The size of the preference is defined as the difference between the subsistence minimum per capita and the average family income. However, it cannot be less than ten percent of the base amount established at the federal level for calculating social payments.

If citizens find themselves in an extreme situation, the benefit is assigned in a different amount. For this purpose, the full amount of the subsistence minimum is taken into account. In this case, payments cannot exceed six times the specified indicator.

And the third innovation, if the difference between the cost of living and the average per capita income for each family member is less than 10%, then the family will receive 1000 rubles. That is, there will be no ridiculous payments of 20 or 50 rubles. Minimum 1000 rubles!

Another change will also be made to the law on targeted social assistance, namely, for families raising children, the subsistence minimum will not be 10,039, but the subsistence minimum established per child is 10,400.
