Benefits and compensation for large families

Large families are families in which three or more minor children live. That is, as soon as the eldest of three children turns 18 or otherwise becomes an adult (for example, by marriage), the family ceases to be considered a large family. At the same time, the children themselves can be both natural (blood) and adopted.

Parents should also:

  • permanently reside in the territory of Kursk or the region;
  • not be deprived of parental rights or the right to adoption. If this happened, but after the parents regained their rights, they are not entitled to benefits and other government assistance;
  • regularly (once a year) confirm your status. They are issued a certificate of a large family, according to which they will receive benefits.

Large families are entitled to all federal payments, just like an ordinary family. They will also receive special benefits and compensation, which are a measure of government support. These include:

  • benefits when paying for housing and communal services. The size of the benefit depends on the number of children: 30% if there are 3-5 children, 45% if there are 6-8 children, 70% if there are 9-10 children and 100% if there are more than 11 children in the family. The form of ownership does not matter. If a family has several residential premises, they will receive the benefit one at a time. The benefit does not apply to solid fuel used in apartments without central heating. In this case, parents will receive the established fuel rate and delivery payment in accordance with the established rate;
  • free tickets to museums, exhibitions and parks. The family has the right to visit the museum of Kursk and the region free of charge once a month;
  • admission of children to kindergartens and other preschool institutions on preferential terms (as a matter of priority);
  • reimbursement of costs for school and sports uniforms. This can be either monetary compensation (5,220 rubles for a boy and 5,770 rubles for a girl), or the provision by the state of a free set of clothes, depending on the choice of the parents.

All of the above compensations and benefits are provided once for the entire family, except for payments for each child. For example, compensation for a school uniform can only be received once per parent.

If a family has the right to receive one type of compensation or benefit for several reasons (for example, as a large family and a single mother, a woman has the right to pay for a school uniform), then she must choose one reason, for example, to receive money as a single mother.

You can apply for benefits from the first day of adoption. If the deadlines are missed, the family can still receive money for the missed deadline, but only for six months. For example, if 8 months have passed since the birth, parents can write an application and receive money for the missed 6 months, no more

Benefits and compensation for a single mother

Single mothers are women whose children do not have a father, or rather, he is not recorded on the birth certificate. This status is not given to women whose children have a known father who does not pay child support.

Benefits provided: the right to priority enrollment of a child in a preschool educational institution on preferential terms.

Regional maternity capital

This is the amount that is paid from the local budget at the birth of the third and subsequent children and does not depend on federal maternity capital - a certificate issued after the second child. To receive regional (Kursk) maternity capital, the third or subsequent child must be born after January 2012.

The size of the capital itself is 91,844 rubles; for the birth of three babies at the same time, 122,459 rubles are paid. The money is issued in the form of a certificate, which can only be spent on certain purposes:

  • improvement of living conditions: purchase, additional payment or exchange of real estate, but only within the Kursk region;
  • connection of utility networks in the apartment or repairs;
  • payment for education for children (university, school, sections).

You can also spend money on all 3 options.

Compensation for failure to provide a place in kindergarten

In Kursk and the region there is no compensation for lack of places in kindergarten, since this benefit is regional and is not provided from the national budget. Moreover, if the refusal to take a child into a group is illegal or not justified, parents can go to court.

Compensation for parental fees for kindergarten

Only families whose average income per person is less than 1.5 times the subsistence level will be able to receive compensation for kindergarten fees. In this case, they will be able to return:

  • 20% if 1 child goes to kindergarten;
  • 50% - if there are two;
  • 70% - if three or more.

If parents receive more than the established amount, no refund will be made.

Several local payments have been created for pregnant women and mothers in Kursk and the region, which are designed to help them stabilize the financial condition of the family. The payments themselves can be single or regular, designed for parents with three children, adopted children or in another status.

Procedure for registration through the MFC

To apply for benefits at the Multifunctional Center in Kursk, the mother must come to the specified organization at her place of residence. The following documents will be required:

  • statements with the corresponding petition;
  • personal passport;
  • paper confirming the birth of a baby or the fact of pregnancy;
  • earnings certificates;
  • bank account details for calculating state aid.

You can clarify the required list of papers from an employee of the organization.
The selection of the list of documents depends on the type of assistance provided. A mother cannot always provide for her child financially on her own before giving birth and in the first months after the birth. Therefore, due cash payments should be processed in a timely manner, especially since the mechanism for receiving them is not complicated.

When will benefits be transferred? 1

Some banks have a security requirement - it is mandatory to have a landline home telephone at the registration address or at the actual place of residence. Thus, banks believe that you permanently reside in a certain place and in case of default on the loan received, they will know where to look for you.

Yes, alas, one of the reasons why banks refuse a loan is working for an individual entrepreneur. Again, I personally met with the requirement that the borrower “is not employed by an individual entrepreneur,” but there were precedents when the bank did not advertise this exact reason. Apparently, some banks believe that the work of an individual entrepreneur is not as reliable and stable as in an LLC or JSC.
