A sample of filling out a certificate of average earnings to determine benefits is used to calculate unemployment payments. The amount of payments is influenced by the salary at the previous place (calculated on average), the characteristics of dismissal and consideration of the region. For the calculation, earnings for 3 months (average) are taken. To receive financial support from the state, you must provide confirmation that the citizen worked at the previous place of employment for at least six months.
One of these documents when registering with the employment center (CN or TsZN hereinafter) is a certificate of earnings, which calculates the average value for 90 days of work.

What is a certificate of average earnings needed for and when is it requested?
A paper sample, which determines the average earnings, is attached to the package of documentation for registering the unemployed on the exchange. The purpose of such a document is to correctly calculate the payments that will be paid to an unemployed person registered with the Employment Center.
Fact! Despite the importance of such a certificate, it is not mandatory if you are registering with the Central Rights Reserve. The citizen will still be assigned a benefit, only it will be minimal.
To receive the money required by law, you must request a certificate from your previous employer.
By the way! If a person was fired due to an article (absenteeism, being in a state of alcohol or drugs, etc.), there is no point in requesting such a certificate. This category of citizens will be paid only the minimum amount of benefits, and the social security inspector will see the reason for dismissal in the work book of the unemployed.
By the way, to receive social benefits, such a sample of average earnings will not work.
Job Vacancy Report
According to paragraph 3 of Art. 25 of the Employment Law, it is necessary to report vacancies to the employment center on a monthly basis. However, the concept of “vacancy” is absent in labor legislation. Here you should focus on judicial practice, which defines it as a position for which an open-ended employment contract is concluded with the applicant. Thus, the case when a company is looking for a person to replace an employee who is on vacation or temporarily transferred to another job is not considered a vacancy.
When can a fired person get a certificate?
A sample calculating average earnings is not given upon dismissal; this paper does not belong to the mandatory package of documentation with which the employee is paid. The certificate is obtained upon the application of the person himself. However, this document can be requested before dismissal or at any time after the actual severance of the employment relationship.
If a certificate is requested before dismissal, the paper will be issued on the day of the citizen’s actual dismissal; there is no need to write an application for the employer to provide such a document.
If a certificate is requested after dismissal, the dismissed employee is required to write an application to receive the paper, the accounting department is obliged to issue it within three days.
By the way! You can request a certificate from the accounting department of your former place of employment after any period after dismissal: at least a year, at least 1.5. The employer is required to provide a sample of average earnings.
If a citizen knows in advance that after dismissal he will register with the labor exchange, he can request such paper while working, but it will only be given on the last working day. To determine unemployment benefits, such a document will be enough, but then the citizen will not have to go specially for it.
Application for a vacancy
An application for a vacancy (an application for searching and selecting an employee) for the HR department to work on can be drawn up following the example of a technical specification used in many business sectors, when the customer company needs to develop a technical specification for a supplier of services/products.
Terms of employment. First of all, this is the salary of the vacant position. Avoid “by agreement” language. To motivate a job seeker to consider a new job offer, you need specifics. In this paragraph you need to indicate both the salary amount and the size of bonuses. You can briefly describe the bonus system.
How many months is information taken into account?
To calculate the benefit, the unemployed must submit to the Central Work Center, in addition to the mandatory package of documentation, a sample certificate that calculates the average earnings of the unemployed over the last 90 days of work.
Example! Burbonov left in February 2020; data for January 2020, December 2020 and November 2018 are used for calculations.
To determine the exact amount of salary, only days of actual work are taken into account, therefore, days of incapacity and rest, as well as days for which the employee was paid average earnings, are excluded from the calculation. The calculation period also excludes any time when actual work was not carried out (downtime, strikes), as well as the provision of time off for overworked hours, days off with pay (in addition to the established schedule).
If a situation arises in which there is nothing to include in the sample certificate for 3 months (there is no working time that can be included in the calculation), then the previous three months are taken. In the case of Burbonov, this is August-October 2020.
Things to consider
There is no single form for filling out the certificate; there is only a recommendation template and an example of calculating average earnings from the Ministry of Labor. You can use it, or bring a document that the organization compiled on its own letterhead. The main thing is to take into account the requirements of the Ministry of Labor so that the Central Employment Center, using the sample certificate of average earnings, correctly establishes the amount of the benefit. Recommendations concern:
- Filling out information on the company’s letterhead or stamped paper on which the organization’s details are indicated.
- Indication of the legal address, full and short name of the organization, activity code, TIN.
- Filling out an information block about the employee and the established work schedule (full-time or working day/week reduced by order of management), indicating the amount of average earnings for the last 90 days, as well as periods of work that were excluded from the calculation (sick leave, vacations, etc.). )
- As for periods, the full period of work in the organization is indicated, as well as the number of weeks worked in the company over the last year.
- The certificate is certified by the personal signature of the director of the company and (if any) - the chief accountant. If the signature is affixed by replacement employees, the basis (order) on which the other person performs duties is indicated next to it.
- At the bottom, for information, the telephone number (usually of the accounting department) is written, and the date of compilation is indicated.
By the way! If the employee is assigned part-time work, the number of the article of the Labor Code of the Russian Federation, which was the basis for such a decision, is written down.
Receipt procedure
In order for a citizen to receive unemployment benefits, he must be officially recognized as unemployed. The rules for registering the unemployed at the employment center are regulated by Decree of the Government of the Russian Federation No. 891 of September 7, 2012. For this to happen, he must:
- Be able to work, but have no source of income.
- Register at the employment center.
- Search for a job and be ready to start it.
To register, you must submit the following documents:
- passport;
- document certifying qualifications (educational diploma, various certificates, driver’s license);
- work book;
- salary certificate from the last place of work.
For persons without work experience, it is enough to provide an education diploma and a passport. The decision to pay benefits is made after the citizen receives unemployed status.

Help for sizing
A salary certificate is not a mandatory document that the employer is obliged to provide to the dismissed person. It is issued upon written request within three working days. It must include all the information that is needed to calculate the amount of unemployment benefits.
According to current legislation, there is no approved form for filling out and submitting a certificate of average salary. But there is a recommended form, published in letter of the Ministry of Labor No. 16-5/B-5 dated January 10, 2019.
It can be compiled in any form. The main thing is that the certificate includes all the necessary information. Namely:
- Name of the enterprise.
- FULL NAME. employee.
- Date of hiring and dismissal of the employee from the enterprise.
- The amount of wages for the last three months worked. Must be filled out in both numbers and words.
- The number of weeks for which the employee was paid during the last calendar year.
- The number of weeks for which wages were not paid during the last calendar year worked.
Registration with the Central Committee and job search
To receive unemployment benefits, a citizen must first register on the exchange in order to find a suitable job and fill out the appropriate application. Its form is given in Appendix No. 6 to Order of the Ministry of Labor dated February 19, 2020 No. 90n.
An employment center employee will give you an application form ; you do not need to print it out. After submitting this application, a citizen may be recognized as unemployed if a suitable job cannot be found within 10 days. In this case, he is assigned an allowance.
What does the employment service take into account when calculating average earnings?
How it is calculated, as well as the reference sample of the certificate, is established by the Resolution of the Ministry of Labor and Social Protection. So, unlike the calculation of other payments, for example, labor leave, not the whole year is taken, but 90 days that precede the day of dismissal.
What is included in the calculation
The following amounts are accepted for calculation:
- worker's tariff, piece rate, salary;
- bonuses and surcharges accrued on the transferred amounts (harmfulness, length of service, etc.);
- monthly, quarterly and annual bonuses. The latter are calculated as: 1/3 and 1/12 for each month;
- one-time remuneration (by decision of the employer);
- other payments that are provided for under the employer’s legal regulations.
What periods are excluded
In order to correctly calculate average earnings, the Ministry of Labor establishes that time is not taken into account, as well as remuneration for it on the following points:
- calculation of vacations, sick leave;
- the time of the strike (provided that the dismissed person was not a participant);
- the certificate according to the sample of the Ministry of Labor does not take into account production downtime (established in the organization);
- additional paid days off, days off and days without pay.
The procedure for calculating earnings using an example
Let's imagine that Burbonov quit on March 1, 2020. The sample certificate indicates the actual work time for 12 months, and the average earnings are calculated for the period December 2018-February 2019 (the last three months). Initial data that an accountant needs for calculations.

Bourbonov was on sick leave for 20 days, so only 40 were included in the accounting. We do not include sick leave payments.
Calculation procedure:

Algorithm for filling out a certificate for the employment center
The indication of average earnings is usually assigned to the company's accountant, if the dismissed person worked for an individual entrepreneur who does not have an accountant - the entrepreneur does the calculations on his own.
By the way! To prevent an entrepreneur (or an accountant) from searching for forms, a citizen can first take a sample and procedure for calculating average earnings from the central office. The calculation procedure indicates what is included and what is not included in payments for the last three months before the date of dismissal.
Step 1. Details and general information
In the sample certificate, the accountant first fills out a general block of information about the organization, then indicates information about the employee and data on labor results (time, amounts).
Step 2. Calculation and indication of average earnings
Basic information is an indication of the average salary for three months of employment. The accountant calculates the amounts earned during this time and the period of actual work.
The salary amount is indicated in numbers and words: 40,000 (forty thousand rubles). The last 6 months are taken into account in the sample certificate of average earnings, if three are not enough for the calculation (no data).
Step 3 Reflection of the period of work in the organization
Indicated:
- the total period of employment in the company;
- number of weeks worked per year;
- periods of sick leave, work and other vacations.
Step 4 Signing the certificate
The completed sample certificate is certified by the director himself. The contractor (usually an accountant) is responsible for providing reliable calculations of average monthly earnings. He also puts his original signature.
In the absence of the director and accountant, replacement employees sign for them. If the certificate was not issued on letterhead, a corner stamp is placed at the top left of the document. At the end - the contact number of the accounting department is indicated.
Sample application to the employment center from the employer
— Regulations on the Representative Office, Power of Attorney to the Head of the Representative Office. Copies of documents issued by the accrediting body (Permission to open a Representative Office, Certificate of entry into the state register)
- Copy of the TIN assignment certificate - 1 copy
- Draft employment contract, which should include health and social insurance, wages, according to the staffing table and vacation - 1 copy
- The original document (payment order) confirming payment of the state duty in the amount of 3 thousand rubles for each foreign worker hired (required with a round living seal).
- Notarized copy of the business license
- Staffing table indicating the positions and salaries of the persons hired.
- Letter of guarantee (stamp and signature of the general director and chief accountant are required).
- Copies of constituent documents for the main enterprise. Copies must be translated into Russian and notarized - 1 copy
- Copies of the decision to open a Representative Office, Regulations on the Representative Office, Power of Attorney to the Head of the Representative Office. Copies must be translated into Russian and notarized - 1 copy
- Copies of documents issued by the accrediting body (Permission to open a Representative Office, Certificate of entry into the state register) - 2 copies
- Copy of the TIN assignment certificate (notarized) - 2 copies

Common mistakes: check the formatting is correct
Immediately after receiving the document, carefully check the certificate while still on the spot. Errors and false information may lead to the fact that you will have to travel additionally to correct them, or the Employment Center will set you the wrong benefit.
By the way! From 2020, the minimum and maximum benefit amounts have been revised. Now the minimum benefit is equal to the amount of 1500 rubles, the maximum – 8000 rubles. (excluding regional coefficients).
Typical mistakes:
- lack of seal and signatures;
- the number of the order by which the person who signed the certificate replaces the accountant or director is not indicated;
- the work period is incorrectly defined;
- in the certificate of average earnings the period for calculation is incorrect (for example, not 3, but 6 months);
- the amount of the average salary was calculated incorrectly;
- There is no need for a corner seal, although the paper is not on letterhead.
By the way, it would not be a mistake if a sample certificate from the Ministry of Labor and Social Protection was not used when preparing the document. You are allowed to submit information about average earnings using your own form, the main thing is to indicate the required items.

In addition to information about the employer, the form must indicate the following:
