Benefits for large families
Payments for the birth of a third child in 2021 is the topic of this article, from which you will learn what payments from the state a family can apply for after the birth of a third child, having received the status of a large family.
An application for payment is submitted to the social protection department at the place of residence of the parent with whom the child lives. To appoint her, the following documents are required: a written application for the appointment of an EDV, indicating in it information about family income, supported by documents; passport; children's birth certificates; a certificate confirming the joint residence of the child with the parent (applicant) in the Vladimir region.
Maternity capital for the first child has been increased by 17.3 thousand rubles since the new year and now amounts to 483,882 rubles. The same amount is due to families with two children if the second child is born or adopted before 2021, and the parents have not yet issued or used the certificate. The funds of families that have not yet fully used up their maternity capital were also indexed in January.
Definition of a large family
The amount of increased maternity capital, which is given if both children were born in 2021, increased after indexation by 22.8 thousand rubles and now amounts to 639,432 rubles. For parents who first received capital for their first child and then gave birth to or adopted another, the amount of state support increases additionally. This year, the amount of such an increase in maternity capital due to indexation increased to 155,550 rubles.
The “standard” amount remains 50% of the regional subsistence minimum per child (approximately 5,500 rubles); If a 50% payment does not allow for an income of at least the subsistence level for each family member, then the benefit is assigned at the level of 75% of the regional subsistence level per child.
From January 1, 2021, the amount is: RUB 483,881.83. - for the first child; RUB 639,431.83 — payment at the birth of a second child; up to 450,000 rub. — upon the birth of the third child, this amount will be additionally repaid on the mortgage loan. 150,000 rubles additional payment to maternity capital - if a second child was born in the family after January 1, 2021.
After the birth of the second child, the family can count on payments from the state and the employer. Their list includes a one-time benefit upon the birth of a child, preservation of earnings until the age of 1.5 years, a monthly benefit from the state, and payment from MSC funds.
Note that all the listed subsidies in each city vary in composition. For example, in some respects, the Moscow region may differ from subsidies in Moscow. If these are gubernatorial payments (the document is approved by the governor), then the region will receive exactly the same support as the city. And if the document is issued with the signature of a mayor, then only the city.
The baby's mother does not have to go on maternity leave. In some families, after birth, the mother goes to work and the father goes on maternity leave. This is done if the mother’s salary is higher than the father’s, or by other agreement of the spouses.
Allowance for a third child under 3 years of age in the Ryazan region in 2021
State social support is of great importance for families, especially for parents with many children. Therefore, payments for a third child in 2021 are an important step for the development of a positive demographic component in Russia. Having become familiar with the simple rules for receiving them, families can easily write the necessary applications and receive financial assistance.
The regions have their own programs to support large families. As an example, I will consider the donor region Moscow and the subsidized Ivanovo region. The scale of the tragedy is especially visible in contrast. I am considering payments that can be received by all families with three or more children, and not just those recognized as low-income. For the last category there are a number of additional benefits that are not included in the article.
Note!
Other federal and regional laws that also regulate the issue:
- Presidential Decree No. 431 dated 05.05.1992.
- Federal Law dated 05.1995 No. 81.
- RF IC.
- Law of Ryazan No. 217 December 29, 2008, etc.
The corresponding benefits and discounts in the city of Ryazan are as follows:
Provided monthly:
- One hundred and seventy rubles are issued for the travel card. Issued to one of the parents who has 3 or more children (if there are adult full-time children studying under 23 years of age).
- for kindergarten - two hundred rubles.
- 30 percent discount on housing and communal services.
Every year:
- two thousand rubles are provided for uniforms for school students, those who are considered low-income, and they are also given stationery. Cash is given to each student. You need to apply for deductions in early July.
- thirty percent discount on fuel for residents of private houses.
Compensation payments and preferences:
- medicines for children prescribed by a pediatrician up to 6 years of age;
- admission to a preschool institution at a discount;
- sanatorium and other health-improving vouchers;
- free food;
- land plots provided free of charge.
Preferential categories of subjects simultaneously receive support from both the state budget and regional funds. This only applies to different types of assistance. Support of the same type is provided from one source.
Important! Based on recent changes by the legislator, payments of benefits to large families this year in the region are provided only to the poor.

at the birth of the third and subsequent children - 5,000 rubles; for the birth of two children at the same time - 10,000 rubles; for the birth of three or more children at the same time - 15,000 rubles. Lending
A family with the status of a large family has the right to become a participant in the state housing programs “Affordable Housing” and “Young Family”, and the state partially compensates for the cost of the loan or the cost of the private sector share or apartment.
At the same time, a mortgage for a family with three or more children this year makes it possible to take out a loan for construction work and the purchase of a new home. Moreover, borrowers receive a significant discount on interest rates for using loan funds, repayment terms are extended, and the size of the start-up payment is reduced. Credit and financial institutions provide deferments and installment loan payments if a family is expecting the birth of a child or there is a difficult financial situation. At the same time, they can refinance the mortgage loan for the payer on more favorable terms.

To obtain a certificate, a large family must submit the following documents:
The Law of the Ryazan Region dated November 18, 2005 No. 126-OZ “On social support for large families in the Ryazan Region” defines measures of social support for large families living in the Ryazan Region. Based on the documents submitted on April 15, 2010, your family includes two children under the age of 18 and a 19-year-old daughter studying in the evening and distance learning department, which cannot serve as a basis for confirming the status of a large family.

A large family from the Ryazan village of Ermish was given a large house
The story of the Zheltov family from the village of Ermish, which thundered throughout the country, ended with a happy ending, our colleagues from the newspaper Meshcherskaya Side write.
The head of the family, Gennady, lost his wife in 2011 (she died in an accident) and since then has been raising seven children alone. It was not possible to get proper help from the social welfare authorities, and the matter did not move forward until central television paid attention to them: in April, a single father and his children became the heroes of the Let Them Talk program.
After the program, those who were concerned, with the help of the editors of Meshcherka and Muscovite Irina Tsarkova, collected a whole truckload of gifts for the Zheltovs. After 3 months, the family was again invited to the show (broadcast on June 23), taken to the city of Sasovo and given a new two-story house (!).
Life went uphill: Gennady promised to marry his family friend Marina (she made the story public), and this summer the Zheltovs will go to the sea, to Crimea.

There are four children in our family. What tax benefits can we expect?
Olesya.
The legislation provides for special tax benefits for parents with many children. For example, in Moscow, one of the parents in a large family is exempt from transport tax for a vehicle registered in his name, starting with tax calculations for 2009.
To take advantage of the benefit, you need to submit a corresponding application and registration certificate for the vehicle to the tax office at your place of residence.
In addition, for one of the parents in a large family in Moscow, a benefit is provided for the payment of land tax (an additional 1 million is deducted from the value of the land plot, taxable in accordance with Chapter 31 of the Tax Code of the Russian Federation, i.e., actually exempt from tax . rubles). The benefit is provided if the site is owned either in permanent (perpetual) use or in lifelong inheritable possession.
To receive the benefit, you must submit an application to the tax authority, as well as a document confirming the rights to the land plot.
