All-Russian classifier of worker professions, employee positions and tariff categories

In essence, OKPDTR is a directory with codes that determines whether a worker belongs to any group. It was introduced in 1994 instead of the All-Union Classifier of Specialties (UCS). The need to replace the old document is justified by changes in the economy and production environment. This served as a means of achieving consistency between Russian accounting and statistics standards and international ones.

Contents and objectives of OKPDTR

The code contains information about:

  • whether the employee is a worker or an employee;
  • the nature of the work he performs;
  • applied tariffs;
  • skill level;
  • payment method;
  • degree of severity and harmfulness of work;
  • level of workplace automation;
  • job categories;
  • the position of the staff unit in the hierarchy.

Classifier tasks

  1. Collection and synthesis of information about all professions and positions available on the territory of the Russian Federation into a single structure.
  2. Creation of a statistical report on the state of the labor market.
  3. Assessing the state of the workforce by qualification level.
  4. Analysis of working conditions and wages.
  5. Accounting for the number of employees employed in different fields of activity.
  6. Integration into the global statistical system.
  7. Identification of the average educational level to create conditions for retraining and improving the professional level of personnel.
  8. Ensuring the correctness of entering the names of positions and professions into documents when hiring personnel.

What is it for?

The EKS, which is based on the All-Russian Classification of Occupations of White-collar Jobs, was compiled with the aim of developing universal standards for the organization of labor. In fact, this document helps the employer competently build the structure of the organization. The qualification characteristics optimize the following functions:

  • selection and placement of personnel;
  • professional training/retraining of personnel;
  • rational division of labor;
  • determination of job responsibilities and areas of responsibility of personnel.

A personnel worker relies on the 2020 Classification of Positions and Professions when working with documents such as staffing schedules, job descriptions, regulations on departments, etc. OKPDTR classifier (2020) with a search by name is posted on the website of the Ministry of Labor and Social Protection.

Where and by whom is it used?

It is used in a production environment, wherever workers and employees are hired. It is assigned immediately upon hiring. The code is reflected in the documents of the accounting department and human resources department. It is most often used in the following cases:

  1. When drawing up documents: employment contract, personal T-2 card, dismissal order, assumption of position. OKPDTR is entered into them.
  2. To make decisions on the payment of compensation and the application of benefits.
  3. Determining the name of the future position based on its characteristics.
  4. Entering the position into the staffing table.
  5. Providing reports on accruals to the pension fund.
  6. Assignment of a pension for length of service.

What is a job qualification directory

The Unified Classification Directory of Positions of Specialists and Employees (USC) is a list of qualification characteristics (job responsibilities and requirements for the level of knowledge and qualifications) of managers, specialists and employees, depending on the field of activity. Additional sections of the CEN are introduced by relevant orders of the Ministry of Labor. To date, the latest is Order No. 225n dated May 10, 2016, approving “the qualification characteristics of employees of military units and organizations of the Armed Forces of the Russian Federation.” The frequency of updates to the directory is not regulated by law. Thus, the document amended by the above Order is currently the qualification directory for the positions of workers and employees 2020.

What sections and blocks does it consist of?

The classifier is divided into two main sections:

  • for workers;
  • by employees.

Workers include employees directly involved in production. They do the work that results in a real product. The place of work can be a workshop, a workshop, a house under construction, etc. It is usually equipped with a large number of technical means and equipment designed for working with materials. The main resource in a worker’s work is physical strength and good health. Payment for many professions is piecework. Working hours depend on the nature of the activity. Can be installed at any time of the day. For example, road construction is carried out at night. A higher education is not required for such work.

Employees are administrative personnel. These include accountants, managers, secretaries, any other office specialists and management staff. They work with information. The main resources of an employee are intelligence, knowledge, and specialized education. The workplace is equipped with a telephone, a computer, and a fax machine on the table. The work schedule is clearly defined, established once, upon hiring, and fixed in the employment contract. Opening hours are daytime. Employees are hired for positions after graduating from university.

What does it consist of?

The two large main sections can be divided into three important blocks that are used to create a convenient table:

  • identification allows the use of an ordinal system for coding, therefore it is divided into several digits and a number for control and confirmation;
  • the names must clearly correspond to the name specified in the classifier (in order not to delay the search, they are arranged strictly alphabetically);
  • the main information section is grouped from faceted codes indicating the working number of the classifier and the position in the occupation directory;
  • clarification of professional qualities will be done by seven facets, consisting of two numbers from 01 to 07;
  • the information contains types of production, tariff categories, categories, forms of remuneration, and some other criteria.

The seventh code will tell you about the qualifications you have received and will allow you to enter the management team, if this does not contradict the regulatory documents.

For employees, special codes are also provided, including one or two characters:

  • the 10th facet is intended for the position category;
  • followed by the names of various positions (code 11);
  • The third class is completed by classes confirming qualifications (code 12);
  • There are no qualification categories for positions and you can choose between 11 and 12.

To ensure that the information is comprehensive, additional names and codes taken from other official classifiers are sometimes used.

Three blocks in classifier positions

  1. Identifying. It is a composite code that includes five consecutive digits that make up the number and one separately - the check number. The first encrypts information about the profession or position. The next four are simply a serial number in the register. The control number is determined based on a unified methodology for its calculation.
  2. With the name of the object. Each code corresponds to the name of a position or profession. It must be used exactly in the form in which it is given and cannot be changed at will by the organization using it. The names are arranged alphabetically.
  3. Informational. It contains codes called facets. They indicate the correspondence of the profession code to the tariff codes according to ETKS and the codes of the old OKZ classifier.

Facet codes reflect the following characteristics and features of professions:

  • 01 – types of work and production activities;
  • 02 – tariff categories;
  • 03 – skill levels;
  • 04 – terms of payments for labor;
  • 05 – working conditions;
  • 06 – equipping with equipment;
  • 07 – professions in production.

Encoding examples

In its structure, the OKPDTR classifier consists of two blocks - the first part is devoted to the professions of workers, the second section provides information on the positions of employees. Specialties related to administrative and managerial personnel (including employees of accounting departments, cashiers and economists, financial analysts) are presented in the second section.

Each job title according to the classifier must correspond to special identification codes.

Is it mandatory to use OKPDTR?

The need to use a classifier in relation to a specific staff unit is directly dependent on the conditions stipulated in the employment contract. And the mandatory components of this type of contract are regulated by the provisions of Art. 57 Labor Code of the Russian Federation. In accordance with the article, it must include information about the employee’s labor function:

  • a list of specific tasks required to be performed in the position;
  • work consistent with the staffing schedule;
  • speciality;
  • profession;
  • qualification.

If the norms of federal legislation provide for preferential conditions, compensation payments, limiting factors for a certain position or profession, their names must be used unchanged, in accordance with OKPDTR or other reference books and provisions of the Government of the Russian Federation containing standards. Mandatory conditions, for example, may be:

  • pension;
  • the presence of harmful or hard work;
  • additional leave;
  • inclusion of a tariff category for employees;
  • application of tariffs regarding work.

The All-Russian Classifier of Worker Occupations, Employee Positions and Tariff Grades (OKPDTR), which is an integral part of the Unified System of Classification and Coding of Information (USCC) of the Russian Federation, was prepared as part of the implementation of the State program for the transition of the Russian Federation to the accounting and statistics system accepted in international practice in accordance with requirements for the development of a market economy.

OKPDTR was developed to replace the All-Union Classifier of Worker Occupations, Employee Positions and Tariff Classes (OKPDTR) 1 86 016.

The classifier is intended to solve problems related to estimating the number of workers and employees, taking into account the composition and distribution of personnel by categories of personnel, skill level, degree of mechanization and working conditions, issues of ensuring employment, organizing wages of workers and employees, calculating pensions, determining additional needs for personnel and others at all levels of national economic management in conditions of automated information processing.

The objects of classification in OKPDTR are the professions of workers and positions of employees. OKPDTR consists of two sections:

  • workers' professions;
  • employee positions.

The first section - professions of workers - includes professions of workers in accordance with the Unified Tariff and Qualification Directory of Work and Professions of Workers (UTKS), as well as professions of workers whose rights and responsibilities are provided for in charters, special provisions and relevant regulations regulating the composition of professions in sectors of the economy .

The second section - positions of employees - was developed on the basis of the Unified Nomenclature of Positions of Employees, the Qualification Directory of Positions of Managers, Specialists and Employees, current regulations and other regulatory documents on remuneration issues, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation “On public positions of the Russian Federation” No. 32 and “On the register of public positions of federal civil servants” No. 33 of January 11, 1995.

Each classifier position consists of three blocks:

  • identification block;
  • block of the name of the classification object;
  • information block.

The identification block is built using a serial-ordinal coding system for classification objects. The classification object identification block includes five digital decimal places and a check number.

The control number was calculated in accordance with the current Methodology for calculating and applying control numbers.

Structure of the code designation of a worker's profession (employee position) in the classifier:

To code a worker's occupation, code values ​​corresponding to 1 or 3 are used. To code an employee's position, a code value corresponding to 2 is used.

The classification object name block is a unified record of the name of a specific profession of a worker or position of an employee.

In each section, the names of classification objects are arranged in alphabetical order.

The information block of workers' professions includes facet codes that characterize the correspondence of the worker's profession to the ETKS issue number (two characters) and certain positions of the All-Russian Classifier of Occupations (OKZ) OK 010-93. The last facet indicates the basic group of classes in OKZ and includes four signs.

In addition, the OKPDTR information block includes seven facets that characterize the professions of workers according to the following criteria:

  • types of production and work in accordance with ETKS releases - two characters, facet 01;
  • tariff categories - one character, facet 02;
  • qualification classes (categories) - one sign, facet 03;
  • forms and systems of remuneration - two signs, facet 04;
  • working conditions - one sign, facet 05;
  • degree of labor mechanization - one sign, facet 06;
  • derived professions - one sign, facet 07.

An example of coding according to OKPDTR for the profession of a turner:

Facet 07, which characterizes the degree of qualification of workers (senior, assistant), is used for various professions in accordance with current regulatory documents.

The information block of employee positions includes faceted codes corresponding to the position category (one character) and also certain positions of the OKZ (four characters). Three facets characterize positions according to the following characteristics:

  • job categories - one character, facet 10;
  • derived positions - two signs, facet 11;
  • qualification categories (classes) - one sign, facet 12.

A feature of facets 11 and 12 is the alternative nature of their application for various positions, since derivative positions do not provide for qualification categories. Thus, depending on the position, facet 11 or 12 is chosen.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

Between the objects of the OKPDTR and OKZ classification, connections have been established that allow each OKPDTR object to be assigned to the corresponding OKZ grouping. In general, each profession of a worker or position of an employee can be unambiguously assigned to a specific group of occupations. However, due to the fact that the concepts of “occupation”, “profession”, “position” are different, in some cases, in order to establish an unambiguous connection between OKPDTR and OKZ, it is necessary to use explanations for the groupings of OKZ. These explanations should also be used when coding derived professions of workers and positions of employees.

The composition and sequence of arrangement of facets of the information block are determined by the specifics of specific tasks solved using the classifier.

In the information block, codes and names of other all-Russian classifiers of technical and economic information can also be used as additional features.

When developing unified forms of documents that use classifier codes, a mandatory reference to OKPDTR must be provided.

The system for maintaining the classifier provides for the interaction of the Research Institute of Labor and the Central Bank of Science and Technology of the Ministry of Labor of Russia with the VNIIKI of the State Standard of Russia.

A case from judicial practice

Mr. N. worked under an employment contract as a mechanic. Changes took place in the company, and by decision of management, department N. was renamed and contracts with employees were renegotiated. N. was familiarized with the new job description against signature, but did not agree with the innovations relating to his position. He was not happy with the fact that while working as a mechanic, in addition to his previous duties, he was also required to perform the functions of a cleaner and security guard. The requirements were documented in the job description. Expressed dissatisfaction verbally. The authorities did not accept his point of view. N. filed a lawsuit because he believed that the management’s requirements did not correspond to the characteristics established in OKPDTR for the position of a mechanic.

The court did not satisfy the claim, explaining that Art. 8 of the Labor Code of the Russian Federation allows organizations to independently develop internal regulatory documents.

The job description refers to internal regulations. There are Gosstandart rules that you should rely on when creating a document. But the legislation does not establish strict rules for its development. Therefore, the employer has the right to introduce standards at his own discretion, taking into account the specifics of the company’s activities and the requirements for the position.

OKPDTR standards in some cases are advisory in nature. If, based on the nature of the activity, there is no need for them, no penalties are provided for non-use. The moments at which the provisions of the classifier must be taken into account are established by law at the federal level.

The assessment of an employee's compliance with qualification characteristics is carried out only by the certification commission. What to use - a qualification reference book or a professional standard As we have found out, an employee’s qualifications are made up of his knowledge, abilities, skills and experience. A professional standard is a narrower concept and is defined as “a characteristic of the qualifications necessary for an employee to carry out a certain type of professional activity, including the performance of a certain labor function” (Article 195.1 of the Labor Code of the Russian Federation). In addition, professional standards, unlike the CAS, can be mandatory. Corresponding amendments were made to the Labor Code by Federal Law dated May 2, 2015 No. 122-FZ.

What does the code mean?

The first number in the OKPDTR code characterizes membership in a certain classification group. Accounting job titles according to the classifier have the same initial codes.

The beginning of the code “2” means that the specialty belongs to the category of employees. You can clarify the range of tasks assigned to an employee and detail the list of qualification requirements through additional code systems:

  1. Identification codes for derived positions. For example, for deputies the numerical designation “03” is provided, for leading specialists the code “05” is entered, for the senior group of workers the numerical combination “06” is used, for junior-level specialists the code “07” is used.
  2. The qualification class is indicated by a unique code. The first level of qualification training corresponds to the code “1”, the second “2”, the third “3”, the highest “7”.

The qualifying encoding type is added to the main identifying cipher at the end. This rule applies to all employee positions. The classifier does not classify positions in trade into one group - managers and management personnel are in the group of employees, and salespeople belong to blue-collar professions, their codes can be found in the first section.
