People with disabilities have the right to count on social support when flying around the country. The latter rarely exceeds 50% of the total cost. Compensation to carriers for their support program is carried out from the federal budget.

The conditions for providing assistance for air transportation are as follows:

To the metro

Since 2005, the metro has become accessible to citizens with disabilities living in Moscow. Residents of the capital with disabilities do not need to pay for anything (except for purchasing a Muscovite social card). For city guests with an officially recognized disability, a 50% reduction in the cost of using the subway is offered. The 100% discount is for those who have the specified card.   • single mothers (fathers);
  • military personnel undergoing military service upon conscription;
  • from families in which one of the parents evades paying child support;
  • from large families;
  • from student families;
  • who are disabled*.

The application must be considered within 10 working days after submission of the application with all documents. The payment is provided from the month of examination of the child at the bureau of medical and social examination and is paid until the month of expiration of the disability period (but not more than until the child reaches 23 years of age).

For students, the cost of transport near Moscow is half the price of a ticket, but you must have a social card and a document confirming that the person is receiving an education. All prices in the Moscow region are valid during the standard academic year, which begins on September 1 and ends on June 15. In the summer, the student's social card does not work, so students must pay for their travel in full.

The social card is targeted assistance, so only people who have the right to do so can use it. The exceptions are those accompanying disabled people of the first group, small children, and a disabled child. Citizens with limited mobility who require assistance are issued a special type of card. They do not have a gap between uses, which is made for regular social cards. Traveling with a social card is one of the ways to help vulnerable segments of the population, or those who, due to their duties, must move around the city a lot .

The discount is valid on trains of all categories. When purchasing a ticket for interregional express trains and Aeroexpress trains, you must also present an identification document. On the routes of JSC TSPPK and JSC MT PPK, since the end of July 2014, issuing cash-free tickets for regional beneficiaries in Moscow is possible not only on the day of the trip, but also in advance (up to 10 days).

  • pensioners

  • parent of a disabled person since childhood, studying full-time in basic educational programs in organizations engaged in educational activities - until he completes his studies, but no longer than until he reaches the age of 23;
  • parent or legal representative of a disabled child;
  • guardian (trustee), foster parent, foster carer raising an orphan or a child without parental care;
  • one of the parents (single parent) of a large family;
  • children, members of a large family under 18 years of age, studying full-time, in basic educational programs up to 23 years of age;
  • persons awarded the sign “Honorary Donor of the USSR” or “Honorary Donor of Russia”.

Necessary documents for applying for benefits

Having one ID for a federal benefit recipient does not guarantee free, fee-free movement in public transport. It makes sense to take a single social travel card (abbreviated as ESPB) with you on the road. Its meaning is that it is an expression of the beneficiary’s desire to receive services in kind and not in material form (accrual of EDV).

In order to become the owner of such a ticket, you need to prepare a whole package of required documents:

  • Passport (with registration in the region in which preferential travel in public vehicles is planned).

Where to submit

To initiate the calculation of a monthly cash payment and receive NSS (in whole or in part), you should submit an application in the prescribed form to the territorial office of the Pension Fund. Refusal on the part of executive bodies is a phenomenon encountered in practice, which can be due to several reasons:

  • the registration procedure is carried out by a citizen who obviously does not have the legal right to do so;

  • there are errors in the application and it is not drawn up in full accordance with the form.

The regulatory act – Federal Law No. 178 (“On the provision of state social assistance”) – provides clarifications on possible grounds for refusal to apply for benefits.

  2. Veterans of labor and military service.
  3. Pensioners and pre-retirees.
  4. Rehabilitated and victims of unjustified political repression.
  5. Women who gave birth and raised 10 or more children and received the status of “Heroine Mother”.
  6. Spouses of deceased Heroes of Socialist Labor and full holders of the Order of Labor Glory.
  7. Participants of the Second World War.

Preferential travel for disabled people of group 1

All residents of our country with officially established first group disability have the right not to pay for services provided by carriers. We are talking about the use of urban public transport (commercial minibuses and taxis are not included here), as well as transport providing suburban services. Beneficiaries are given the opportunity to receive a 50 percent discount if they want to use one of the modes of transportation (land, air, water) for international travel.

During the period from October 1 to May 15, the number of preferential trips is not limited; in the remaining months, you are allowed to use this benefit only once. The cost of the trip in both directions is compensated. If a citizen-beneficiary expresses a desire to go for health reasons to the place of sanatorium-resort rehabilitation, then no fee is charged for the services provided by the carrier. But this type of bonus is available only once a year.

Another important nuance is that the entire time spent caring for an old person is included in the carer’s insurance period. That is, points are credited for it, which allow you to obtain the right to receive a pension upon reaching a certain age.

How to apply for a pension increase?

Benefits in the form of an increase in pension are provided to 90-year-old pensioners. This foundation begins for them at the age of 80. Free travel for disabled people of group 2 is possible in the following vehicles - buses, trolleybuses and trams. Taxi is not included in the list of such types of transport. From October to May, you can take advantage of international travel multiple times. In other months, a restriction is imposed - you can only make the trip once. The social support program provides a discount of 50% (the type of transport does not play a key role).

In accordance with the law, citizens of this category undergo sanatorium-resort treatment once a year upon request. They also have the right to travel to the medical facility (and back). There is no charge for this.

How much is the insurance pension for group 1 pensioners?
