Veterans of the POR

The category of veterans of the POR unites military personnel of various branches of the military and civilians.

The defining sign of belonging to the ERP is participation:

  1. in atmospheric or underground testing of nuclear weapons;
  2. sampling and analysis;
  3. decontamination or dismantling of objects;
  4. liquidation of consequences of radiation accidents on ships and ground facilities;
  5. a commission to investigate the causes of the radiation disaster that worked at the accident site;
  6. testing of weapons of mass destruction, including radioactive ones, in the period before 1963.

The state grants citizens of these categories the right to receive social payments and additional benefits, regardless of place of residence and financial situation.

Benefits and compensation

Benefits for veterans of high-risk units in 2021 constitute an extensive package.

Depending on the type of preference, they can be divided into three categories.

Veterans of special risk units

For compensation payments, an indexation coefficient of 1.043 has been in effect since February 2021.

Social support

Social support measures guaranteed by federal authorities include:

  • free provision of medicines for inpatient or outpatient treatment;
  • annual medical examination at the place of residence;
  • provision of vouchers for sanatorium-resort treatment with additional payment for travel;
  • preferential provision or repair of technical means of rehabilitation;
  • free dental services and prosthetics, except for expensive types;
  • exemption from property tax;
  • receiving a monthly tax deduction in the amount of 3 thousand rubles.

Labor and housing preferences

POR veterans are also granted preferential rights:

  1. for employment or maintaining one’s previous job in the event of dismissal due to staff reduction;
  2. when joining housing and other types of cooperatives;
  3. allocation of land plots;
  4. admission to nursing homes for the elderly;
  5. admission to universities and provision of places in a hostel;
  6. enrollment of a child in kindergarten and reimbursement of food costs;
  7. choosing a time for vacation;
  8. additional two-week leave without pay.

Compensation payments

Financial assistance is expressed:

  • 50% compensation for housing and communal services costs;
  • the possibility of obtaining an interest-free loan with half of it repaid at the expense of the republican budget;
  • reimbursement of costs for the purchase and delivery of coal at existing tariffs in the presence of stove heating;
  • compensation for food for a child in kindergarten - 231.45 rubles;
  • 100% payment of sick leave for any insurance period;
  • additional payment to the level of the previous salary in case of forced transfer to another position;
  • one-time subsidy – 14,687 rubles;
  • monthly benefit – 2397 rubles;
  • EDV for food is 942.12 rubles, and for a veteran of a special risk unit of category D, the benefit is expressed in the amount of 628.04 rubles.

Special Risk Unit Veteran Medal

Among the benefits for veterans of special risk units of category B are also:

  1. one-time compensation for harm caused to health – 15,054.56 rubles;
  2. annual supplement – ​​1256.17 rubles.

As a benefit, veterans of special-risk units specified in paragraph D receive annual compensation for harm to health in the amount of 942.12 rubles.

Support for people with disabilities

Persons who become disabled while serving as part of the POR, in addition to the general set of benefits, are also entitled to additional compensation payments, including:

  • monthly cash payment (MCP) in the amount of 2397.59 rubles;
  • compensation for food expenses – 942.12 rubles. every month;
  • EDV for travel tickets is set in the region.

The amount of one-time monetary compensation for harm caused to health depends on the disability group and is:

  • I - 30109.05 rubles;
  • II – 21076.36 rubles;
  • III – 15054, 56 rub.

Annual compensation amount:

  • Disability groups I and II – 1,570.19 rubles each;
  • III – 1256.17 rub.

Citizens from the special risk unit provided for in subparagraph “e” of paragraph 1 of this resolution who do not have disabilities are guaranteed only the provision of benefits in accordance with paragraph 2 of part two of Article 30 of the Law of the Russian Federation of May 15, 1991 No. 1244-1, namely the establishment of an allowance towards retirement.

At the same time, it should be borne in mind that in accordance with paragraph 2 of Article 31 of the Federal Law of December 17, 2001 No. 173-FZ “On Labor Pensions in the Russian Federation”, from January 1, 2002, these norms are applied to the extent that does not contradict the said Federal Law .

Thus, these citizens (except for the citizens provided for in subparagraph “d” of paragraph 1 of the said resolution) are assigned an old-age labor pension with a reduction in retirement age in accordance with the norms of Federal Law No. 173-FZ of December 17, 2001.

As for the assignment of old-age pensions in accordance with the norms of Federal Law dated December 15, 2001 No. 166-FZ “On State Pension Provision in the Russian Federation” to the specified citizens who are not disabled, the resolution of the Supreme Council of the Russian Federation dated December 27, 1991 No. 2123-1 does not provide they receive such benefits and does not equate veterans of special risk units with one or another category of citizens who suffered as a result of the disaster at the Chernobyl nuclear power plant.

Documentation

State assistance to ERP participants is provided similar to the benefits provided for liquidators of the Chernobyl accident (RF Federal Law No. 1244-1 dated May 15, 1991), (hereinafter referred to as Federal Law No. 1244-1). The extension of the rules of social protection of citizens affected by the Chernobyl nuclear accident to POR veterans is established in Resolution of the Armed Forces of the Russian Federation dated December 27, 1991 No. 2123-1.

To replace or repair a prosthetic and orthopedic product, a veteran or his representative must contact the State Budgetary Institution “Resource Center for the Disabled.” The center will conduct a medical and technical examination of the product.   • an extract from the examination report at the federal government institution of medical and social examination on the establishment of the disability group;
  • a document confirming the fact of being injured (concussion, injury, disease) during participation in hostilities on the territory of the Republic of Afghanistan or during the counter-terrorism operation in the North Caucasus since 1995, which led to disability, issued by the body in which the serviceman served in military service, or conclusion of the military medical commission.

How to apply for a discount on payment for residential premises and utilities?

City support measures for veterans include social payments to veterans (including labor veterans and military service veterans of pre-retirement age - 55 years for women and 60 years for men, who received status in order to provide additional measures of social support), additional payments to pensions for military personnel who have become disabled , and inpatient social services for those who cannot care for themselves due to old age, illness or injury.
