The Law “On Veterans” No. 5-FZ (hereinafter, Law No. 5-FZ) specifies benefits that are assigned, among other things, to Afghans. Privileges also apply to this category of citizens on the basis of the following laws:

Participants in the military campaign in Afghanistan are entitled to EDV. This is an independent supplement to one of the types of benefits, which is also due to family members of security forces who died in the line of duty. The fixed amount of EDV from 01/01/2018 is 1775.07 rubles. with the consent of the “Afghan” to receive a set of social services (hereinafter referred to as NSO). These are citizens - workers of various specific industries or enterprises operating in extreme conditions, as well as those circles of labor activity that in themselves already imply the presence of various types of danger. Therefore, these people do not belong to the category of social beneficiaries.

  • military personnel sent by the Soviet state to serve in combat conditions on Afghan territory;
  • military personnel of automobile units who delivered cargo to the territory of the Republic of Afghanistan during military operations;
  • military flight personnel of the USSR Army involved in combat missions to Afghanistan;
  • persons who served military units of the USSR stationed on Afghan territory subject to injury or shell shock, as well as those awarded state awards. For example, this includes representatives of civil aviation flight personnel involved in special flights, medical personnel;
  • specialists of “peaceful” professions, seconded to Afghanistan from December 1979 to December 1989. If, due to objective circumstances, the trip had to be completed ahead of schedule, the person is also considered a veteran.

Bonuses for Afghanistan veterans?

Participation in hostilities on the territory of Afghanistan is not enough. Additionally, a person must receive a preferential status - a participant in hostilities, and only after that can one apply for the benefits guaranteed to Afghan soldiers in Russia.

Thus, obtaining preferential status is available to the following categories of applicants:

  • contract military personnel taking part in armed conflicts;
  • drivers of vehicles delivering goods to hot spots located on the territory of the state;
  • pilots who took part in military operations in Afghanistan (including during the USSR);
  • citizens without special military ranks serving military units in Afghanistan and who were awarded state insignia;
  • non-military persons who were seconded to Afghanistan during the period of hostilities in the country;
  • civilian pilots involved in the delivery of people and food into (from) Afghanistan.

Each of these circumstances must be documented. Otherwise, the provision of social preferences will be denied.

Currently, Afghan military personnel receive a pension on the same basis as all citizens of the country at 60 and 55 years old - men and women, respectively.

Several years ago, one of the State Duma deputies prepared a bill to reduce the retirement age for Afghans to 55 years (men) and 48 years (women). An important condition for the project is more than 20 years of experience among the male population and 15 years among the female population. But at the moment this bill has not been adopted by the authorities.

In practice, most Afghans do not live to retirement age, as battle wounds take their toll over time. Therefore, the Government’s task is to reduce the retirement age of veterans by at least five years.

A veteran has the right to the following additional payments:

  1. Disability – a war veteran who has one of the groups has the right to receive an increased pension. Thus, the first group is assigned a pension of three times the fixed amount.
  2. The bonus is due to all Afghans in the amount of 32% of the amount of pension payments.
  3. Monetization of benefits - every pensioner can refuse social services in favor of cash bonuses. To receive this increase, you must provide the Pension Fund with an application in the established form.

The draft law was submitted for consideration back in February 2021, but it has not yet passed a single reading in the State Duma. It was put on the review program for March 19, 2021, but was not considered and was postponed to a later date (the exact date was not set). Therefore, there is still no clear answer to the question of when the law on early pensions for combat veterans will be adopted and whether it will be adopted at all.

A bill has been submitted to the State Duma for consideration, according to which combat veterans, including Afghans, can be provided with a benefit giving them the right to early old-age pension. It is proposed to reduce the retirement age for BD veterans to the standards in force before the law on raising the retirement age came into force. From January 1, 2021, the pension age in Russia began to gradually increase by 5 years - up to 65 years for men and 60 for women. However, for combat veterans it is proposed to maintain the same values ​​and provide them with the right to early retirement at 60 and 55 years , respectively.

Reducing the retirement age for combat veterans

It should be noted that military service in Afghanistan does not in any way affect the age at which a veteran can count on government support. Thus, former conscripts retire on a general basis, if they do not have any other additional benefits.

The date for consideration of the bill by the State Duma has not yet been determined. It was included in the review program on October 10, 2021, and then postponed to a later date (without specifying the exact date). A little later, it was added to the State Duma’s consideration calendar for March 11, 2021, but was never considered. Then they put it on the calendar for consideration on June 11, but the meeting on that day was canceled due to the difficult epidemiological situation in the country. Further reading of the draft was planned for October 2021, but this time the review did not take place. For now, the question remains open, and the exact date of the first reading is unknown.

Afghan status

First, let's indicate who the Afghans are. According to Law No. 5-FZ, veterans of this category include:

  • Military personnel who were sent to Afghanistan and participated in military operations.
  • Military HF drivers sent there to deliver various cargoes.
  • Pilots who flew from Afghanistan to perform special missions.
  • The crew of civil aircraft, whose members were injured or injured, as well as awards for taking part in hostilities during flight operations and HF maintenance.
  • Employees seconded to Afghanistan, who have worked there for the required period, or who have been recalled from there early for valid reasons.

The procedure for forming pensions for Afghans

Before considering the issue of assigning pension payments, it is worth highlighting the category of persons who have the status of a war veteran:

  • pilots;
  • soldiers;

  • employees sent to Afghanistan.

The full list of participants is enshrined in Federal Law-5 dated January 12, 1995.

To assign preferential pension payments, a combatant must:

  1. Apply for pension contributions no earlier than two years before retirement age.
  2. Have at least 15 and 20 years of experience - women and men, respectively.
  3. Do not officially work when pension payments are assigned.
  4. Be an insured person.

To make pension payments, a citizen must first visit the military registration and enlistment office to register and receive the following documents:

  • certificate of participation in hostilities;
  • corresponding certificate.

The next step is to contact the Pension Fund with the following package of documentation:

  • passport details;
  • application;
  • documentation received at the military registration and enlistment office;
  • photo 3x4;
  • award documents;
  • employment history;
  • income certificate.

You can submit the required list of documents using:

  • personal appeal to the Pension Fund;
  • alternately a proxy (if there is a notarized power of attorney);
  • by mail;
  • via the Internet (application only).

The period for reviewing all documentation by the Pension Fund is 10 days. The pension will be accrued from the next month after a positive decision is made.

Retirement for Afghans

Like other Russians, Afghan veterans can work in civilian occupations. They are often concerned about whether they have the right to retire early or not. To answer this, you need to study the provisions of the Law “On Insurance Pension” No. 400-FZ.

Unfortunately, Law No. 400-FZ does not provide special provisions for veterans who served in Afghanistan. This means that this category of citizens will have to retire in the same order as other Russians.

Military personnel who participated in this war are entitled to receive benefits such as:

  • Discount on utility bills.
  • During medical care.
  • Benefits when studying.
  • During work activity.
  • Other privileges.

In the field of public services, a veteran has the right to receive:

  • Free home improvement if he needs it. This opportunity is provided only when the serviceman is registered before January 1, 2015 as needing it.
  • 50% discount on utility bills.
  • Extraordinary installation of a home telephone.

Medical benefits include:

  • Almost all services are provided without a queue.
  • Planned treatment in military-type medical institutions, as well as government institutions, is also carried out out of turn.

  • Receiving a voucher for treatment at a sanatorium every year is free if there are appropriate indications.

Benefits for study and work include:

  • The right to choose the time of annual paid leave.
  • Obtaining additional leave if desired.
  • The right to undergo vocational training while maintaining your salary.
  • If you pass exams well, non-competitive admission to study.
  • The right to receive an increased scholarship while studying at a university.

And that is not all. Afghans receive payments such as:

  • Cash – every month (EDV).
  • Compensation for refusal to travel on public transport, which is provided free of charge, as well as for the purchase of medicines and vouchers for spa treatment (that is, a set of social services, in short – NSO).

Additional benefits include:

  • Possibility of not paying property taxes.
  • A deduction of 10 thousand rubles. when paying land tax.
  • The right not to pay state fees when applying to a judicial authority.
  • Possibility of receiving a personal income tax deduction, the amount of which is 3 thousand rubles.
  • Opportunity to receive long-distance transport tickets out of turn.

A preferential (early) pension is a monthly cash benefit paid by the state to a person who has not reached the mandatory retirement age. Such preferential provision of UBD may be claimed in the following cases:

  1. The duration of mixed service is 25 years. With the condition that at least half of this period the veteran worked as a military specialist or special service employee. The retirement age for Afghan soldiers in this case is 45 years.
  2. Veterans who have become disabled as a result of wounds or injuries received during their service. Based on clause 3 of Art. 32 Federal Law No. 400 retirement age for Afghans in Russia who have become disabled: 55 years for men, 50 for women. But with the condition of having an experience of 25 and 20 years, respectively.

These provisions do not currently apply to other combat veterans.

In the Russian Federation, internationalist warriors are considered:

  • participated in the Afghan war;
  • military personnel ensuring the safety of Russian citizens in Abkhazia and South Ossetia (2008);
  • served in Syria (since 2015).

For internationalist soldiers and former conscripts, the possibility of early retirement has not been introduced. Professional military personnel apply for it based on their length of service. Their service life must be at least 20 years. For participants in the Afghan war, it is calculated according to a special scheme: 1 year of service in Afghanistan is equal to 3 years of total service.

Let's take a closer look at EDV. This payment is intended not only for Afghans, but also for their family members if employees died in the line of duty. From the first of February, this payment is provided in the amount of 1,851.40 rubles.

This amount is paid if the Afghan agrees to the NSU. However, the pensioner has the right to refuse the corresponding package in whole or in part. In case of complete refusal of the NSO, the amount of the EDV will be 2,972.82 rubles.

An addition is made to the final amount of the veteran’s pension, amounting to 32% of the amount of social benefits, which is 1,657.70 rubles.

If calculations show an amount below this level, then the authorities must compensate for the difference (from the federal or regional budget, depending on the calculated amount).

Last year, a proposal was submitted to the State Duma to double the pensions of veterans who served in Afghanistan, as well as veterans who served elsewhere. However, no final decision was made on this issue, and the bill was sent back to the group of initiators.

Thus, today, all the increase that Afghans can receive is annual indexation, as a result of which the amount of the payment increases along with inflation.

Awards

If there are high merits to the Fatherland and receipt of appropriate awards, the state guarantees a decent pension. This is confirmed by the law, according to which measures are taken to ensure the well-being of the country's Heroes in terms of material and social wealth.

The rights of these persons include the following:

  • Increased amount of each type of pension.
  • Free treatment in hospitals, as well as travel to the place where treatment is taking place.
  • Free trips.
  • Providing free housing.
  • The same provision of plots of land.

The average pension is 15,000-20,000 rubles.

The amount of pension payments is calculated individually, since the amount of payments is influenced by the following factors:

  • period of stay in Afghanistan;
  • experience;
  • presence of injuries;
  • territory of military operations;
  • place of residence;
  • job title;
  • rank.

In addition, Afghan pensioners have the right to receive two pensions: basic and veteran. The basic pension is assigned in the standard way upon reaching retirement age.

The second pension is lower than the usual one. The amount of veteran payments is 3,000 rubles.

War veterans can claim three types of pension benefits:

  • military;
  • old age (insurance);
  • for disability (consequences of injury received during service).

The amount of military pension for Afghan soldiers is individual. Its size is affected by the following:

  • period of stay in Afghanistan;
  • position, rank of military personnel;
  • general length of service and service;
  • specific location;
  • presence of combat wounds.

The minimum pension benefit for an Afghan for 2021 is 9,000 rubles. But mandatory supplements are attached to the pension. Taking them into account, it increases to 15,000-20,000 rubles.

In accordance with Art. 45 Federal Law No. 4468-I, those who participated in the Afghan war are entitled to a pension supplement - 32% of the amount of old-age benefits paid. Accordingly, with the indexation of the insurance pension, the additional payment will increase annually.

WBDs are entitled to receive monthly cash payments (MCP), which are indexed every year. For 2021, the size of this increase was 3,000 rubles.

A number of social preferences are also available to Afghans of retirement age:

  1. Free travel on public transport.
  2. Skip-the-line service at government agencies.
  3. The initiative to choose the time of vacation rests with the citizen, and not with his employer.
  4. The right to unpaid additional leave of up to 35 days.
  5. Receiving vocational education at the expense of the employer.
  6. The right to a mandatory scholarship at the university where the Afghan soldier is studying.

Benefits are also available to family members of a deceased veteran: widows (if a new marriage has not been entered into) and minor children.

Additional government support is being introduced for veterans:

  1. Help in resolving housing issues.
  2. Benefits when paying for utilities.
  3. Tax relief.
  4. Special medical care: preferential sanatorium vouchers, free prosthetics, discount on medicines according to doctor’s prescriptions.

Combat veterans can expect new benefits in 2021

  • provision of leave at any required time, an additional 35 days of annual leave (15 days are paid, the veteran has the right not to use the rest);
  • free provision of funeral services in the event of a person’s death;
  • discount on housing and communal services.
  • if you have more than 20 years of service - a payment of 50% of the monthly amount paid + 3% for each year of service over 20 years;
  • if you have mixed experience over 25 years - payment of 50% of the usual salary + 1% for each year of work (no matter military or civilian) over 25 years;
  • an allowance of 100% of the calculated indicator for “military” disabled people who have reached the age of 80 years. This bonus affects the pension of veterans of the Great Patriotic War - its size is larger than that of others.

Pension amounts

  • military - to receive it, a veteran must have at least 20 years of military service and be over 45 years old;
  • military insurance - total experience over 25 years, of which at least half is military service. Age - from 45 years;
  • insurance - assigned to people who have worked their entire career in civilian life, and received the status of a participant in combat operations when they performed regular official duties in a zone of military conflicts. The insurance pension is assigned at the same age as for civilians: in 2021 it is 61.5 years for men and 56.5 for women. In the future, the retirement age will increase annually by 6 months and by 2024 will reach 65 years for men and 60 years for women.

Procedure for receiving benefits

The main difference between Afghans and ordinary pensioners is the presence of a list of additional federal benefits, for example, such as:

  • 50% discount when paying tax for living space of a veteran and his family;
  • discount on utility bills;
  • provision of dentures and prosthetic products (except dental ones);
  • provision of housing in the absence of own real estate, if the veteran registered before the beginning of 2005;
  • free service in public medical centers without waiting lists;
  • granting leave at any time;
  • preferential burial services;
  • vouchers to the sanatorium.
