This Law defines measures of social support for large families living in the Ryazan region in order to create conditions for the upbringing, development and education of children from large families.

Article 1. Scope of application of this Law

1. This Law applies to large families, that is, families that have and are raising three or more children under the age of eighteen, including adopted children, those under guardianship (trusteeship) and those accepted into foster families, and also students in full-time educational institutions of any organizational and legal forms until the end of their studies, but not more than until they reach the age of twenty-three years, in which one or both parents or other legal representative are citizens of the Russian Federation, registered at the place of residence or place of stay on the territory of the Ryazan region (have the status of refugees or internally displaced persons).

2. When registering as part of a large family, the following are not taken into account:

1) children in respect of whom parents have been deprived of parental rights

2) children who are fully supported by the state, with the exception of cases of temporary stay (rehabilitation period) of a disabled child from a large family in social rehabilitation institutions on the terms of full state support.

3. When registering as part of a large family living together with parents (or one of the parents), children temporarily living separately from their parents in connection with studying in educational institutions of primary, secondary or higher vocational education are taken into account until they graduate from the educational institution, but not more than until they reach the age of twenty-three years.

Article 2. Social support measures for large families

1. Large families are provided with the following social support measures:

1) monthly payment in the amount of 30 percent of the payment for the use of heating, water, sewerage, gas and electricity within the limits of utility consumption standards, and for families living in houses that do not have central heating - an annual payment in the amount of 30 percent of the cost of fuel purchased within the limits established for sale to the public, regardless of the type of housing stock

2) free issuance of medications purchased according to doctor’s prescriptions for children under 6 years of age

3) priority admission of children to preschool institutions

4) monthly cash payments in the amount of 200 (two hundred) rubles for maintaining a child in a preschool institution

5) priority provision of discounted vouchers to health camps and sanatoriums

2. Social support measures established by paragraphs 1, 2, 4 - 8 of this article apply to large families with an average per capita income, the amount of which does not exceed the subsistence level established in accordance with the regulatory legal acts of the Ryazan region.

The average per capita income of a family, which gives the right to measures of social support for large families, is calculated in accordance with the procedure for recording and calculating the amount of average per capita income, which gives the right to measures of social support for large families, approved by the Government of the Ryazan Region.

3. The procedure and form for providing social support measures for large families is established by the Government of the Ryazan Region.

Article 3. Conditions for the provision of social support measures for large families

1. Social support measures for large families provided for by this Law are provided subject to the registration of the large family with the territorial departments (sectors) of the Ministry of Social Protection of the Population of the Ryazan Region at the place of residence.

2. When parents (adoptive parents) of minor children live separately, social support measures are provided to the parent (adoptive parents) with whom three or more minor children actually live together.

3. The basis for registering a large family with the territorial departments (sectors) of the Ministry of Social Protection of the Population of the Ryazan Region at the place of residence are the following documents:

1) statement from one of the parents

4. Large families entitled to the same measure of social support in accordance with federal legislation, this Law or another regulatory legal act of the Ryazan region at the same time are provided with social support on one basis, at the choice of the citizen.

Article 4. Document confirming the status of a large family

1. A document confirming the status of a large family is a uniform certificate (hereinafter referred to as the certificate) issued to one of the parents by the territorial department (sector) of the Ministry of Social Protection of the Population of the Ryazan Region at the family’s place of residence.

Every year, at events dedicated to the celebration of International Family Day and Mother’s Day, large families who have distinguished themselves in raising children are awarded 10 “Recognition” awards in a solemn ceremony by the Governor of the Ryazan Region and the Chairman of the Regional Duma. The Regulations “On the Ryazan Region Recognition Award” are being developed by the Government of the Ryazan Region.

Expenses for the implementation of social support measures for large families established by this Law are carried out at the expense of the regional budget and extra-budgetary sources.

This Law comes into force ten days after its official publication and applies to legal relations arising from January 1, 2005, with the exception of paragraphs 4 - 8 of part 1 of Article 2, Article 5.

One of the parents (adoptive parents), whose name is entered in the Book of Honor, is paid a monetary reward in the amount of 10,000 rubles.

  • monthly cash payments in the amount of 170 rubles for the purchase of a ticket for travel on intracity transport (tram, trolleybus, city bus (except taxi), as well as on suburban and intra-district buses for students before completing full-time studies in educational institutions of all types and types, regardless of organizational and legal forms, with the exception of educational institutions of additional education, but no more than until they reach the age of 23 years

  • priority visits to doctors' offices
  • priority receipt of certificates from institutions
  • priority allocation of garden plots for large families
  • one day a month – free visit to regional state museums and non-profit exhibitions organized by executive authorities of the Ryazan region.
  • The social support measures specified in paragraphs 1, 2, 4-8 apply to large families with an average per capita income, the amount of which does not exceed the subsistence level established in accordance with the regulatory legal acts of the Ryazan region.
