A man who has adopted and is raising his first child on his own also has the opportunity to receive capital, as evidenced by a court ruling that came into force in January 2021.

The mother of the child or another person who cares for him can apply for payments for a child under one and a half years old (Federal Law No. 255, part 4, article 11.1). The maximum monthly benefit will be 29,600 rubles, the minimum – 7082.8 rubles. To receive benefits, the employee must provide the employer with the following documents:

- child birth benefit - 17,479.72 rubles;

One-time subsidies
Parents who, for some reason, did not use the right to maternity capital earlier, can receive it in the event of the birth of a fourth child. The norm also applies to regional MK, the size of which is on average 100 thousand rubles (not valid in all regions).
Child benefit from 3 to 7 years old
- Free medications for the treatment of children under 6 years of age (only as prescribed by a doctor).
- Free trips to children's health camps or sanatoriums.
- Refund of fees for housing and communal services in the amount of 30-50% (depending on the region).
- Free meals in the dairy kitchen (for children under 7 years old). Parents receive a monthly set of products, the quantity of which is determined depending on the area of residence and the age of the child.
- Free entry to cultural events (exhibitions, art galleries, museums, etc.). Provided no more than once a month.
- Compensation for the increase in the cost of essential goods. The volume of such assistance is established in accordance with regional legislation. In Moscow, for example, parents with many children receive a monthly allowance in the amount of 1.2 thousand rubles.
- Parents' right to early pension provision. In this case, work experience must be at least 15 years. Thus, a mother of three children can retire at 57 years old, four children at 56 years old, and five children at 50 years old.
- Free transfer of ownership of a land plot (up to 15 acres) located in the region of residence.
- Free school and sports uniforms. Provided annually.
- Subsidy for housing construction if a family needs to expand their living space or improve living conditions.
- Free travel on municipal transport.
- Two free meals a day in school canteens for children from large families.
- The right of parents to an additional day off (once a week) with preservation of earnings.
- The right to additional leave (14 days) without pay. Available at any time at the request of parents.
- Reducing the amount of property tax payments for each child by the cost of 6 m² in a private house and 5 m² in apartment buildings.
Now, in order to extend the benefit, parents of children who are one year old will have to go to the institutions themselves. Before this, you will need to collect the necessary documents that will become the basis for assigning a social benefit. The same should be done when the child reaches the age of two years.
Starting today, Monday, March 1, the country is changing the procedure for providing payments for children under 3 years of age to low-income families. Previously, due to the pandemic, parents were allowed not to contact the Pension Fund or the MFC to apply for benefits. It was assigned automatically.
In Russia, there is a childcare benefit for children up to one and a half years old, which is given to one parent. The payment is about 6 thousand rubles. Parents who work officially receive up to 40% of average earnings over the last 12 months. The maximum payment in this case is 30 thousand rubles.
In 2021, a family acquires the status of a large family only after it collects the necessary documents and receives certificates of status from the social security authorities. A family that has acquired a third child is considered to have many children, so to receive the provided bonuses, it is enough to provide a birth certificate. During a pandemic, this does not have to be done: as part of interdepartmental cooperation, a notification to the Pension Fund will be sent immediately after the newborn is registered in the registry office.
- Transport - with free travel with a certificate confirming social status for each child, regardless of age.
- Taxes are provided for working parents. 1 vehicle is exempt from tax if the family has one, reducing the amount of tax payments for real estate for each child. There is an abolition of state duty for an entrepreneur with many children who opens his own business.
- Discount on housing and communal services (in different regions the amount is reduced by 30-50%).
- Free meals in dairy kitchens and school canteens.
- If it is necessary to improve living conditions or there is no housing, you can receive a subsidy for these needs.
- Large families are given a monthly opportunity to attend cultural events; children are paid for school and sports uniforms.
A general overview of the funds available to large families
To obtain the status of a low-income family, it is enough to sum up the salaries of the father and mother and divide by the number of family members. If the income for each person is less than the regional monthly minimum, a large family can receive not only a monthly allowance, but also financial assistance for the birth of their next child. Its size is determined by local authorities and in some regions reaches a very decent amount; according to rough estimates, the average payment in Russia for a fourth child is more than 100 thousand rubles.

In addition, in a number of regions of the country there are so-called “regional capitals”, which are programs created by analogy with maternity capital, but financed from local budgets and having a smaller size. The conditions for receiving government support for such programs vary.
For example, in the Ulyanovsk region there is a “Family” program, within the framework of which, upon the birth of a second child, families are issued a certificate for 50 thousand rubles. When the third and subsequent children appear, this amount increases to 100 thousand rubles.
Benefits and benefits if there are 4 children in a family
After this, you need to take care of collecting documents confirming your right to receive benefits. Their list may vary from region to region, however, as a rule, all of them require the following papers:
Large families can also receive certificates under regional Maternity Capital programs. Their size, as well as the payment procedure, is regulated by regulations adopted directly in specific constituent entities of the Russian Federation. The principle of incentives is similar to the scheme for allocating funds from the federal treasury - maternity capital is provided to a large family if it did not receive it before the birth of the 4th child.
At the birth of the fourth baby, officially unemployed mothers are entitled to a monthly amount of 6,555 rubles. Unemployed citizens can apply for this type of payment by contacting the authorities of the Social Insurance Fund in the Russian Federation.
Child care allowance until the child is one and a half years old
- allowance for caring for a child until he reaches 1.5 years of age;
- payment for a child under 3 years of age (from 2021);
- special social payments that are assigned to large families at the regional level.
An application for payment of child care benefits is sent to the employer if the child’s parents are officially employed. In other cases, you must contact the territorial department of social protection of the population or the MFC, where all collected documentation is provided.
Maternity benefit
Having studied the material on the topic, I came to the conclusion that the birth of a large number of children is a real feat of parents. And they do not go to it out of a desire to receive some kind of help from the state, although, probably, there are such people.
Other benefits
Families where the third and subsequent child was born between the beginning of 2021 and the end of 2022 are entitled to it. The benefit is given only once, it cannot be extended to several properties. If the mortgage debt is less than RUB 450,000, the remainder of the assistance is forfeited. The loan for housing or land must be received before July 1, 2023.

The government has approved a project that will affect monthly payments to Russian families with children. The authorities are allocating new money to ensure the timely fulfillment of their obligations. The amendments were made in early October at a working meeting of the Cabinet of Ministers.
Can they refuse?
The methodology for working with budget funds indicates the following reasons for refusal to allocate additional social support:
- non-confirmation of rights;
- provision of documents: not in full;
- overdue;
- fake;
- containing false information.

In addition, social security workers are required to verify the information provided. For this purpose, requests are sent through interdepartmental channels. An applicant may be rejected if it turns out that:
- that he has been deprived of parental rights;
- that the adoption of the baby was cancelled;
- that the registration period in the region is less than a year.
Important: refusal will follow if the application deadline is missed.
