What kind of compensation is this anyway?

In accordance with Russian legislation, parents who pay fees for kindergarten are entitled to compensation for part of the parental fee

. It is calculated as a percentage depending on the number of children and the days during which the child was in kindergarten.

The amount of compensation is approved by regional regulations, but federal legislation establishes minimum values, which we will discuss later. In addition, regions have the right to establish their own benefits for certain categories of families.

The Ministry of Education explained the increase in parental fees for kindergartens for 2021

In 2021, the payment is not available in all regions. Thus, residents of Moscow and St. Petersburg will not be able to receive compensation for the lack of a place in kindergarten. This is due to the fact that there are a large number of preschool institutions in cities. The benefit is available in regions where there are not enough kindergartens. Residents can apply for payment:

Compensation for large families for kindergartens in 2021

  • in a situation of shortage of kindergarten places. Amounts of funds are paid to parents, guardians or adoptive parents if there is no place for the child in kindergarten;
  • compensation for part of the funds paid to a private kindergarten.

  • Dream.
  • 4 meals a day.
  • Walks in the open air.
  • Activities (the world around us, literacy, speech development, creativity, physical education and choreography, educational games).
  • Examination by a pediatrician.

Who is entitled to compensation?

Compensation can be issued by one of the parents or the child’s guardian

. The closest relative will no longer be able to apply for compensation.

How often the application will need to be renewed is determined by the kindergarten administration. Some gardens ask to re-issue the application once a year, others – once a quarter. And there are kindergartens that do not require re-registration of the application at all. True, in this case, the kindergarten administration warns parents that they need to be notified in a timely manner about any changes - for example, about the birth of a child.

If the child does not attend kindergarten

, then no compensation will be accrued, even if the parent writes a statement. The reason here is simple: since parental fees are not paid, then there is no compensation.

Compensation amount

The amount of compensation for parental fees is established by regional regulations. However, some things are determined at the federal level - for example, the minimum amount of compensation is specified in paragraph 5 of Article 65 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation.”

According to the law, the amount of compensation for parental fees for kindergarten should not be less than:

  • 20% of the amount of parental fees for the first child;
  • 50% of the parental fee for the second child;
  • 70% of the amount of parental fees for the third and subsequent children.

That is, the amount of compensation directly depends on the number of children and the number of days in kindergarten. Moreover, when determining which child is counted, only minor children or under 23 years of age are taken into account, provided that the child is still a full-time student in an educational institution.

Example No. 1: A woman has three children, 21, 19 and 6 years old. Moreover, the eldest child is a full-time student at the university, and the 19-year-old is a part-time student. What amount of compensation for parental fees for kindergarten will be awarded to the mother.<

Answer: The woman will be refunded 50% of the parental fee monthly, as for the second child - since a 21-year-old child is a full-time student, he is taken into account when calculating. And the second child (19 years old) studies part-time, so he is no longer taken into account when counting children.

Example No. 2: A mother of three children (8 years old, 5 years old and 3 years old) paid parental fees for kindergarten in the amount of 2,600 rubles, of which the fee for the second child was 1,200 rubles, and for the third – 1,400 rubles.

Next month, the woman will receive compensation in the amount of 1,580 rubles, of which 600 rubles (1,200 rubles * 50%) are compensation for parental fees for the second child and 980 (1,400 rubles * 70%) for the third.

Some regions provide additional benefits or increased compensation for some families. For example, for single mothers, low-income or large families, a benefit is provided in the form of partial payment for kindergarten in the amount of 30 to 50%. For disabled children, the payment benefit is 100%. There are two options for providing this benefit:

  1. as compensation (part of the amount paid comes back);
  2. as a benefit (parental pay is initially charged in a smaller amount).

Benefits for paying for kindergarten

  • In the amount of 5.5 times the base amount (i.e. 550 rubles)
  • In short-stay groups (except for special child groups)
  • In the amount of 7.7 times the base amount (i.e. 770 rubles)
  • In state educational institutions "kindergarten"
  • “combined kindergarten” (except for compensatory groups)
  • In the amount of 9.9 times the base amount (i.e. 990 rubles)
  • In state educational institutions “general developmental kindergarten”
  • "kindergarten care and health improvement"
  • “compensatory kindergarten”
  • “Kindergarten with an ethnocultural (national) component of education”
  • In compensatory groups of state educational institutions “combined kindergarten”
  • In preschool groups of state educational institutions “primary school - kindergarten”
  • In preschool groups of state educational institutions “primary school - compensatory kindergarten”
  • In preschool groups of state educational institutions “general education school”
  • In state educational institutions with 14- and 24-hour stays for children
  • In the amount of 12.1 times the base amount (i.e. 1210 rubles)
    • In state educational institutions “child development center - kindergarten”
    • In preschool groups of state educational institutions “progymnasium”
    • In preschool groups of state educational institutions “education center”

    The lack of places in state preschool organizations forces parents to send their children to private kindergartens. The fees for such institutions are usually significantly higher. In 2021, the law allows you to receive compensation even if the child attends private institutions. However, the payment amount will be lower.

    How to get compensation

    Compensation can only be received upon application

    . Most often, when registering a child for kindergarten, the head simultaneously gives several forms of agreements and applications (preschool education agreement, application for compensation of parental fees, a letter with a list of relatives who have the right to pick up the child from kindergarten, and others).

    In addition to the application, in order to receive compensation you must also collect a certain package of documents.

    Step 1. Collect a package of documents

    The first thing one of the parents needs to do is fill out an application. It is better to take the application form from the kindergarten, as it may differ slightly from the standard one.

    The application must indicate:

    • last name, first name and patronymic of the parent - recipient of compensation;
    • registration and residence address;
    • passport details;
    • bank details for transferring compensation;
    • last name, first name, patronymic and date of birth of the child for whom kindergarten fees will be paid;
    • last names, first names, patronymics and dates of birth of other children, if any;
    • date and signature.

    Along with the application, you must provide a package of documents

    , which most often consists of:

    • photocopies of the passport of the parent - recipient of compensation;
    • photocopies of birth certificates or passports of all children living in the family;
    • a printout with bank details.

    But this list is not closed; additional documents may be installed in each region

    which must be attached to the application. For example, in one of the kindergartens in the city of Bryansk, parents must bring the following documents shown in the photo below.

    It is worth noting that a certificate of family composition for a kindergarten is valid only in the month in which it was issued

    . That is, if the certificate was issued on November 30, then on December 1 it will no longer be accepted in kindergarten.

    Step 2. Transfer of documents to kindergarten

    The application along with a package of documents must be given to the head of the kindergarten. This can be done independently during office hours or by appointment, or through the child’s teacher.

    The application and photocopies of documents remain in the kindergarten

    . If a parent transfers a child to another kindergarten, photocopies of documents will not be returned to him.

    After the documents are certified by the kindergarten, they are sent to the city Department of Education and Science, the Department of Health and other departments, the list of which is approved by the regional authorities.

    When all the documents have been collected and sent where appropriate, the parent will begin to receive compensation for parental fees.

    . The money will be sent to the bank account specified in the application.

    Ways to receive compensation for kindergarten

    The parent does not have the right to choose the method of transferring compensation for kindergarten, since the legislator indicated that compensation will be transferred to a bank account. That is, for example, it is impossible to receive compensation by postal order or in cash.

    Compensation is transferred next month, after the month of payment

    for visiting kindergarten.

    For example, a child went to kindergarten in September. Parental fees for September are calculated in early November, and the parent must pay the money before November 15-20 (each kindergarten sets its own payment dates). Compensation for parental fees for kindergarten will be credited to the applicant’s bank account only in December (usually December 10-15).

    I would like to note that compensation for parental fees is not income

    - that is, this amount is not taken into account when calculating the average per capita family income and personal income tax is not paid on compensation in accordance with Article 217 of the Tax Code of the Russian Federation.

    The Ministry of Education explained the increase in parental fees for kindergartens for 2021

    The city administration signed a resolution on increasing kindergarten fees on December 5, 2021. The document states that for a day of non-attendance without a good reason, parents will also be charged a fee of 140 rubles for each day. In short-stay groups, the cost of non-attendance reached 45 rubles for one day.

    PROCEDURE FOR PAYMENT OF COMPENSATION FROM 01/01/2021

    1. Large families (more than 3 offspring).
    2. "Contractors." Children of contract employees are enrolled in kindergarten after their parents provide a certificate from the military commissariat. It is important to remember the date: the certificate is valid for only 3 months.
    3. Police officers, former police officers who were unable to continue serving due to injuries sustained on the job, and families of police officers who died in the line of duty. You will need a certificate from the social security authorities.
    4. Disabled people and parents of disabled children. The basis is confirmed by a certificate from the bureau of medical and social examination.

    Can compensation be denied?

    The kindergarten has the right to refuse compensation, but only on 3 grounds:

    1. not all documents are presented;
    2. the kindergarten does not have a license;
    3. Compensation is not issued to the parent.

    First reason

    refusal of compensation - if the applicant did not provide all documents or filled out the application incorrectly. That is, for example, he did not provide a certificate of family composition or a marriage certificate, or he filled out bank details incorrectly.

    Second reason for refusal

    – the kindergarten does not have a license. For example, in Moscow, a large family can open a family kindergarten. If all 2 children in a family are of preschool age, then other children, for example, neighbors, can also attend this family kindergarten. Such a family kindergarten is not required to obtain a license. That is, family kindergartens that operate without a license do not provide compensation for parental fees for children attending a preschool institution.

    Third and final reason

    , for which compensation may not be provided - this is if the application is not made on behalf of the parent. For example, if a grandmother writes an application for compensation, she will be denied compensation (exception: the grandmother is registered as an official guardian).

    Nuances and controversial issues

    Compensation is a state benefit and therefore, as with any payment, many controversial issues arise. We decided to dwell on some of them separately.

    The first thing that many Russians are interested in is whether it is possible to receive compensation for a private kindergarten

    . The answer directly depends on whether the private kindergarten has a license for preschool education. If yes, then the parent has the right to submit an application and a package of documents to obtain compensation for parental fees for the child’s attendance at kindergarten. If there is no license, then you will not be able to receive compensation.

    The next question that interests many is whether it is possible to receive compensation for parental fees for a kindergarten, provided that the money was not contributed by the applicant parent.

    Here you can answer in different ways. If, when paying for kindergarten, the passport details of a grandmother or another relative were filled in, then you will not be able to receive compensation. But if dad paid for the garden, and mom filled out the application, then you can receive compensation only if the father submits an application on his own behalf.

    Another question of interest that concerns children from a first marriage: what number will the common child be if there is a child from a first marriage?

    . For example, a family consists of a mother, father and child. But the father has one child from his first marriage, and the mother has the first child together. What kind of child will the common child be?

    The nuance here is whether the child from the first marriage lives in the family or not. That is, for the mother of a common child he will be considered the first, and for the father - if the child, by court decision, lives with the father, then the common child will be the second, and if a child from the first marriage lives with the mother, then the common child will also be the first.

    The last question we would like to draw attention to concerns parents whose account has been frozen by decision of the FSSP. Most often, cards are seized due to unpaid fines, taxes, or enforcement proceedings. Can the bank write off compensation for parental fees to pay off the debt?

    Answer: yes. Compensation for parental fees is not included in the list of income that cannot be written off as debt repayment.

    Payments and benefits

    Those raising three or four children receive 600 rubles monthly as compensation due to rising prices, families with five or more children receive 750 rubles. These payments will double from 2021, as will assistance for utility bills. Currently, 522 rubles are allocated for housing and communal services to a family with three or four children, and 1,044 rubles for those with five or more. Each family raising five or more children under 18 years of age receives 900 rubles per month for children's goods (from 2021 - 1,800 rubles).

    Free travel, family kindergartens and electronic certificates

    Mothers who have given birth to 10 or more children and receive a pension are entitled to 10 thousand rubles a month. Also, families raising ten children receive two annual compensations: 10 thousand rubles for International Family Day (on the eve of May 15) and 15 thousand for Knowledge Day (by September 1). These three payments will double from January 1.

    In June, Daniil went to kindergarten for 15 days. He was charged 2,250 rubles, but his parents did not pay it. There will be no compensation this month. But, if in July they pay two receipts at once, then the compensation will be returned immediately in two months.

    Please note that the law was adopted at the federal level, so it must be implemented by all regions of the country. However, local authorities may make some adjustments: the amount of the refund, conditions and receipt procedure.     What kind of payment are we talking about?

    In December, Sasha went to kindergarten for 15 days, the rest of the days he was sick. One day of visiting costs 168 rubles. For December, the kindergarten accrued a parental fee of 15 * 168 = 2,520. Dad paid the entire amount for the kindergarten in advance, excluding the pass - 3,696 rubles.

    Nastya is the third child in a large family, she is 4 years old, compensation is calculated in the amount of 70%.
