What can you spend it on?

  1. To pay the down payment when receiving a loan, including a mortgage, for the construction or purchase of housing;

  3. To provide utilities (electricity, gas pipeline, water supply, sewerage) to residential premises located in the Tver region and owned by citizens who received the Certificate and (or) their spouses and (or) children;
  4. To carry out repairs (repair work, purchase and transportation of construction and finishing materials and products) in residential premises located in the Tver region, owned by citizens who have received the Certificate, and (or) their spouses and (or) children;
  5. For the purchase of furniture and (or) household appliances;
  6. For the purchase of a car and (or) agricultural machinery;
  7. For the purchase of farm animals for personal farming.

Regional maternity capital in 2021

  1. Federal is financial support from the state at the birth of a second child. The amount of this capital is fixed and is valid throughout Russia. Regional is material support from the government of certain regions. The amounts of such support certificates vary significantly in each region. They can vary in the range from 30,000 to 300,000 rubles, mostly 100-120 thousand rubles. Also, to receive such capital for a second or subsequent child, there are a number of certain conditions. Most often this means living in a given region for at least a year.
  2. Federal family capital can be used at any time. But the regional one is only after the child reaches 3 years old.
  3. The options for using the certificate are almost the same (some regions of Russia may differ). However, the regional certificate amount must only be spent in the issuing region. For example, if a regional MK was received in the Moscow region, then it can only be spent on education, medicine and housing in Moscow.
  4. There is also a difference in the acquisition of land. You cannot buy a plot with payments from the Russian Pension Fund, but you can with a local certificate, the main thing is that this purchase means further construction of a house on this territory.
  5. Treatment with federal benefits is only possible for disabled children. But in some regions it can be spent on the treatment of all children and even the mother (in some cases, at resorts).
  6. Many Russians raise the issue of using maternity capital to buy a car, but so far this possibility is not provided for in federal payments. But it is provided in regional ones, for example in Kaliningrad, where you can spend this money on household furniture and appliances.
  7. There are also a number of differences in housing issues. The state does not allocate money for apartment renovation, but you can use the funds to reconstruct an existing house (do not hire builders, do not install heating, sewerage, water supply, etc.). In many regions of the country everything is much simpler; in the Belgorod region you can buy finishing materials and remodel your apartment.
  1. A second or subsequent child has appeared in the family.
  2. A father can also receive support if he has a second or subsequent adopted child.
  3. A child who is left without parents can receive money. If he is a full-time student and has not reached 23 years of age.

What documents are needed

You will definitely need:

  • passport of a citizen of the Russian Federation;
  • passport of a representative or proxy (if the applicant cannot submit documents in person);
  • birth (adoption) certificates of all children;
  • certificate of family composition;
  • documents confirming the Russian citizenship of the child (children) born or adopted after January 1, 2007; a birth certificate indicating the citizenship of his parents or a stamp from the passport and visa service about the citizenship of the child;
  • insert in the child’s birth certificate, if received before February 7, 2007

If registration information is not contained in the identity document, you will need a document confirming the applicant’s registration at the place of residence in the Tver region, issued by the registration authority.

Algorithm for obtaining regional social support in the Tver region

The Capital Grant Act divides the process into two distinct stages:

  • registration of the right and obtaining a certificate guaranteeing the allocation of funds from the local budget;
  • filing an application for disposal of money.

Attention! Social support funds can be spent on purposes specified in regulations after the child has lived in the family for one year. The period is counted from the date:

  • birth;
  • entry into force of the court decision on adoption.

Registration of a certificate for OMK

To obtain the document, the applicant must proactively contact the social security authority at the place of registration with an application. A package of documentary evidence is attached to it. Namely:

  • passport of a citizen of the Russian Federation;
  • a certificate from the Federal Migration Service about the child’s citizenship;
  • certificates: about the birth of a child;
  • about marriage or divorce;
  • about the death of my mother;
  • a certificate confirming cohabitation with offspring;
  • court decision (depending on the situation):
      about adoption;
  • about deprivation of parental rights;
  • about cancellation of adoption;
  • about recognizing my mother as dead;
  • missing or incapacitated;
  • who has committed a criminal act against the person of a minor.
  • Clue! The applicant must prove receipt of a certificate for maternal capital at the federal level. For this purpose the following is supplied:

    • copy of the document;
    • certificate from the Pension Fund on the use of funds.

    Where can you spend your help?

    In 2021, Tver parents received support in the amount of 58,711.81 rubles. Funds are transferred in non-cash form to the bank account of the service provider. To allocate financing, you must submit an application accompanied by documentary evidence of the legality of the investment.

    The Tver legislator allowed spending budget money for the following purposes:

    • repayment of a mortgage loan: principal debt;
    • down payment;
    • percent;
  • to provide your own living space with engineering communications:
      gas;
  • electricity;
  • water supply and sewerage;
  • for purchase:
      durable items (furniture, equipment);
  • motor vehicle;
  • agricultural machinery and animals;
  • for repairs in a house or apartment.
  • Hint: The applicant may contribute his own funds to the stated purpose. The fact is confirmed by cash receipts or other payment documents. Money from the budget is transferred to the applicant’s account in the form of compensation.

    About deadlines

    Social security workers act on the basis of the developed procedure. So, they are given ten days to review the documents. Another 30 are allocated for the preparation of an administrative document to finance additional social support. After signing it, the funds are transferred to the account indicated in the application.
