What are “Gromov” payments?

Regional payments in the Moscow region acquired the name “Gromovsky” due to the fact that these norms appeared during the occupation of the gubernatorial position of the Moscow region by B.V. Gromov.
The regulatory act of January 12, 2006 No. 1/2006-OZ in the Moscow region established a wide range of social support measures at the regional level for families with children, supplementing the federal list.

Among which:

  • one-time payments in the event of the acquisition of the first or new offspring (the amount depends on the birth order of the children and increases with the appearance of twins, triplets, etc.);
  • periodic children's payments from the first day of life until they reach their 16th or 18th birthday (the amount is determined by the child's age and the applicant's classification into social groups regulated by law);
  • regional maternity capital in the amount of 100 thousand rubles. for the 2nd or subsequent baby born in the family from January 1, 2011 to December 31, 2016;
  • maternal compensation for certain social groups - families in need (raising disabled children, those with large families, young families, etc.).

To process the above payments, the multifunctional service of the territorial MFC or traditional methods are used.

More about social support

Gromov payments are considered one of the types of benefits aimed at increasing the material well-being of a certain category of citizens. The program provides additional funds to government funds to support mothers and children. The scheme was introduced in the Moscow region and applies only to citizens who have legal residence in this territory.

Financing is provided by the regional budget. The amount of money depends on the number of children born to one mother and the order of their birth. The benefit consists of a lump sum payment and monthly financial support. In the first option, money can be received before the child reaches six months. Monthly payments are accrued to the child until the age of 16. The amount may vary.

And as a super bonus, mothers celebrate the non-contact thermometer. “This is a must-have in a house where there are small children. We suffered with the traditional ones with our eldest son: you can’t force a child to sit with a thermometer under his arm. Now we are using a lot of diapers: the set included two cotton and three flannel. The latter are very pleasant, I use them with pleasure,” one of the young mothers surveyed, Asyusha Vavilova, tells the publication.

The Village asked parents and experts how helpful the gift was and how they felt about the initiative. Among the reviews, the majority are positive and favorable, but there are also doubts about some points. For example, some mothers are not sure about diapers from this manufacturer, having experience with older children.

Law “On measures of social support for families and children” in the Moscow region

In particular, these include Law of the Moscow Region No. 1/2006-OZ dated January 12, 2006 “On measures of social support for families and children.”

Various benefits and other types of payments established by this law were popularly called “Gromov payments”, since the law was adopted at a time when the post of governor of the Moscow region was held by B.V. Gromov (until May 11, 2012).

According to the mentioned document, a number of additional regional measures of state social support for families with children are being established in the Moscow region, in particular:

  • lump sum benefit for the birth of a child;
  • monthly benefit for a child from birth until he reaches the age of 16 or 18 years;
  • regional maternity capital in the amount of 100,000 rubles. for the second child or subsequent children born or adopted during the period from January 1, 2011 to December 31, 2016.

Law of the Moscow Region No. 1/2006-OZ also provides for many other types of assistance that are prescribed upon the occurrence of a number of specific events or are intended for special categories of families (for example, large families, families raising a disabled child, young families). Various changes are regularly made to the law regarding the list of types of social assistance provided, its size, criteria for its provision and other provisions.

In this article we will look at the most popular Gromov payments for the birth of a child in the Moscow region, talk about their sizes and the procedure for receiving them.

To process Gromov payments, you can make an appointment at the district Multifunctional Center (MFC) and use the comprehensive service provided there.

For what periods are income calculated?

So, the father receives a total salary of 388,860 rubles for 12 months. For the mother: for wages we receive 78,260 rubles in total, then there are two benefits that were paid once, we also include them without changes. Further, the child care allowance amounted to 55,020 rubles (we include it), and we do not take into account “Putin’s” payments:

Where to apply for benefits?

And another very important detail. “Putin’s” benefit from 0 to 3 years does not cancel other benefits . So, for example, during the period from birth to 1.5 years, you can receive two benefits at once - a regular child care benefit and “Putin” payments.

The cost of living indicator will be taken for the year in which the application was submitted. Previously, he took the second quarter of the previous year. Average per capita family income is calculated as of the date of application.

In the regions of the Far North and equivalent areas, special regional coefficients apply. If you are located in a region related to them, the amount of child benefits should be increased by the value of the regional coefficient.

One-time benefit for women registered in the early stages of pregnancy

  • for those whose right to it arose before 01/01/2020, as well as for those whose first child was born (adopted) from 01/01/2021, the maternity capital will be 483,881.83 rubles. (Federal Law dated December 8, 2020 No. 385-FZ);
  • for those who have the right to this measure of support in connection with the birth (adoption) of their first child, upon the birth of the second, starting in 2021, they will receive an increase of 155,550 rubles;

Increasing the birth rate and improving the well-being of the people are priority tasks of the internal policy of the Russian Federation, for the implementation of which the state uses financial support mechanisms. Benefits for a second child and additional benefits are an opportunity for young parents to provide a comfortable life for their children, much-needed help from the federal and regional budgets.

Benefits are also paid for caring for a child up to one and a half years old. In this case, the amount is about 40% of the established average income over the past period of time, two years. In fact, benefits can be received by other relatives if it is proven that they are caring for the child.

What payments are due?

  • personal income tax deduction to reduce the amount of tax withheld from wages;
  • preferential mortgage with state support at 6% per annum;
  • mortgage with an initial contribution of maternity capital - no personal savings are required.

When the mother and father register the birth of a child with the registry office, employees of the registry office report the child to the Pension Fund. Within 15 days, Pension Fund employees will send an electronic certificate to your personal account on the State Services website.

Parents can find out complete information about all benefits provided on the State Services website, at the MFC and at social security. Here you will also be given reminders with a complete list of documents required for registration of benefits. For maternity capital you need to contact the Pension Fund.

Registration of a mortgage at 6% per annum

The benefit can only be paid up to 3 years, and the amount of maternity capital for the second child is 639,400 rubles. Therefore, if the parents did not use the capital funds for other purposes, then the entire amount under the certificate cannot be transferred as a benefit.

Let us note that monthly payments for the first or second child are provided until they reach the age of three years, but they are assigned for a period of one year. At the same time, if previously, after the expiration of this period, a citizen had to submit a new application for the appointment of the specified payment, first for the period until the child reaches the age of two years, and then three years, with the necessary documents attached, now the rule on the corresponding requirement has been suspended. In the period from April 1 to October 1, 2021 inclusive, a monthly payment in connection with the birth (adoption) of the first or second child to citizens with children who reached the age of one or two years during the specified period is assigned without filing applications (Part 2 of Article 2 Federal Law No. 104-FZ of April 1, 2021 “On the specifics of calculating temporary disability benefits and making monthly payments in connection with the birth (adoption) of the first or second child”).

In addition, for the convenience of applicants, starting from the end of May, an application for monthly payments for children from three to seven years old can be sent electronically through the public services portal or in the traditional form through the MFC and social protection authorities. The federal authorities also intend to establish a single application form for receiving benefits in all regions.

Despite the fact that maternity capital is not a temporary measure of state support directly related to the coronavirus, such a measure is especially relevant in the current conditions, because maternity capital funds can be spent on paying off a mortgage or receiving part of them in the form of monthly payments.

One-time benefit for the birth of a child for residents of the Moscow region

Article 6 of Law of the Moscow Region No. 1/2006-OZ states that low-income citizens permanently registered in the Moscow Region, upon the birth of a child, receive the right to additional benefits paid from the regional budget. The amount of the benefit depends on the number of children and the order of their birth.

From the point of view of this law, a family is recognized as low-income if the average per capita income does not exceed the subsistence level per capita established in the Moscow region. Currently, the cost of living in the Moscow region, calculated per capita, is set at 11,865 rubles. (Decree of the Government of the Moscow Region No. 806/34 of September 27, 2017).

To receive a one-time benefit at the birth of a child, one of the parents living together with the newborn child must contact the MFC or the social security authorities at the place of registration. Moreover, you need to have time to do this before the child reaches the age of 6 months.

To receive benefits, the family must meet the above conditions on the day of applying for its appointment. In the event of a stillbirth, no payment is given.

Depending on the number of children born and the total number of children in the family, the size of Gromov’s one-time benefit will be different. At the same time, the amount of due payments is periodically reviewed and changed.

So, at the moment, for the birth of one child, the payment will be:

  • 20,000 rubles if the child is the first in the family;
  • 40,000 rubles if the child is the second;
  • 60,000 rubles if the child is the third or subsequent.

These dimensions were put into effect on May 6, 2021 by the Law of the Moscow Region of May 4, 2021 N 69/2017-OZ and apply to legal relations that arose from January 1, 2017.

If several children are born at once, the benefit will be:

  • 140,000 rub. at the birth of twins (70,000 rubles for each newborn);
  • 300,000 rub. at the birth of three or more children.

Gromov payments in 2021 in the Moscow region

For the second child. For the third child. Maternity payments. Deadlines for maternity pay. Amount of maternity payments. Maternity leave. Maternity sick leave. Birth certificate. Maternity benefits. In the early stages of pregnancy. The pregnant wife of a serviceman. One-time at birth.

It’s worth noting right away that these payments are in no way related to what benefits women across the country receive for their second child and which are regulated by law. Governor's payments are a voluntary measure of financial assistance from the leadership of some regions concerned about the demographic situation in the territory entrusted to them. The main difference from federal payments is that the amounts and conditions for receiving republican, regional, gubernatorial and regional benefits are regulated by regulations of local and regional authorities. In many ways, the conditions for receiving and the size of the cash payment directly depend on the budget capabilities of this region and the level of its socio-economic development.

The list of them is usually small and consists of the following papers:. A gradual increase in the birth rate in the region has been observed since. After some decline in those born between the years. A one-time benefit for the birth of a child in a year will not differ from and will amount to rubles.

Gromov payments for the birth of a child in the Moscow region

This is for every child born. For twins you will receive 2 times more. Governor's payments do not apply to the first two children. An adopted child also has the right to be considered a 3rd child. In the eyes of the state, there are no differences between a child born into a family and an adopted one, but the difference between the amounts paid in different regions can be quite significant.

If the applicant applies for the accrual of this benefit before the child reaches 6 months, then its assignment is carried out from the moment the child is born. If the application is submitted after the specified period, payment for the elapsed time can only be accrued for a six-month period from the date of application.

2) The child is born, but you shouldn’t immediately run for benefits. Why? As a rule, everyone received sick leave for 140 days (for pregnancy and childbirth) and he pays for 70 days after childbirth. That is, we have a child, but we received money in advance for sick leave! Our sick leave is calculated based on 100% of average earnings, but the childcare benefit for children up to 1.5 years is 40%. This means that if a child is born at the beginning of July, and the sick leave for childbirth ends somewhere in the beginning of September, at work you need to take a certificate of income for the last 3 months. ( September October November). If we take the certificate earlier, it will indicate your sick leave. It is clear that it is more than a care allowance. So, in December we take a certificate where the accountant will indicate your allowance for each month for the child. (September is part of the sick leave and the rest of the child care benefit, October and November is the full child care benefit that you receive). Add up everything you received for three months with your husband’s salary for three months. If there is alimony for older children, then add them for the last three months. Divide the resulting amount by three (months). Well, now let’s divide this amount (which was obtained after dividing by 3) by the number of members of your family. (three – husband, wife, daughter or 4 husband, wife, daughter, son and so on). This is your average per capita family income. It should be less than 5850 rubles (at the moment). It is clear that when everyone starts counting, the cost of living will need to be looked at. (changes once a quarter). Now we know whether we should go. It will be more profitable for someone to take a certificate a month later (in January), so that even the rest of the sick leave is not shown on the certificate. The main thing to remember is that we must complete and submit all documents before 6 months have passed. from the moment the child is born.

Thus, single mothers can receive 4 rubles per month for a child under 3 years of age. Parents who have children and are students at Moscow universities have the right to receive an allowance in the amount of 4 rubles monthly.

Not everyone is entitled to benefits. Only residents of the Moscow region who have official registration in this territory can take part in the program. There are other features of the provision of benefits. Therefore, experts advise studying in advance the rules for receiving Gromovsky child benefit payments in a year.

Example for calculating the Gromov payment

The governor's allowance cannot be paid to wealthy families and citizens who are not entitled to it. It is possible to find out whether certain persons have the right to receive amounts of money using a certain scheme. For example, we have a family of three people registered and living in the Moscow region. My father’s earnings are 25,000 rubles a month. A one-time allowance for a wife is 27,465. The monthly federal allowance is 5,818 rubles. The family applied for the governor's benefit in the 4th month after the birth of their baby. For this purpose, they are required to provide data on income per person for the last 12 months. The calculation of the average monthly family income per person is as follows:

  1. The total family income is (3x25000) + (3x5818) = 92454 rubles. - taking into account the husband’s income and the wife’s monthly allowance.
  2. Average monthly income 92454:3 = 30818 - multiplied by billing months.
  3. 30818:3 =10272 – per number of family members.

In 2021, the cost of living in the Moscow region was 11,346 rubles and this amount is more than the income of one person. During the calculation, it is revealed that the family has all the legal grounds to receive the Gromov benefit.

Thus, the state provides significant support to young families with children, and this issue is always in its field of attention.

Regional maternity capital for residents of the Moscow region

In accordance with Moscow region legislation, mothers who have had a second child have the right to receive a certificate for 100,000 rubles. You will be able to spend this amount no earlier than 3 years after the birth of the baby. At the same time, the purposes for which maternity capital is allowed to be directed include:

  • buying an apartment (both in a new building and not) or a house;
  • reconstruction of existing real estate;
  • child's education.

It is important to remember: this form of financial support is designed only for the 2nd (and subsequent) child born between 01/01/2011 and 12/31/2016. At the same time, the mother can send documents to receive a certificate at any time; the deadline is not limited, provided other conditions are met.

Gromovsky mother capital

Based on the provisions of regional legislation, residents of the Moscow region who gave birth to a second child have the right to count on regional maternity capital in the amount of 100 thousand rubles. These will be “Gromov’s hundred thousand”.

The family can spend this money only three years after the birth of the second child in 2 acceptable areas:

  1. Acquisition (modernization) of housing:
      purchasing an apartment in a new building, on the secondary market or homeownership;
  2. construction of new housing, reconstruction of old housing.
  3. Children's education.

Such social support is possible only for one baby born from January 1, 2011 to December 31, 2016. There is an analogy with the federal maternity capital program, therefore there is no deadline for applying for a regional certification act.

Registration of the certificate

Persons with citizenship of Russia (who have not previously applied for this document) have the right to purchase a certificate of maternity capital at the regional level for the birth (adoption) of the 2nd and subsequent children who are Russians:

  2. The father who is the sole adoptive parent or father if the mother is dead or deprived of her family rights.

The volume of regional maternity capital is 100 thousand rubles. It is fixed and not indexed. Partial or full use is allowed. As they are spent, the established amount decreases.

Application deadlines

There are no deadlines for applying for a certification act. This can be done immediately after the birth of the second or subsequent children.

But it will be possible to use the money only three years after the birth of the child with whose birth the very right to social benefits arose.

Attention! Early use is prohibited.

Ancestral 100 thousand from Sobyanin

In Finland you have a choice, either you get 300 euros in cash, or a box like this. Money for the birth of a child in Russia is given in all cities of our country, of course the amount depends on the region. And in Fink it’s either money or boxing! Therefore it is inappropriate to compare. If they add boxing, it will be great, but what has already been done is quite worthy.

All of Russia works for a separate state - Moscow! Get used to it! It’s always been like this, but I think it won’t always be like that! 50 tr. Their salary is kind of whining, but others have more? My salary is 32 thousand rubles. and this with all the markups, and the prices for food, gasoline, etc. are higher than in Moscow, and we don’t see or know any benefits or gifts at all. And renting an apartment is the same as in Moscow. Yes, when I lived and worked in Moscow, it was easier for me to live and breathe than in Vladivostok. Here, in a city by the sea, seafood is even more expensive than in Moscow. So, be quiet, Muscovites, and don’t whine! We are happy for you. I hope the president of the country will think about other cities and other emerging taxpayers and citizens liable for military service!?

  • the child died;
  • the recipient or child moved to a permanent place of residence outside the Moscow region;
  • the child is fully supported by the state.

Calculation procedure

  1. The number of days in the billing period is determined. In 2021 it is 731 days.
  2. The average earnings for the period under consideration are determined. To do this, add up the amount of income and divide it by the number of days in the billing period.
  3. The amount of average daily earnings is calculated: for this, the total amount is divided by the number of days in the billing period. Excluded are days when the woman was sick, was on maternity leave and other periods for which contributions to the Social Insurance Fund are not accrued.
  4. The resulting average daily earnings are compared with the limit value.
  5. The final benefit amount is calculated.

Size

  1. The year a woman goes on maternity leave . The calculation period for calculating maternity benefits will depend on this. In 2021, a woman’s income received in 2021 and 2020 is taken into account.
  2. Average daily earnings of a woman for 2021 and 2020.
  3. Duration of maternity leave . It is determined by a doctor in a antenatal clinic based on the course of pregnancy and the presence of complications during childbirth. The minimum average daily earnings is calculated using the formula (12,792 x 24 / 730) = 420.56 rubles. For 140 days of vacation, a woman will not be paid less than RUB 58,878.40. regardless of length of service and average daily earnings. If a woman works part-time, then a coefficient of 0.5 is applied to the indicated value.
  5. The woman's region of residence . From mid-2020, when paying maternity benefits in the minimum amount, regional increasing coefficients are taken into account.
  6. Maximum size of maternity benefits . It is calculated based on the maximum annual earnings for calculating contributions to the Social Insurance Fund. In 2021, the limits for 2019 (865 thousand rubles) and for 2021 (912 thousand rubles) are taken into account. The maximum average daily earnings that can be taken into account when calculating maternity benefits in 2021 is 2,434.25 rubles.
