When is the device required to be replaced?

Federal Law No. 261 dated November 23, 2009. This law “On energy saving and increasing energy efficiency and on introducing amendments to certain legislative acts of the Russian Federation” obliges all water utility subscribers in apartment buildings to install water meters without fail. To do this, you need to draw up an agreement with the water utility, and 180 days are given for all installation procedures.

Decree of the Government of the Russian Federation No. 354 dated May 6, 2011. In simple words, it’s as if you don’t have a meter installed that takes into account the number of people living in the apartment.

To summarize, we note that meters need to be checked once every 6 years for cold water supply, and once every 4 years for hot water. The procedure is paid, and the maximum cost for the service does not exceed one thousand rubles. There are only three ways to check:

Do you need to change your water meters according to the law? The main regulatory act, which lays the foundations for regulating issues related to metering devices, is Federal Law No. 102 of June 26, 2008. If a device is not assigned a registration number, it cannot be considered operational and cannot be used to monitor water consumption.

  1. The device is faulty.

A malfunction of the water meter is determined by the following signs:

  • a sharp change in monthly water consumption readings that has no objective reasons;

  5. After inspection and verification of data, a seal is recorded and a report is drawn up, in which information about the old and new devices, as well as information about the owner, is entered. The document is transferred to the resource supplying organization.
  6. If everything is correct, the water meter number will change on the receipt.

This procedure is optimal. If the reinstallation is carried out by a representative of the supplying organization, it is enough to purchase an IPU and write an application. But in case of non-compliance with the installation rules, which was carried out independently or with the involvement of third parties, refusal to put the device into operation is permitted (clause 81(5) of the RF PP No. 354).

Independent replacement of the metering device

Residents are not prohibited from installing new water meters in their apartments on their own. But this decision requires agreement with management companies. Only with their approval does the tenant have the right to begin reinstalling water meters.

It is recommended to follow the following procedure for replacing water meters:

  1. Submit an application to the Criminal Code with a request to approve the reinstallation of water meters in the home. The reason for the replacement must be indicated.
  2. Wait for permission.
  3. Buy a new water meter. First consult with representatives of the water utility about the model of the new device.
  4. Remove the seals from the old device. This should only be done by a previously invited representative of the management company.
  5. Before installing the device, turn off the water supply. Access to water may be temporarily interrupted throughout the entire home as social service pipes may sometimes need to be manipulated.
  6. Unscrew the nuts holding the old device. If necessary, they are annealed with gas.
  7. Clean the fitting from worn-out gaskets.
  8. New gaskets are installed.
  9. Install the new water meter using nuts.
  10. Check the device for leaks by turning on the water. If necessary, tighten the nuts more tightly.

After installation, you need to invite a specialist from the management company to the apartment again. He must personally check the serviceability of the water meter and also install seals on it. Residents do not have the right to seal water meters themselves.

How to replace a water meter yourself?

Correctly reinstalling the meter is not difficult; you need to proceed according to the following scheme:

  1. The functionality of the first ball valve is checked. To do this, the handle is lowered or raised to the desired position, after which the nearby tap is turned on. Sometimes, due to long periods of inactivity, it is necessary to do this several times before the water is turned off. If performance is impaired, then you need to turn off the riser in all apartments. This may require agreement with the managing organization, so the test is carried out in advance.

  2. The completeness of the meter is checked. It is necessary to have gaskets and two fittings. Tools are being prepared, it is better to have several adjustable wrenches.
  3. The water supply is shut off and the work area is cleaned if possible. A rag or container is placed underneath, since some of the liquid remains in the system.
  4. Carefully unscrew the nuts that are put on the fittings. To do this, both tools are used to prevent the crane from overturning. If the parts do not yield, they are slightly heated or treated with a special compound.
  5. The old device is removed. It is necessary to allow the remaining water to drain and wipe both ends of the pipe.
  6. The condition of previously installed fittings and nuts is assessed. To do this, they are cleaned and, if necessary, treated with a solvent.
  7. The coarse filter is disassembled and washed, and a connecting piece for the measuring device is screwed onto it. If there is no damage, the parts can be reused; if there are serious signs of corrosion or deformation, the fittings must be replaced with new ones.

  8. The plastic plugs are removed from the meter and the correct position of the meter is determined: there is an arrow on the body that indicates the direction of the liquid. The edge of the device facing the inlet valve (coarse filter) has a pressed mesh.
  9. New gaskets are placed along the edges, the device is adjusted, and a suitable location is set to ensure ease of reading. The nuts are tightened tightly, but without unnecessary effort.
  10. The water supply is turned on, and the IPU is checked for leaks and operability.

After installation, a specialist is invited to seal the meter and draw up a commissioning report.

What documents will be required?

To install a water meter in your home, you will need to prepare the following documents:

  • original and copy of passport (all pages with marks);
  • application;
  • certificate of ownership of housing or other document confirming this fact;
  • housing plan. Such technical conditions (plan) are drawn up by the management company or another organization that performs similar work.

Important! To enter into an agreement, you will need to submit certain documents:

  • agreement regarding the installation of a water meter;
  • meter passport (issued by the manufacturer and included with the device);
  • act on putting the metering device into operation;
  • a certificate confirming that the device complies with established standards.

Depending on the circumstances, the list of documents may be supplemented.

The commissioning report is drawn up by a representative of the management organization after the water meter is installed and sealed. After receiving the act, enter into an agreement with the management company. The agreement specifies that from a specific date, payment for water consumed will be made according to meter readings. Where should old meters go?

All information is removed from the used device and entered into the appropriate documents, after which it is not necessary to store it.

The following options are possible:

  • Disposal. You can hand over the mechanism to a specialized organization that services and repairs water meters. Also, the owner can get rid of the meter himself, but only subject to compliance with the norms and laws that determine safety for the environment.
  • Carrying out verification. It is recommended to do this immediately before installation, because the duration of such a procedure is limited.
  • Personal use. The meter can be installed inside the water supply system of a private house, where there are several branches for watering the surrounding area. The device will allow you to calculate water consumption in a certain area.

Thus, the process of replacing the IPU is not complicated, but a high-quality result is possible only if all actions are coordinated and installation is correct.
