Employee certification: why is it needed?
Certification is carried out to determine the qualifications of personnel. The procedure facilitates the assessment of practical and theoretical knowledge. It is easier to plan for unforeseen circumstances.
This is a useful procedure that allows you to take timely measures to eliminate shortcomings in the work of subordinates. Based on the results, they are sent to retraining courses and fired. The last measure applies to those who have identified deficiencies in their work.
For organizations, for the most part, certification is considered a purely voluntary procedure. The law establishes it as a necessity only for the public sector and some private commercial organizations.

Form of certification sheet: judicial practice
The form requires the signature of the certified employee to familiarize himself with the sheet. Violation of the registration in this part may lead to the reinstatement of an employee dismissed on the basis of certification at work. At the same time, if the employer can prove that the absence of a signature was due to the actions of the employee himself, appropriate conversations were held with him and he was invited for certification, then the courts will refuse to satisfy the demands for reinstatement (appeal ruling of the RF Armed Forces dated 02/07/2017 No. APL17-14) .
In addition to the labor relations themselves, forms of certification sheets are found in judicial practice as evidence of confirmation of the proper qualifications of experts (resolution of the 15th Arbitration Court of Appeal dated June 16, 2017 No. 15AP-5391/2017 in case No. A53-29419/2016).

So, the certification sheet is drawn up for specific employees based on the results of the certification. In this article, a sample of filling out an attestation sheet has been provided for download. At the same time, individual certification provisions (for state and municipal employees, employees of state enterprises and institutions) may contain their own requirements for drawing up sheets.
It is important that the sheets are signed by the persons conducting the certification and the employee in respect of whom it was carried out, and that they are compiled and stored in compliance with the legislation on the protection of personal data.
One of the main stages of the certification procedure by company personnel is filling out certification forms for compliance with the position held. Filling rules
A unified, mandatory document template for this area has not yet been developed. But there are rules that remain effective for the majority. The required information includes:
- Date of.
- Information about the employee for whom the check is organized. Full name and position are required. The main thing is that the titles and job responsibilities comply with accepted local regulations.
- Afterwards, control questions are recorded. They are usually related to what the employee does in practice.
- Answers.
- The conclusion itself is from the commission.
The certification sheet records any comments from inspectors when the need arises.
Document structure
The immediate purpose of the certification event affects the content and form of the sheet, the design and approval of which can be carried out directly by the certification commission. In addition, this document is an integral appendix that is assigned to the organization.
For example, an employee’s assessment can be carried out both with the aim of increasing his level of qualifications and with the aim of establishing his suitability for the position held.
The structure of the sheet will include the following sections:
- Personal information about the certified employee.
- Information about his education.
- Work experience, as well as position held in the company.
- Questions for the employee and his answers to them.
- The decision of the certification commission and recommendations.
For whom certification cannot be carried out?
For some organizations, certification has become an ordinary event, periodically carried out for all relevant specialists. Compliance with the requirement is not related to the employee's qualifications. Long experience, scientific degrees are additional conditions under which certification must be completed regularly. But the law protects some citizens from such procedures.
The rule applies to:
- Persons on long-term sick leave.
- Full-time students, during the first year after going to work.
- Women caring for children under three years of age.
- Employees who have worked in their specialty for less than a year.

For a medical professional
Medical workers have a special responsibility for the health and life of the population. Therefore, periodic certification for this category is mandatory by virtue of Order of the Ministry of Health No. 240n, which contains recommended samples of all forms, including the certification sheet.

Prosecutor's officers have class ranks, assigned again based on the results of certification. At the same time, the procedure for assessing this category is carried out in accordance with the norms of Order of the Prosecutor General's Office of the Russian Federation dated June 20, 2012 N 242, which, in addition to the procedure, also approved the certification sheet.
For bank employees
Commercial structures, including credit institutions, within the framework of the law, also undergo periodic certification for compliance with the position held by virtue of internal and industry orders, by which the form of the certification sheet is approved.

By virtue of Order of the Ministry of Education and Science No. 538, certification of scientific workers is mandatory and is carried out in the manner determined by the specified act using a standard certification form.

Workers of culture and art are subject to mandatory certification along with other workers in other fields.
Thus, the procedure for assessing the professional suitability of this industry is regulated by the norms of the Letter of the Ministry of Culture of the Russian Federation No. 7790/44-04-ПХ, which approved both the procedure itself and a number of documents drawn up during the certification process, including the sheet.

For state and municipal employees
By virtue of the provisions of Art. 48 Federal Law dated July 27, 2004 N 79, as well as Article 18 Federal Law dated March 2, 2007 N 25, state and municipal employees are subject to mandatory periodic certification, during which a number of documents are drawn up, one of which is an assessment sheet.

Certification: general procedure
Before starting, the enterprise issues an order. Then, on its basis, a special commission is assembled. It includes at least three people representing the following categories:
- The head of the enterprise, or a person with authority to act on its behalf.
- The one who heads the structural unit.
- Other employees whose level of education and qualifications are sufficient to participate.
Sometimes a third-party specialist is involved in such checks. This is an expert in the same field as the employee himself.
After appointment, members of the commission begin their direct duties.
Certification is in many ways similar to exams. The employee is asked a large number of questions that need to be answered. Depending on the results of interviews in this format, a conclusion is drawn up. Conducted individually or in relation to entire groups of employees.
Without a strict, attentive attitude, the procedure will not produce results. Conclusions based on the results of the audit may be the basis for promotion or reduction in the positions of wards.
The likelihood of repeating the inspection increases if any violations are discovered. If an employee does not agree with the results, he has the right to appeal the decision to a higher authority.

The certification sheet, in particular, includes:
- data allowing to identify the employee (date of birth, last name, first name and patronymic);
- information about education and work experience, including with this employer;
- information about certification and recommendations based on its results;
- date and signatures of the persons conducting the certification;
- date and signature of the employee in respect of whom the certification sheet was drawn up.
Design features are determined by specific certification provisions.
For sheets of municipal employees in Moscow, it is mandatory to indicate specific questions to the person being certified and the answers received (Appendix 3 to the standard regulations on the certification of municipal employees of local governments, municipal bodies of intra-city municipalities in Moscow, approved by the law of Moscow dated October 22, 2008 No. 50).
In the sheets of the healthcare sector of St. Petersburg, work experience in medical and pharmaceutical organizations is indicated (Appendix 3 to the administrative regulations of the healthcare committee for the provision of public services for organizing the assignment, confirmation or removal of qualification categories..., approved by order of the healthcare committee of the government of St. Petersburg dated October 31, 2016 No. 439-r).
Drawing up regulations on certification
Such a document is drawn up by the head of the enterprise. It should include the following sections as standard:

The regulation is one of the local regulations. It is developed for each organization, taking into account the basic labor conditions. All employees should be made aware of the terms of the policy when its development is completed.
Regulations on employee verification
The commission is responsible for developing regulations on certification, but subject to close cooperation with the personnel service. A pre-prepared version of the text is subject to coordination and approval by the management of the company.

The assessment process, information about the person being checked - this is what is entered into the protocol. For this reason, it is assigned the role of one of the main documents in this process. Therefore, employers are allowed to independently create a form that is most convenient for practical work.
