Despite the fact that the Soviet Union ceased to exist, the Russian Federation assumed the state's obligations to provide benefits to combat veterans as the legal successor of the USSR.

Legislation

Federal Law No. 5 of January 12, 1995 “On Veterans” defines payments and a list of benefits that citizens can count on. This act also contains a list of persons counting on social support.

The legislative framework regarding privileges for participants in the Afghan war is contained in the following acts:

  • Federal Law “On Social Protection of Disabled Persons in the Russian Federation” No. 181;
  • Tax code;
  • Law “On Labor Pensions in the Russian Federation” No. 173;
  • Federal Law “On State Social Assistance”.

Afghan soldiers are provided with benefits not only at the federal but also at the local levels.

In the latter case, they are established by the legislative bodies of the country's regions.

Who belongs to this category

The law defines the following circle of those who have the right to count on state benefits:

  • pilots who flew to Afghanistan to perform military missions;
  • civilians seconded to Afghan territory from December 1979 to December 1989 to carry out various work in their specialty;
  • military personnel sent to Afghanistan to serve and participate in hostilities:
  • pilots who delivered people and food into Afghan territory and were injured while carrying out their missions;
  • military personnel who served in the ranks of automobile units and delivered goods to the conflict zone;
  • personnel serving military units (medical workers, civil aviation pilots) who have state awards for their activities.

Privileges are also granted to conscripts who served in Afghanistan during the military campaign.

Types of assistance from the state

Afghan soldiers are entitled to both financial and in-kind assistance. The basis of state support for war participants is their pension provision.

Career military personnel who participated in the war and continued to serve after its end can count on:

  • monthly cash payment (also due to members of the family of a military man who died while performing combat duty);
  • long service pension;
  • various types of social assistance in the form of free travel, medications, preferential treatment in sanatoriums and resorts;
  • pension bonuses for disability groups.

Citizens demobilized after the war receive:

  • old age pension;
  • a monthly supplement amounting to 32% of the minimum labor pension;
  • monthly cash payment due to war participants;
  • a pension due to disability, if the citizen has the appropriate group.

The procedure for creating pensions

To receive social benefits, Afghans must meet a number of requirements, including:

  • lack of official work at the time of filing documents for retirement;
  • submitting an application for registration of due contributions no earlier than two years before reaching retirement age;
  • having the status of an insured citizen;
  • 20 years of work experience for men and 15 for women.

Benefits for combatants in Afghanistan upon retirement

  • The injury received during his service period in Afghanistan was the result of a disability assigned later.

It is interesting to know that participants in combat operations who have become disabled must receive a financial subsidy from the state once a month, the amount of which will be determined based on the severity of the injury, the reasons for its acquisition, as well as the disability group itself. The maximum amount of such payment is 4,300 rubles.

Pensions for Afghans

For this category of citizens, two types of pensions are provided.

The first is the main one and is appointed for length of service, the second is a monthly remuneration for the participation of persons in the Afghan war.

How old are they?

For those who fought in the war in Afghanistan, there is a general retirement age.

For men it is 60 years old, and for women - 55. Previously, it was proposed to reduce the age to 55 years for men and 48 for women, but the project was not adopted.

At the moment, the law does not provide options for early retirement for veterans of military events in Afghanistan.

Its size is influenced by the following features:

  • length of stay in Afghanistan;
  • military position;
  • his rank;
  • general experience;
  • specific location during the war on Afghan territory;
  • presence of injuries.

One year of service in Afghan territory is considered equal to three years of total service.

The minimum pension amount is 9,000 rubles . Its average, taking into account additional payments, is 15,000 or 20,000 rubles .

The amount of an additional veteran's pension in the form of a monthly remuneration is 3,000 rubles .

The fixed amount of EDV from 01/01/2018 is 1775.07 rubles. with the consent of the “Afghan” to receive a set of social services (hereinafter referred to as NSO). Disability pension

The minimum pension for veterans of the military campaign in Afghanistan is about 9,500 rubles. for 2021 Average amount of payments: 15,000–20,000 rubles. The amount of the “Afghan” benefit is calculated individually, but a number of general factors taken into account in the calculations can be identified:

For internationalist soldiers and former conscripts, the possibility of early retirement has not been introduced. Professional military personnel apply for it based on their length of service. Their service life must be at least 20 years. For participants in the Afghan war, it is calculated according to a special scheme: 1 year of service in Afghanistan is equal to 3 years of total service.

In 2021, the retirement age for Afghans is 65 for men and 60 for women. In addition, to assign pensions, two conditions must be met: length of service – at least 10 years, number of accumulated pension points – 16.2.

Retirement age for participants in the Afghan war

The Russian Federation treats combat veterans and internationalist soldiers with special treatment. The state introduces special benefits, pensions, and exceptional preferences for them. But in 2021, fundamental changes to the pension sector have been made. Let's imagine how they affected the Afghan soldiers.

I'm talking to those who did all this. Turn on your humanity! We are people too! And if you don’t consider us that way, just say so directly. At least it will be honest. Sorry, but I couldn’t write it any other way, because I’m a border guard, I’m an Afghan, I was born in the Soviet Union!

Yes, we Afghans are thrown into the pool headlong, not thinking that this is an army that has gone through the hell of the war in Afghanistan. And for us with wounds, illnesses and other problems, the age is also raised to 65 years for men and 60 for women. If we, veterans, are equal to veterans of the Great Patriotic War, then why do you want to drive us into a coffin so as not to pay us anything at all? Since most will not live to reach this age! Think before we raise the retirement age.

Who will have their retirement age reduced?

Bill No. 642309-7 was introduced to the State Duma on February 11, 2019 by Deputy A. Sherin. The draft proposes to preserve for some military veterans the right to retire according to the old standards - from 55 years old for women and 60 years old for men .

While defending the interests of their state, they suffered impressive and irreparable damage, moral and physical. That is why the law of the Russian Federation regulates compensation and various rewards for negative changes in the destinies of these citizens.

How to obtain veteran status

Veteran status is confirmed by a special certificate. It is issued by the unit that sent the person to the place of hostilities.

Former police officers receive the document at the departments of the Ministry of Internal Affairs, military personnel - at the military registration and enlistment offices at the place of conscription. Military personnel who continue their service receive it from the authorities at their place of registration.

What are the allowances?

Afghan veterans can count on three main bonuses to their pension.

  • The first of them is paid to all participants in the war without exception. Its size is 32% of the social pension.
  • An increase in pensions is provided for disabled veterans, as well as those who have state awards.

For disability

The amount of allowances for Afghans who became disabled during the war depends on the assigned disability group:

  • veterans with the 1st group receive a triple increase;
  • citizens with the 2nd group - double the amount;
  • persons with group 3 - in an amount increased by 1.5 times.

For Afghan pensioners, the payment is indefinite, and people younger than retirement age receive an increase after confirming their disabled status.

Those with state awards

The amount of the bonus for a veteran directly depends on what kind of award was awarded to him.

  • The number of medals plays a role. All awarded Afghans are entitled to a pension supplement of 400 rubles .
  • Participants in military events who have three or more awards marked “For courage” receive an additional payment of 1,000 rubles .

Conscript service in Afghanistan for three years who received

Social pensions will have to increase from April 1 by 4.1%. You mention is valid to this day, so when calculating your pension, the period of 1.5 years of service in Afghanistan will be considered as 15 months * 3 = 45 months = 3.75 years + 6 months of military service in the USSR = 4 years 2 months and 5 days , if I’m not all bad with mathematics =) and the resolution you’re talking about (excerpt from it and basic details:

I would like to draw attention to the fact that, according to our legislation, participants in combat operations in Afghanistan from the pension fund can count on inclusion in their seniority of three times the amount of military service in military units, headquarters and institutions that are part of the active army, which allows them as a result, increase the size of the insurance part of the labor pension.

The procedure for registering and receiving social guarantees

Registration of preferences must begin with obtaining a certificate of participation in the Afghan war.

The following documents are required for this:

  • application drawn up in a free format;
  • documentation confirming the fact of a person’s participation in the Afghan war;
  • military ID;
  • photograph 30*40 mm (two pieces);
  • copy of passport data;
  • certificates of awards;
  • medical statements about the presence of injuries;
  • personal file of a military man;
  • an extract from the military registration and enlistment office about conscription during the war.

The application along with the attached documentation is reviewed within about 30 days.

  • When preferences are approved, the beneficiary writes an application to the Pension Fund unit at the place of his or her registration.
  • The Pension Fund is given 10 days to consider the application and package of documentation (similar to the above with the addition of a copy of the work book and income certificate).
  • If the decision is positive, payments due to the Afghan will begin next month.

Changes in 2021

One of the changes in the legislation regarding Afghan veterans, which came into force in January 2021, is the Government's revision of the monthly payment amount.

Clause 5 of Article 23.1 of 5-FZ establishes that the indexation of this payment will be made once a year, starting from February 1, 2021. In this case, the price growth rate for 2021 will be taken into account.

  • In addition to the basic labor pension, all Afghans in Russia are entitled to a monthly cash payment.
  • Various allowances are also possible, based on the veteran’s disability status and state awards.

The law officially equates participants in the Afghan war to WWII veterans, which allows them to count on appropriate preferences.

Features of pensions for combatants in Afghanistan

The high status of state awards should guarantee decent pensions for Afghan veterans. The status is confirmed by the law of the Russian Federation, on the basis of which the need for government measures is recognized that will ensure the material and social well-being of the Heroes of the Soviet Union.

Hello Valeria. I am an Afghan, 51 years old, and have been granted a disability pension. Since 2005 I have been receiving EDV. 32% of the estimated pension amount responded with a refusal to a letter to the Pension Fund about an increase in pension. They referred to Federal Law No. 5 of 1995, Part 2 Article 23.1 Are they right? If not, how can you justify it?
