Registering with the Department of Education is half the battle. It can sometimes be difficult to find a free place that is not occupied by beneficiaries. An acute shortage of places in preschool institutions and staff reductions are the main problem in all regions.

In this situation, only those categories of citizens who have benefits when entering kindergarten are lucky. Only they sometimes allow you to send your child to a state kindergarten on time and avoid spending large sums for the child’s presence there.

There is a legally established procedure that stipulates that children who have grounds for admission without a waiting list are first admitted to the kindergarten. Then go first in line. After them are the holders of the priority right of admission to kindergarten.

Who can enroll in kindergarten without a waiting list?

The categories of citizens who are entitled to go to kindergarten without a queue are established by law.

The list of children highlights those whose parents were injured or died during the accident at the Chernobyl nuclear power plant.

Children who are adopted or in foster care can also go to kindergarten without waiting.

The category of military personnel who died or went missing is separately identified. Their children will also be those who are entitled to benefits and will be able to take advantage of their priority admission to a preschool institution.

Let's consider the order of priority for admission to a preschool educational institution using the example of the Mytishchensky district. Regulations on the recruitment of municipal pre-school educational institutions of the Mytishchi region, which can be found on the website of the relevant education department, and the following categories of beneficiaries are defined there:

  1. reduction of fees for maintaining a child in preschool educational institutions of state and municipal significance;
  2. compensation is provided for the maintenance of a child in a preschool educational institution of federal and municipal significance;

Who's first in line

When all the children without a waiting list are admitted to the preschool institution, it is time to admit children who have the first category right to a preferential queue to the preschool institution. Residents of some regions of Russia can receive additional compensation for kindergarten in 2021. If you have one child, compensation for kindergarten in 2021 will be 20%, and if you have two children - 50%. Large families can claim 70% of the payment for preschool education. There are certain categories of persons who receive 50% compensation for kindergarten, regardless of the number of minors in the family. These include:

  • disabled people;
  • liquidators of the Chernobyl Nuclear Power Plant;
  • military personnel conscripted into the army;
  • kindergarten workers;
  • families in need.

Refund for food

Kindergarten reimbursement in 2021 may include food costs. This benefit can be used by parents who make separate monthly contributions for food at the kindergarten. The amount of the subsidy depends on the number of minors attending the institution. This payment is assigned to those in need, large families and preschoolers whose one of the parents is a Chernobyl survivor or liquidator of the Chernobyl consequences.

After submitting the documents, the child’s representative must monthly bring to the kindergarten a copy or original receipt for payment of food and a statement about the calculation of the subsidy for the month.
