    Benefits for large families

    1. If there are three or more twins in the family, annual financial support is provided, the amount of which is 3,000 rubles. Payments are received until children reach the age of seven.
    2. Before the start of the school year, payments are made to prepare children for school. Their size varies depending on what grade the children are in. First-graders are provided with 7,500 rubles, high school students - 5,000 rubles.

    4. Children who attend various educational institutions are provided with free travel in transport classified as urban.
    5. If there are nine or more children in a family, parents are given the opportunity to return the money spent on paying for an educational institution for each child.
    6. Families that simultaneously have the status of large families and low-income families are provided with a subsidy aimed at paying for utilities.
    7. Children under six years of age are provided with free medications. To obtain medications, a prescription from the attending physician is required.

    Land tax benefit

    A tax deduction is provided to citizens with three or more minor children for a land plot in the amount of 600 square meters (6 acres) - Article 391, paragraph 5, subparagraph 10 of the Tax Code of the Russian Federation. The benefit was introduced on April 15, 2021 and applies to legal relations arising from the 2021 tax period.

    Thus, the tax is charged on the cadastral value of the plot minus 6 acres. If the plot is less than 6 acres, then you do not need to pay tax.

    Tax relief for apartment/house

    Firstly, for all individuals - owners of residential premises - benefits are provided in the form of a reduction in the tax base (this is the cadastral value of residential premises) in the following amounts:

    • 20 sq.m - in relation to an apartment, part of a residential building (Article 403, paragraph 3 of the Tax Code of the Russian Federation);
    • 10 sq.m - in relation to a room, part of an apartment (Article 403, paragraph 4 of the Tax Code of the Russian Federation);
    • 50 sq.m - in relation to a residential building (Article 403, paragraph 5 of the Tax Code of the Russian Federation).

    Additional guarantees for parents of disabled children at their place of work

    In accordance with Art. 262 of the Labor Code of the Russian Federation, one of the parents (guardian, trustee) to care for disabled children, upon his written application, is provided with 4 additional paid days off per month, which can be used by one of these persons or divided among themselves at their discretion. Payment for each additional day off is made in the amount of average earnings and in the manner established by Federal laws. If there is more than one disabled child in a family, the number of additional paid days off per month does not increase.

    Women working in rural areas may be granted, upon their written request, one additional day off per month without pay.

    The Labor Code of the Russian Federation also provides the following benefits for parents raising disabled children:

    • sending women with disabled children on business trips, engaging in overtime work, night work, weekends and non-working holidays is allowed only with their written consent and provided that this is not prohibited by medical recommendations. At the same time, they must be informed in writing of their right to refuse such offers from the employer (Article 259 of the Labor Code);
    • at the request of one of the parents who has a disabled child under the age of 18, the employer is obliged to establish a part-time working day or part-time working week (Article 93 of the Labor Code);
    • For an employee who has a disabled child under the age of 18, a collective agreement may establish annual additional leave without pay at a time convenient for them for up to 14 calendar days. The specified leave can be added to annual paid leave or used separately in full or in parts. Transferring this leave to the next working year is not allowed (Article 263 of the Labor Code);
    • termination of an employment contract with single mothers raising a disabled child under 18 years of age at the initiative of the employer is not permitted (except for dismissal on the grounds provided for in paragraphs 1, 5 - 8, 10 or 11 of part one of Article 81 of the Labor Code of the Russian Federation).

    In the Altai Territory, the purposes of using regional maternity capital have been expanded. Now RMK can be spent on gasification of residential premises and on the purchase of goods/services intended for social adaptation and integration into society of disabled children. The validity period of the RMK program has also been extended - until December 31, 2026 (previously until December 31, 2021).

    In addition, the region's parliamentarians supported changes to the law on the provision of land plots for large families. The draft law includes criteria of need and residence. Based on the Land Code of the Russian Federation, it was proposed to introduce a requirement that citizens with many children who apply for a free plot of land must be registered as those in need of residential premises.

    The main share of the budget expenditures (74%) will be made up of expenses for the maintenance and functioning of sectors of the social sphere. Salaries for public sector employees and various social payments, including for residents of rural areas, will be indexed. Compensation payments for student meals will be replaced with an annual payment for school preparation in the amount of 1,000 rubles. The region will allocate an additional 600 million rubles for the implementation of state powers in the field of health care, and regional contributions for medical care of unemployed citizens will be increased by another 400 million rubles.
