Since 2013, the Government of the Russian Federation has been gradually replacing qualification reference books with modern regulatory documents - professional standards. Thus, the active implementation of these legislative acts into labor activity began only in 2016, when the use of professional standards became mandatory for a number of enterprises. Their popularization necessitates making adjustments to local documents of organizations. In particular, we are talking about job descriptions for those categories of employed citizens who fall under the scope of the standards.

The importance of professional standards for drawing up job descriptions

Based on Art. 195 of the Labor Code of the Russian Federation, a professional standard is a specialized document regulated by the Ministry of Labor of the Russian Federation, which reflects the characteristics necessary for a specific position, the level of skills and education.

At the moment, the tariff and qualification reference books approved by the RF Government No. 787 of October 31, 2002 are still relevant. However, since the beginning of 2020, active work has been underway to replace such reference books with professional standards. However, until the directories have been officially canceled, employers have the right to use them as a basis for drawing up job descriptions.

Thus, drawing up job descriptions in 2020 according to professional standards is necessary when:

  • the work process involves the subsequent receipt of certain benefits or compensation payments;
  • The text of the professional standard specifies special conditions for a specific position.

In addition, the legislator gives the manager the right to choose: reflect the provisions of the standard in the text of the employment agreement or in the instructions. It is also required to indicate whether the professional standard is mandatory. To understand which professions fall under the designated regulations, you need to familiarize yourself with the directory of professional standards by position. If not, the employer may perceive its provisions as guidelines. If such a document is mandatory, its provisions must be reflected not only in the instructions, but also in the employment contract. At the same time, the reflection in the instructions is the initiative of the head of the enterprise.

The procedure for drawing up a job description in accordance with professional standards

The procedure for preparing such a document consists of the following steps:

  1. First of all, you need to create a template for the job description. The law does not provide for a fixed form for such a document. Therefore, the employer must have a standard form for such papers. The procedure for making adjustments to the instructions is also fixed in the local regulatory act.
  2. The document is issued for each person corresponding to the described position. Thus, the next step is to analyze the tasks and functions of a specific profession. The necessary tasks should be taken from the list of professional standards positions.
  3. When drawing up a draft document, it is extremely important to familiarize the employee with the provisions of the standard. Thus, an employee needs to know the draft instructions when applying for employment, as well as when changing positions.
  4. Next, the text of the document is generated. Its presentation should be concise, informative and not contain extraneous information.
  5. After drawing up the text of the instructions, its draft is submitted to the manager for possible edits and approval.

Procedure for compilation

The basic requirements for the job description are as follows:

  1. It is formed based on the requirements, functions, and main tasks of the department in which the employee is hired. The law does not regulate the clear form of this document, so the employer independently approves it, as well as the procedure for making changes to it.
  2. It is necessary to draw up instructions for each position that exists in the organization. In this case, the instructions are impersonal.
  3. Before an employment contract is concluded with an employee, it is necessary to familiarize him with the instructions in the following cases:
      employment with an employer for the first time;
  4. transfer to another position;
  5. offers of vacant positions.
  6. The document must have a clear, concise structure and reflect the main functions, tasks, and powers that are assigned to the employee holding a particular position.
  7. The document is approved by the head of the organization without the consent of the trade union bodies.
  8. When registering, it is necessary to use the details established for forms that are internal documents (Resolution of the State Standard of the Russian Federation “On the adoption and implementation of the state standard of the Russian Federation” dated 03.03.2003 No. 65-st together with GOST R 6.30-2003 “State standard of the Russian Federation. Job description structure based on professional standards

The recommended structure of the job description in accordance with the professional standard consists of the following points:

  1. The name of the organization, as well as the department to which the described position is assigned.
  2. General information about the enterprise and the department in which the subject works.
  3. Subordination structure at the enterprise.
  4. General information about the employee's position.
  5. Data about the work, its brief characteristics.
  6. Description of possible methods of personnel replacement.
  7. The main tasks of the employee in this position, as well as a description of responsibility for violations of the labor process.
  8. Subordinate rights.
  9. Responsibilities that an employee must perform during the production process.
  10. Existing methods in the organization for assessing the results obtained based on the fact of work activity, as well as the criteria for these methods.
  11. The most common contacts with other enterprises and persons that an employee will need in the performance of work duties.
  12. Information on the distribution of documentation among employees.
  13. List of documentation required for registration by the employee.
  14. Fixed operating mode. This implies the distribution of working time, breaks, vacations, as well as remuneration, ensuring workplace safety, etc.
  15. Conditions for formalizing business relations.
  16. A list of reasons due to which an employment agreement may be terminated or annulled. The possibility of unilateral termination of the contract and the reasons for this are also indicated.
  17. Special conditions. This includes the employee’s personal qualities, dress code, distinctive features required for the position, etc.

How to read professional standards?

Professional standards reveal the professional activities of specialists who are at different qualification levels and are connected by a common task, for example, managing an organization (division of an organization) operating in the field of physical education and sports. The corresponding professional standard[7] applies to both “simple” positions (“director of sports work”, “director of a sports club”, “director of a tourist sports club”, “head of a mountaineering station”), and to positions requiring a very high level qualifications (“general director (director) of the resource resource, “head coach”, etc.).
