Caring for a pensioner: how to get benefits and experience
- The amount of benefits for caring for an elderly person is set at the federal level and is 1,200 rubles.
- When calculating the full amount, the regional coefficient is taken into account.
- A non-working citizen of working age, as well as a teenager aged 14-16 years, can undertake obligations to care for a pensioner with subsequent payment, subject to the written consent of their parents.
- The Pension Fund of the Russian Federation is responsible for the assignment and calculation of benefits.
As old age approaches, it becomes more difficult for any elderly person to take care of himself in everyday life. If the situation is aggravated by illness, the situation is even more difficult. In this case, outside support from other people is constantly required. Old people, as a rule, receive free help from their relatives. Not everyone is aware that for persons 80 years of age and older, the state provides the opportunity to receive assistance from other citizens, which is paid for by the Pension Fund.
By law, caring for a pensioner over 80 years of age is counted in the insurance period, which allows the unemployed to receive payments and not worry about the lack of official work. But for such “employment” it is important to prepare the documents correctly, know your obligations and comply with the requirements of the legislation of the Russian Federation.
To complete all questions, it is enough to come to the Pension Fund with a person in need of care or a trusted entity, fill out an application and submit a package of documents. In the future, it is important to fulfill your duties and notify the Pension Fund of all changes relating to personal data and profit. In case of violation of these requirements, compensation already issued may be recovered through the court.
How to get benefits for caring for an elderly person over 80 years of age
The compensation is credited to the pensioner's account. The transfer of funds to the guardian is made by mutual agreement. In this case, periods of care are counted in the assistant’s length of service (with the exception of “northern”), subject to documentary confirmation. In addition, during this period pension points will be accrued - 1.8 for each year.

Since old age implies deterioration in a person's health (both physical and mental), he needs daily care. Caring for an elderly person is not an easy task; you need to be not only mentally and physically prepared for this, but also have certain knowledge. Not everyone knows that caring for an elderly citizen is paid from the state treasury. True, this can hardly be called remuneration, since the payment is more like light compensation. This benefit is intended for persons caring for disabled citizens, which include elderly people over 80 years of age. The category of disabled citizens in need of care (except for elderly people over 80 years old) includes:
- disabled people of the first group, not counting disabled people of the first group since childhood;
- people of retirement age who need daily care according to a document received from a medical institution.
The number of legal acts regulating relations in caring for an elderly person includes Decree of the President of the Russian Federation No. 1455 “On compensation payments” and Decree of the Government of the Russian Federation No. 343 “On monthly compensation payments”. The benefit is paid monthly in the amount of 1200 rubles.

It is allowed to arrange supervision and receive a care allowance for this:
- disabled person of group 1;
- an elderly person over 80 years of age who has a medical certificate indicating the need for supervision.
This payment is established by Decree of the President of the Russian Federation dated December 26, 2006 No. 1455.
A package of documents must be provided to the Pension Fund on behalf of the person who is going to provide care, and on behalf of the elderly person himself. Usually the ward and the trustee come to the Pension Fund together.
To receive benefits, the following documents are provided to the Pension Fund:
- a statement from the trustee indicating the place of residence and the start date of care;
- passport;
- the pensioner’s statement of consent to be looked after by the person arranging patronage;
- documents confirming that the potential trustee does not work or receive income.
There are several options for how to apply for benefits:
- come directly to the Pension Fund branch and submit documents in person;
- take them to the MFC;
- send by mail;
- apply via the Internet.
Thus, the answer to the question whether it is possible to arrange care for an elderly person over 80 years old through the MFC or is it mandatory to appear at the Pension Fund of the Russian Federation - yes, it is possible, the package of documents required is the same, but you will have to wait two working days longer for an answer - for some time It will take the transfer of the applicant’s papers from the MFC to the Pension Fund and back.
Registration via the Internet involves accessing the official website of the Pension Fund of the Russian Federation.
An important question: how to apply for benefits for caring for an elderly person over 80 years of age through State Services and is this allowed at all? On the government services website there is no possibility of submitting documents for this payment, but to enter the personal account of the Pension Fund of the Russian Federation, you need an account from the unified government services portal - this is a unified system of government websites. Moreover, users of the single portal have the opportunity to easily go to the Pension Fund website. Just go to the PFR page on the State, in the “Website” line, click “Go”.
Payment is calculated from the month when the person applied for it to the Pension Fund. The application is considered within 10 days, the benefit is 1,200 rubles, the amount of the benefit for caring for an elderly person over 80 years of age remains unchanged in 2021. At the same time, in connection with the coronavirus, during its first wave, by decree of the Russian government, additional measures were introduced to support people who took care of elderly people in need of care, but these measures were temporary and are no longer in effect.
An important question is whether the length of service is valid and how much they pay for caring for an 80-year-old pensioner - yes, in addition to the monthly payment, the caregiver is awarded pension points. For each year - 1.8 points. They are included in the length of service when calculating pensions. Thus, there is no special procedure for how to arrange the care of an 80-year-old pensioner so that the length of service is applied - it goes in any case.
Payment will be denied if you work or are engaged in any activity that is included in the insurance period. You cannot claim payment if you are receiving unemployment compensation. The pensioner will also not be able to care for anyone and receive this subsidy, since he is already receiving a pension.
IMPORTANT! The rules for processing payments have an important condition: if you got a job or received a one-time remuneration, notify the Pension Fund employee about this within 5 days. In case of permanent income, the payment will be withdrawn from you, and if the income is one-time - only for the month in which it was received.
The additional payment for caring for an elderly person is 1,200 rubles. The money is paid every month to the pensioner’s account (in the same place where his pension is calculated). He then transfers the amount to the assistant.
For people who live in the Far North and equivalent regions (“northerners”), the amount of payments is higher, since due to difficult climatic conditions they incur additional material costs. The amount is calculated individually in each locality based on the regional coefficient.
If care is provided for several pensioners who have reached the age of 80, the amount is multiplied by their number.
For example, in your region they pay 1,200 rubles for caring for an elderly person. When caring for two elderly people, you will receive 1200×2 = 2400 rubles. There are no restrictions on the number of persons cared for.
You can spend money as you wish.

At the same time, if a citizen who has provided care for a pensioner gets a job, receives a pension or receives unemployment benefits, he is obliged to notify the authority that assigned the care payment about these changes. Notification must be made within 5 days from the date of occurrence of such circumstances.
Russians who care for group I disabled people and elderly citizens in need of constant assistance will not have to provide a number of documents to the Pension Fund of the Russian Federation. In particular, Pension Fund employees must obtain information that the applicant is not working or receiving unemployment benefits themselves from federal information systems. This was reported on the website of the Cabinet of Ministers on March 2, 2021 after Mikhail Mishustin signed the corresponding Government resolution.
The payment is assigned for each citizen accepted for temporary residence in the period from April 1 to June 30, 2021. A bill on payments for elderly care was introduced into the State Duma
According to the Federal Law “On Insurance Pensions” No. 400 F3, the period of caring for a pensioner over 80 years of age is counted in the insurance period if the carer worked previously or went to work immediately after that. If a person has never worked and does not plan to, he is not entitled to seniority. In addition to length of service, pension points are awarded at the rate of 1.8 points per 12 months. If a person takes care of two or three pensioners aged 80 years and older, his insurance period will still be counted the same as for one.
Any able-bodied citizen who has no income can apply for payment for caring for disabled elderly people:
- a non-working person who is not registered with the employment center and does not receive benefits there;
- a full-time or part-time student (a scholarship, if he receives one, is not considered income);
- minors over 14 years of age with the written consent of one of the parents and permission from the guardianship authorities (in this case, teenagers should not have a criminal record, drug or alcohol addiction).
The caregiver can be a relative, acquaintance, or neighbor of the pensioner—there are no restrictions in the law on this issue. The main thing is that he resides on the territory of the Russian Federation. Also, cohabitation is not required - even registration can be in different areas or cities.
At the same time, they cannot arrange care for an elderly person:
- pensioners - pension is equal to income;
- persons who are undergoing military service in the army;
- individual entrepreneurs, even if they temporarily have no income.
The law does not list duties of care. This could be help with purchasing food and medicine, cooking, cleaning, washing, ironing, bathing, etc. A sincere conversation can also be considered caring.
To make the task feasible for a person who is going to take care of elderly people over 80 years of age, it is better to discuss the terms of reference in advance. Moreover, a pensioner can pay extra to his assistant, or keep part of the money from the compensation for himself.
Documents are drawn up in the pension fund. You need to come to the local branch together with the pensioner (to the place where he receives his pension). The one who is going to provide care writes an application for monthly compensation. In turn, the pensioner writes a statement of consent to provide care for him.
If it is not possible to come together (for example, an elderly person cannot walk or has been sick for a long time), you can provide a notarial permission from him or call the Pension Fund mobile client service.
An application for an incapacitated pensioner can be submitted by his legal representative if he has documents confirming his authority.
How to arrange care for an elderly person over 80 years old?
The pension fund considers the application within 10 days, but the payment is assigned from the month in which the applications were submitted, but not earlier than the day the right to compensation arises. That is, if an application was submitted to provide care for a pensioner over 80 years of age on April 29, compensation will be received for April in full (1,200 rubles). If on the same day, April 29, an application was submitted to provide care for a pensioner who turned 80 only on April 14 of the current year, the amount of payment will be recalculated. Then for April you will receive 680 rubles (in 17 days, since previously an elderly person was not entitled to care and compensation for him, because he was not yet 80 years old).

Package of documents for granting benefits (provided by the ward and the citizen caring for):
- passport;
- employment history.
In addition, consent to provide care is provided, depending on the situation: a certificate stating that unemployment benefits and a pension are not assigned to the caregiver, a certificate of completion of full-time training.
Is caring for an elderly person over 80 years of age included? Yes, it is included, but only through insurance.
Reviews about this benefit are different, much depends on the relationship with the ward, because the law does not explain the concept of “care” and what it includes. The benefit is terminated upon employment and improper performance of assumed duties.
The amount of benefits for caring for an elderly person over 80 years old is 1,200 rubles. The payment increases if the regional coefficient is applied. For example, in Kem, where the regional coefficient is 1.4, the benefit is 1,680 rubles, in Pudozh (coefficient is 1.3) - 1,560 rubles. If a citizen providing care finds a job, he is obliged to report this to the Pension Fund.
To arrange care for an elderly person over 80 years of age, you can contact the Pension Fund client service. Applications are submitted by:
- the citizen who will provide care submits an application for a monthly compensation payment;
- the elderly person for whom care is being established submits an application for consent to it.
To register care and assign payment, you must present your passport and SNILS. For a student over 14 years of age, a certificate from the place of study will be required.
Helping the elderly is not only a troublesome task, it is an even greater responsibility and hard work. Patronage of an elderly person over 80 years of age implies the organization of meals, household, household and hygienic services by a person who has voluntarily taken on such work. Different disabled people require different types of help depending on their health status. Some lonely people need more human attention, help with cleaning and buying groceries, others need support at a different level.
Often, pensioners draw up contracts with their assistants, which spell out the responsibilities and scope of assistance. Receipt of monetary compensation is accompanied by the performance of duties:
- pay bills (utility, tax, etc.) from the ward’s own funds;
- buy necessary products, clothes, shoes, hygiene items;
- help with everyday matters (cleaning the premises, personal hygiene procedures);
- buy prescribed medications and ensure they are taken on time;
- Cook;
- regularly measure biomarkers - indications that require monitoring (pressure, blood sugar, temperature, heart rate);
- send and receive correspondence.
Current legislation does not introduce a definition of the concept of “guardianship over an elderly person with the right to inherit his property.” This means that automatic inheritance of the ward’s housing by the person caring for him is not expected. If an elderly pensioner independently decides to leave his property (part of it) to an able-bodied assistant as an inheritance, then it is necessary to write a will.
For caring for elderly people over 80 years of age, compensation of 1200 rubles is paid. The amount is established by the President by Decree No. 175 of February 26, 2013. The money is transferred to the assistant by an elderly person. The amount of compensation increases by the regional coefficient at the place of residence of the pensioner. Payments are provided for each ward person. So, if a citizen helps two pensioners, the monthly amount will be double the amount of 1200 rubles, that is, 2400 rubles.
The amount is not so large and mostly family members receive payments for caring for a relative over 80 years of age. Indexation for this type of benefit is not provided for by law. The application of the regional coefficient corresponds to the indicator that is used to increase pensions for residents of the territories:
- the Far North and regions equated to it;
- with a difficult climate;
- others – where additional costs (financial, physical) are needed to ensure normal life.
Registration of care for a pensioner over 80 years of age is possible if specific conditions are met. The state requirements for a person caring for an elderly citizen are:
- citizenship of the Russian Federation;
- permanent residence in Russia;
- ability to work under pension legislation;
- lack of income from labor and entrepreneurial activities (no transfers of insurance contributions to the Pension Fund, no registered individual entrepreneur status);
- absence of registration as unemployed in the employment service with payment of unemployment benefits.
Any entrepreneurial activity of the guardian (for example, lawyer, security) is regarded as work if he has a valid individual entrepreneur status, even if the non-working entrepreneur temporarily has no income at the time of receiving payments. Students/pupils can receive compensation, since study is not included in the work (insurance) period, and student scholarships are not counted as income.
In addition to students, payments can be received by housewives and women who, while on maternity leave, receive benefits from social security authorities, since the employer does not maintain a job for them. The age limit for citizens caring for the elderly is legally limited. This opportunity is available to Russians who are already fourteen years old. For such a group of young people, it will be necessary to confirm the consent of the parents and the guardianship and trusteeship authority for the provision of such a service.
Caring for a grandparent over 80 years of age involves a simple registration procedure. Helping the elderly and disabled requires a certain psychological endurance and skills, representing self-sacrifice to the detriment of one’s interests. When appointing an assistant, preference is usually given to relatives and friends. To begin the procedure, the ward gives the person caring for him written consent to receive and pay for such assistance.
Afterwards, the potential assistant needs to contact the territorial branch of the Pension Fund with an application, which can be submitted in person or remotely through the State Services Portal. The required documents are attached to the application. The entire package is accepted by a fund specialist, who is obliged to issue an official receipt indicating that he has accepted the documents for consideration.
How is experience calculated?
At the same time, the period of receiving compensation is taken into account in the personal account of the caregiver without a declaration. This means that the state controls everything, and it must be notified immediately of any changes, otherwise the money paid for caring for the pensioner will be forced to be returned by court decision.
What changes must be notified to the pension fund?
For people who live in the Far North and equivalent regions (“northerners”), the amount of payments is higher, since due to difficult climatic conditions they incur additional material costs. The amount is calculated individually in each locality based on the regional coefficient.
Payment of compensation is terminated for certain reasons, not limited to the cause of death of one of the persons. If situations arise (listed below), the caregiver must immediately report the circumstances to the Pension Fund. Sometimes people just forget about it. Such irresponsible forgetfulness leads to improper payment of amounts, which is fraught with the formation of debt to the state. Five days are allowed for notification. You can choose the sending method in the same way as when submitting an application - in person or remotely.

Come together to the pension fund. To apply for care, you need to come with the pensioner to the Pension Fund office, where the pensioner receives a pension, and write applications. To the pensioner - about consent to care, to you - about the assignment of compensation.
The main thing in 20 seconds
Be honest with your pension fund. The Pension Fund does not check how you care for a pensioner, but this does not mean that the state does not control you. You must notify the state of any changes, otherwise you will be forced to return the money due for care in court.
If an elderly citizen makes a request independently and the reasons for appointing an assistant are compelling, the law sets a deadline for appointing a guardian equal to 30 days from the date of application.
The procedure for registering guardianship and compensation is simple and includes the submission of applications from both parties along with a package of documents - it includes medical reports, information about the ward and the guardian, confirmation that the assistant does not have the status of an unemployed, officially employed, or individual entrepreneur. To obtain guardianship, the assistant must also not receive pensions or social benefits, be in military service, and there should be no obstacles for minors from relatives and representatives of the guardianship authorities. In the latter case, care is allowed only for a competent elderly citizen. This brings mutual benefits to the older person and the teenager, who becomes more responsible and tolerant in the process of interacting with the older person.
Agreement signed by the parties
- They don't pay income tax.
- When purchasing real estate, they have the right to receive a tax deduction.
- They pay a reduced land tax - 10,000 rubles less in comparison with the amount provided by law.
- There is no obligation to pay property taxes for owning real estate. If a person goes to court with a property claim, the value of which does not exceed 1 million rubles, he does not need to pay a state fee.
- In some regions, motor vehicles are exempt from tax if the vehicle's power does not exceed 100 hp. With.

Caring for a pensioner over 80 years of age: documents for registration
Ten working days are allotted for consideration of the submitted documentation package. If the application is rejected, the Pension Fund must notify the applicant no later than five days after the decision is made, explaining the reason for the negative result and the procedure for appealing the decision. Three months are given to submit missing required certificates and documents. The month of acceptance is considered the month of application. Payments are assigned from the month when the documents were transferred, but not before the grounds for compensation arise.
If you are officially caring for an elderly grandparent, then this gives you several advantages:
- Cash reward. Its size is 1,200 rubles. The amount, although small, is accrued every month. If care is arranged “fictitiously”, i.e. no one is caring for the elderly person, the money is usually left to him or divided between the parties.
- Accrual of length of service and pension points. This is an excellent opportunity for a student or unemployed person to gain additional work experience (it will be equal to the time of care, i.e. if you have been providing care for 3 years, then that will be counted). Also, to form a future pension, pension points are awarded - 1.8 points for each calendar year.
By the way, there are no legal restrictions on the number of people you can care for. It could just be your grandma or 3 elderly neighbors. In this case, payments for each are made separately, and length of service and pension points are awarded as for one.
Example. Sirotina arranged care for her grandmother. A year later, 2 more elderly neighbors were included in the number of people under care. How will this affect pay and length of service? The remuneration will increase 3 times, i.e. instead of 1,200 they will pay 3,600 rubles. per month, but the experience and points will be the same as when caring for 1 grandmother (1 year of care = 1 year of experience, for each year - 1.8 points).
To accrue length of service, there is one important condition - before or after registration of leave, a person must work at least for some time. The lack of official work deprives you of such a preference.
There are payments for care, albeit not large ones. They are made monthly. Some are interested in who exactly will receive the money. Financial assistance is transferred to the pensioner along with the pension. And only then he himself gives all or part of the money to the caregiver - depending on your agreement (a pensioner can keep the entire payment for himself, for example, if a student grandson takes care of his grandmother and leaves her money as additional financial assistance).
By the way, if desired, a pensioner can pay extra for care from his own money - it’s up to him to agree.
The legislation strictly defines the requirements for a caregiver, a list of categories of persons whose care allows them to receive additional remuneration. But the list of responsibilities in each specific case is determined individually. Moreover, no one will conduct an inspection.
Difficulties usually arise if the care agreement assumes that the pensioner will actually be cared for. When entering into such a relationship, remember that the older person may require more services than previously determined. For example, if additional funds are needed to recover after surgery. If you don’t want to spend even more money, terminate the previously concluded care agreement by contacting the Pension Fund (the consent of the other party is not required).
The assignment of payments is within the competence of the Pension Fund. Therefore, registration takes place through its territorial office (contact the department where the pensioner receives his pension). You need to go in person or send an official representative with a power of attorney certified by a notary.
For older citizens who find it difficult to move independently, there is a free service to call the Pension Fund mobile client assistance - an employee will come to your home and arrange everything.
Payments are calculated from the month in which the agreement was drawn up. In the future, they will be transferred along with the pension (to a bank account or another way).

- A document from the tax service proving that the person does not carry out any entrepreneurial activity.
- Consent of his parents and state guardianship structures in writing (for citizens from 14 to 16 years old).
In modern legislation there is no such thing as “caring for an elderly person giving the right to inherit his property.” This means that the ward’s housing and other property does not fall into automatic inheritance by the person organizing the medical services. A pensioner can independently decide to inherit his property (or part of it) to his assistant; for this he needs to draw up a will.
Requirements made to the person providing supervision.
- I use the ward’s funds to pay bills (taxes, utilities, etc.)
- Make necessary purchases such as food, clothing, hygiene and medicine.
- Provide all household assistance (clean the room, help with hygiene procedures).
- Monitor compliance with the measures prescribed by the doctor (timely use of medications).
- Preparation of food and assistance in its consumption.
- Monitoring the condition and recording changes - checking blood pressure, blood sugar readings, body temperature, pulse rate.
- Sending and receiving all correspondence.

How to apply for care benefits for a pensioner over 80 years of age?
Absolutely anyone can provide care for the elderly and disabled. As a rule, in most cases, assistance to the elderly is provided by a relative. However, if relatives are absent, for certain reasons they cannot or do not want to care for elderly people, such responsibilities can be assumed by any citizen who agrees to this and with whom the elderly person has reached an agreement.
A citizen caring for a pensioner over 80 years of age receives an insurance period. This rule is established by clause 6 of part 1 of article 12 of the Federal Law “On Insurance Pensions”. However, it is observed under one condition - before taking on caregiving duties, the citizen had to work. At the same time, the employer had to pay the insurance premiums provided for by the current Russian legislation for the worker during periods of his work. In other words, if a person has not worked a day and has no insurance experience at all, then he will also not be accrued experience for care. Whether the citizen had a break in his service does not matter; the very fact of its existence is important.
Citizens helping the elderly are entitled to compensation for caring for an 80-year-old pensioner, a disabled person or a disabled person who has reached retirement age. It is established at the federal level, so its size is the same throughout the country and amounts to 1,200 rubles as of 2021.
The care allowance is paid to the pensioner for whom it is provided in the form of a pension supplement. What part of the money received as compensation the pensioner decides to transfer to the caregiver is determined by agreement of the parties. So, all the funds may be transferred to him, or nothing may be transferred at all. The law does not regulate relations directly related to this.
So, the benefit is really “merely”. But if you provide care for several grandmothers at once, you can receive several thousand rubles a month - the number of grandmothers is unlimited. Plus, the assistant receives insurance experience and pension points. And if you provide care in good faith, you’ll see that your grandmother will throw something else on top of the allowance. Or at least feed him.
An additional payment for housing and communal services is assigned to pensioners whose monthly income is less than the established minimum in the region of residence. To apply for a benefit, you must contact the social security authority and submit a corresponding application. You can also use (MFC) or the government services portal.
The amount of compensation is calculated individually and is determined depending on the total family income, as well as the amount of payment for the use of services. This benefit is issued only if the following conditions are met:
- the residential premises (house or apartment) are owned by the pensioner or rented by him in accordance with the rental agreement;
- the amount of rent exceeds 22% of the total income of all family members registered in this living space, or from the pension benefit;
- absence of debts on utility bills and their timely payment.
A set of benefits for pensioners over 80 years of age
Compensation payments for care are not the only benefit that can be received from the state in old age.

How to apply for an internship to care for a pensioner
Below we will look at how to apply for experience caring for a person of retirement age, what documents to prepare, and how much you can get if you look after an 80-year-old pensioner. Let's talk about what needs to be done and what events are important to notify the Pension Fund in a timely manner.
Review of the application and final response take no more than 10 days. If the answer is positive, the applicant can begin to fulfill his duties in caring for the pensioner. Any negative response must contain reasons for this refusal. If the application is refused for technical (not fundamental) reasons, then the applicant, after eliminating the comments, can submit a request again.
The older a person gets, the more difficult it is for him to independently perform seemingly simple actions of self-care and self-sufficiency. In addition to directly advanced age, various diseases can also play a role, which are also a factor that complicates the ability to lead a normal lifestyle.

The following is no less important. The role of care provider does not necessarily have to be a relative. Anyone who wants to help those people who need this help can register their intentions at the Pension Fund branch. And if there are no legal obstacles, then he will be able to begin work caring for partially independent or dependent elderly citizens.
At the same time, if a citizen who has provided care for a pensioner gets a job, receives a pension or receives unemployment benefits, he is obliged to notify the authority that assigned the care payment about these changes. Notification must be made within 5 days from the date of occurrence of such circumstances.
However, the provision of documents specified in paragraphs 3-5 is not mandatory. According to clause 6.1 of the “Rules for making monthly compensation payments...”, the department can request these documents independently through interdepartmental interaction channels. The person arranging care for a pensioner provides them only on his own initiative.
What documents are needed to register caring for an 80-year-old pensioner?
- Certificate from the educational institution about full-time study;
- Permission from one of the parents (custodian or adoptive parent) and the guardianship and trusteeship authority to care for a pensioner in his free time from school.
If you are a student or teenager and have an official part-time job, undergo an internship and earn money from it, then you will not be able to apply for leave. And if such income is hidden, Pension Fund employees will still find out about it and demand the return of the money paid for a specific period.
