According to Russian legislation, enough standardized fire safety inspections are carried out, so much so that it can become a real nightmare for any manager. These surveys can result in an order, an investigation, a shutdown of the enterprise, and a significant administrative fine. An act of checking the fire safety condition of an object can become a document confirming the fulfillment by the head of the organization of personal responsibilities to comply with fire safety requirements.
Fire Technical Commission
Each enterprise manager cannot fulfill his fire safety (FS) obligations alone. Especially in cases where the enterprise is large. In such cases, the regulatory framework recommends the creation of a fire-technical commission (FTC). It's worth noting that these recommendations are not very specific.
Often, when creating a PTC, Art. 37 of Law No. 69-FZ on fire safety, which stipulates the right to create fire departments and maintain them at one’s own expense. Previously, the rules of the fire safety regime (PP No. 390 of April 25, 2012) in paragraph 5 allowed the manager to create a fire safety system if 50 or more people gather at the enterprise. This item has now been removed.
There was detailed information (regulations on fire safety and technical standards) in Appendix 4 to Moscow PP No. 722 of 08/10/1999. It recommended organizing a fire-technical commission in enterprises with 10 or more people. In 2020, this resolution also became invalid. Does this mean that PTCs are not needed? Obviously, they are needed, since this allows us to involve engineering and technical workers, specialists, and responsible persons in fire prevention. They inspect the facilities and draw up a fire safety inspection report.
Act on internal inspections
Internal audits are divided into many types. For example, these are the following events:
- Audit.
- Inventory.
- Internal inspection of an employee.
- Inspection of an industrial accident or emergency.
It must be taken into account that when taking inventory and writing off valuables, separate forms of acts are required.

At the time of the inspection it was established:
- In accordance with the requirements of Rospotrebnadzor, a consumer corner, price tags, and product labeling were created in a separate division
- Labor discipline is observed in full by all employees, medical books are available for each employee
- In accordance with the order of the General Director No. 48 dated 01/09/2017 and power of attorney for signing documents No. 49 dated 01/09/2017.
According to paragraph 2, the document must contain the following information:
- Date and place of creation of the document.
- The name of the government agency that is conducting the inspection.
- The number of the order or instruction on the basis of which the event is carried out.
- Full name of the officials responsible for the inspection.
- Name of the person being checked.
- Date and time of the event.
- Information about the results of the inspection.
- Information about violations discovered during the event.
- Information about familiarization or refusal to familiarize with the act.
- Signatures of the people who conducted the event.
The act is not the only document recording the results of the inspection. A number of papers must be attached to it: protocols on sampling, samples, expert opinions, examinations, etc.

Fire inspection
Fire safety report - a sample is contained in Appendix 1 to the regulations on fire safety regulations. This document reflects all industrial safety activities that are planned by the PTC and contained in the annual work plan. PTK performs the following tasks:
- Carrying out fire prevention.
- Monitoring the implementation of norms, rules, laws on industrial safety.
- Conducting an analysis of the enterprise's production processes, identifying possible causes of fire.
To fulfill the assigned tasks, the fire-technical commission conducts inspections and draws up the following inspection reports:
- certificate of inspection of premises for fire safety;
- fire safety condition of an object, site, workshop, enterprise;
- causes of fire;
- fire alarm;
- extinguishing agents and equipment;
- state of impregnation of wooden structures, etc.
Obstruction of an inspection under the Code of Administrative Offenses of the Russian Federation
In the event of unjustified obstruction of an inspection, the Code of Administrative Offenses of the Russian Federation provides for liability for those responsible under Part 2 of Art. 19.4.1 (including for those who interfered with certain control measures).
It is important to keep in mind that in order to establish the guilt of the actions of the subject being inspected, it is necessary that:
- the requirements of the government official were clearly expressed, stated clearly and based on the law;
- the responsibilities of an economic entity to comply with the requirements of an official during an inspection were enshrined in legislative acts (for example, Articles 12, 25 of Law No. 294).
The elements of the offense specified in Part 2 of this article are material. That is, liability arises if illegal actions resulted in the impossibility of conducting or completing the inspection in a timely manner. Qualified personnel, Part 3, Art. 19.4.1 of the Code of Administrative Offenses of the Russian Federation provides for enhanced sanctions for repeated violations. The fine is as follows:
- For officials - from 5,000 to 10,000 rubles. In case of repeated violation - a fine of 10,000 to 20,000 rubles. or disqualification for a period of 6 months to 1 year.
- Legal entities - from 20,000 to 50,000 rubles. If repeated - from 50,000 to 100,000 rubles.
Cases of administrative offenses provided for in Art. 19.4.1 of the Code of Administrative Offenses of the Russian Federation, magistrates are authorized to consider (Parts 1 and 3 of Article 23.1 of the Code of Administrative Offenses of the Russian Federation).
Thus, the act on the impossibility of conducting an inspection is a mandatory document drawn up in cases specified by the legislator. The obligation to compile it is due to the need to record the fact of a failed inspection. Based on the report on the impossibility of conducting an inspection, the relevant body determines further actions in relation to the subject being inspected.

At the top there is information about the members of the PTC. They are appointed by order of the head of the organization. In addition to the manager, the chief engineer of the enterprise may be appointed as the chairman of the PTC. Members of the PTC can be specialists in building maintenance, labor protection, fire safety, maintenance engineers for electrical installations, automation, water supply systems, etc.
Site inspections are carried out at least once every six months. Inspections can be either scheduled or unscheduled. The fire safety inspection report reflects violations of fire safety requirements, measures, deadlines for their elimination, and verification of the elimination of comments.
The examination procedure is developed together with the regulations on PTC in the institution. For example, in schools and hospitals, inspection should be carried out as follows:
- Availability of signs with fire department telephone numbers and the names of those responsible for fire safety in each premises.
- Evacuation plans.
- Availability and operability of EXIT light indicators.
- Condition (clutter) of emergency passages and doors.
- Complete set of fire shield and crane.
- Expiration date of fire extinguishers.
- Condition of sockets and electrical appliances.
A certificate of verification of compliance with fire safety requirements for automation systems is drawn up once a quarter, for fire extinguishing systems - once every six months. An expert may be required for such checks. In this case, data about the specialist working on a contract basis is entered into the document. The examination is carried out in several stages:
- Visual inspection. Pipe leaks, rust, and separation of parts are detected.
- Prevention. Rust removal, lubrication, replacement of parts.
- Functionality check. Checking the automatic operation algorithm, the absence of false signals. Opening test taps, triggering pumps, determining pressure in pipes and fluid flow speed.

What to pay attention to
We recommend that you immediately state in the act the purpose of the inspection and the results: whether it was achieved or not, so that the manager does not have to read the items on the list and draw conclusions on his own. For example, if you are preparing a store for an inspection visit, let it be written in the act.
