working people, minors, nursing mothers, and pensioners.

PM shows how much money a person needs to live in the Russian Federation during a working month. Based on digital indicators of PM, the threshold for salaries, social benefits, tax coefficients and other services is established.

The cost of living is calculated quarterly, based on the level of salaries and various incomes of public and private citizens, in conjunction with their current expenses for food, clothing, including utilities, pensions, benefits, and travel expenses. Based on this, a consumer basket is formed , which characterizes the needs of an able-bodied person for a certain period.

The difference in PM in each region , including the Moscow region, determines the difference in prices for main types of goods. Low PM indicators determine the amount of material assistance and additional payments to the poor from the Pension Fund, and provide for an increase in the budget at the regional level.

ATTENTION! PM directly affects the minimum wage (minimum wage), determined by regulatory laws. The size of the monthly minimum wage is regulated on the basis of Federal Law No. 134 “On the subsistence minimum in the Russian Federation” (October 24, 1997).

The cost of living in the Moscow region in 2020

If we talk about statistics, then, of course, they can only be obtained after the period for which they are measured. It also takes some time to process statistics, so, for example, in January 2020 we only have data for the third quarter (July-September) of 2020. As of that period, the cost of living in the Moscow region, which we are focusing on in 2020, was:

  • 11,865 rubles - total value,
  • 13,146 rubles - per working resident of the region,
  • 8,918 rubles - for a pensioner,
  • 11,522 rubles - per child.

However, Moscow pensioners need to keep in mind that the regional government has been operating with a different, higher figure since January 1, 2020!

Back in October 2020, it was announced that the cost of living for a pensioner

for 2020 in the region it is set at
9,527 rubles
. This is a fairly important resolution of the regional government, since this is exactly the amount of the pension for those elderly residents of the Moscow region whose pension, after its calculation, turned out to be lower than this amount. The regional budget pays pensioners in such cases up to the established value of the minimum amount necessary for survival.

In the Moscow region, such an addition and a reference point for this important regional economic indicator established for pensioners for 2020 is relevant for 159 thousand elderly residents.

A little theory

The main document that establishes the legal basis for determining the subsistence level in the Russian Federation and taking it into account when establishing state guarantees for citizens of the Russian Federation to receive minimum cash income and when implementing other social protection measures for citizens of the Russian Federation is Federal Law No. 134-FZ “On the subsistence level in the Russian Federation" (04/01/2019)

.

It gives the following concepts:

Consumer basket

This is a minimum set of food products, as well as non-food goods and services, the cost of which is determined in relation to the cost of the minimum set of food products necessary to maintain human health and ensure his life.

Living wage

This is a valuation of the consumer basket, as well as mandatory payments and fees.

The cost of living in the Moscow region per capita for the working population, pensioners and children is determined quarterly

.

Main socio-demographic groups of the population

This is the working population, pensioners, children.

Working population

- persons aged 16 years and up to the age giving the right to an old-age insurance pension in accordance with Part 1 of Article 8 of Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), with the exception of non-working disabled people of this age.

Pensioners

- persons who have reached the age giving the right to an old-age insurance pension in accordance with Part 1 of Article 8 of Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), as well as non-working disabled people.

Children

- these are boys/girls aged 0 to 15 years.

Family

These are persons related by kinship and (or) property, living together and leading a joint household.

A family (a single citizen living) whose average per capita income (income) is below the subsistence level in the Moscow region (12 272 ₽

), is considered
low-income (poor)
and has the right to receive social support.

Average per capita income

family or a citizen living alone is the total amount of income for the last three months of all family members (a citizen living alone), divided by the number of all family members and by 3. For more information about the types of income taken into account, read Federal Law No. 44-FZ “On Accounting Procedures” income and calculation of the average per capita family income and the income of a citizen living alone in order to recognize them as low-income and provide them with state social assistance" (04/24/2020).

How is the cost of living determined?

The PM level depends on the inflation rate in the current quarter. It is precisely because of the instability of the economy that the indicator fluctuates quarterly.

The amount includes:

  • the cost of the consumer basket is 50% of the entire subsistence level;
  • prices for non-food essential goods - medicines, clothing and shoes;
  • mandatory payments and cost of services. This includes taxes paid by the adult population, the cost of housing and communal services and transport.

As you can see, 50% of the total value is the cost of the most necessary food products for humans, the remaining 50% is divided equally between non-food products and services.

Note that the consumer basket includes 11 product groups. This:

  • bread and its derivatives;
  • potato;
  • other vegetables and melons;
  • fresh fruits;
  • sugar and other confectionery products in the manufacture of which it is used;
  • meat products and derivatives thereof;
  • fish products and derivatives from it;
  • milk and its derivatives;
  • eggs;
  • vegetable oil and butter, and other fats;
  • herbs and spices.

Each socio-demographic group has its own consumption norm for a particular product.

conclusions

  1. The living wage sets the threshold for salaries and social benefits. The PM value is the valuation of the consumer basket.
  2. The monthly wage in Moscow is higher than in other regions due to the specifics established by the state, and for an able-bodied person as of August 2020 is 14,200 rubles, for the Moscow region 13,844.
  3. The PM coefficient changes every 3 months.
  4. PM in Moscow and other regions of the Russian Federation is approved and regulated by current legislation.
