A temporary residence permit is a document legalizing the stay of a foreigner in the Russian Federation for a limited period. Migration service employees can issue it separately or simply put a mark in the visitor’s passport.
Obtaining a permit is carried out according to quotas provided annually in each subject of the federation. Their number is consistent with requests; in Moscow, St. Petersburg and Crimea it is always limited. The larger the population in a region, the fewer visitors it can accommodate. The indicator is set at the beginning of the year. The limit ends at different speeds. If it is determined immediately, no more quotas will be submitted until the end of the period.
The validity period of the temporary residence permit is 3 years; it cannot be extended.
To issue a document, a quota is not required, but then another serious reason is needed. A migrant with a temporary residence permit has the right to get a job without special documents and receive free medical services, in accordance with the law, as well as enjoy other privileges available to residents of the Russian Federation. First of all, a residence permit is a confirmation of the legal status of a Ukrainian in Russia.
Registration procedure
To obtain a temporary residence permit, a foreigner must come to the local Federal Migration Service and provide certain papers. We list the documents for temporary residence permit:
- application (2 copies), written without errors or corrections, with reliable information;
- 2 clear photographs with 3*4 parameters without additional accessories, only glasses with clear lenses and a hat required by a person’s religious beliefs are allowed;
- ID card (internal and foreign passports, etc.);
- migrant card;
- check for payment of state duty in the amount of 1600 rubles;
- medical report on the absence of socially dangerous infectious diseases, AIDS, drug addiction, received no earlier than 30 days before submitting the documents;
- certificate of passing an exam in the state language (except for those who studied it at school or university), history and Russian legislation; tests are carried out for a fee, and in case of refusal of a temporary residence permit, funds are not returned.
Review of submitted papers by the Federal Migration Service lasts 60 days from the date of the applicant’s application. As soon as the decision to issue a temporary residence permit is made, the visitor will need to undergo a fingerprint examination.
Immediately after receiving permission, registration at the place of residence is required. After a year, a foreigner can submit an application to the migration service to obtain a residence permit.
With a temporary residence permit, you can freely find a job in any company, but only in the territory of registration.
After the registration and permit are issued, you should visit the tax office and issue a TIN. This is the name of the document on registration with the Federal Tax Service.
Temporary temporary residence permit for citizens of Ukraine: how to obtain status
In order to obtain the official legal status of temporary residence permit for citizens of Ukraine, as the first stage of admission to Russian citizenship, the applicant will need to collect and provide the following documents:

TRP is a temporary residence permit. A document that gives the right to a person who has another citizenship to stay on the territory of the Russian Federation for a long time, and specifically for a period of 3 years . The presence of the RVP seal in your identity document gives you the following rights:
- Work quietly in Russia, without a special paid work permit, for 3 years.

You must understand that receiving a stamp in your passport indicating temporary residence permit does not give you the green light. After all, this is only the first step, of many others. Do you need a quota?
A simplified procedure for obtaining a temporary residence permit is possible for the following categories of Ukrainian citizens:
- adults, but incompetent, for whom legal representatives submit papers;
- persons under 18 years of age applying for a permit together with their father or mother;
- minors who are children of citizens of the Russian Federation;
- born in Russia, the RSFSR or the USSR and previously had the corresponding citizenship;
- disabled people who have capable children - citizens of the Russian Federation;
- persons married to residents or permanent residents of the Russian Federation;
- investors in the country's economy in the amounts established by law;
- Russian military personnel;
- parents of citizens of the Russian Federation;
- participants of the new state program “Compatriots” and their family members;
- children of disabled Russians;
- foreigners who meet other special conditions.
Rules for obtaining a quota for temporary residence permits for citizens of Ukraine in 2021
Obtaining a temporary residence permit without a quota is possible for the following categories of foreign citizens:
- those who were born in the USSR and had USSR citizenship or were born in the Russian Federation;
- those who are recognized as disabled, but have capable children with Russian citizenship;
- those who have disabled parents - citizens of the Russian Federation (at least one);
- married to citizens of the Russian Federation who have permanent residence;
- who made investments in the Russian Federation in the amount established by the Government of the Russian Federation;
- entered military service (for the duration of service);
- who have reached 18 years of age and, in accordance with the laws of a foreign state, are recognized as incompetent/partially capable (provided that an application for obtaining a temporary residence permit in their respect is submitted by a parent who is a citizen of the Russian Federation);
- who have reached 18 years of age and are recognized as incompetent/limitedly capable, if they submit documents for a temporary residence permit together with their foreign parents;
- who have reached 18 years of age and are receiving permission for a temporary residence permit together with a parent who is a foreign citizen;
- under 18 years of age, an application for a temporary residence permit in their respect is filled out by a parent - a citizen of the Russian Federation;
- having adult children - citizens of the Russian Federation, recognized by a court decision as incompetent/partially capable;
- having children - citizens of the Russian Federation;
- participants in a special state program for the resettlement of compatriots from abroad along with family members, etc.
A temporary residence permit in the Russian Federation is a temporary residence permit in Russia for foreign citizens. In fact, a temporary residence permit is a stamp in a foreign citizen’s document, which confirms the foreigner’s right to temporary residence in Russia.
The RVP stamp is placed in the passport of a foreign citizen or in an identification document of a foreign citizen or stateless person on the territory of the Russian Federation.
A temporary residence permit for a foreign citizen (TRP) gives a foreigner the right to temporarily reside in Russia and carry out labor activities in the country.
In simple words, a foreigner with a temporary residence permit has the right to legally live and work in the Russian Federation until he receives a residence permit in Russia or citizenship.
If a foreign citizen has a temporary residence permit in Russia, then:
- He can freely enter and leave the territory of Russia.
- He can legally work in Russia and does not need to obtain a work patent or work permit.
- A foreigner with a temporary residence permit can register his own company or individual entrepreneur.
- The temporary residence permit also gives the migrant the right to free medical care and visits to clinics at the place of residence.
However, there are some restrictions:
- A foreigner with a temporary residence permit in Russia can work only in the region - the subject of the Russian Federation for which he was issued his temporary residence permit.
- A foreign citizen cannot be absent from Russia for more than six months, otherwise the foreigner’s temporary residence permit may be cancelled. In this case, only the continuous number of days of absence from the territory of the Russian Federation is taken into account, and not the total number of days when a foreign citizen left Russia.
A foreign citizen is issued a temporary residence permit for a period of up to 3 years, thus the validity period of a temporary residence permit is three years.
There is no opportunity to extend the temporary residence permit after three years, so during this period a foreign citizen must decide on his status and obtain a residence permit in Russia or submit an application for Russian citizenship.
How to make an application?
An appeal to FMS employees for the purpose of obtaining a temporary residence permit contains the following information:

Those wishing to purchase a temporary residence permit have a question: how much does this procedure cost? If you go through all the stages yourself, the costs will be minimal. Contacting legal companies can cost a visitor tens or even hundreds of thousands. In addition, you should be careful when using such services, as there are many scammers in this area.
The standard cost of the procedure in 2021 includes payment for:
- state tax – 1600 rubles;
- tests in Russian language, history and fundamentals of law - 5,300 rubles;
- medical examination – 2900 rubles.
As a result, the minimum amount for issuing a temporary residence permit is 9,800 rubles. To this are added the costs of translating documentation and drawing up certain papers.
Confirmation of temporary residence permit
A migrant who has been issued a temporary residence permit is obliged to regularly notify the Migration Office about his stay in the Russian Federation. That is, it is not the temporary residence permit itself that is confirmed, which is provided for 3 years and is not subject to any changes, but the fact of being in the country. Here are some rules for filing a notification:
- The procedure is carried out every year, no later than 2 months after the end of the previous period in the status of temporary residence permit.
- Confirmation is allowed six months after the specified date, but in the presence of proven good reasons.
- Notification is provided only 2 times, after the first and second years of stay with a temporary residence permit.
- You need to notify the department of the Department of Internal Affairs where the temporary residence permit was obtained; in Moscow this is a regional institution.
- The notification is not sent by mail, but is given to migration service employees only during a personal visit.
What should a Ukrainian applying for a temporary residence permit know?
A residence permit under a quota is granted to a foreigner if he complies with the main condition - he does not violate the rules of stay in the Russian Federation. For example, FMS employees can check the fact of residence of a visitor at the registration address or find out that this is only a formality. The law does not provide for the possibility of appealing a refusal of a temporary residence permit in court.
If a foreigner stays in Russia for more than 90 days without having the specified status, he will have to leave the country; the visitor will be able to return only after 180 days.
Such measures are being taken to limit the flow of migrants into the Russian Federation who come to Moscow without a specific purpose and do not want to find a job or obtain a temporary residence permit or citizenship.
Ukrainians in Russia should decide on their future status: refugee, temporary residence or temporary residence permit (and in the future – residence permit and citizenship). If you choose the latter option, you need to come to the FMS with the appropriate set of papers. They are considered by the territorial departments of the migration service at the place of residence of the visitor, however, filing an application is also possible online, through the State Services website.

There is a list of grounds on which you will be denied a temporary residence permit, namely:
- Providing false and/or forged documents
- Communicating knowingly false information about yourself

The decision of representatives of the Federal Migration Service largely depends on a number of factors. Knowing them, a person can avoid making any mistakes and increase his chances of receiving a temporary residence permit. Firstly, during the period of consideration of the application, service employees can travel to the address indicated in the documents to check the actual residence of the citizen. In order for the quota to be granted, it is important to comply with all government requirements regarding the stay of Ukrainian citizens in Russia.
In case of refusal, the person does not have the right to file a claim in court. If a person does not have a status that complies with current legislation, the period of temporary residence permit may be reduced to three months. After this period, the citizen will need to leave Russia. He will have the opportunity to return to the country only in six months. Obtaining a quota for temporary residence permits in 2021: application, procedure
Quotas for temporary residence permits are approved annually by the Government of the Russian Federation, depending on the demographic situation of the constituent entities of the Russian Federation and their ability to accommodate foreigners.
Thus, every year the government distributes quotas for temporary residence permits among the regions of the Russian Federation, recording how many temporary residence permits will be issued in a particular region of the country.

To get in line for a temporary residence permit in a selected region, a foreign citizen must submit an application for a temporary residence permit in Russia to government agencies or their representative offices in this region, and collect all the necessary documents for submission.
