It is important that the work book is the main document confirming the current work activity of a citizen of the Russian Federation. To increase the protection of all data entered into the book, such as the signature of the responsible personnel employee, the employer’s seal, the labor code number and other elements, it was proposed to use a special sticker with a hologram. Law on work books
The main legislative act, which contains all the legal information regarding labor documents, is the Decree of the Government of the Russian Federation of April 16, 2003 N 225 “On labor books”. It states:
- format of the form and insert;
- the procedure for maintaining, storing, and making changes to the document;
- procedure for issuing a duplicate work book;
- stages of issuing a document to an employee upon dismissal, etc.
The data in the book is filled out through several other regulatory documents, namely Resolution of the Ministry of Labor of the Russian Federation dated October 10, 2003 No. 69 “On approval of instructions for filling out work books”, the Labor Code of the Russian Federation, Order of the Ministry of Finance of the Russian Federation dated December 22, 2003 No. 117n “On work books” and other provisions.
However, all these legal acts date back to the start of Goznak’s experiment to produce protective film with a hologram. As a result, there are no legal grounds for using or not using a hologram in work books. Although FSUE Goznak issued an information letter dated January 27, 2007, in which it gave recommendations on the use of protective films. But these are only recommendations.

Purchasing work record forms
There are no fundamental prohibitions on purchasing forms on your own. However, the personnel officer has the right to warn such buyers about responsibility, since work books are documents of strict accountability. The best option is still to purchase the forms by the company itself from certified representatives of Goznak, a list of which can be found on the official website of FSUE Goznak. A form can be issued to an employee either on a paid or free basis. It all depends on the company's conditions. Most often, the book is issued free of charge, since its cost is not that critical.
A citizen who has reached the age of 14 at his first official job can receive the document. Throughout the entire activity, the form appears in personnel proceedings, and only the responsible employee can make any data or corrections to it.

Therefore, an employer, when hiring a new employee, must be confident in his professional suitability. The information provided in the form must be completely accurate. To strengthen the protective capabilities of the forms, the option of additional protection with holograms was proposed.
Since the hologram protection method is not approved at the legislative level, companies receiving forms without holograms can use them to the fullest, based on their understanding of the protection of this document.

Legality of placing holograms
There is not a word in the Labor Code of the Russian Federation about the obligation of employers to use holographic stickers to protect their work records. There is a danger that many years later, the signatures of managers sealed with such protection in this document will be considered invalid, and the employee will not be assigned length of service for calculating a pension in the Pension Fund. In addition, such “protection” makes it much easier for professional fraudsters to make counterfeits. The holographic sticker is used by scammers who produce counterfeit documents.
Such criminals can easily cover up a manager’s forged signature with such protection, thereby complicating the detection of document falsification. In this case, not only material damage to the state may be caused due to the calculation of a larger pension for the owner of a forged document, but losses of a different nature are possible when hiring a person who does not have experience in this profession to a responsible position.
In this case, all kinds of man-made disasters, crashes of various types of transport, and other incidents are possible. If a person is hired into the public service with a work book in which a forged signature is hidden behind a holographic sticker, abuse of official position and other malfeasance are possible. In this case, cases of bribery are possible, because the person who purchased a fake document with a holographic sticker paid a lot of money for the production of a fake work book, and he needs to return the invested funds.
It is possible that documents may be misused in areas of activity where early retirement is possible.
Filling out the labor
For example, in order to obtain the necessary experience, a dishonest owner of a work book with holographic stickers can get a job in his specialty in several institutions in succession, but after working there for a short time, he can quit. In this case, one entry in the list of places where the applicant for a pension carried out his activities will be false, and the place of the manager’s signature will be securely hidden under a hologram.

What does a hologram look like?
A hologram is a three-dimensional image obtained using the holographic method of application to a substrate (in our case, the substrate is a special film). It shows the abbreviation "TK". The size of such a picture is 1.5x3 cm. 6 pieces of holographic images are included with the employment document. The hologram is printed on very thin paper, which collapses when you try to apply changes to it.
In addition to the abbreviation, the sticker features the coat of arms of the Russian Federation and is silver in color. Such stickers are produced only by the federal state unitary enterprise Goznak.
Where to get a hologram for sticking
Holograms are not distributed in retail separately from the forms themselves.
Sets containing books, inserts and stickers are ordered from printing houses, concluding a supply agreement. Holographic stickers are supplied with work books free of charge. All you have to do is order the books yourself. Two types of organizations are allowed to supply forms with adhesive films:
- Organizations that have entered into agreements with the Goznak association or its partners.
- Organizations specializing in the production of security printing products.

Since the measure of personal data protection is truly relevant, the question arises of where to put the hologram on the form. The holographic image is glued to the title page of the form or on its insert and in strictly defined positions:
- on the form number;
- on the signature line of the person responsible for maintaining the forms;
- in place of the seal impression (MP);
- on the signature of the owner of the form.
How to stick protective film
The question of where to glue the hologram in the work book has been resolved, now it’s worth paying attention to the correctness of the gluing process itself. The Russian Government Decree of April 16, 2003 No. 225 “On work books” does not mention this term. Therefore, some employers were puzzled by searching for instructions for gluing protective film, although the information letter was issued by Goznak.
Rules
Please note that the protective film with a hologram is disposable. Moreover, an unsuccessfully applied film may lead to the need to replace the work book, since the form will be considered damaged.
Rules Take into account the following rules:
- the hologram is pasted only after the form is filled out by the designated person;
- A sticker with a hologram is placed on the first page of the book or its insert. Significant elements are subject to protection: the unique number of the work book form or insert, the signature of the personnel officer who issued the document, the seal of the organization that issued the book, the signature of the owner of the book. The protection of other data is at the discretion of the personnel officer.
- The place where the protective film is applied must have readable elements intended for protection. That is, all recordings and printing should not be blurred. Before sticking, be sure to take care of the correct orientation of the film relative to the book form. Don’t stick it “upside down” - there won’t be a second time.
- If in the process of preparing the film for sticker it was damaged, then do not try to stick it and smooth it out - just replace it with another one.
The sticker process is as follows:
- An insert with a hologram is taken;
- One of the stickers comes off;
- Select the location for gluing (from the three listed above);
- The holographic image is glued slightly below the recording and strictly not upside down.
- The sticker should be glued as evenly as possible, avoiding air penetration, the formation of pellets and wrinkles.
The image is pasted only on completed fields. If you are unable to stick the picture evenly, you should not try to tear it off. Thus, the work book will be spoiled. If everything went well, then the process of establishing the hologram is completed.
