All military veterans in Chechnya must be holders of a special certificate. This document has a uniform form throughout Russia.

The same executive authorities that previously sent citizens to serve in military units (military registration and enlistment offices, police departments and the FSB) or social security agencies are responsible for its provision.

What documents need to be provided?

The legislation provides for the provision of benefits and support to citizens with veteran status. Article 3 of the legislation on veterans determines a specific list of persons according to this wording. Based on the norms established by law, the following persons can be considered applicants for receiving state social subsidies:

Social pension for combatants in 2021

This instrument is provided by the legislator, and in my opinion, it allows combatants to feel the manifestation of social justice in the preferential assessment of periods of conscription service in the active army when assigning a labor pension. I would like to draw attention to the fact that, according to our legislation, participants in combat operations in Afghanistan from the pension fund can count on inclusion in their seniority of three times the amount of military service in Afghanistan, Article 30 part 4, which allows him to ultimately increase the size of the insurance part of his labor pension. However, in Part 4 of Article 30 of the Law “On Labor Pensions in the Russian Federation”, the Legislator stipulates that the estimated amount of the old-age labor pension under this option cannot exceed the amount of -555 rubles. 96 kopecks Thus, the legislator has established a level that not only limits the rights of preferential categories of citizens, but moreover, puts them at a disadvantage compared to citizens who are not entitled to any benefits (calculation according to the formula established in Part 3 of Art. .30 of the Law). I propose to consider the issue of lifting the restrictions on the estimated size of the labor pension for combat veterans established in the federal law of December 17, 2001 N173-F3, Part 4, Article 30 of the Law “On Labor Pensions in the Russian Federation”; In Part 3, Article 30 of Federal Law N 173-F3, include military service in Afghanistan in the length of service coefficient as 1 month of service for 3 months of service. Increase the ratio of the average salary of an insured person to the average salary in the Russian Federation from 1.2 to 1.9, depending on the length of service in Afghanistan. After changes were made to the Federal Law on Veterans regarding military personnel who served in combat areas in Chechnya in 1994–1996, they were given the status of veterans. Based on the legislation, it became possible to calculate benefits and additional payments for former military personnel taking into account their ranks and awards, and for participants in military operations in Chechnya who became disabled to receive pensions.

About pension provision for veterans

As confirmation, military personnel are awarded a veteran's certificate. The certificate has a uniform form throughout the Russian Federation. Legislation

The issue of providing pensions to b/d participants in Chechnya is regulated by the following regulations:

Features of payments to veterans

Combat veterans (CVVs) in Chechnya can qualify for increased pension benefits, various benefits and a tax-free monthly cash remuneration (MCV or “veteran’s” pension).

They can also additionally apply for a package of social services, including:

  • spa treatment (if it was prescribed by a doctor);
  • the possibility of free travel to the place where treatment will take place;
  • provision of medications prescribed by the treating specialist.

By submitting a special application to the Pension Fund, all listed benefits can be monetized.

The size of the main part of pension payments will be determined by the serviceman’s length of service, the salary received, as well as his position and rank at the time of participation in the military service.

If a combatant has a disability, he can count on an increase in his initial pension benefit.

The exact amount of the increase will depend on the disability group.

Payments and their increase in size

If the beneficiary does not apply for a waiver of one or all services from the package, these funds are deducted by default. Registration of security

To become a pension recipient, a combat veteran will need to complete the following steps:

  1. Register with the military registration and enlistment office at your place of residence;
  2. Receive a document (certificate) confirming the fact of participation in the military conflict in Chechnya;
  3. Register the received document in the accounting book;
  4. Open a personal account with Sberbank (payments will be sent to it);

Contact the Russian Pension Fund (PFR) or the military commissariat with all the necessary documentation:

  • passport;
  • photographs of size 3x4;
  • work book;
  • papers indicating the presence of awards and confirming the fact of participation in hostilities;
  • veteran's certificate;
  • papers proving the presence of a disability group.

10 days are given to review the listed documents and make a decision on the possibility of providing pension benefits to Pension Fund employees.

The pension, together with its accompanying benefits, is assigned to the veteran from the day the application is submitted to the Pension Fund, regardless of how long it was considered before the final decision is made.

Please note that a correctly issued veteran’s certificate contains the following information:

  • Title of the document;
  • Full name of the owner and details of his passport;
  • name of the government agency that issued the certificate;
  • a list of benefits entitled to a veteran;
  • date of delivery of the document.

The certificate must be signed by the owner and the official issuing the document. In addition, its right and left parts must be marked with a seal.

To obtain a combat participant ID, you will need to provide the following documentation:

  • passport;
  • private bussiness;
  • military ID;
  • papers containing data on the presence of injuries;
  • awards;
  • flight book;
  • an extract from the document in accordance with which the veteran was appointed to the position;
  • a certificate from the archive proving that the citizen actually participated in the battles.

A fully completed package of documents is reviewed by the central commission of the military district for a month, after which the applicant receives a completed document, or a refusal to provide it if any inconsistencies are identified.

      military personnel (including those transferred to the reserve/retired);
  7. rank and file and commanding officers of the Ministry of Internal Affairs, FSB.

You can also submit an application without leaving your home - just leave an application on the official website of the Pension Fund. In accordance with the regulations, the application must be considered in no more than 10 days, and the refusal to provide EDV can be appealed to the Pension Fund.

The size of the pension for combatants in Chechnya

If we talk about the amount of pensions due to the UBI, it should be taken into account that they are formed on an individual basis from general payments and personal additional payments.

The final benefit amount should not be less than the subsistence minimum. Otherwise, the missing amount will be added from the budget of the local Pension Fund.

The main part of the benefit is formed based on the updated calculation rules for military retirees, established at the beginning of 2020.

In accordance with them, at the time of retirement, a citizen must accumulate a certain length of service and special pension points.

In addition, the calculation will take into account:

  • length of service as a military personnel;
  • the area where the veteran fought;
  • the position held by the citizen at the time of retirement;
  • military rank;
  • presence of a disability group;
  • availability of government level awards;
  • region of residence of the pensioner.

The minimum social benefit for UBI will be 11,220 rubles. This amount is formed from the smallest social pension and a percentage of the minimum social security.

Disabled people who were wounded during military operations in Chechnya are given special allowances. Their size is determined by the disability group established by a special medical commission:

  • 1st: 3137.6 rubles;
  • 2nd: 2240.7 rubles;
  • 3rd: 1793.7 rubles.

What is the pension for combat veterans?

  • by length of service;
  • on disability;
  • by old age;
  • social.

UBD has the right to increased pension benefits.

Long service pensions

Are there any benefits

  • partial (50%) compensation for payments for utilities (the benefit is provided upon submission of an appropriate application to the social security authorities, which can be considered within 30 days);
  • provision of a preferential targeted loan for the purchase of housing, or to improve housing conditions (the benefit is available only in the Nizhny Novgorod, Samara and Saratov regions);
  • transfer of ownership of a land plot (it will be provided for construction, therefore, within the period established by the regional Administration, construction work must begin there, otherwise the plot will be confiscated);
  • extraordinary installation of a home telephone.

      transport tax benefit (its exact amount will vary depending on the region, in some areas the tax has been removed completely regardless of the power of the vehicles used by veterans);
  • assistance in organizing and paying for funerals (for veteran’s relatives).

    Benefits

    Federal Law No. 4468, adopted in 1993, establishes that the pension due to the UBI must be 32% greater than the minimum social security.
