New Year is a fabulous time. For many, since childhood, it has been associated with a festive atmosphere, vivid impressions and a sea of gifts. On the eve of the New Year holidays, parents spend a lot of money on purchasing them. But there are categories of citizens who are officially guaranteed to receive free gifts. At the legislative level, there is a list of children who can count on such gifts. If free gifts are not provided to eligible families, companies may be subject to various penalties for violating the law.

Who will receive children's New Year's gifts in Moscow

Even in Moscow, the rules for receiving children's gifts may differ depending on the child's place of residence.

For example, in the Bogorodskoye district, gifts are provided for children from low-income families aged 4 to 14 years.

And in Novogireevo, children aged 3 to 15 years from large and low-income families can receive a ticket to New Year's performances or sweet gifts (of their choice).

In Shcherbinka, New Year's gifts are given to children aged 3 to 12 years from low-income families.

What kind of government support can large families count on in 2021?

Only those who will become parents of a second or subsequent child after 2020 will be able to take advantage of the new state support measure - such payments will be available simultaneously with the submission of documents for maternity capital registration. This can be done in the Pension Fund branches as early as January.

One of the most discussed and sought-after programs in the field of demographic policy in recent years has been extended until 2021. The program, which was introduced in 2007, expired in December 2020, but Vladimir Putin previously proposed extending it because, according to him, the program was a good incentive for families planning to have more than one child.

Benefits for large families 2021

Based on the legislative framework of the Russian Federation, a family with at least 3 children is considered to be large. Such households may qualify for a number of compensations and benefits offered at the federal level. So, next year the following benefits will be assigned to large families:

Over the past few years, Russia has had a program to stimulate the birth rate. Thanks to her, the population of the state increased significantly, and families began to have 3 or more children. But because of the unexpected crisis, it became difficult for the government to allocate the usual funds for social policy. Due to the need to introduce austerity, the Ministry of Finance froze the indexation of social charges and refused to stimulate regional fertility programs.

As part of the state program “Development of a system of social support for the population and improvement of the social situation of families with children in the Novosibirsk region for 2014 - 2021” operating in the region, the Ministry of Social Development annually purchases New Year’s gifts for certain categories of children. This year, 80,255 New Year's gifts were purchased. The order for gifts is formed on the basis of submitted applications from municipal districts and urban districts, which are received by the ministry.

Next, the gifts are transferred to comprehensive social service centers for the population of the region. In accordance with the state program, New Year gifts are issued to: orphans, disabled children, children from low-income families, large families, children from families of military personnel who died in local wars and military conflicts, children of citizens exposed to radiation, registered in complex social service centers.

The distribution of New Year's gifts is organized both on the basis of comprehensive social service centers for the population, and during the New Year and Christmas holidays in the territory of municipalities of the region. When necessary, disabled children with limited mobility receive gifts at home (specialists from complex centers involve public organizations and volunteers for this purpose).

To receive New Year's gifts, parents (legal representatives of minors) must contact the comprehensive center at their place of residence with documents confirming the right to receive assistance and the category of children (provide certificates of family income, family composition, certificate of a large family, etc.).

The VESTI Novosibirsk film crew went to the integrated social service center for the population of the Moshkovsky district and filmed a detailed story about it.

For reference: In 2021, the ministry purchased 41,143 New Year's gifts in accordance with submitted applications from municipal districts and urban districts. The leadership of municipal districts and urban districts of the Novosibirsk region independently determines the number of gifts given per family, as well as the age categories of children, taking into account the characteristics of the demographic situation in a particular municipal entity of the Novosibirsk region and an analysis of the existing needs of citizens for the provision of social assistance based on the results of meetings of commissions on organization issues and issuing New Year's gifts (providing social assistance). On the territory of the city of Novosibirsk, gifts are issued as part of the implementation of the municipal program “Social support for the population of the city of Novosibirsk” for 2021 - 2020.”

How to get a children's gift for the New Year 2021?

Here, local authorities also have a large field for rule-making.

If gifts are given to children in primary school, then everyone receives them. But with beneficiaries it’s not so simple.

To receive a children's gift, as a rule, you need to apply in advance.

The application indicates the basis on which the family claims the gift, the number and age of the children. Documents confirming preferential status are attached to the application.

What documents could these be?

Again, every city has its own rules. But a sample list might look like this:

• statement; • passport; • birth certificates of children; • SNILS (individual personal account insurance number); • a certificate of payment of child benefits (to confirm the status of a low-income family) • an ITU certificate issued by the federal government agency for medical and social examination (for disabled children).

Everything about payments to large families

  • payment for housing and communal services is 20% cheaper. That is, if families with three to ten minor children pay for utilities in the amount of 30% of their regular cost, then in the case of ten or more children - 50%;
  • payment for living space also becomes cheaper by 50%, but only if the living space itself is state property and not private;
  • the cost of waste disposal is cut in half (the number of children is not taken into account, the benefit applies to each family member).
  • 5,000 rubles – for the second, third and each subsequent child;
  • 600 rubles – compensation in connection with an increase in the standard of living (750 rubles if there are five or more children);
  • 900 rubles – payments for the purchase of children's goods (required if there are five or more children);
  • 675 rubles – compensation in connection with rising prices for food products;
  • 530 rubles – financial assistance for housing expenses. If there are more than five children in a family, the amount of payments doubles;
  • 230 rubles – regular payment for expenses on telephone calls;
  • 250 rubles is a monthly incentive payment for families with ten or more children.

conclusions

As you can see from the examples given in this publication, the rules for receiving gifts in different cities are different. But in most cases, large and low-income families, orphans and families with disabled children have the right to receive them.

At the same time, in many regions there is a rule that large families can count on such support measures only if they are recognized as low-income, i.e. The average per capita income for each family member is below the subsistence level in the region.

To receive a children's gift for the New Year, as a rule, you first need to write an application and provide the necessary documents.

Social support for large families

The lack of a legal framework is the main problem when registering the status of having many children. Proving that a family has many children and is entitled to government assistance is sometimes difficult. Some regions of Russia, until 2012, by default defined as large families those families with more than 4-5 children.

  • discount on utility bills and compensation for fuel for heating the home;
  • free travel for children on school (in their region) and public transport;
  • admission to kindergarten without waiting in line;
  • free school meals;
  • free school uniform or other type of clothing that replaces it;
  • free tracksuits for schoolchildren;
  • one day a month, children can visit recreational, entertainment and cultural institutions (museums, parks, exhibitions) free of charge;
  • assistance to the family in establishing a business, agricultural and farming structures (allocation of land, benefits and discounts on rent, tax reduction);
  • exemption from payment of business registration tax;
  • assistance in organizing interest-free credit, leasing, loans;
  • provision of land plots without a queue for economic needs (garden, vegetable garden);
  • preferential purchase of building materials, transport and housing.
