Who is entitled to a pension increase?
Recalculation is issued only to those pensioners who meet several requirements. The first condition for receiving an additional payment to the pension for children is the date of retirement. Only those pensioners who received their pension before January 1, 2015 can count on receiving the supplement. Those who reached retirement age later are recalculated according to different rules.
The second condition for applying for additional payment is the presence of at least one child. It does not matter the gender of the children, their age, whether they are studying, working or just looking for work. The pension fund takes into account only four children when issuing bonuses.
You can find information on the Internet where they write that the Pension Fund recalculates only those children who were born before 1991. But this is not so, the age of the child does not play any role. The only thing that may differ is the amount of the surcharge. Experience under the USSR and after its collapse is taken into account differently, so children born after 1991 may receive less extra pay.
The third condition is the period of maternity leave. The Pension Fund takes into account the longest period of care - 1.5 years. If a woman was not employed during this time or was just studying, she can apply for an increase in the pension payment for the child.
Children of war - will there be an additional payment?
In 2021, more than 13 million citizens of this category do not receive bonuses from the federal or regional budget.
The main reason for the lack of bonuses is that the concept of “ children of war ” is not officially recorded in legislative acts, therefore, a list of mandatory benefits for this category of pensioners has not been formed. However, the authorities have repeatedly introduced legislation that would eliminate this gap. The main innovations under the law would be:
- the surcharge is aimed at citizens born from 06/22/1928 - 09/04/1945;
- one-time annual pension supplement in the amount of 5,000 rubles;
- monthly additional payment - 1500 rubles;

Despite the absence of additional payments for the title “child of war,” a pensioner can count on an increase in pension on the basis of Federal Law No. 173 of December 17, 2001, namely:
- additional payment to citizens of retirement age who have turned 80 years old .
In addition to the specified surcharge, citizens with the status of “children of war” can receive an increase in pension at the discretion of specific regions. At the moment, about 20 regions of the country make additional payments.

Documents for receiving the bonus
To receive additional payments from the Pension Fund, you need to fill out an application for recalculation of pensions for children. A form for writing an application and a sample will be given to you by the employees of the Pension Fund branch. You can also download it from the official website of the Pension Fund, and then print it out and fill it out according to the template. In your application, you must include the reason why you need to recalculate. Also fill out the remaining items according to the model. In addition to the application, you will need to present:
- citizenship of the Russian Federation;
- SNILS;
- birth certificates of children or extracts taken from the civil registry office that confirm their birth;
- passports of all children or other documents on the basis of which it will be possible to establish the mother’s maternity period, for example, a training diploma or school certificate.
All attached documents must be listed in the appropriate paragraph on the application form. If you are going to send documents by mail, you can attach copies of the listed documents. But first they must be certified by a notary.
How to get a raise for disabled family members
The Pension Fund is responsible for assigning additional payments to pensions for minor children or student children. To do this, you must submit an application for recalculation of the pension amount and indicate the reason for the recalculation - the presence of disabled family members dependent on the pensioner. The following documents must be attached along with the application:
- Confirming the relationship between the pensioner and the child (for example, a birth certificate);
- Confirming the fact of dependency:
- certificate of family composition or cohabitation (from the housing department or local government);
- certificates, checks or other documents confirming expenses for food, child accommodation, etc.;
- certificates of income of family members;

The fact of dependency can also be confirmed with the help of witness testimony (for example, other relatives, neighbors, etc. can confirm this). In case of a positive decision on the application, the increase in pension will be assigned from the first day of the next month. The bonus will be paid until the child turns 18 years old .
Supplement to pension for dependent student
If children are studying full-time , the payment can be extended until they reach 23 years of age . To do this, you will need to contact the Pension Fund again and confirm that the child continues to be supported by the pensioner. As a supporting document, you must submit a certificate from the educational institution containing the following information:
- Full name of the student, date of birth;
- Name of the educational institution, form of education and educational program;
- Date and number of the enrollment order, duration of study;
- Date of issue of the certificate, registration number, corner stamp of the institution, seal and signature of the head with a transcript.

Where to apply for recalculation
Employees of the Pension Fund of the Russian Federation recalculate their pensions. Each application is considered individually, so the amount of the premium may vary. There are four ways to submit an application for additional payment to the pension for children:
- in the Pension Fund of Russia at the place of registration;
- in the multifunctional center;
- on the public services portal online;
- by mail.
It is recommended to send documents by registered mail only if all other methods are not available to you.
PF branch
To apply for a recalculation at the Pension Fund department of the Russian Federation, make an appointment with an employee. This can be done at the Pension Fund branch itself or on the official website. The first method may be inconvenient because there are long queues at the department. But not all pensioners have access to the Internet, and not everyone knows how or can use online services.
To make an appointment with a Pension Fund employee through the website, you need:
- open the “Electronic Services” section;
- go to the “Make an appointment” item;
- enter the subject of the Russian Federation in which you are registered, the fund’s district branch and the purpose of the visit;
- indicate a convenient date and time for your visit.
At the required time, you must go to the Pension Fund along with all the necessary documents. An employee reviews the application, accepts documents and notifies you of the start date of recalculation.
Usually the preparatory process takes no more than 5 working days. After this, you will be notified of the time of your next visit to the Pension Fund employee. On the specified day you will be informed of the results of the recalculation and the documents will be returned.
At the MFC
To apply for a pension supplement for children, first make sure that the desired MFC branch provides similar services. If the MFC can issue a recalculation, please contact a center employee.
Further, all actions are similar to the registration process through the Pension Fund.
Government services or via mail
Remote methods of submitting an application for recalculation are through the government services website and by mail. To apply for benefits for a pensioner for children through the government services website, you first need to register on the portal. For this:
- Open your personal account tab.
- Write the data in the fields of the form, indicate your personal information in it.
- Activate your account.
You can activate your profile at one of the registration centers. Their addresses are published on the portal. The code can also be received in paper form or you can activate your account with a digital electronic signature. In any case, you will be given a login and password for your account.
After activating your profile you need to:
- select “Service Catalog”;
- open the item “Pensions, benefits, benefits”, then the “Establishment of pension” tab and select the “Pension recalculation” field;
- indicate the type of recalculation electronic and click “Get service”;
- in the tab that opens, indicate your passport details and place of registration;
- select a suitable application and enter the address of the Pension Fund branch for sending documents;
- send the application.
The rest of the list of papers should be submitted to the Pension Fund yourself before the expiration of 5 days.
To submit an application through the post office, you need to prepare all photocopies of documents and have them certified by a notary. But this is a paid service, the cost varies depending on the number of certificates and their type. When you collect all the documents, send them by registered mail to the department of the Pension Fund of the Russian Federation at registration. With this method of submitting an application, the recalculation process will take about 2 weeks. The result of the review will be sent by separate letter.
Procedure for processing payments and allowances
The legislation establishes that additional payments to pensions are made by the Pension Fund and a certain procedure has been established. The algorithm of actions will be as follows:

Documents for receiving additional payment for dependents and minor children
A complete list of required documents can be found on the Pension Fund website or at its nearest branch.
The following will be mandatory:
- applicant's personal passport;
- a copy of the work record book certified by the employer with a confirmation note that the pensioner is currently employed;
- a certificate stating that the second spouse did not apply for this payment;
- children's testimonies;
- documents confirming that the child is a full-time student;
- certificates and conclusions of a medical commission confirming the presence of disability of a dependent and/or pensioner;
- a certificate from the passport office confirming the quantitative composition of the family.
In individual cases, the Pension Fund has the right to request any other additional documents.
After collecting all the documents, it is important to correctly fill out the application for benefits. It has a form prescribed by law. This form can be found on the Pension Fund website or obtained by visiting a Pension Fund office in person.
When filling out the application, you must provide the following information:
- Name of the Pension Fund branch to which this application is sent.
- Personal and passport information about the applicant.
- The name of the document indicating what kind of additional payment the applicant is applying for.
- Personal information about dependents and second spouse.
- List of attached documents.
- Signature of the applicant and date of submission of the document.
All documents and the application are submitted to the Pension Fund, after which a decision will be made within the time established by law. The Pension Fund is obliged to notify the pensioner of this decision in writing. If the decision is positive, the monthly payment of additional payment will begin along with the pension.
Where to apply for pension benefits for working pensioners if they have children
Due to the fact that this additional payment is carried out by the Pension Fund, you must therefore contact the Pension Fund branch at your place of residence. You can submit documents in the following ways:
- personal visit to the Pension Fund;
- in person through the multifunctional center;
- through a representative with the issuance of a notarized power of attorney to represent interests in the Pension Fund of Russia;
- send documents via mail to the Pension Fund;
- apply using the government services portal.
When submitting documents via mail, you must have all copies of documents certified by a notary.
When registering using the government services website (https://www.gosuslugi.ru/), you must go through the following procedure:
- Log in to your personal account; if you don’t have one, you need to register.
- If passport data is not officially confirmed on the portal, it will not be possible to access this service. Therefore, it is necessary to request confirmation of passport data, receive a special code upon presentation of the passport and enter it into the system. After this, all government services will become available.
- Next you need to select.
- The site will display the fields required to be filled out.
- After this, you will need to upload scans of the required documents and submit your application.
When submitted via an electronic service, the application will be reviewed within no more than 30 days; if submitted in person, no more than 10 days.
How pension payments are recalculated
The new pension begins to be accrued from the month following the month the recalculation was made. Pension points are used to calculate insurance pensions. In 2021, 1 pension point is equal to 93 rubles.
While caring for a child, women are also awarded pension points. The pension coefficient is established depending on the order of birth of children and the length of time they are cared for:

At the same time, the amount of the supplement is calculated individually, so the amount may differ slightly for different families.
After registration or recalculation of the pension, it can be transferred to the card.
Is it profitable to apply for an allowance?
Not all Russians will benefit from submitting documents for recalculation. In some cases, the pension may decrease after recalculation. This is influenced not only by the number of children, but also by other conditions.
When is it definitely worth recalculating pension payments:
- you have 2 or more children;
- while caring for a child you did not have an official place of work;
- by the time you retire, you have only achieved the minimum length of service;
- wages for the entire working period were below average;
- the pension amount is less than the subsistence minimum.
It is not profitable to recalculate pensions in the following cases:
- When only one child was born, the additional payment will be too small.
- For those who did not interrupt work during maternity leave.
- Those who received incomes above the average level and had more than the minimum length of service.
Whether to apply for a pension supplement for children or not is up to everyone to decide for themselves. From the point of view of legislation, recalculation must be made to all citizens who submit an application for recalculation and supporting documents.
