Who are the combatants?

Combatant = combat veteran.

Combat veterans (VVD) include everyone who is listed in Article 3 of Federal Law No. 5-FZ “On Veterans”. These are four categories of persons:

  1. Military personnel and employees of government agencies who performed official duties in other countries during hostilities (the full list of countries is indicated in the annex to the law).
  2. Military personnel involved in demining the territories of the USSR and other countries in 1945-1951 and in trawling domestic and international waters in 1945-1957.
  3. Military personnel who took part in battles in Afghanistan, including pilots, drivers and government employees who worked in this country from December 1979 to December 1989.
  4. Military personnel sent to perform special tasks in Syria from September 30, 2015 (subject to completion of the period specified in the contract).

Will monthly payments double for combat veterans?

Today, at least 15 million citizens in Russia receive EDV. It should be noted that in this case we are talking not only about combat veterans, but also about disabled people and people affected by radiation.

What determines the size of the EDV?

“The current 3 thousand rubles (and even if the combatant refuses all benefits) is very little. We believe that this should be at least half the minimum wage, at least 6 thousand rubles. We have introduced such an initiative and will strive for it,” said faction leader Sergei Mironov, quoted by the press service. Mironov added that the LDPR faction came up with the same initiative. “I think we will achieve this through joint efforts,” the politician emphasized.

A ticket to a sanatorium-medical institution is provided to a citizen by the social protection department in the manner established by law. The basis for granting a voucher is an application with the necessary documentation (passport, medical certificates, certificate of a soldier who took part in military operations).

  • 3212.04 rub. , if the BD veteran refused the in-kind form of the social package and chose monetary compensation instead;
  • 2000.39 rub. , if the veteran is provided with all the services included in the social package.

Increase of EDV for Chernobyl victims

  • If a citizen refuses the NSU, he is paid the full amount of the UDV established for the corresponding preferential category.
  • If the beneficiary partially or fully receives the services included in the package, their cash equivalent is withheld from the base payment amount.

If the beneficiary does not apply for a waiver of one or all services from the package, these funds are deducted by default. Whether it makes sense to refuse preferences and bonuses offered by the state and receive insignificant compensation for this instead of a service that costs many times more - everyone decides at their own discretion.

After Rosstat published the results of the analysis of statistical data, the indexation coefficient by which the EDV should be multiplied by combat veterans in 2021 became known: the latest news reported that the CPI was 4.9%. From the first day of the last month of winter, the EDV of all categories of federal beneficiaries, including UBD, of which there are about 6 million in the country, has been indexed.

Changes for 2021

Since February 2021, the amount of insurance pensions for combat veterans has been increased; more about this is below, in the section on the amount of payments.

In August 2021, changes were made to the list of participants in hostilities, which took effect from 01/01/2020. The VBD now includes military personnel and militias who took part in the counter-terrorist operation in Dagestan in August-September 1999. They will be entitled to all the benefits and payments that other persons mentioned in the law “On Veterans” have.

Veteran's pension in 2021

As for the calculation of pension payments, it is done on an individual basis and is different for everyone. After all, many factors influence its size. But the main condition is the presence of 20 years of experience, under which a payment of 50% of the salary is assigned.

Additional pension benefits are provided to all combat veterans. However, the amount varies from region to region and may vary significantly. To apply for these allowances, you must submit an application to the regional authorities and also provide the required documents. After a certain period of time you will be sent a response.

Types of veterans' pensions

The legislation provides for three types of payments for UBI. And the size of the pension depends on what kind of pension is assigned to military veterans.

Long service pension

Veterans are entitled to one of three options for such payment:

  • military - to receive it, a veteran must have at least 20 years of military service and be over 45 years old;
  • military insurance - total experience over 25 years, of which at least half is military service. Age - from 45 years;
  • insurance - assigned to people who have worked their entire career in civilian life, and received the status of a participant in combat operations when they performed regular official duties in a zone of military conflicts. The insurance pension is assigned at the same age as for civilians: in 2021 it is 61.5 years for men and 56.5 for women. In the future, the retirement age will increase annually by 6 months and by 2024 will reach 65 years for men and 60 years for women.

Monthly cash payment (MAP)

This is a government payment from the Pension Fund of Russia, it is established in accordance with Article 23.1 of Law No. 5-FZ. It applies to all combatants. Its size is specified in the law and is regularly indexed (in 2021 the amount increased by 4.9%). Part of the due amount of the monthly cash payment is allowed to be used to finance a set of social services (travel to the place of treatment, sanatorium treatment, dental services, etc.). To do this, every year the veteran writes a statement, either agreeing or refusing a set of social services.

Military disability pension

Relies on military personnel who lost their health during the performance of official duties, or no later than 3 months after dismissal from service. If disability occurs due to a wound, concussion, injury or illness received during service, the pension is awarded later than the established 3 months.

The decision to assign a payment is made by the Russian Pension Fund on the basis of a document from the military medical commission that recognized the former serviceman as disabled. The period for payment of military pension is limited. It ends if the disability is removed at the next military medical commission or if the “regular” retirement age comes.

It is calculated based on the monthly allowance of the military personnel. Accordingly, the longer the service period, the higher the assigned disability pension.

Increase in EDV for combat veterans in 2021

To receive a monthly cash payment, a combat veteran must submit an application to the Pension Fund of the Russian Federation or the MFC. You can also submit such an application through the citizen’s Personal Account on the State Services website.

Who is entitled to payment?

A State Duma deputy from the LDPR faction prepared and submitted bill No. 680435-7. It provides for an increase in the amount of monthly allowance for combat veterans by almost 2 times. According to the text of the draft, deputy A. Sherin proposes to equate the size of the monthly UBI payment to half the subsistence level (ML) in the Russian Federation per capita.   4. Free travel on public transport in any city in the Russian Federation.
  5. Providing free travel for disabled people to anywhere in Russia.

After changes were made to the Federal Law on Veterans regarding military personnel who served in combat areas in Chechnya in 1994–1996, they were given the status of veterans. Based on the legislation, it became possible to calculate benefits and additional payments for former military personnel taking into account their ranks and awards, and for participants in military operations in Chechnya who became disabled to receive pensions.

How is the status of a Chechen War veteran determined?

Chechen veterans have the right to replace these benefits with money or use them in kind. The table shows that refusing the NSO and receiving cash will lead to a more than doubled lack of funds for travel, treatment, and rehabilitation.

Transport benefits. There are none at the federal level, but at the regional level they may exist. For example, in Moscow, military veterans have the right to ride free public transport. A discounted travel pass is given at the ticket office using a combat veteran’s ID.

How to get a certificate. To do this, submit an application and attach supporting documents. A special commission will review the application within 30 days and report the result: issue a veteran’s certificate or refuse.

Where to get a combat veteran ID

State support for family members of combatants in Chechnya. Members of such families are entitled to support provided that they are disabled, were dependent on a participant in hostilities, and receive or are entitled to a survivor's pension.

How is the pension calculated?

According to the standards, there are several indicators on the basis of which a combat veteran’s pension is calculated: length of service, military rank, the amount of insurance contributions (if the VBD worked in civilian life), the number of dependents, the presence of disability. The average pension for combat veterans in Russia in 2021 in the Russian Federation is 26,000 rubles.

Amount of disability payment for former military personnel: from 40% to 85% of the salary for the corresponding rank, at least 150% of the social pension (for disability groups 1 and 2 - at least 300% and 200%, respectively).

Housing for combat veterans in 2021

Social support measures and all kinds of benefits for combat veterans are provided at both the federal and regional levels. Federal benefits for UBI are contained in Art. 16 of Law No. 5-FZ of January 12, 1995. They are determined in accordance with the category the DB veteran belongs to.

Benefits for combat veterans in 2021

Benefits for combat veterans are determined in accordance with the category to which the citizen belongs (we will look at the list of these benefits in detail below). To determine what benefits a veteran can receive, you will need to determine which of these categories he or she falls into. In accordance with Art. 3 of Law No. 5-FZ, the following military personnel are considered veterans of the military service:

The revision of the amount of social benefits payments and subsidies forced officials to return to the discussion of indexation of the monthly allowance in 2021. To date, an updated algorithm for calculating the new coefficient by which payments will be raised has been approved, but the exact numbers have not yet been announced.

Additional payments and allowances

The main additional payment that is due to each participant in hostilities is a monthly cash payment. From 02/01/2021, the EDV was increased by 4.9%, and it reached the following level:

  • combat veterans - 3212.04 rubles;
  • combat veterans - disabled - 5838 rubles 2 kopecks;
  • veterans of the Great Patriotic War - 5838 rubles 2 kopecks.

1211.66 rubles of this amount is the cost of a set of social services that are received in kind. Then the size of the cash payment will decrease.

Veterans receiving military pensions are entitled to the following allowances:

  • if you have more than 20 years of service - a payment of 50% of the monthly amount paid + 3% for each year of service over 20 years;
  • if you have mixed experience over 25 years - payment of 50% of the usual salary + 1% for each year of work (no matter military or civilian) over 25 years;
  • an allowance of 100% of the calculated indicator for “military” disabled people who have reached the age of 80 years. This bonus affects the pension of veterans of the Great Patriotic War - its size is larger than that of others.

And there are a number of additional payments for this category of citizens:

  • additional payment to military disabled people of group 1 (300% of the basic calculation indicator established in Law No. 5-FZ); 2 groups (200%); 3 groups (100%);
  • additional payment for length of service (at age 45 and experience over 25 years);
  • additional payment in the presence of disabled family members of a combatant: 32% - for one, 64% - for two, 100% - for three or more;
  • additional payment if you have a military rank - 32% of the established pension amount.

Some constituent entities of the Russian Federation establish additional payments for participants in combat operations in certain regions. How to apply for a military pension: step-by-step instructions

Step 1. Contact the military registration and enlistment office at your place of residence for a certificate confirming participation in hostilities.

Step 2. Open a separate bank account to receive a pension (where and how to do this, consult the territorial branch of the Pension Fund).

Step 3. Contact the territorial office of the Pension Fund or a multifunctional center to fill out an application.

This can be done at any time after the right to government payments has become available (years of service, age, or disability have been achieved). It doesn’t matter which Pension Fund department you go to - at your place of residence or at your place of registration, the veteran’s pension is issued in any of them. Take a sample application from the Pension Fund or on the Internet (for example, here). It can be submitted in person, through a representative or through the employer’s human resources department. In addition, the application must be filled out on the Unified Government Services Portal or on the Pension Fund website through your personal account.

Step 4. Attach the necessary documents to the application. Among them:

  • identification document (passport, residence permit, etc.);
  • photograph 3×4 cm;
  • a certificate from the place of service about periods of military service and other activities taken into account for the long-service pension (including periods of participation);
  • documents to confirm work experience not related to service (work book, employment contracts, certificates from employers and local governments);
  • veterans who worked in civilian organizations before 2002 have the right to provide a salary certificate for any 5 consecutive years before 01/01/2002;
  • document confirming disability.
