Regional program in Samara
The regional program “Young Family” in Samara and the Samara region is financed from the regional budget, as well as from extra-budgetary sources.
, more than 11,000 families applied for assistance . And although funding is constantly increasing, currently the bulk of regional benefits are of the minimum allowable size.
The program, started in 2006, was extended in 2009 until 2015. Under its terms, young people, in addition to funds from the state budget, will be able to receive additional payments, and during this period the local budget is going to help more than 5,400 families.

Amount of subsidy in the region
According to the text of the relevant resolution of the government of the Samara region, the amount of the subsidy provided from the local budget is equal to only 5% of the cost of the purchased housing . However, for employees of municipal institutions, the conditions of the “Young Family” program in Samara provide that they will purchase affordable housing taking into account a subsidy, the amount of which ranges from 5% to 25% of its cost.
The amount of assistance provided to municipal employees from the local budget depends on their length of service in these institutions or enterprises:

To calculate the cost of housing, it will be necessary to apply the indicator of the standard cost of housing in the region, which is now equal to 31,671 rubles . To calculate the size of the regional subsidy, it is enough to take the area of the purchased property and multiply it by the indicated indicator, and then allocate the share that corresponds to the number of years devoted to municipal service.
Just like federal payments, local assistance is allocated only for the purchase of affordable housing , which does not exceed the area of security standards established by the state. Based on the same standards, the maximum amount of subsidies that can be paid is calculated.
That is, the purchased apartment or house should not exceed the following parameters for living space for a family:
- For two people – 42 m2;
- Of three or more people - 18 m2 for each person.
Queue to participate
In order to take part in this project, young families must meet the following requirements:
- the age of the husband and wife, as well as the parent in a single-parent family, must be less than 35 years old at the time of receiving assistance;
- mandatory presence in the queue for those in need of improved living conditions;
- none of the members had previously received such assistance under federal or local programs;
- being in municipal service (to receive increased payments).
State support for young families in purchasing housing

- none of the members had previously received similar assistance;

- officials in municipal service can count on increased payments.
After a young family documents its need for square meters and its income, it is put in line to receive payments from the state. When their turn comes, the happy spouses receive a special certificate. Its validity period is 7 months. During this time, you need to find and purchase an apartment.
They take into account housing owned or used by family members (for example, under a social tenancy agreement). Living space is determined by registration: if the husband is registered in one place and the wife in another (for example, with her parents), then the existing meters will be divided among everyone - including grandparents.

According to recent legislative changes, parents have the right to apply for benefits for a child under three years of age only if the family is recognized as needy. The payment will be transferred monthly to a family with an income not exceeding two subsistence levels in the region per person. The payment amount is one subsistence minimum for children.

Set of documents
A family that is already registered as an apartment must provide the following set of documents in order to get in line for a subsidy:
- Copies of passports of all adults. Birth certificates for all minors;
- A copy of the marriage certificate;
- Certificate from the place of residence, indicating the living space and characteristics of the premises;
- A certificate from the municipality's housing department confirming that you are on the waiting list;
- Income certificates for all adults;
- Documents on which a loan was issued, a contract for the purchase of residential real estate, or acts of acceptance and delivery of construction work between the contractor and the construction customer;
- Applicant's bank details;
- Consent of all adults to the processing of their personal data.
Submission of documents
Documents must be submitted between January 1 and July 31 of the current year. At the end of this stage, based on all positively reviewed applications, the priority for receiving subsidies next year is formed. Each application must be reviewed by specialists within 10 days, and after a maximum of 5 days the decision must be communicated to the applicant.
From August to September, housing departments form a final queue , after which people are notified of their number on it. After this stage is completed, the budget planning process begins. The actual payment of funds begins in January of the following year .
During this stage, the money is transferred to the recipient’s current accounts, or directly to a banking institution, from whose accounts they will then be debited to repay the housing loan, as well as the first installment on it, or the end of the real estate purchase transaction.
Conditions of the Young Family program
Conditions may vary. The program is federal, so there are general requirements for everyone. At the same time, the administration of the locality where the family is registered can change or supplement them. To make sure that you meet the requirements, it is safer to contact the administration of your city and find out everything there. Age is checked twice: when applying for participation in the program and when the list for distribution of money is compiled. Two to three years may pass between these stages. If a family submitted an application when the spouses were 33 years old, and distribution began when they turned 36, then the family is excluded from the program - it will no longer receive a subsidy.

According to the authors of the initiative, another problem is the age limit. If at the time of compilation of the lists one of the parents turns 36 years old, the family loses the right to state benefits for housing, even though people could stand in line for about 5-6 years.

450,000 rubles to repay the mortgage upon the birth of a third child or subsequent children in the period from January 1, 2019 to December 31, 2022 are provided to large families who are borrowers on a housing mortgage loan, based on the provisions of Federal Law dated July 3, 2019 No. 157- Federal Law “On measures of state support for families with children, regarding the repayment of obligations on mortgage housing loans (loans) and on amendments to Article 13-2 of the Federal Law “On Civil Status Acts” on an application basis.
Preferential mortgage lending to rural residents is subsidized: the difference between the bank's market rate and the preferential rate is compensated from the federal budget. At the same time, regions can allocate additional funds to subsidize loans for villagers. Thus, with a maximum rate of 3% per annum, subject to regional co-financing, it can be reduced to 0.1%.
