Additions were made to the Moscow Government Decree of November 27, 2007 N 1005-PP “On approval of the Regulations on the appointment and payment of monthly compensation payments (additional payments) to pensions and one-time payments made from the budget of the city of Moscow”, regarding the payment of monthly compensation payments pensioners from among those awarded honorary titles in the field of culture.

The costs of their financing have already been included in the draft city budget for the next three years.

Moscow beneficiaries will continue to receive all types of benefits in accordance with the city social standard. It determines the amount of payments to representatives of preferential categories of citizens, including non-working pensioners. This type of support for beneficiaries is financed from the city budget in addition to federal pensions.

The payments received by Moscow pensioners are regularly indexed, and last year a decision was made to raise the city's social standard to an unprecedented extent. Since January of this year, pensioners began to receive 17,500 rubles (three thousand more than before).

The size of city benefits for veterans who participated in the defense of Moscow increased from four to eight thousand rubles. Monthly compensation to labor veterans, home front workers and victims of political repression has also doubled. One-time payments to centenarians today amount to 15 thousand rubles, to those celebrating marital anniversaries - from 20 to 30 thousand rubles.

The city social standard includes payments not only to pensioners, but also to other preferential categories of citizens. Along with the increase in the standard, the amounts of all types of benefits for large families have doubled, payments to low-income families have doubled, payments to low-income families have doubled, and payments to families with disabled children have doubled.

There are no pensioners in Russia with a pension in their region of residence below the subsistence level. The amount of surcharge for low-income citizens depends on the lowest level of income. The authorities of individual regions determine the amount of financial support for older people. The size of pension payments is carefully adjusted by the authorities, several times in one year. According to the latest changes, the minimum pension in Moscow will increase in 2021; the old-age supplement will affect not only native Muscovites, but also the majority of non-working pensioners in other regions of Russia.

For the capital, the cost of living for a pensioner is set at 11,561 rubles. This is the minimum Moscow pension, taking into account social supplements in the region. It is already known that it is proposed to increase the cost of living for people of retirement age, which will increase the pension by 255 rubles, and it will amount to 11,816 rubles. This will be the minimum pension in Moscow in 2021.

This minimum amount is established for all Moscow pensioners, those who are registered at their territorial location or place of residence for a total period of less than 10 years. For the capital's old-timers, there is a specific amount that corresponds to the City Social Standard of Minimum Income.

Who has the right to receive a Moscow pension

According to Russian legislation, you can apply for pension benefits on various grounds. Payments are made for a specified period or for life. Recipients of state benefits are non-working pensioners, as well as persons who, having retired, continue to work.

Conditions of appointment

Registration of pension payments is carried out on an application basis. The applicant has the right to apply for an appointment to the territorial branch of the Pension Fund, the Multifunctional Center (MFC) or directly to the employer. You can also submit an application online – through your personal account on the fund’s website. The conditions for receiving a Moscow pension depend on its type:

  • Old age insurance. Reaching the age limit (60 and a half for men and 55 and a half for women), having a minimum insurance period (10 years) and an individual pension coefficient (16.2 points).
  • Disability insurance. Having at least one day of insurance coverage and assignment of disability group I, II or III.
  • Survivor's insurance. Being dependent on a deceased person who had at least 1 day of insurance coverage.
  • State (for old age, disability, loss of a breadwinner). Assigned to military personnel and astronauts affected by radiation disasters. The criteria for each group of applicants are specified separately (age, length of service, conditions for obtaining disability).
  • Social in old age. It is assigned if a citizen does not have an insurance period or its duration is insufficient for calculating a pension. A mandatory condition is permanent residence in Russia.
  • Social disability. It is accrued if a person has received a disability, but has never officially worked. A prerequisite is permanent residence in Russia.
  • Social support for the loss of a breadwinner. Assigned to persons under 18 or 23 years of age if they are studying full-time. Mandatory conditions are the applicant’s permanent residence in Russia and the deceased breadwinner’s absence of insurance coverage.

According to the latest data, the minimum payment to pensioners in Moscow will increase significantly. When calculating the insurance pension for 2021, total points are taken into account: the amount of the difference for the periods between the onset of retirement age and the actual date of retirement. For this reason, a decision was made on the necessary increase in social cash subsidies. Already from the beginning of the new year 2018, from the first day of January, all Muscovite pensioners will begin to receive the assigned new compensations. According to average indicators, they will grow up to 5 times. For these purposes, 47 billion rubles are allocated from the budget.

  • The total amount of payments is below the subsistence limit;
