What is economy class housing under the ZhRS program?

Many families in modern society are thinking about how they can buy housing for themselves, because often there is not enough money to purchase not only new, but also secondary housing. In this regard, the state is developing various targeted programs aimed at improving the living conditions of certain categories of citizens, among which are the following:

  • "Dwelling";
  • “Providing housing for young families”;
  • “Providing affordable and comfortable housing and utilities to citizens of the Russian Federation”;
  • “Housing for the Russian family”, etc.

The greatest interest among these programs is “Housing for the Russian Family” (ZhRS). It was approved by Decree of the Government of the Russian Federation No. 404 of 05/05/2014. But what is this program, what are its main directions?

The program was developed to provide certain categories of citizens with new residential premises at an affordable cost.

Residential premises built as part of this program are also called economy class housing. According to the “Basic conditions and measures for the implementation of the Housing for Russian Family program,” economic class housing includes those premises that meet certain conditions established at the level of the Ministry of Construction and Housing and Communal Services of the Russian Federation, and the price of which per 1 m2 of total area does not exceed 35 thousand rubles or 80% of the market value . In the second case, the price of 1 m2 is determined based on the provisions established by Federal Law No. 135-FZ of July 29, 1998 “On Valuation Activities in the Russian Federation”.

Directly, economy class housing objects in accordance with the Order of the Ministry of Construction and Housing and Communal Services of the Russian Federation dated 05/05/2014 No. 223/pr are:

  • detached residential building (number of floors no more than three, area no more than 150 m2);
  • residential block (a residential building consisting of several blocks, according to the characteristics of no more than 3 floors and a total area of ​​150 m2, located on a separate plot of land and has access to a public area);
  • apartment in an apartment building (MCD).

Program conditions in 2021

The conditions of the iron ore program in accordance with the provisions established by Government Decree No. 404 include the following:

  1. The volume of planned commissioning of the housing stock is at least 25 million m2 of total area of ​​economy class housing, which must meet established requirements.
  2. The main criterion for determining such housing is its cost , which should not exceed 35 thousand rubles or 80% of the market value per 1 m2.
  3. A certain subject composition that can participate in the implementation of the program.
  4. The construction of this housing can only be carried out in those regions that are also participants in the program and meet the established requirements.
  5. The exercise of the right to participate in the program by an interested person is carried out by him once in relation to one residential premises .

Thus, we can conclude that the main condition of this program is to increase the country’s housing stock, which will meet the criteria of accessibility for citizens in need of improved housing conditions.

Duration of the program

The iron ore work program was developed within the framework of the state program “Providing comfortable and affordable housing and utility services to citizens of the Russian Federation”, while the period for its implementation is somewhat different from the latter.

Paragraph 1 of the “Basic conditions and measures for the implementation of the Housing for the Russian Family program”, approved by Government Resolution No. 404, establishes that the ZhOR program is valid for the period 2014 - 2017 . It is important to note that the construction projects under construction must be handed over by the developers before 07/01/2017 .

How to become a participant in the program?

In connection with the consideration of the main directions of the Iron and Steel Works program, a logical question arises about how to become a participant. In order to answer this question, it is necessary to refer to the provisions of the Government of the Russian Federation No. 404, as well as Order of the Ministry of Construction of Russia dated June 10, 2014 No. 286/pr “On approval of methodological recommendations for establishing categories of citizens entitled to purchase economy class housing...” .

First of all, it is necessary to take into account that not every person who wishes can be a participant in the program. The list of possible participants includes:

  1. Persons provided with living quarters, but the size of the total area for each family member should not exceed 18 m2 (or 32 m2 for a person living alone). In addition, for these persons there is also a criterion for the level of income of all family members and the value of existing property.
  2. Persons living in unsuitable, unsafe premises that are subject to demolition or reconstruction for this purpose. In this case, this fact must be established in the manner established by the housing legislation of the Russian Federation by the authorized body.
  3. Families with two or more minor children. For this category of persons, an additional condition has been established - receipt of maternity capital (Federal Law of December 29, 2006 No. 256-FZ “On additional measures of state support for families with children”) and its allocation for the purchase or construction of economy-class housing.
  4. Persons with three or more minor children.
  5. Combat veterans.
  6. People who are disabled and families with disabled children.
  7. Other categories that are established at the regional level.

Thus, the target category of subjects is people in need of improved housing conditions and belonging to one of the above categories.

Moreover, these persons may have a preferential right to purchase economy class housing.

To become a participant in the above-mentioned program, the interested person needs to submit a corresponding application and the necessary package of documents to the local government authority at the place of construction of this housing stock. After checking the subjects for compliance with the requirements of the current legislation of the Russian Federation, they are included in the list for the municipal entity, and then in the register for the subject of the Russian Federation, about which a corresponding decision is made.

The republic will expand the federal program “Housing for the Russian Family”

Required documents for participation

For program participants, a mandatory condition is to provide the authorized body with the required list of documents , among which are the following:

  • application in the prescribed form;
  • consent to the processing of personal data;
  • identification document (passport);
  • documents confirming the applicant’s relationship to a particular category of persons entitled to participate in the program;
  • documents confirming family members living together with the applicant (marriage certificate, birth certificate of children, their passports, etc.).

An applicant can only apply to one local government body to be included in the appropriate list.

Example

Ivanov lives in the Perm Territory; in the same region, economy-class housing is being built in several municipalities according to the ZhRS program. The specified citizen falls under one of the categories who has the right to participate in this program, as a result of which he simultaneously submits two applications to the local government authorities of the village of Gorny and Kultaevsky rural settlement with the provision of all necessary documents. At the same time, he is included in the appropriate lists, and the specified data is transferred directly to the regional register, where it is clarified that he submitted applications in two different settlements at the same time. In this regard, Ivanov is sent a notice that he needs to submit an application to be removed from the list of those in need in one of the local government bodies.

When considering this issue, it is necessary to pay attention to the possibility of the authorized body refusing to include a list of an applicant for participation in the program. The grounds for refusal are:

  1. Failure to submit or incomplete submission of the established package of documents.
  2. Providing false information in the application and attached documents.
  3. The applicant does not meet the category of persons eligible to participate in the program.
  4. When the person is registered accordingly by another local government body.

The list of grounds is exhaustive and is not subject to broad interpretation. At the same time, the authorized body is obliged to notify the applicant in writing of its decision and attach a corresponding extract from it within 5 days from the date of consideration of the application itself.

Program “Housing for Russian families” in 2019

  1. Application in the approved form;
  2. Copies of the spouses’ passports and their marriage certificate;
  3. Copies of children's birth documents;
  4. Copies of spouses’ work records;
  5. Certificates from the house management about the number of family members registered within the living space and personal account;
  6. Documents for the housing in which the family lives (copy of the owner’s certificate, lease agreement, etc.);
  7. Salary certificates from the place of employment (2-NDFL);
  8. Certificate of disability (for people with disabilities);
  9. Document on participation in NIS for military personnel and their military ID.

Copies of the work record book must be certified by the human resources department of the current employer. All other copies (passports, certificates, etc.) are in the notary’s office.

Mortgage AHML under the ZhRS program

Another interesting point in the implementation of the iron ore program is mortgage lending . It is carried out by the Agency for Housing Mortgage Lending (AHML). This organization is responsible for preferential mortgage lending to participants, as well as the purchase of constructed economy-class housing.

Mortgage lending for specified purposes or social mortgage provides for :

  • low interest rates and, as a consequence, a small amount of overpayment on the loan;
  • affordable down payment amount;
  • the possibility of using maternity capital;
  • buying cheaper housing.

Obtaining a social mortgage for the purchase of economy-class housing is possible only after the relevant citizen is included in the list of those in need of such housing.

AHML receives this information directly from the bodies authorized to maintain it.

The lender assesses the applicant’s solvency after his application (submitting an application) and determines the maximum size of the possible loan, the timing and amount of repayment. At the same time, the lender also generates a list of approved applications , which is also sent to the person authorized to maintain a consolidated register for the constituent entity of the Russian Federation.

Housing program “Russian Family” for 2019

It should also be emphasized that the Russian Family program in 2019 can be used by residents of Russia even in combination with other forms of state support. For example, buying an apartment with a mortgage or maternity capital. There are two more important requirements for program participants. First of all, the couple must be officially married. Secondly, the age of both spouses must be from 25 to 40 years.

Concluding a housing contract is the next step. And there are two points here. If a young family has enough money to purchase an apartment under the state program, then there is no problem. The highest official is responsible for the implementation

The executive body must necessarily adopt the relevant provisions and monitor the local government in this area. The same bodies provide land plots for housing construction that are in state or municipal ownership.
