Order No. 541n: document status
In order to establish requirements for medical personnel, about ten years ago in Russia, Order of the Ministry of Health dated July 23, 2010 N 541n was adopted. This regulatory document approved the current version of the Unified Qualification Directory, which contains requirements for the presence of special skills and knowledge for different categories of medical personnel.
Because, as noted, this area is rapidly evolving, the document is regularly reviewed and updated. This is done to ensure that the requirements it contains are relevant to the current state of the industry. For example, the latest changes to it were made by order of the Ministry of Health dated April 9, 2018 N 214n. The main part of this document is the appendix to it: this is the directory of positions and professions in the field of healthcare, indicating the qualification requirements for each of them.
Regulatory documents used to draw up job descriptions.
In the previous material, we drew attention to the fact that the rights and obligations of an employee specified in relation to working conditions are among the additional terms of the employment contract, that is, they are not subject to mandatory inclusion in the contract. In addition, in a number of cases, for a certain type of responsible work, it is not advisable to clutter the text of the employment contract with a list of everything that the employee must perform daily. Therefore, in practice, the job description becomes the document on the basis of which, in the future, the employee can be “asked” to perform the assigned work for the position held.

In this case, the requirements for advance written notification to the employee must be met. And only after the employee has agreed to continue the employment relationship, changes are made to the job description. If the instruction is an annex to the employment contract, it is advisable to simultaneously amend the employment contract and the job description by preparing an additional agreement.
