How to correctly make an entry in a work book about an employee’s advanced training

Professional growth is a prerequisite for effective work in any field.
Therefore, employers are obliged to organize advanced training for their employees. This process is enshrined in law, and it is carried out with separation from production and while maintaining wages. After completing the training, you need to know how to make an entry in the work book about advanced training. Professional retraining, internship and everything connected with it have a legislative basis. These types of training are discussed in the Model Regulations approved by the Government of the Russian Federation. One of the paragraphs of this document contains all the information in terms of what exactly is supposed to be given to specialists who have successfully completed the courses:

  • state-issued certificate stating that the employee has attended advanced training courses>
  • state-issued certificate of completion of training courses>
  • diploma of completion of professional retraining courses, also of state standard>
  • a diploma stating that the specialist has been awarded a qualification.

The type of document issued depends on how many hours the employee worked. The result will also affect what kind of entry in the work book about advanced training courses will be made. In other words, the more time spent on training, the better for the employee, and the more solid the document will look.

Quite often, both employers and employees have no idea whether attending advanced training courses should be noted in the professional activity document. Based on this, the legislation establishes all the necessary rules and procedures for maintaining and storing work books, in which you can easily find a solution not only to this issue, but also to many others.

How to make a recording

The format is determined by government decree No. 225 dated April 16, 2003 (see paragraph 21 of the rules), information is entered if there is documentary evidence, the deadline for entry is a week (see paragraph 10 of the rules). To make an entry about a promotion in the work book, the employer selects the “Job Information” section and follows the algorithm:

Step 1. Select column 1 and indicate the serial number of the information.

Step 2. In column 2 “Date” indicate the day, month and year of inclusion of information.

Step 3. In column 3, make an entry corresponding to the order of the institution, indicating the dates for increasing the level of knowledge and skills.

Features of filling out documents in connection with advanced training of an employee

All information related to the training of employees of the organization must be entered only by the employer. Here we are talking about the fact that the employee attended advanced training courses, which means that an entry about this should also be made in the work book.

Everyone knows that a document on professional activity is the main document of any citizen performing labor functions at any enterprise. Today, the maintenance of this document and all manipulations carried out with it are regulated by the rules prescribed by:

  • in the Labor Code of the Russian Federation>
  • in the Rules for maintaining and storing work books>
  • in the Instructions for filling out work books.

In addition, the legislation clearly defines the rules according to which the document must reflect information related to the education, specialization and profession of the employee.

As for the procedure for making entries in terms of the employee’s courses, this is done by supplementing existing information or by filling out certain lines without crossing out previously entered information.

All this is carried out by the head of the organization and strictly from the last workplace in accordance with the documents provided. The forms of documents that confirm that the employee attended retraining courses are approved by a resolution of the relevant federal body - the State Committee of the Russian Federation for Higher Education.

It turns out that if an employee undergoes training at the time of professional activity, and then provides the manager with the resulting document, then the latter is obliged to reflect this in certain documents. In old-style work books there is no special section, which is intended precisely for making all entries related to the employee’s training. As for new documents on professional activities, the corresponding section is highlighted in them.

The situation with entering information can be aggravated by the fact that there are no exact rules that should be followed when performing such an action. However, the Instructions, which were approved by a decision of the Ministry of Labor, clearly state that a record of a worker’s completion of courses and other things must be entered exclusively in the information about the work, and not in another section. So, with regard to information related to the training, promotion and retraining of an employee, it is necessary to reflect in the work book not only the text of the entry itself, but also the date, number and name of the document that the employee provided to the employer. Such information, including a record of completion of advanced training courses, is reflected in the work book in accordance with the following instructions:

  1. In the first column you must put the number in order.
  2. The second column indicates the date when the training courses began and when they ended.
  3. The third column contains information related directly to the training courses itself, and also indicates the institution and its location.
  4. In the next column in order, it is customary to enter information regarding the grounds for which the corresponding entry is made, as well as the name of the document received by the employee based on the results of training, the actual date indicated in it, and the number.

This option is not the only way to reflect the fact that an employee has completed training. Experts also allow another way to fill out a work book:

  1. In the first column you must put the number in order, following the last entry.
  2. The third column reflects all information related directly to the completion of professional retraining courses or improvement of qualification category. Here you should also indicate the location of the institution, its name, the start and end dates of the courses.
  3. In the next column, experts recommend indicating the reasons and grounds on which the entry is made, as well as the name of the document issued to the employee at the end of the training period, its actual date and number.

If an employee has an old-style work book that does not have the section necessary to make the corresponding entry, this can easily be done in the section intended for information related to work activities.

Improving the qualifications of the organization's employees

Upon completion of training, the employee must provide the organization’s personnel service with a state-issued document on advanced training.

Entries on advanced training in the work book

In this article, the concepts of “advanced training” and “professional retraining” in accordance with
Art. 76 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” will be combined into the term “additional professional education” (DPO).

Why don’t all personnel officers make entries about advanced training in their work books?

The publication about making entries in the work book about additional training unexpectedly raised many questions. Readers ask:

  • How does the employee know that he must provide a document to make such an entry?
  • Who should make such entries? Is it possible to add them “retroactively”?
  • What is the employer's responsibility for failure to make these entries in the work book?

It seems that for many personnel officers this topic became a revelation

. And for good reason. I repeat that in my practice I have never seen such entries in the many work books that have passed through my hands.

I think the point here is that HR officers only need the original document on additional professional training, which the employee provides to the HR department, from which a copy is made and placed in a personal file. Perhaps the personnel officers are saving space for the employee’s additional professional training; they have them; there is no point in duplicating this in the work book. Or maybe the point is just that the need to make this kind of records is not particularly indicated in the regulatory documents.

As we know, work with work books is regulated by two main documents:

It is in paragraph 21 of the Rules that it is said that records are made in the work book about the time of study in courses and schools for advanced training, retraining and training.

And this is the only mention of records of this kind.

As an example of a record of establishing a qualification for an employee, the Instructions provide a record of the employee obtaining a second profession - “electric and gas welder” with the assignment of 3rd category. There are no examples of records of advanced training or professional retraining.

Frequently asked questions about making entries about advanced training in the work book

Based on the wording of clause 21 of the Rules: “at the place of work”, we can conclude that the entries are made by the employer, during whose work the employee received additional training

How does an employee know that he must provide documentation of advanced training?

In my opinion, an employee must provide a document on additional professional training in the following cases:

  • Qualification requirements for the position
    that he is going to occupy, either in the order of hiring or in the order of transfer, provide for the availability of additional vocational training in a certain area.
  • To pass the certification,
    you must have a DPO.
  • The employee was sent to additional vocational training by the employer
    , and upon completion of the course is required to report on completion of the training.

Sometimes an employee can decide for himself whether to provide him with such a document, as a result of which he will receive certain bonuses, or remain silent about the availability of DPO:

  • This employer’s remuneration system provides for the establishment of an incentive bonus
    for having additional vocational training.
  • In this organization, having additional professional training is a prerequisite for promotion to the personnel reserve and career advancement.

If an employee received advanced training during non-working hours at his own expense, and this education is not related to his current job, he may have no incentive to declare his new qualifications.

In this case, the legislation does not oblige him to present the received documents. Moreover, some workers fear that the employer, having learned about their new skills, will force them to do work that is not part of their job responsibilities.

How to make a mark

An empty line in the work book form is filled in on the basis of a properly executed document in the following cases:

  1. It was not filled out by the previous employer.
  2. An employee gets a job for the first time in his life.

When filling out a work book, there are certain rules that apply to the method of entering information into it. Various corrections, crossing out and covering up are strictly prohibited.

Entries in the work book are made by hand, typesetting is not used. To write notes, the employer should use black or blue ink and preferably a ballpoint pen. Abbreviations on the title page are not allowed.

Information about education is entered into the employment record strictly according to the document provided by the employee. If an employee brought a diploma that was received before the reform of the education system, then the level of education according to the diploma is recorded in the work book. For example, “higher professional”. This rule applies even if that level of education has been abolished and is no longer valid.

Since 2013, records of higher education are written with a dash as “higher education-bachelor’s degree”, “higher education-master’s degree”, “higher education-specialist”. You do not need to enter details of your education document into your employment record.

In some cases, information about training is entered in the “Work Information” section. This is necessary if the employee completed his studies at an educational institution during the period of employment with the employer under consideration. For example, received a second higher education, completed training courses or at a school for advanced training, at a school for retraining personnel.

As a result of such training, an employee could receive a second and subsequent profession, specialty, class, category or rank. The basis for making such entries may be the same documents as on the title page of the work book. The procedure for filling out an educational record in the work section is established in paragraph 3.1 of Instruction No. 69, paragraphs. “b” clause 21 of Rules No. 225:

  • Column 1 contains the serial number of the entry.
  • In column 2, the date of issue of the document conferring a new profession, specialty or qualification, the date of making the entry (i.e., the day the employee brought the documents) - when the employee undergoes retraining or advanced training courses.
  • Column 3 indicates the name of the specialty (for example, the profession “electrician with the assignment of 3rd category” is established) or the place of retraining and the period of retraining.
  • Column 4 contains the name, date and number of the document on education, training and qualifications.

Information about the profession and specialty is also entered on the basis of the employee’s diploma. Employers often make mistakes in this line. For example, the diploma indicates the qualification “economist” with a specialty in “finance and credit”. In the line with the profession you need to write down exactly “finance and credit”.

Although Rostrud believes that indicating qualifications instead of specialty will not be considered a gross violation and cannot be corrected.

The education section in the work book does not need to be filled out in the following cases:

  1. If the employee has received only primary training of grade 3.
  2. If the employee did not provide a document that would confirm the level of his qualifications.
  3. If the employee is a student and does not insist on making a record of incomplete education.

Entry into the work book about professional retraining

This Regulation establishes the types and form of state-issued documents for persons who have undergone advanced training and professional retraining: 1. Certificate of short-term advanced training - for persons who have completed training under the program in the amount of 72 to 100 hours.2. Training

An entry about advanced training in the work book is made directly by an employee of the HR department. He takes out the work permit of the employee who has distinguished himself favorably and checks the data on the title page of the work report and begins the filling out process.

The work book is filled out by hand, in neat handwriting and, most importantly, understandable. Entries in the work book should not contradict orders and other documents, and in some ways even repeat them.

Correctness and care when filling out is encouraged.

The entry must contain the name of the organization, as well as a mention that the employee has completed training in order to improve his skills.

Assignment of rank

In order to leave a record of assigning a rank to an employee, you need to find a column in the employment form with information about the job and make an entry like this: “such and such a profession has been established with the assignment of such and such a rank.”

It is important to indicate the wording of the profession and the category number exactly as indicated in the employee’s work book.

Assigning a category

If an employee has been assigned any category, this is also a reason for entering this event into the work book.

You must perform the following actions. In the column with information about the profession, you must put the following entry: “from such and such to such and such date, I was trained in such and such a course, advanced training, as a result of which a category was assigned.” As a rule, such entries in the work book are most often found among teachers and other education workers.

Upgrade

If an employee is assigned class ranks during the course of his work function, this should also be reflected in the work book.
